Check qualification and household cash before committing to a truck
A retirement career change can create a cash gap when truck payments start before a freight driver qualification is ready.
This calculator compares the Korean examination route with experiential training after checking licence suitability, driving history, a new driver aptitude test and disqualifications.
Its purpose is to help you budget for the period before qualification is ready, including essential family spending and costs incurred before operations begin.
Korea-specific planning, using rules reviewed on 2026-10-16.
The preparation review date summarizes your schedule and assumptions; it is not TS approval, a booking, a guaranteed issuance date or permission to open a transport business.
Verify your actual application conditions with the Korea Transportation Safety Authority, TS, before paying a vehicle deposit or drawing a loan.
Starting conditions: age 18, a suitable licence and two or one years of history
Article 18 of the current Enforcement Rule of the Trucking Transport Business Act requires an appropriate driving licence, age 18 or older and the specified driving experience.
Do not carry an old age-20 statement into the current rules.
A lower minimum age does not remove the experience requirement or authorize driving a truck outside the scope of your licence.
Two ordinary driving years
Check the licence-history start and excluded periods recognized by TS.
The calculator adds two calendar years and your entered excluded days to create a reference date.
Suspensions, cancellations and reacquisition can require a different recognized start or detailed exclusions, so obtain those from TS first.
This simple projection does not replace the authority determination of eligible experience.
One combined recognized year
Eligible passenger-transport and freight commercial driving, plus qualifying active-duty military driving within current Article 18, may form the recognized history.
The alternative branch applies at 12 months or more only when you confirm the supporting records.
Do not count overlapping periods twice or treat all military service as eligible driving.
The calculator does not assume that unearned commercial experience will automatically accumulate in future.
Selecting a licence class and confirming truck suitability are separate steps.
Truck weight, transmission restrictions, licence validity and the intended vehicle must be matched; a Class 1 or Class 2 label alone is insufficient.
Missing birth or history dates leave the relevant check unresolved, and the age boundary for a leap-day birthday is referred to TS.
How examination and experiential training differ
Act Article 8 distinguishes passing an examination and completing the prescribed education from completing the theoretical and practical experiential-training route.
Experiential training includes assessment; booking a course does not issue a qualification.
Both routes require the common licence, history and aptitude conditions, with disqualifications checked on the examination or education date.
Korean freight qualification examination and experiential-training stages and fee references| Stage | Examination route | Experiential route |
|---|
| Assessment | At least 48 of 80 questions; 60% of the total | Complete 16 hours and score at least 60% in the comprehensive assessment |
| Education | 8 hours after passing the examination | Two-day theoretical and practical course |
| Exam and education fees | KRW 11,500 exam / KRW 11,500 education | Check the actual current course notice |
| Issuance reference | KRW 10,000 | KRW 10,000 |
These public fee references were checked against TS guidance on 2026-10-16.
Review your own exemption, discount, booking conditions and additional charges such as postage.
The model includes the standard 8-hour post-exam course; if prior basic education is accepted instead, verify your actual remaining payment separately.
Review the three-year aptitude window on the event date
Rule Article 18-2 governs the new aptitude test for qualification applicants and distinguishes those with a suitable new-test result within the preceding three years of the examination date or experiential-training start.
The same result can therefore be usable for an earlier examination while needing renewal or confirmation for a later course.
Each route is checked separately, and an event exactly on the third anniversary is left for confirmation of TS acceptance.
Separate a booking, a suitable result and a maintenance test
- Do not mark an unperformed or merely booked test as suitable; enter the actual new-test date and result.
- A new-test date in the future is invalid because a future suitable result has not occurred.
- Do not mix first qualification with re-employment or qualification-maintenance tests; an accident-free re-employment exception is not applied to a new qualification.
- Drivers aged 65 or older should check separate qualification-maintenance obligations and timing; this initial-qualification budget does not cover every inspection duty.
