Korean housing subscriptions: ownership exceptions and recognized dependents
A home in your household does not lead to the same ownership result for every Korean housing subscription.
A small villa, an older rural detached house, an inherited shared interest or a parent’s home may qualify for a specific exception under Article 53 of Korea’s Rules on Housing Supply.
Having a relative on a resident-registration record also does not automatically make that person a recognized dependent for subscription points.
This calculator reviews each property and each family member separately against the recruitment announcement date.
Decisions to prepare before applying
Review whether your household is treated as not owning a home, when your and your spouse’s continuous non-ownership period begins, and which relatives belong in the dependent count.
Use the review to avoid overlooking an exception before selling a home or overstating family points before an application.
Results use Korean rules for 2026 and the facts you confirm; final eligibility and selection depend on the developer’s documentary review and the announcement.
Choose the correct supply type first
Private and national/public general supply
Both review home ownership under Article 53.
Only private-housing general supply uses this page’s Annex 1 non-ownership and dependent results for a reference points total.
National/public-housing ranking and recognized savings payments use separate rules; do not apply the private-housing score to them.
Special supply and public rental housing
The Article 53 item 6 exception for an ascendant aged 60 or over does not apply to Article 46 elderly-parent special supply or the special supply specified in Annex 6, item 2(d), of the Enforcement Rule of the Special Act on Public Housing.
The latter provision excludes rental housing converted to sale, so identify that qualification precisely.
Public rental housing excludes Article 53 items 6, 9 and 11.
Item 6 is not excluded from every kind of special supply.
Read the announcement’s legal provision and distinguish the specified special-supply cases from other special supply.
An applicable ownership exception does not establish first-ever ownership history, income, assets, family conditions or other special-supply requirements.
Do not use the private-housing total on this page as the selection score for special supply or public rental housing.
List all relevant household members and properties
Household scope
The applicant and legal spouse are reviewed together even when registered at different addresses.
Ascendants, descendants and descendants’ spouses on the applicant’s or spouse’s record must be checked against the household definition in Article 2.
A spouse’s own descendant has a separate condition requiring registration with the applicant.
A married child may be excluded from dependent points while still requiring review as a household member for home ownership.
Homes, sale rights and shared interests
Enter each physical home once and select every household co-owner.
Link its acquisition and disposal dates; if interest holders have different dates or exception facts, leave the complete-evidence confirmation unchecked and request a separate provider review.
A shared interest normally counts as ownership; do not multiply the whole home’s area or applicable price by your ownership percentage.
Confirm the legal classification of an officetel or other non-housing building, and check transitional treatment of older sale rights separately with ApplyHome and the announcement.
Prepare resident-registration history showing continuous registration and address changes, plus the separately registered spouse’s record and family-relation certificate where relevant.
Compare building and land registration, the building register, supply contracts, official assessed values, inheritance and auction documents, tenancy records and exception evidence.
Leave a condition unresolved when a person, property or document has not been checked.
An empty property list or a price of zero is not proof of non-ownership.
Use the statutory price and exclusive-use area
Item 9 small/low-price homes and item 11 tenant auction purchases use the valuation method in Annex 1, paragraph 1(a)(2).
For disposal after the announcement, check the officially announced home value closest to the announcement date; for earlier disposal, use the latest applicable announced value before disposal.
For sale rights, use the supply-contract price excluding optional items.
Disposals before 2007-09-01 have a separate historical valuation provision and need additional review.
Item 12 instead uses the reported acquisition price of the rented home bought in 2024.
Main Article 53 size and price ceilings, prices in KRW, inclusive limits| Property exception | Area ceiling | Outside capital region | Capital region |
|---|
| Item 9(a): ordinary apartment | 60㎡ | 100,000,000 | 160,000,000 |
| Item 9(b): qualifying non-apartment / urban residential housing | 85㎡ | 300,000,000 | 500,000,000 |
| Item 11: tenant auction purchase after unpaid deposit | 85㎡ | 150,000,000 | 300,000,000 |
| Item 12: first-ever purchase of rented home in 2024 | 60㎡ | 200,000,000 | 300,000,000 |
Enter exclusive residential area, not supply area or a marketing floor-plan size.
The capital-region flag refers to the property’s location, not the applicant’s address.
The limits include the stated boundary, but a price one won higher or an area above the ceiling fails that condition of the exception.
Article 53 items 1–4: inheritance, rural detached homes and business housing
Item 1: inherited shared interest
Inheritance alone does not immediately establish the exception.
Confirm that the interest was inherited and that it was actually disposed of within 3 months after notification of disqualification.
An intended future disposal remains incomplete.
Item 2: detached home outside the capital region
The home must be in a non-urban area or myeon outside the capital region, and the owner must have lived in that housing-construction region before moving to another.
Also confirm at least one statutory route: 20 years since use approval, area of 85㎡ or less, or the qualifying inherited/transferred detached home at the owner’s original family-registration place from an ascendant or spouse.
