Check membership conditions before paying a housing association deposit

After discussing a regional housing association project, check your personal eligibility before making a financial commitment.
An intention to buy and sufficient money for a deposit do not establish membership eligibility.
The Korean rules combine household ownership, household head status, six months of continuous regional residence and restrictions on overlapping memberships.
A later acquisition or change of household head can affect an earlier assessment.

This calculator screens ordinary Korean regional housing association conditions using the 2026 rules verified on 2026-11-07.
It reviews dated ownership records and identifies information that still needs confirmation.
Family members helping a parent can use anonymous household labels instead of real names.
The result does not grant membership, authorize a transfer or confirm an entitlement to move in.
The local authority checks the housing information network and supporting documents for the official assessment.

Initial recruitment, additional recruitment and vacancy replacement use different dates

Initial and approved additional recruitment

Enforcement Decree Article 21(1)(1)(a) connects ownership and household head requirements to the establishment approval application date through the available occupancy date.
For a project in an overheated speculation zone, the ordinary maintenance start is one year before that application date.
Additional recruitment under Article 22(2)(1) uses the establishment approval application date as well.
Joining an additional round later does not automatically move the ownership review period forward.

Filling an authorized vacancy

Article 22(2)(2) uses the membership application date for a vacancy replacement.
Supplementary Provision Article 3 of Presidential Decree No. 36436 applies the new rule to replacement amendment applications made on or after 2026-06-23.
The joining date alone does not establish that the new rule applies.
For a replacement in an overheated speculation zone, this tool displays the joining date and its one-year-earlier reference but withholds a definitive start date pending confirmation of how the special rules interact.

Joining before a zone designation or having an older approval or rights history can require transitional analysis.
The calculator does not infer a zone designation from a place name.
Confirm the project location, applicable designation and effective dates with the authority.
An approval date and an approval application date are different events; use the application receipt date requested by the form.

Keep the six-month residence test separate from the ownership start

Continuous residence start + 6 calendar months ≤ residence assessment date

For initial and additional recruitment, the residence assessment uses the actual establishment approval application date.
Moving the ownership and household head start back one year for an overheated zone does not also move the residence assessment date back.
An ordinary replacement subject to the amended rule uses the joining application date; an overheated-zone replacement remains subject to review.
Six calendar months are not always 180 days, so the calculation handles calendar months, month ends and leap years.

The statutory region is broader than a single project city in some cases.
Housing Act Article 2(11)(a) defines the regional groups.
Moving within the same statutory group may preserve continuity, but an intervening move outside it cannot simply be ignored.
Check the address history on the resident registration record instead of relying only on the current address.

Nine regional groups in the 2026-09-08 effective Act

  • Seoul, Incheon and Gyeonggi
  • Daejeon, Chungnam and Sejong / Chungbuk
  • Jeonnam-Gwangju Integrated Special City / Jeonbuk Special Self-Governing Province
  • Daegu and Gyeongbuk / Busan, Ulsan and Gyeongnam
  • Gangwon Special Self-Governing Province / Jeju Special Self-Governing Province

These labels follow the effective statutory text checked for this version.
Ask the authority how to connect address records across administrative boundary changes.

Review the whole relevant household and its ownership history

The ordinary alternatives are a household with no home ownership, or a household where only one member owns one home with exclusive residential area no greater than 85 m².
A home owned by a family member can matter even when the applicant owns none.
The relevant ownership household includes a spouse on a separate resident register and people in that spouse’s household.
Do not omit those records simply because the spouse is registered elsewhere.

The 85 m² and single-owner boundaries

Exactly 85 m² is within the area boundary; 85.0001 m² exceeds it.
Use exclusive residential area, not supplied area, contracted gross area or area multiplied by an ownership fraction.
Joint ownership needs separate review of the single-household-member condition and any applicable ownership exception; the tool does not automatically approve it.

Include presale and related rights

Enforcement Rule Article 8(1) includes holdings of the defined presale rights in home ownership.
Under the current ordinary conditions, one confirmed right to a home no greater than 85 m² is not automatically disqualifying simply because it is a right.
It is also not automatically treated as no ownership.
Older winner-status rules, shared interests and complex rights require individual confirmation.

A current snapshot can hide a problem earlier in the maintenance period.
Enter both acquisition and disposal records if two homes overlapped after the required start, even if only one remains today.
When acquisition and disposal share a date, calendar dates alone do not prove the legal order of ownership changes.
Confirm the dates used by the housing information search.
Anonymous labels such as Home A and Member 1 are sufficient for this worksheet.

The inheritance, bequest or marriage exception starts from disqualification notice

Enforcement Rule Article 8(2)(1) addresses a home acquired through inheritance, bequest or marriage to its owner.
It provides for treating the acquired home as not owned when it is disposed of within six months of the project entity’s disqualification notice under Housing Supply Rule Article 52(3).
Do not substitute the acquisition, marriage or joining date for that notice date.
Without a confirmed notice date, the tool does not establish a disposal deadline.

A disposal plan is different from a completed disposal

For a notice dated 2026-11-07, the six-calendar-month reference is 2027-05-07.
Confirm the actual period calculation, holidays, ownership ending date and recognition of the exception from the notice and authority.
An intended sale before that date is a conditional plan rather than evidence of completion.
Review the actual ownership state and the planned scenario separately, including what happens if the sale is delayed.

Article 8(2)(2) has additional conditions for homes subject to resale restrictions, including circumstances involving disposal of an existing home.
Do not replace those rules and restriction ending dates with a generic six-month calculation.
Housing Supply Rule Article 53 also requires attention to the specific exception and its application to this association.
Inheriting association membership itself is different from inheriting a home and is routed to individual review.

