2. Operator details

3. Small-machine course path costs

A Class 1 driving licence copy can replace the medical certificate, so the medical cost is treated as KRW 0 (Enforcement Rule Article 76(5)).

4. Craftsman qualification path costs

Exam fees are set by the Minister of Employment and Labor under Article 36 of the National Technical Qualifications Act Enforcement Rule, so no amount appears in law. Enter the amount on the Q-Net application screen and only your own share of any training-card-supported academy fee.

Course path = course fee + KRW 2,500 licence application + medical cost or Class 1 ordinary cost. Without a Class 1 licence the medical cost is added; for a forklift under 3 t you must first obtain Class 1 ordinary, so its cost is added instead of the medical cost (the new licence copy replaces the certificate). Craftsman path = written fee × attempts + practical fee × attempts + academy fee + KRW 2,500 + medical cost. Attendance days exclude booking and result waiting periods and Class 1 licence time.

Warnings and next steps

  • The size is within 0.3 t of a boundary (excavator 1 or 3 t; loader 2, 3 or 5 t and 4 t if articulated; forklift 3 t) or unconfirmed. Ask the seller for the specification sheet before buying and recheck the licence type.
  • Next: confirm the spec sheet → book a provincially designated 12-hour course (18 hours for 3–5 t loaders) or the Q-Net written exam → apply to the city, county or district office (KRW 2,500).

Choose the licence path before buying a machine or enrolling in an academy

Many people look at a mini excavator after moving to the countryside, or search for a forklift qualification to return to warehouse and logistics work.
Yet the same “forklift licence” can mean a 12-hour course in one case and a national Craftsman qualification in another, depending on the machine size and purpose.
Choosing the wrong path means paying for training twice or paying academy fees that were never needed.

This calculator is based on Korean rules for 2026.
It first checks whether an excavator, forklift or loader is construction machinery and then shows the required licence under Annex 21 of the Enforcement Rule of the Construction Machinery Management Act.
It compares the total cost and minimum attendance days of the small-machine course path and the Craftsman qualification path, and checks whether a forklift under 3 t requires a Class 1 ordinary driving licence first.
Adult children researching equipment for their parents can make the same assessment with one specification sheet.

Step 1: check whether the machine is construction machinery

Article 26(1) of the Act requires anyone operating construction machinery to hold an operator licence from the city, county or district head.
Decree Annex 1 defines which machines are construction machinery, so this scope comes before any licence question.
Outside this scope no operator licence under the Act applies, although employment qualifications may still matter.

Excavator

Crawler or wheeled machines with a digging device and a self-weight of at least 1 t are construction machinery.
A 0.8 t micro excavator is outside the scope.

Loader

Machines with a loading device and a self-weight of at least 2 t are construction machinery.
Articulated-steering loaders below 4 t are excluded.

Forklift

Tyred machines with a lifting device and an operator seat are construction machinery with no tonnage floor.
Electric solid-tyre forklifts used only off public roads and agricultural machines are excluded.

Use the figure on the specification sheet, not advertising terms such as “3-tonne class” or “mini 1 t”.
Annex 20 note 4 states that excavators and loaders are measured by self-weight and forklifts by rated lifting capacity.
Used machines near a boundary can differ by model year and options, so ask for the specification sheet before buying.

Step 2: licence type by size

Article 75 and Annex 21 of the Enforcement Rule divide operator licences into 19 types.
For the excavators, forklifts and loaders covered here, small-machine and general licences split as shown below, and a general licence also covers every smaller size.

Construction machinery operator licence types and routes by machine and size

Loader 2 t to under 3 tLoader under 3 tSmall-machine operator course12 h
Loader 3 t to under 5 tLoader under 5 tSmall-machine operator course18 h
Loader 5 t or moreLoaderLoader Operation Craftsman + aptitude test—

Article 26(3) requires a national technical qualification and an aptitude test, and Article 26(4) lets a course at a provincially designated institution replace the qualification for small machines only.
The aptitude test is therefore still required on the course path, using a medical certificate or a copy of a Class 1 driving licence.
Under Article 27, item 1, people under 18 cannot obtain a licence on either path.