For inherited housing, review the rule treating the deceased predecessor’s residence as the heir’s residence, with evidence.
Item 3: individual housing developer
This concerns housing built for sale by an individual housing developer, completed sales or disposal within 3 months after the disqualification notice.
Ordinary investment ownership or rental-business registration is not a substitute for these facts.
Item 4: statutory employee accommodation
Confirm the specified construction by a registered individual business or the approved housing supplied under the government employee-housing policy.
Merely renting a home to employees does not establish the exception.
Items 5–8: very small homes, parents’ property and building records
Item 5: one home of 20㎡ or less
The household must own only one qualifying home or sale right of 20㎡ or less.
Start with the actual household property list, rather than the number left after applying other exceptions.
Area alone is insufficient if another home is also owned.
Item 6: ascendant aged 60 or over
Check ownership by the applicant’s or spouse’s ascendant who is at least age 60 at the announcement.
Review excluded supply types carefully.
This exception does not establish that the owner counts as a dependent.
Item 7: derelict, demolished or non-residential use
Confirm the specified actual condition and completed demolition or correction of the official building records within 3 months after the disqualification notice.
Vacancy or low electricity use alone does not prove the exception.
Item 8: qualifying building under the former Building Act
The owner must prove the applicable former-law category and legality under the law at the time of construction.
The provision does not exempt every present-day illegal building or unreported extension.
Items 9–12: low-price homes, unsold sale rights and tenant purchases
Item 9: small, low-price housing
Check the household’s one-home condition together with the legal building type, area and price limits in the table.
Urban residential housing follows the item 9(b) classification; a building’s commercial name containing “apartment” does not settle its legal category.
Item 9 is excluded for public rental housing.
Item 10: first-come unsold sale rights
Confirm supply of the remaining homes under Article 27(5) or Article 28(10)(1).
A subsequent buyer of that right is excluded.
Do not assume that the same treatment continues automatically after completion and registration as a home.
Item 11: tenant auction purchase after an unpaid deposit
The tenant must have failed to recover some or all of the deposit and purchased that rented home through a court auction or public sale.
The ceiling is 85㎡ and KRW 150,000,000 outside the capital region or KRW 300,000,000 within it, using the Annex 1 valuation method.
Ordinary auction investments do not qualify; public rental housing excludes item 11.
Item 12: purchase of a rented home in 2024
The applicant must have made a first-ever purchase of the rented home between 2024-01-01 and 2024-12-31.
Item 12 is limited to the statutory detached, row-house or dasedae (small multi-family) categories under Article 2 and Article 3(1)(2)–(3) of the Enforcement Decree of the Housing Act; urban-type apartments are excluded.
Check 60㎡ or less, a reported acquisition price no higher than KRW 200,000,000 outside the capital region or KRW 300,000,000 within it, and at least 1 year of residence through the day before acquisition.
Do not extend the exception automatically to other years, ordinary apartments or another family member’s purchase.
Non-ownership start date and reference points
Compare birthdays, marriage registration and the latest non-ownership date
Normally count continuous non-ownership from the applicant’s 30th birthday.
If married before age 30, review the marriage-registration date on the marriage-relation certificate instead.
If either the applicant or spouse owned a home, compare the latest date they became non-owners after disposal and start from the later applicable date.
Do not substitute a parent’s disposal date for the applicant’s and spouse’s ownership history.
Start date = later of the age/marriage baseline and the applicant/spouse’s latest non-ownership date
Non-ownership points = min(32, 2 × (completed years + 1))
An unmarried applicant under age 30 receives 0 non-ownership-period points.
After the applicable start date, less than 1 year gives 2 points; at least 1 but less than 2 years gives 4; 15 years or more gives 32.
Where building-registration receipt and building-register processing dates differ, check the earlier date under Article 23(4).
Sale-right disposal dates need the appropriate reported transaction or contract record.
Divorce, remarriage, former spouses and older ownership or sale-right history may require a separate explanation.
Review recognized dependents by relationship
Spouse and ascendants
A legal spouse counts even with separate resident registration.
For parents, grandparents and other ascendants, the applicant must be household head at the announcement and the ascendant must have been continuously registered with the applicant or spouse for at least 3 years.
If either the ascendant or that ascendant’s spouse is treated as owning a home, both are excluded.
Article 53 item 6 is not applied to dependent assessment, including owners aged 60 or over.
Conversely, Annex 1 does not impose a minimum age of 60 or a separate no-income condition on a non-owning ascendant.
Children, grandchildren and others
Children must be never married and satisfy the applicable registration condition.
At age 30 or over, check at least 1 year of continuous registration with the applicant or spouse.
Grandchildren require both parents to have died, and a remarried spouse’s child needs the applicant-record condition checked.
Do not describe a divorced or widowed child as never married.
Do not add the applicant, siblings, lodgers or an unborn child to this private-housing dependent count.