Check household head continuity, other memberships and the joining route

Household head status during the period

Becoming the household head today does not retrospectively satisfy an earlier maintenance period.
Enter the start date and disclose interruptions.
Enforcement Decree Article 21(2) provides for recognized loss and reacquisition of head status for unavoidable reasons such as work, medical treatment, study abroad or marriage.
Selecting a reason is not sufficient to establish local authority recognition.

Other memberships and transfers

Check the applicant’s other regional or workplace association memberships and those of a separately registered spouse.
Do not count the very application being assessed as a second membership.
After establishment approval, changing or adding members is restricted in principle, so personal eligibility must be considered together with an authorized additional recruitment or vacancy route.

Article 22(1)(2) lists vacancy grounds including death, specified changes of selected-resident status after project plan approval, withdrawals reducing membership below 50% of planned homes, loss of eligibility and changes in planned homes leaving membership below 50%.
A transfer can also depend on project plan approval, land ownership conditions and resale restrictions.
The form asks whether the lawful route has been confirmed; selecting a ground does not by itself authorize a transaction.

Work from source documents to a written eligibility inquiry

  1. Obtain the association dates. Check the establishment application receipt, joining route, replacement amendment date and expected available occupancy date.
Confirm recruitment approval and the project zone designation.
  2. Record household and residence history. Include the separately registered spouse’s household using anonymous labels.
Compare residence and head status against the registration history.
  3. Enter home and rights transactions. Assign an owner, exclusive area, acquisition basis and completed or planned disposal.
Record the disqualification notice and evidence separately for a special acquisition.
  4. Read each requirement. Correct dates do not resolve an incomplete household inventory.
Keep unresolved evidence and planned steps visible in the review sheet.
  5. Ask the association and local authority in writing. Save or print the worksheet to explain the facts, then verify eligibility and project risks before deciding about a contract.

The form does not need national identification numbers, actual addresses or original registry documents.
Keep originals privately and transfer only the dates, areas and categories needed for the screen.
Changing an unknown answer to a confirmed answer without evidence changes the assumptions and can mislead the assessment.

Worked calendar and area boundary examples

Hypothetical residence, area and notice date boundaries for initial recruitment
ItemInputInterpretation
Continuous residence2026-05-30 → 2026-11-30Six-month anniversary equals application date
Exclusive area85 m² / 85.0001 m²Included / exceeds boundary
Overheated-zone initial route2026-11-30 → 2025-11-30Only ownership and head status start moves back
Notice-based disposal reference2026-11-07 → 2027-05-07Exception, period and evidence need confirmation

Consider a hypothetical application on 2026-11-30, household head status from 2025-01-01, residence from 2026-05-30, one 85 m² home and expected occupancy on 2029-11-30.
For ordinary initial recruitment outside an overheated zone, the ownership start and residence assessment date are both 2026-11-30.
Switching to an overheated-zone initial route moves the ownership and head start to 2025-11-30 while the residence date remains 2026-11-30.
This example assumes complete records, no overlapping memberships and confirmed use of the current rules.
It does not guarantee the household’s actual future state through occupancy.

Turn each result into a specific next action

Conditions met within input scope or conditional

A met result describes the ordinary requirements within the entered information.
Continued eligibility and any legal changes must still be checked through actual occupancy.
A result requiring a planned disposal remains conditional.
A signed sale contract or property listing is not substituted for the legally recognized end of ownership.

Unmet or further confirmation required

A confirmed overlap or excess area is different from an unresolved exception, evidence issue or transitional rule.
Review does not mean automatic rejection, and an unmet ordinary screen does not exclude every special exception outside this tool.
Read the individual reasons and obtain the missing records first.

Before joining, test the actual residence history, head status and feasible disposal dates against the expected application date.
Existing members should check the maintenance period and notice procedure before a new acquisition or following inheritance or marriage.
A prospective transferee must review the authorized transfer route separately from personal eligibility.
Meeting the membership conditions does not establish the project’s land security, construction budget, additional contributions or refund safety.

Frequently asked questions

Can another household member own an 85 m² home?

The ordinary alternative includes one household member owning one home no greater than 85 m².
Check all other relevant members, including the separately registered spouse’s household, and review joint ownership or individual exceptions separately.

Must the six months be spent in the same city?

Use the statutory regional group rather than assuming a single city boundary.
Distinguish moves inside the group from departures outside it and verify continuous residence from the address history.

Does an overheated zone also move the residence test back one year?

For initial and additional recruitment, residence is assessed at the actual establishment application date.
Ownership and head status ordinarily start one year earlier.
Overheated-zone replacements and joining before designation require authority confirmation.

Does a single presale right automatically disqualify me?

Current defined rights count as ownership, but that is not an automatic rejection of every right holder.
A confirmed single right no greater than 85 m² is considered under the ordinary one-home alternative.
Older winner status, former law, shared interests and complex rights require review.

Is the inheritance disposal period six months from acquisition?

The Article 8(2)(1) exception screened here uses the disqualification notice date.
Check the notice, acquisition basis, completed disposal and applicable version of the rule.
A missing notice does not automatically exclude the home.

Does buying membership reset the date to when I join?

First confirm whether the transaction is additional recruitment or an authorized vacancy replacement and whether the amended rule applies.
An ordinary replacement under the new rule uses the joining application date, but personal eligibility alone does not authorize a sale of membership.

Can I ignore a short interruption in household head status?

The calculator does not erase an interruption automatically.
Recognition under Article 21(2) after an unavoidable loss and reacquisition of status requires confirmation by the local authority.

Does a met result mean the refund risk is low?

Eligibility and contractual or project risks require separate checks.
Review contributions, agency charges, land security, withdrawal and refund terms with the related risk calculator and actual contract.