What the 12-hour small-machine course contains

Excavator, loader and forklift under 3 t

  • Engine, electrical and working equipment theory, 2 hours
  • General hydraulics theory, 2 hours
  • Construction machinery law and road traffic theory, 2 hours
  • Operating practice, 6 hours

Loader 3 t to under 5 t

  • The same 6 theory hours apply.
  • Operating practice rises to 12 hours, 18 hours in total.
  • Practice needs at least 3 days.

Annex 20 counts one hour of theory or practice as 50 minutes, and a trainee may not practise more than 4 hours a day.
A 6-hour practice course therefore needs at least 2 days and a 12-hour practice course at least 3 days, which the calculator shows as minimum attendance days.
Anyone who has completed theory for another small machine or already holds such a licence is exempt from the 6 theory hours, so a second machine type needs only practice.

A forklift under 3 t needs Class 1 ordinary first

Article 73(3) and Annex 21 note 2 of the Enforcement Rule require the operator of a forklift under 3 t to hold a driving licence that fits Article 53 of the Road Traffic Act Enforcement Rule.
Annex 18 of that rule lets Class 1 large holders drive forklifts under 3 t and Class 1 ordinary holders drive forklifts under 3 t on roads, while Class 2 ordinary covers no forklift.
Holders of Class 2 ordinary only, or of no driving licence, therefore add the cost of Class 1 ordinary to the course path.

Comparison point

The general forklift licence obtained through the Forklift Craftsman qualification has no driving-licence condition.
Class 2 holders should compare “12-hour course + Class 1 ordinary” with “Forklift Craftsman + academy” using real quotes.
Once Class 1 ordinary is obtained, its copy replaces the medical certificate, so the medical cost drops out.

Electric warehouse forklifts: not construction machinery, but workers still need a qualification

An electric solid-tyre forklift used only off public roads, common in logistics centres, is excluded from construction machinery by the proviso to Decree Annex 1 item 4.
No operator licence application or aptitude test is needed, but employment is subject to the restriction in Article 140(1) of the Occupational Safety and Health Act.
Annex 1 item 4-2 of the Rules on Employment Restrictions for Hazardous Work requires the Forklift Craftsman qualification or completion of the small-machine forklift course for this work.

The penalty falls on the employer who assigns the work, at up to 3 years in prison or a KRW 30 million fine under Article 169, item 1.
If you tick electric, solid tyres and off-road only and choose employment, the calculator switches to this worker-qualification assessment and removes the licence application and medical costs.
Also check whether the job advertisement separately requires the Craftsman qualification.

Total cost formulas

Course path = course fee + KRW 2,500 licence application + medical cost (without a Class 1 licence) or Class 1 ordinary cost (forklift under 3 t without Class 1; the new licence copy replaces the medical certificate, so the medical cost is KRW 0)
Craftsman path = written fee × attempts + practical fee × attempts + academy fee + KRW 2,500 licence application + medical cost

The KRW 2,500 licence application fee comes from Annex 23 item 13 and is dropped in the worker-qualification case for non-construction forklifts because no licence is requested.
Craftsman exam fees are set by the Minister of Employment and Labor under Article 36 of the National Technical Qualifications Act Enforcement Rule, so no amount appears in law and you enter the figure shown on Q-Net.
Entering two or more expected practical attempts includes the cost of retakes.

Minimum attendance days on the course path are practice hours divided by the 4-hour daily cap, rounded up, and on the Craftsman path academy days plus written and practical exam days.
Booking waits, result announcements and Class 1 licence time are excluded, so the real schedule can be longer.

How to use the calculator

  1. Choose the machine type and enter the self-weight, or the forklift lifting capacity, from the specification sheet.
  2. For loaders select articulated steering; for forklifts select seat, electric, solid tyres, off-road only and agricultural status.
  3. Enter age, driving licence, purpose and planned licence date, and for employment tick whether bigger machines are likely.
  4. Enter the course fee, medical cost and, when needed, the Class 1 ordinary cost.
  5. Enter Q-Net written and practical fees, expected attempts, your academy fee share and attendance days.
  6. Read the assessment cards, path table and recommendation, then save the TXT consultation checklist.