Distinguish unknown, assumed and confirmed inputs
Unknown
The applicable fee, travel cost or schedule has not been established.
A numeric amount marked unknown is still excluded from the known subtotal.
A blank is not free, and a missing required amount leaves the total reserve unknown.
Assumed or public reference
A public guide or your own estimate supplies a comparison scenario.
Calculations can use it while distinguishing it from a fee or booking confirmed for you.
Do not treat the fictional experiential-training amount as an official course fee.
Confirmed for my application
You checked the personal notice, reservation or bill and recorded a check date.
Confirmed amounts need a value and check date; confirmed schedules need both event and receipt dates plus a check date.
Future check dates cannot mark an unperformed review as complete.
Separate fees already paid from the remaining cash you need to avoid overstating preparation funds.
No fixed aptitude-test or experiential-training price is supplied before a current applicable notice is checked.
If travel really costs nothing, explicitly enter zero and choose assumed or confirmed so it becomes a known zero.
Use the calculator step by step
- Gather evidence: Compare your licence, driving-history records, qualifying military history and new aptitude-test result; check Article 9 disqualifications as of the event date.
- Find dates for each route: Enter the examination or course-start date and expected certificate receipt after education, assessment and issuance; do not put receipt on the first day of a two-day course.
- Classify fees and extras: Enter the number of planned exam attempts, route-specific travel, lodging and extras, and when you checked your personal notice; repeat attempts multiply only the exam fee.
- Enter household and pre-operation spending: Supply the income-gap start, additional preparation days after receipt, monthly living costs, continuing income, holding costs and initial cash; avoid counting deposits or instalments twice.
- Read unresolved conditions and save: Fill gaps, then export TXT or print the review for TS; completing a checklist does not complete official review or issuance.
Whether the post-exam course can be completed on the same day, whether issuance is immediate and whether a seat is available all depend on actual operations.
This tool does not book places or adjust for holidays and cutoff times.
Dates outside 2026 are scenarios using a fixed rule set and require another check of the applicable year and notices.
Reserve formulas and avoiding duplicate costs
Direct qualification costs
Exam route = required new aptitude-test cost + exam fee × attempts + 8-hour education fee + issuance fee.
Experiential route = required new aptitude-test cost + experiential-training fee + issuance fee.
A suitable existing new-test result that remains usable on the event date contributes zero additional test cost; the training route does not also add a separate exam fee and the 8-hour course.
Living and holding reserves
Preparation review date = expected certificate receipt date + additional preparation days.
Gap days = preparation review date − income-gap start date, with negative results set to zero.
The start is included and the review date is excluded.
Living reserve = ceil(max(0, monthly essential living costs − continuing monthly income) × gap days ÷ 30).
Holding reserve = ceil(monthly pre-operation holding costs × gap days ÷ 30).
Total cash needed
Total reserve = qualification costs + route travel, lodging and extras + living reserve + holding reserve + other initial cash + contingency.
Cash shortfall = max(0, total reserve − available cash).
Known and confirmed subtotals describe the evidence behind fees; do not add them to the final reserve again.
Dividing monthly budgets by 30 is a simple planning convention, with each reserve rounded up to KRW; it is not an actual-calendar household ledger, tax formula or vehicle TCO calculation.
Worked example: the time gap can matter more than the fee
Assume a birth date of 1971-04-01, a recognized licence start of 2000-04-01, zero excluded days, verified history and a suitable licence, no disqualifications and a suitable new aptitude result dated 2025-01-10.
The review and income-gap start are 2026-10-16; the exam is October 20 with receipt October 21, while training starts October 23 with receipt October 24.
There are zero extra preparation days, KRW 2,400,000 monthly living costs, KRW 900,000 continuing income, KRW 300,000 holding costs, KRW 500,000 other initial cash, KRW 100,000 contingency and KRW 1,000,000 available cash.
