Water, sewer, and water-use fee

The source calculates the water base fee from pipe diameter, then applies water usage tiers by user type. Sewer charge is calculated from a separate sewer tier table.

Water-use fee is charged per cubic meter and added after water and sewer subtotals. Unlike electricity and gas, the Korean water bill model treats water service as VAT exempt.

Discount treatment

Welfare reductions can be quantity based or rate based and can target water, sewer, or both. The model calculates water and sewer reductions separately so disabled, veteran, single-parent, multi-child, and basic-livelihood treatment can differ.

E-billing discount is a percentage bounded by minimum and maximum amounts. Self-reading discount is a fixed amount. The final bill is rounded down to the nearest 10 won.

Forecasting usage

The monthly comparison helper applies season multipliers, with higher use in summer and lower use in winter. The yearly estimate sums those 12 monthly bills rather than multiplying one month by 12.

The exact bill may differ by municipality, building meter sharing, leak adjustment, sewer classification, and billing cycle. This page follows the Seoul Arisu 2026 structure because that is what the Korean calculator implements.
