When can a Korean housing lottery winner apply again?
Before preparing another Korean housing subscription, check the records of the applicant, spouse and relevant household members.
A previous award can matter even if the purchase contract was declined or the home has since been sold.
Overlooking a restriction can lead to exclusion or cancellation and disrupt the household’s funding plan.
This calculator organises past awards and final disqualification cancellations, identifies the relevant period and highlights the evidence still needed.
This is a Korea-specific 2026 planning tool based on the Housing Supply Rules, not an international mortgage application calculator.
It reviews restriction periods and dates rather than the points awarded for homelessness, dependants and subscription-account history.
A high score cannot establish that the applicant has cleared other restrictions.
An elapsed period here does not establish ownership, income, assets, residence, account validity, first priority or final eligibility.
Decisions this worksheet supports
- Checking a previous award after declining a contract or selling a home.
- Collecting a spouse’s records when household registration addresses differ.
- Comparing new application regions after a final disqualification cancellation.
- Resolving overlapping price-cap, speculative-zone and subscription-zone conditions.
Keep Article 54 and Article 58 separate
Article 54: household re-award restriction
A valid award of a covered housing type can restrict members of the relevant household.
Review each person’s event and identify the latest applicable date.
When the same home meets several period categories, use the longest period instead of adding the periods together.
Article 58: disqualified applicant
This branch concerns the applicant whose award was finally cancelled for disqualification and removed from the award list.
It uses the region of the new application and the new recruitment announcement date.
A spouse’s or another member’s individual disqualification is not automatically transferred to the applicant.
Do not apply both branches to the same cancelled and deleted event.
An explanation or objection still being considered is not a final cancellation.
Likewise, voluntarily declining a contract after a valid award differs from cancellation for ineligibility.
Select the unconfirmed event state until the supplier’s decision and record status are clear.
That uncertainty stays visible in the result instead of silently becoming a zero-year restriction.
2026 Article 54 periods
These categories follow Article 54(2) of the Housing Supply Rules effective June 15, 2026.
Select every condition that applied to the previous housing award.
The calculator uses the longest known period; unresolved floor-area or overcrowding information for other covered housing prevents a conclusive period calculation.
Article 54 restriction periods by previous housing category, floor-area band and overcrowding-control zone| Previous housing condition | Period |
|---|
| Price-cap housing or speculative overheated zone | 10 years |
| Subscription overheated zone | 7 years |
| Land-lease housing | 5 years |
| Other covered housing: up to 85 m², overcrowding-control zone | 5 years |
| Other covered housing: up to 85 m², outside that zone | 3 years |
| Other covered housing: above 85 m², overcrowding-control zone | 3 years |
| Other covered housing: above 85 m², outside that zone | 1 year |
Other covered housing includes qualifying relocation-employee special supply, convertible public rental housing and relevant Article 3(2) categories.
Do not assume that every national housing unit or every rental property belongs in that category.
Exactly 85 m² belongs to the lower band; the second band applies only above 85 m².
An overcrowding-control zone is not identical to the entire capital region.
Keep the original notice as evidence rather than inferring the zone from a city name.
Disqualification: 1 year, 6 months or 3 months
1 year
Capital region, or a speculative or subscription overheated zone.
6 months
Outside the capital region and outside both overheated-zone categories.
3 months
An officially designated declining region.
Article 58(3) starts from the original award date, not the cancellation notice date.
The relevant region is the location of the new housing application, not the previous home or the applicant’s current address.
A designated declining region takes the three-month branch, including where it otherwise belongs to another regional category.
Changing the target region can change the reference date for the same event and requires checking any official date again.
A new private-housing application outside both regulated zones can be excluded from Article 54 without removing the applicant’s Article 58 restriction.
The calculator therefore displays these two branches independently.
Confirm both the final cancellation decision and deletion from the award list before using this branch.
A pending explanation remains an unresolved event.
Household scope and the target comparison date
A separately registered spouse still matters
Do not omit a spouse merely because the registration address differs.
For other relatives, check the current household definition in the target notice.
For an Article 47-3 award, Article 54 limits the relevant household scope to the applicant and spouse.
An ordinary other household member is excluded from that specific history.
If the relationship or scope is uncertain, leave it unconfirmed rather than inferring eligibility.
Announcement and selection are different events
Article 54 restricts selection as an occupant, and the target notice’s eligibility wording must be checked.
Enter both the recruitment announcement and award selection dates, then choose the Article 54 comparison basis confirmed in that notice.
Article 58 always compares against the recruitment announcement date, even when Article 54 uses selection.
Both branches must be reviewed at their own comparison dates; the latest combined date alone is not a final eligibility decision.
Private housing supplied outside both speculative and subscription overheated zones is excluded as a new Article 54 target.
Do not confuse that exclusion with public sale or convertible public rental housing.
Account reuse and other priority restrictions remain separate questions.
Check original and target designation evidence independently instead of projecting today’s regulated-area list backwards onto the previous award.
Calendar references, official dates and boundary days
Calculation process
Calendar reference = original award date + applicable calendar months
Days left = max(0, applicable date − relevant comparison date)
Latest household date = latest date among applicable histories
An automatic reference marks the corresponding calendar duration.
When the destination month has no matching day, it uses the month’s last day: 2024-02-29 plus 12 months gives 2025-02-28, and 2026-08-31 plus 6 months gives 2027-02-28.