Fictional reserve example: KRW 963,000 for the exam and KRW 1,390,000 for training| Item | Exam route | Training route |
|---|
| Gap days | 5 days | 8 days |
| Qualification fees | KRW 33,000 | KRW 210,000 |
| Travel, lodging and extras | KRW 30,000 | KRW 100,000 |
| Living reserve | KRW 250,000 | KRW 400,000 |
| Holding reserve | KRW 50,000 | KRW 80,000 |
| Other initial cash | KRW 500,000 | KRW 500,000 |
| Contingency | KRW 100,000 | KRW 100,000 |
| Total reserve | KRW 963,000 | KRW 1,390,000 |
| Shortfall | KRW 0 | KRW 390,000 |
The KRW 200,000 experiential-training fee is a fictional quote, not an official training price.
The reserve difference is KRW 427,000; changing the examination plan to two attempts adds KRW 11,500.
The existing aptitude result is usable for both example dates, so there is no duplicate new-test charge.
Actual receipt dates, family income and travel costs change the result.
Practical scenarios for retirees and newer drivers
Protecting household cash after retirement
Compare a one-month wait for the qualification with a two-month wait.
Continuing spousal earnings or pension income can reduce the living-cost shortfall and produce a more realistic cash requirement.
Do not enter hoped-for freight revenue as income already continuing during the gap.
Separate the initial truck deposit from instalments due before operations to see when payments overlap.
A recent licence or incomplete experience
An exam scheduled before the ordinary two-year reference date can reveal an experience warning.
Establish any one-year alternative commercial or military history from supporting records first.
Obtain the authority-recognized history instead of using an unverified period to create an earlier date.
Include the waiting period in family living and vehicle holding costs before deciding when to commit to a purchase.
A calculated amount does not confirm qualification
Requirements need attention means an entered age, experience, licence, disqualification or test result needs to be addressed.
Verification needed means evidence, schedule or test acceptance remains unknown or assumed.
Entered conditions checked means that the supplied facts pass this conditional comparison; it does not replace TS review or an examination pass.
A negative training-minus-exam reserve difference means the entered training budget is smaller, not that the route is legally approved, more profitable or recommended.
Business permission under Act Article 3 is separate from driver qualification under Article 8.
Check business registration, truck and plate arrangements, insurance, association reporting and the relevant driver certification before operations.
This tool does not forecast freight jobs, fares, pass probabilities or a nationwide standard startup price.
Frequently asked questions
Is the minimum age still 20?
Current Rule Article 18, checked on 2026-10-16, states age 18 or older.
You also need the appropriate licence and eligible history, so do not decide from an old age statement alone.
Must I have both two ordinary years and one commercial year?
These are alternatives.
Confirm two ordinary years or one combined year of commercial and military driving eligible under the current provision, using supporting records.
Can I mark a booked aptitude test as suitable?
A booking is not a test result.
Leave the condition unknown until an actual suitable result exists, while comparing estimated testing costs separately.
What if the event is exactly three years after the test?
The comparison is made on the examination or course-start date.
An exact third-anniversary boundary is withheld for confirmation of the date accepted by TS.
Does training also include an exam fee and the 8-hour course?
The experiential route includes its own training fee, issuance and any needed new test.
It does not duplicate a separate exam fee or 8-hour post-exam education, but its own assessment and course completion are required.
Can I enter zero for unknown testing or travel costs?
Leave an unknown amount unknown.
Use zero only when it is an explicit assumed or confirmed zero; a missing required amount leaves the total reserve unknown.
Should I include the entire truck price?
This tool budgets cash required before operations.
Include the actual deposit or initial payment under other initial cash, avoid overlap with monthly holding costs, and compare full ownership costs separately using the related TCO calculator.
Can I start trading on the expected receipt date?
Receipt is a user schedule allowing for education and issuance.
Check actual receipt, business permission, insurance, vehicle and association procedures; the calculator does not set an approved opening date.
