2. Machine periodic inspection

3. Operator aptitude test and safety education

Next steps

  • Filing within the window keeps the new validity running from the day after the old expiry even if the inspection itself happens later (Rule Article 23(5)). The inspection date is notified within 5 days.
  • After a pre-notice, use the opinion period of at least 10 days to submit mitigation reasons or pay voluntarily (up to 20% off). Late payment adds 3% plus 1.2% per month (up to 60 months).
  • Finish the aptitude test at the city, county or district office (KRW 2,500) and the 4-hour safety course (online allowed, KRW 32,000) before 31 December of the due year.

Korean construction machinery inspection, aptitude test and safety education: missed deadlines grow the fine every few days

For an owner who rents out one excavator or one dump truck, the inspection certificate expiry is an easy date to miss.
Slip one month because of site work and the missed-inspection fine starts; go 30 more days and it rises by KRW 100,000 every 3 days up to KRW 3,000,000.
Keep operating at the same time and a separate operation fine of KRW 500,000 or more is added, and ignoring the order can end in deregistration.

This calculator is based on Korean rules: enter the validity expiry from the certificate and it shows the periodic inspection window, today’s fine, the fine curve 7, 14 and 30 days later, and the date the cap is reached.
For the operator it calculates the due year of the periodic aptitude test and safety education, days left, the fine if missed and the licence cancellation risk date.
Family members helping a parent can run the same check with just the registration/inspection certificate and the licence card.

In the amendment promulgated on 2026-02-27, the licence cancellation clauses apply from 2026-08-28 and the main body from 2027-02-28; the fine criteria used here are the same before and after.
Fines are estimates from the Enforcement Decree Annex 3 criteria; the authority’s pre-notice fixes the actual amount.

Inspection application window: 31 days on each side of the expiry

Article 13(1)2 of the Construction Machinery Management Act requires a periodic inspection for construction machinery that will keep operating after its validity period ends.
Enforcement Rule Article 23(1) requires the application within 31 days before or after the validity expiry and calls this the periodic inspection application period.
Where an inspection agent is designated, the application goes to the agent such as the Korea Construction Equipment Safety Institute, and from 2027-02-28 the new Korea Construction Machinery Safety Agency takes over.

Window opens

The expiry date minus 31 days.
Thirty-one days before expiry the inspection body sends notice of the window and fines (Article 23(8)).

Window closes

The expiry date plus 31 days.
Applying by this day means no missed-inspection fine.

New validity

Applied within the window: it runs from the day after the old expiry; applied later: from the day after the inspection (Article 23(5)).

The inspection body notifies the date and place within 5 days of the application, so filing the form before the deadline is what matters.
If the machine fails, you can repair it and request a re-inspection within 10 days, and machines that must be inspected at a station pay no re-inspection fee there (Annex 23 item 5).
The calculator also reflects that a late inspection restarts the validity from the inspection date, pushing the next expiry back too.

Validity period by machine type (Enforcement Rule Annex 7)

The inspection cycle ranges from 6 months to 3 years depending on type and age.
Age is counted from first registration, or from 31 December of the build year for imported used machinery (Annex 7 note 2).
The calculator picks the cycle by whether the new validity starts more than 20 years after that date and warns when it is within 60 days of the boundary.

Annex 7 lists only the wheeled versions of excavators and loaders as separate rows.
For crawler excavators or loaders, enter the expiry exactly as shown on the certificate if one is printed; the calculator then uses the other-machinery row for the cycle.
If the certificate shows no validity date, the machine may not be subject to periodic inspection, so confirm with the province or the inspection body first.
Tower cranes must be inspected again every time they are relocated (note 3).

Missed-inspection fine formula and amounts by delay

Delay d = reference date − last day of the window (expiry + 31 days)
d of 1 to 30 days: KRW 100,000
d over 30 days: KRW 100,000 + ⌈(d − 30) ÷ 3⌉ × KRW 100,000, capped at KRW 3,000,000

Enforcement Decree Annex 3 item Ta imposes KRW 100,000 for a missed periodic inspection and adds KRW 100,000 for every 3 days exceeded once 30 days have passed since the window closed.
Act Article 44(1)1-2 caps this fine at KRW 3,000,000, so the additions stop there.
Like the existing car inspection late-fine calculator, this tool rounds the 3-day blocks up, so the fine becomes KRW 200,000 on day 31 and hits the cap on day 115.

The missed-inspection fine has no repeat-offence tiers, so for the same machine the length of the delay alone sets the amount.
If the authority rounds the 3-day blocks down, the same date can come out KRW 100,000 lower, so treat the calculator result as the conservative amount to prepare.