Hypothetical example 1: a 1.7 t mini excavator after moving to the countryside

The amounts below are hypothetical, not institution prices or Q-Net notices.
A 58-year-old Class 2 ordinary holder plans to buy and register a 1.7 t crawler excavator for own work, with a planned licence date of 2026-12-05.
Inputs are a KRW 450,000 course fee, KRW 20,000 medical cost, one KRW 15,000 written attempt, two KRW 28,000 practical attempts, a KRW 900,000 academy fee and 10 academy days.

★ Excavator under 3 t courseKRW 450,000KRW 22,500KRW 472,5002 days
Excavator CraftsmanKRW 971,000KRW 22,500KRW 993,50013 days

The machine is at least 1 t, so it is construction machinery, and below 3 t, so a course gives the licence.
For own work only, the course path is recommended and avoids KRW 521,000 of overspending versus the Craftsman path; registration adds KRW 4,000 plus a KRW 165,000 inspection, KRW 169,000 in total.
The first safety education year is 2029, the year containing the date 3 years after the planned licence date.

Hypothetical example 2: a Class 2 holder returning to logistics work

A 52-year-old Class 2 ordinary holder prepares for a job with a 2.5 t diesel forklift and may operate machines of 3 t or more after hiring.
Inputs are a KRW 300,000 course fee, KRW 800,000 for Class 1 ordinary, one KRW 15,000 written attempt, two KRW 28,000 practical attempts, a KRW 600,000 academy fee, 7 academy days and a KRW 20,000 medical cost.

Forklift under 3 t course path

Course KRW 300,000 + Class 1 ordinary KRW 800,000 + KRW 2,500 application = KRW 1,102,500.
The new Class 1 ordinary licence replaces the medical certificate, so the medical cost is KRW 0.

★ Forklift Craftsman path

Written KRW 15,000 + practical KRW 56,000 + academy KRW 600,000 + KRW 2,500 + medical KRW 20,000 = KRW 693,500 with 10 attendance days.
No driving-licence condition applies and forklifts of 3 t or more are covered.

Here the Craftsman path is KRW 409,000 cheaper and broader.
Taking the course path first and later repeating the Craftsman path for bigger machines would cost KRW 1,102,500 plus KRW 673,500, or KRW 1,776,000, shown as the double-spending risk.
The later Craftsman path is KRW 673,500 because the KRW 20,000 medical cost disappears once Class 1 ordinary is held.

When this calculator helps

Just before buying farm equipment

Households using both a mini excavator and a farm forklift need a separate licence for each machine type.
After the first small-machine licence, theory is waived for the second type, so recalculate with practice hours only.
Asking whether the forklift is classed as an agricultural machine under the Farm Mechanization Act can avoid unnecessary training.

Returning to warehouse work

The qualification depends on whether the employer uses indoor electric forklifts or diesel machines of 3 t or more.
If the advertisement lists the Forklift Craftsman qualification, the short course alone may not meet the requirement.
If a training card covers part of the academy fee, enter only your own share.

Children researching for parents

Tonnage in used-equipment listings is often mixed with operating weight or bucket capacity.
Entering the self-weight and tyre type from a photo of the specification sheet settles the licence type and registration cost together.

Small sites and landscaping

Wheeled excavators are construction machinery subject to compulsory motor liability insurance, so get an insurance quote as well.
Once the licence path is fixed, comparing rental and purchase makes the full budget clear.

Duties and costs after licensing

  • First safety education: between 1 January and 31 December of the year containing the date 3 years after first licensing (Enforcement Rule Article 83(3)1), application fee KRW 32,000.
  • With two or more licences, the timing follows the first licensing date of the most recently obtained licence.
  • Periodic aptitude test: every 10 years, or every 5 years from age 65 (Article 81(1)), application fee KRW 2,500.
  • Registration: owning construction machinery means KRW 4,000 for new registration and KRW 165,000 for the first registration inspection (Annex 23 items 1 and 5).
  • Unlicensed operation: up to 1 year in prison or a KRW 10 million fine under Article 41, item 14, and employers must not order or tolerate it (Article 27-2(2)).

