Flat tax versus progressive tax

The foreign-worker flat tax applies a 19 percent national income tax to eligible employment income, with local income tax calculated separately. The Korean model also checks whether the first Korean work year keeps the worker within the 20 years flat-rate eligibility window.

The progressive side uses earned income deduction, personal deductions, social-insurance deductions, earned income tax credit, standard tax credit, and local income tax. That is why high salary, low deductions, and short Korean work history can produce a different recommendation than a simple flat-rate comparison.

Residency and tax-exempt allowances

Residency is tested from stay days and the selected mode. A resident can be taxed under ordinary resident rules, while non-resident treatment changes the scope and deduction logic.

The model separates company-provided housing, cash housing allowance, child education support, overseas work allowance, and home-leave travel support. Some items are non-taxable only within Korean limits, and cash support can remain taxable even when in-kind housing is exempt.

Social insurance

The result includes employee and employer social-insurance burdens for national pension, health insurance, long-term care, employment insurance, and industrial accident insurance.