Using a machine more than 31 days after expiry adds an operation fine

Act Article 15(2) bars anyone from using or operating construction machinery more than 31 days after its validity ended.
Article 15(1) also requires a hirer to check the inspection certificate and not let staff use an expired machine.
The fine under Enforcement Decree Annex 3 item Ha is KRW 500,000 for the first, KRW 700,000 for the second and KRW 1,000,000 for the third or later offence within the past year.

Operation ban starts the day after the window closes

The window closes at expiry + 31 days, and from the next day the missed-inspection fine and the operation ban start together.
Only driving to the inspection is exempt, so continuing site work while delaying the inspection is the most expensive choice.
Main contractors often check certificates, so losing a job can hurt before the fine does.

From inspection order to operation ban, plate impoundment and ex officio deregistration

  1. Once the window has passed, the governor must order the inspection, and the order sets an application period of up to 31 days (Act Article 13(5); Enforcement Rule Article 30).
  2. An operation ban issued with the order is entered in the register and notified to the police (Act Article 13(9); Rule Article 31-3).
  3. If the order is ignored the registration plate may be impounded, and only temporary trips of up to 15 days to the inspection are allowed (Act Article 13(10); Rule Article 31-4).
  4. Failing to follow the inspection order is a ground for ex officio deregistration, and in this case cancellation is mandatory (Act Article 6(1) item 5 and proviso).
  5. Before cancelling, the authority waits one month after notice, or three months if a mortgage is registered, which is the last chance to get the inspection done (Act Article 6(8)).

Tick the inspection order box and enter the deadline from the order, and the calculator shows the days left with impoundment and deregistration warnings.
The order period itself can be extended by up to 31 days for an unavoidable reason.

If you cannot make the window, apply for an extension first

Enforcement Rule Article 31-2 allows an extension of the inspection or order period for unavoidable reasons such as a disaster, theft, accident, seizure or repairs taking 31 days or more.
The extension application and evidence must be filed by the last day of the window, and the governor notifies the result within 5 days.

Length of the extension

  • Periodic inspection: up to 6 months, during which the validity is treated as extended.
  • Seized machines: the seizure period; machines sent abroad for hire: the export period.
  • Inspection order: 31 days.

Treated as extended without applying

  • If you report a suspension of the business that uses the machine, validity is extended until you report its restart.
  • A machine a dealer reported as displayed for sale is extended until the sale is reported.
  • If the extension is refused, you must apply for the inspection within 10 days from the end of the window.

An extension cannot be requested after the window has closed, so the calculator shows that it is no longer available if you tick a reason after the deadline.

Inspection fees and inspection place

Periodic inspection fees are set per machine in Enforcement Rule Annex 23 item 5, so the calculator shows them automatically.
Dump trucks, concrete mixer trucks, truck-mounted concrete pumps, asphalt distributors and truck-mounted forklifts must in principle go to an inspection station (Article 32(1)); other machinery can be inspected where it is.

Station-only types may still be inspected on site when located on an island or when self-weight exceeds 40 t, axle load exceeds 10 t, width exceeds 2.5 m or top speed is under 35 km/h (Article 32(2)).
Travel costs for tower crane inspections are calculated separately under the public officials’ travel rules, and a brake overhaul certificate from a repair shop lowers the station fee.

Operator periodic aptitude test: every 10 years from the licence date, 5 years from age 65

Under Act Article 29 and Enforcement Rule Article 81, operators take the periodic aptitude test between 1 January and 31 December of each year containing a date 10 years after the day following licensing.
From age 65 the cycle shortens to 5 years, and with two or more licences the most recent licence date is the anchor.
Unlike a Korean driving licence renewal, the anchor is the licence date rather than the last test.

Documents and fee

  • Bring the licence card and one upper-body photo taken within 6 months.
  • Submit a medical certificate unless national health screening results from the last 2 years can be checked electronically.
  • Forklift-under-3 t licence holders also need a copy of their driving licence.
  • The application fee is KRW 2,500 (Annex 23 item 14).

If you miss it

  • KRW 50,000 until day 30 after the window ends.
  • Then KRW 50,000 more for every 3 days exceeded, reaching the KRW 3,000,000 cap on day 205.
  • After one year without the test the licence must be cancelled (Act Article 28 item 9).
  • With a valid reason you can postpone once before the window ends.

Operators who had held a licence for 9 years or more when the Rule was amended on 2019-03-19 had transitional first-test deadlines of 2019-09-18, 2019-12-18 or 2020-03-18.
If you leave the last test date blank, the calculator uses that transitional deadline, so enter the date recorded on your licence if you were tested since.
Enforcement Rule Annex 22 still cites Act Article 28 item 8 for this cancellation, but the Act in force from 2026-08-28 moved the same rule to item 9.