Zero recognized dependents gives 5 points, one gives 10, and six or more gives the maximum 35.
Do not add yourself to increase the count.
Check additional announcement facts and evidence concerning overseas stays, nationality, care facilities and actual support.
Completing the registration period alone does not remove a different exclusion.
How to enter information and read the result
- Select the recruitment announcement date and exact supply type, then enter the applicant’s birth date, marriage registration and household-head status.
- Add household members, including a separately registered spouse, and check relationships, record location, continuous-registration date and never-married status.
- Add homes, sale rights and shared interests by owner, using the legal type, exclusive-use area, statutory price and acquisition or disposal evidence.
- Read the Article 53 reasons for every property and inclusion or exclusion reasons for every family member; resolve missing evidence.
- For private general supply, enter the confirmed account-period score of 1–17 obtained from ApplyHome or the bank to review the reference total.
- Save the TXT review or print it, then compare the reviewed facts with the values entered on ApplyHome.
The account score must already reflect applicable recognition of periods before adulthood and any spouse-period addition; the combined account component is capped at 17.
This page does not recalculate those account periods.
The private-housing reference total adds up to 32 non-ownership points, 35 dependent points and 17 account points, with an overall maximum of 84.
Do not treat the total or difference from your expected score as settled while property, family or history evidence is unresolved, or where a points-based award within the last 2 years affects eligibility for points selection.
Worked examples using synthetic facts
Example 1: unmarried applicant aged 40
Assume announcement 2026-11-06, birth date 1986-11-06, no past home ownership and no additional family members.
The start date is 2016-11-06 and the completed period is 10 years: 22 non-ownership points plus 5 points for zero dependents.
With a verified account score of 12 and all other applicable conditions checked, the reference total is 39.
The applicant’s entire 40 years of life is not the recognized non-ownership period.
Example 2: a parent’s exception does not add dependent points
Assume a parent aged 60 at a general-supply announcement owns a 120㎡ apartment and no other exception applies to it.
Item 6 may exempt the property for the household’s ownership test, but it is not applied when assessing that parent as a dependent.
Registration together for more than 3 years does not by itself justify additional family points.
Example 3: non-owning parent aged 59 at the 3-year boundary
At announcement 2026-11-06, continuous registration beginning 2023-11-06 completes 3 years.
If the applicant is household head and the parents’ ownership and other facts are confirmed, age 59 does not by itself exclude the parent.
A registration date of 2023-11-07 has not completed 3 years at this announcement, so compare the next qualifying date with a later notice.
What unresolved, counted and provisionally recognized mean
Needs review
A price, exception document, ownership history or registration fact has not been confirmed.
Obtain the missing evidence and recalculate.
Home counted / family excluded
The entered facts fail a relevant exception or inclusion condition.
Check other valid exceptions and the announcement before deciding to sell or abandon an application.
Provisionally recognized
The confirmed input facts pass this tool’s conditions.
Final documentary review and other eligibility matters remain separate.
The 3-month periods in items 1, 3 and 7 run from the specified disqualification notice, not an arbitrary 3 months after the recruitment announcement.
Planning to dispose of an ordinary home after announcement does not erase ownership on the announcement date.
Before disposal or demolition, verify the applicable provision, completion date and developer’s explanation process.
Use Article 58 and the separate restriction calculator for disqualification-related award restrictions.
Frequently asked questions
Does owning only one home automatically qualify?
No.
Items 5 and 9 have area, type or price conditions in addition to one-home ownership, and each other exception has its own factual requirements.
Is every capital-region villa worth KRW 500,000,000 exempt?
Check item 9(b)’s legal classification, no more than 85㎡, the household’s one-home condition and the statutory value ceiling of KRW 500,000,000 together.
Do not use a market asking price or deposit, and do not apply item 9 to public rental housing.
Is an owning parent aged 60 also exempt for dependent points?
Article 53 item 6 is not applied to the dependent ownership test.
When either member of an ascendant couple is treated as owning a home, both are excluded from dependent recognition.
Can a parent under age 60 or with income count?
Annex 1 does not impose a minimum age of 60 or a no-income condition on ascendants.
Check household-head status, 3 years of continuous registration, both parents’ ownership and any additional announcement facts.
Can I omit the separately registered spouse’s home?
No; the spouse remains relevant to household ownership and the non-ownership period.
Include relevant family members on that spouse’s record and the applicant’s and spouse’s past ownership history.
Does an unmarried child aged 30 count immediately if they have no income?
Lack of income does not replace the registration period.
Check at least 1 year of continuous registration with the applicant or spouse.
Do siblings and unborn children count?
They do not belong in this private-housing points dependent count.
Special-supply child counts and household-size definitions are separate concepts.
Does provisional recognition authorize an application?
It is a reference result for the entered conditions within this calculator’s scope.
Recheck final ownership review, special-supply income/assets/first-ever ownership, deposits, local priority, award restrictions and actual documents against the notice and ApplyHome.