Under the amendment promulgated on 2026-02-27, operating after taking drugs became a mandatory cancellation ground (Article 28, item 8) from 2026-08-28, and the main body, including the new Korea Construction Machinery Safety Institute, takes effect on 2027-02-28.
Article 26, which sets the licence system, only received wording changes, so the routes are the same in 2026 and 2027.
Safety-education cycles and fines are outside this calculator, which shows only the first year.

Limits and cautions

The tool assesses and compares the facts and amounts you enter and does not replace a licensing decision by the local office or an employer hiring decision.
Machines driven with a road driving licence such as dump trucks and concrete mixer trucks, tower cranes and other small machine types such as bulldozers and drills are out of scope.
Criminal penalties are shown only as statutory ranges without predicting outcomes.

The calculator warns when the size is within 0.3 t of a machine-specific boundary (excavator 1 or 3 t; loader 2, 3 or 5 t and 4 t if articulated; forklift 3 t).
Used machines may differ from the specification sheet after modifications or attachments, so check the registration record and the sheet together.
Whether an institution requires a driving licence for enrolment and whether classes run on weekends or weekdays also affects cost and time.

Frequently asked questions

Does a 1-tonne mini excavator need a licence?

Decree Annex 1 treats excavators with a digging device and a self-weight of at least 1 t as construction machinery.
From 1 t up to under 3 t you need the excavator-under-3 t licence obtained through the 12-hour course, and from 3 t you need the excavator licence via the Excavator Craftsman qualification.
Below 1 t the machine is outside the operator-licence rules of the Act.
Decide from the self-weight on the specification sheet, not from a seller saying “1-tonne class”.

How many days does the under-3 t excavator course take?

Annex 20 sets 6 theory hours and 6 practice hours, with one hour counted as 50 minutes.
Practice cannot exceed 4 hours a day, so the practice alone needs at least 2 days.
Institutions schedule theory and practice differently, so confirm the actual timetable when booking.

I only hold a Class 2 ordinary licence. Can I take the under-3 t forklift course?

The forklift-under-3 t licence is limited to holders of a driving licence that fits Article 53 of the Road Traffic Act Enforcement Rule, and Annex 18 lists forklifts only under Class 1 large and Class 1 ordinary.
With only Class 2 ordinary you must obtain Class 1 ordinary before the operator licence can be issued.
The Forklift Craftsman path has no such driving-licence condition, so compare the total costs.

Can I drive an electric warehouse forklift without any qualification?

An electric forklift with solid tyres used only off public roads is not construction machinery, so no construction-machinery operator licence applies.
As an employee, however, Annex 1 item 4-2 of the Rules on Employment Restrictions for Hazardous Work requires the Forklift Craftsman qualification or completion of the small-machine forklift course.
An employer who breaches this faces up to 3 years in prison or a KRW 30 million fine.

Can the under-3 t licence later cover bigger machines?

The excavator-under-3 t and forklift-under-3 t licences cover only machines below 3 t.
Operating 3 t or more requires the Craftsman qualification and a new licence application, so the first spending is repeated.
If an employer may use bigger machines, compare the Craftsman path from the start.

Are loaders treated like excavators?

Loaders count as construction machinery from 2 t of self-weight, and articulated-steering loaders below 4 t are excluded.
Licences come in three steps, loader under 3 t, loader under 5 t and loader, and the 3 to 5 t course takes 18 hours including 12 practice hours.
Loaders of 5 t or more need the Loader Craftsman path.

Is there a way to avoid the medical certificate cost?

Article 76(5) of the Enforcement Rule allows a copy of a Class 1 driving licence to replace the medical certificate for the aptitude test.
The calculator therefore treats the medical cost as KRW 0 for Class 1 ordinary or large holders and for anyone who obtains Class 1 ordinary on the forklift path.
Confirm the documents with the local office where you apply.

Are there costs after the licence is issued?

The first safety education falls in the calendar year containing the date 3 years after first licensing, and the application fee is KRW 32,000.
Periodic aptitude tests are due every 10 years, or every 5 years from age 65, with a KRW 2,500 fee.
If you buy and register the machine yourself, new registration costs KRW 4,000 and the first registration inspection KRW 165,000.