Operator safety education: 4 hours every 3 years

Act Article 31 and Enforcement Rule Article 83 require licensed operators to take safety and professional development education on a 3-year cycle.
The first course is due in the year containing the date 3 years after first licensing, and later courses in the year containing the date 3 years after the last course.
With two or more licences, the first licensing date of the most recently acquired licence is used.

Course content

Law, machine structure, work safety, and accident cases and prevention, one hour each (Annex 22-2).
Choose the general or materials-handling course according to the machine you mainly operate.

Method and cost

Lecture, audiovisual and online learning are allowed, and the accident-case module uses audiovisual or VR/AR experience.
The application fee is KRW 32,000 (Annex 23 item 15).

Operating without it

Operating construction machinery without the course risks KRW 500,000 for the first, KRW 700,000 for the second and KRW 1,000,000 for later offences (Annex 3 item Keo).

Under the transitional rule, people licensed before 2019-10-18 had their first course in 2020 if first issued by 2009, in 2021 if issued 2010–2014, and in 2022 if issued from 2015.
If you leave the last course date blank, the calculator starts from that transitional year, so enter the date from your certificate to see the next due year.
A course of 4 hours or more under other laws that the Minister of Land, Infrastructure and Transport designates also counts as completed safety education.

Ways to reduce the fine: opinion, discretionary reduction and voluntary payment

Voluntary payment 20%

Paying voluntarily within the opinion period of at least 10 days after the pre-notice can reduce the fine by up to 20% (Act on the Regulation of Violations of Public Order Article 18; Enforcement Decree Article 5).

Discretionary 1/2

For minor carelessness, minor violations or efforts to correct, the authority may cut the amount by up to one half (Annex 3 general criteria item Da).

Small business 70%

Small business owners without intent, gross negligence or unpaid fines may receive up to 70% off considering their ability to pay, not combined with the 1/2 reduction (item Ra).

Conversely, if the violation lasts 6 months or more the amount may be raised by up to one half, but never above the statutory cap (item Ma).
Missing the payment deadline adds a 3% surcharge plus 1.2% per month for up to 60 months (same Act Article 24).
The calculator never treats reductions as certain; it shows only the voluntary-payment amount and the maximum discretionary reduction as a range.

How to use the calculator

  1. Set the reference date to today or the date you want to check, and choose the areas to calculate (machine inspection, operator duties).
  2. Pick the machine type and enter the validity expiry and first registration date (build year for imported used machines) from the certificate.
  3. Enter the planned application date, inspection place, operation and tier, order received, extension reason and small-business status.
  4. For the operator, enter the licence date, date of birth, last aptitude test and last safety course.
  5. Read the window card, the ★ reference row of the fine curve, the new validity, the reduction range and the operator cards.
  6. Save the TXT checklist for booking the inspection, filing an extension or opinion, and applying for the test and course.

Hypothetical example 1: an excavator owner who missed the inspection

The case below is hypothetical, not a real case or notice.
A wheeled excavator first registered on 2019-06-20 had a validity expiry of 2026-08-01, and because of site work it was still being operated uninspected on 2026-10-30.
There was no similar fine in the past year and an on-site inspection is planned.

30 days later2026-11-2989KRW 2,100,000
Cap reached2026-12-25115KRW 3,000,000

The window ran from 2026-07-01 to 2026-09-01, and the operation ban and missed-inspection fine started on 2026-09-02.
The KRW 1,100,000 missed-inspection fine plus the first-tier KRW 500,000 operation fine and the KRW 57,800 on-site fee make KRW 1,657,800 if handled now.
Waiting 30 more days adds KRW 1,000,000 to the missed-inspection fine alone, so applying today is the cheapest choice.

Paying the KRW 1,600,000 in fines voluntarily within the opinion period saves KRW 320,000 for KRW 1,280,000, and the maximum 50% discretionary reduction would bring it to KRW 800,000.
If inspected on 2026-10-30, the new validity runs for 1 year from 2026-10-31 to 2027-10-30, and the next window is 2027-09-29 to 2027-11-30.

Hypothetical example 2: an operator aged 65 with both duties due this year

Assume an operator born on 1961-03-15 obtained an excavator licence on 2006-04-20, took the periodic aptitude test on 2019-11-05 and safety education on 2023-05-10.
On the reference date of 2026-10-30 they are still operating machinery.

Aptitude test due 2026

The year contains 2026-04-20, 20 years after licensing, so the window is 2026-01-01 to 2026-12-31 with 62 days left.
If missed, the fine is KRW 550,000 on 2027-03-01 and the KRW 3,000,000 cap on 2027-07-24, and licence cancellation risk starts on 2028-01-01.
Being 65 or older, the next cycle comes 5 years later in 2031.

Safety education due 2026

It is 3 years after the last course on 2023-05-10, so the 4-hour course must be done by 31 December with 62 days left.
Operating in 2027 without it risks a first-tier KRW 500,000 fine, and completing it this year makes 2029 the next due year.

When both duties fall in the same year, KRW 2,500 for the test and KRW 32,000 for the course, KRW 34,500 in total, settle both.
By contrast, a 90-day delay on the aptitude test alone costs KRW 1,050,000, and being caught operating without the course in that period adds KRW 500,000 for KRW 1,550,000.
Put both in the year-end schedule early.

When to use it

Before buying a used machine

Enter the expiry from the seller’s certificate to see whether an inspection is needed right after handover or fines have already built up.
An expired machine transferred to you must be applied for within 31 days of the transfer registration.

Helping a parent with their licence

After 65 the aptitude test cycle switches to 5 years and is easy to miss.
Enter the dates from the licence card and course certificate to see what is due this year.

Limits and cautions

This tool estimates from the dates and facts you enter and does not replace the fine decision of the provincial governor or local government head.
It does not calculate ad hoc or modification inspections, pass/fail results, tower crane relocation or drilling-rig dismantling exceptions, ad hoc aptitude tests, or criminal penalties such as ignoring a repair order.
Reductions are discretionary, so only the maximum possible amount is shown.

  • If an approved extension or business suspension changed the expiry on the certificate, enter the changed date.
  • Aptitude test and safety education windows are calendar years, so any day within the year counts.
  • If the Minister changes or extends education periods for disasters or epidemics, the public notice prevails (Enforcement Rule Article 83(4)).
  • Dates follow the Korean Civil Act rules that exclude the first day and end a period the day before the matching date, or on the last day of a month without one.

Frequently asked questions

When must I apply for the periodic inspection of construction machinery in Korea?

You must file the application within 31 days before or after the validity expiry printed on the registration/inspection certificate (Enforcement Rule Article 23(1)).
If the expiry is 1 August, the window runs from 1 July to 1 September.
As long as you apply inside the window, the new validity continues from the day after the old expiry even if the inspection itself happens a little later.

How much is the fine for a missed inspection?

From the day after the window closes until day 30 the fine is KRW 100,000, and after 30 days KRW 100,000 is added for every 3 days exceeded (Enforcement Decree Annex 3 item Ta).
The Act Article 44(1) cap is KRW 3,000,000, which the round-up reading reaches on day 115.
Depending on how the authority counts the 3-day blocks, a notice may differ by one KRW 100,000 step.

What happens if I keep working with an uninspected machine?

Nobody may use or operate construction machinery more than 31 days after its validity ended (Act Article 15(2)).
Doing so adds a separate fine of KRW 500,000, 700,000 or 1,000,000 by the tier in the past year, and a hirer who lets staff use the machine is liable too.
Driving to the inspection is the only exception.

Will the registration be cancelled if I ignore the inspection order?

Yes.
If an inspection order is not followed, the provincial governor must cancel the registration ex officio (Act Article 6(1) item 5 and proviso).
Before cancelling, the owner and interested parties are notified and the authority waits one month (three months with a registered mortgage), and plate impoundment and an operation ban may come in the meantime.
To use the machine again you must register it as new.

What if a breakdown stops me from being inspected in time?

With an unavoidable reason such as a disaster, theft, accident, seizure or repairs of 31 days or more, file an extension application with evidence by the last day of the window (Enforcement Rule Article 31-2).
The governor decides within 5 days, and if approved the validity is treated as extended for up to 6 months.
If refused, you must apply for the inspection within 10 days from the end of the window.

How often does an operator need the periodic aptitude test?

In the year that contains the date 10 years after the day following licensing, and every 5 years from age 65 (Enforcement Rule Article 81).
The anchor is the licence date, not the last test, so a 2006 licence is due in 2016 and 2026, and after 65 five-year years such as 2031 are added.
With several licences the most recent licence date is used.

Will my licence be cancelled if I miss the aptitude test?

The fine is KRW 50,000 until day 30 after the window ends, then KRW 50,000 more for every 3 days exceeded up to the KRW 3,000,000 cap (Enforcement Decree Annex 3 item Cheo).
If one year passes without the periodic aptitude test, the mayor, county head or district head must cancel the licence (Act Article 28 item 9).
With a valid reason you may apply once before the window ends to postpone the test.

Who needs construction machinery operator safety education and when?

Every licensed construction machinery operator must take a 4-hour course between 1 January and 31 December of the year that contains the date 3 years after first licensing, and thereafter 3 years after the last course (Enforcement Rule Article 83, Annex 22-2).
Online courses are allowed and the application fee is KRW 32,000.
Operating without the course risks fines of KRW 500,000, 700,000 or 1,000,000.