Civil Act Article 157 addresses first-day counting exceptions and Article 160 addresses calendar periods and month ends.
Those provisions alone do not establish the precise administrative first unrestricted date for every ApplyHome record.
If the comparison date equals an automatic reference date, the result remains under review.
Use the optional official field only after ApplyHome or the supplier confirms the first unrestricted date for this event, notice and region.
This means the first day without that restriction, not the last restricted day; the two can differ by one day.
With an official date, comparison dates before it remain restricted and dates on or after it are elapsed for this branch.
A source memo and verification date are required.
The calculator neither shifts release dates to the next business day nor adds one day to every automatic date.
Date arithmetic uses UTC date-only values so local daylight-saving changes do not affect the number of calendar days.
How to enter and save a worksheet
- Check the target notice. Enter recruitment and selection dates, housing type, target designation and the notice’s Article 54 comparison basis.
Record the notice title and the date on which the evidence was checked.
- Check each person’s histories. Include the applicant, spouse and relevant household members.
Each award is a separate row, even when one person has several awards; up to 12 events can be entered.
- Classify and verify. Select all applicable previous-housing categories and fill the area and overcrowding bands for other covered housing.
Assumed and unconfirmed records remain different from records checked against evidence.
A checked record requires its own source and verification date.
- Review missing information. Read each row’s comparison date, reference, official date and reasons.
A latest known date can be displayed even when another applicable event is unresolved; the complete date then stays blank.
- Save and check with the authority. The TXT worksheet includes conditions, sources and evidence states.
The calendar file is a restriction-review reminder, not confirmation that an application can be submitted.
Calendar export is disabled when applicable dates remain unresolved.
Invalid input removes the previous calculation and shows a correction message.
If no relevant histories exist, remove all rows and confirm the household check only after checking everyone’s records.
Loading the synthetic example does not automatically mark official verification complete.
No identity number, authentication certificate or legal name is required.
Worked example: the latest household date
Assume a public-housing announcement on 2026-10-15 and selection on 2026-11-20, with Article 54 compared at selection.
This is a synthetic illustration rather than a real development’s notice or a household eligibility finding.
Applicant and spouse: valid awards
A price-cap award for the applicant on 2021-10-15 gives 120 months and a calendar reference of 2031-10-15.
A subscription-overheated-zone award for the spouse on 2022-05-10 gives 84 months and a reference of 2029-05-10.
The latest known date for these two events is 2031-10-15.
The restriction is not calculated as 10 plus 7 years, and each event retains its own award date.
An additional disqualification event
Suppose another applicant event was finally cancelled for disqualification after an original award on 2026-02-20.
For a capital-region target, the 12-month reference is 2027-02-20.
Outside the capital region and both overheated zones, the six-month reference is 2026-08-20; in a designated declining region, three months gives 2026-05-20.
This event compares against 2026-10-15, while the valid-award events compare against 2026-11-20.
Because the example histories are assumptions, the overall status remains review needed even though dates are calculated.
If the supplier confirms that the applicant’s precise first unrestricted date is 2031-10-16, enter that as the official date.
The official comparison then remains restricted on 2031-10-15 and becomes elapsed on October 16.
The automatic reference and a confirmed administrative date should never be read as interchangeable.
Historical awards and special-supply exceptions
Awards before 2020-04-17
Article 3 of Supplementary Provision No. 718, dated April 17, 2020, preserves earlier rules for awards before that amendment took effect.
Do not retrospectively apply the current ten- and seven-year table to every older event.
For a valid award before 2020-04-17, this calculator leaves the automatic date unresolved and requests historical evidence or an official first unrestricted date.
The original notice, applicable historical version and any other transitional conditions still need review.
Do not delete an old event or change its period to zero merely to obtain an elapsed result.
Article 55-3 contains different special-supply provisions for a spouse’s premarital history, the applicant’s own premarital history and qualifying child-related circumstances.
Permission to apply for special supply again does not mean every re-award restriction has disappeared.
Select the special-review checkbox when one of these exceptions may matter.
The calculator preserves the ordinary restriction worksheet while leaving the exception for supplier confirmation.
Automatic resolution of all historical and special-supply exceptions is outside its scope.
Interpreting results and practical limits
- Restriction remains: verified inputs leave time remaining at the relevant comparison date.
An open application screen does not establish eligibility.
- Review needed: an assumption, missing record, historical rule, exception, boundary day or incomplete household / notice check remains.
Distinguish known dates from dates still unresolved.
- Elapsed or excluded within scope: the entered branch is elapsed or excluded for this comparison.
Five-year first-priority limits, score-based re-award rules, special-supply counts, resale restrictions, residence obligations and subscription-account reuse remain separate.
- Complete date unresolved: an applicable history without a calculable date prevents the latest known date from becoming a complete release finding.
Changing the target notice or region clears official dates and requires verification again.
A calendar reminder is only a prompt to check the records again.
The Article 54 and Article 58 comparison dates can differ, so a single future date does not establish that a particular recruitment notice clears both branches.
Record memos are optional references and should avoid sensitive personal information.
Save or print only what the household needs and protect the exported worksheet if personal details were added.
The page does not sign into ApplyHome on your behalf; household checks must follow the appropriate authentication and consent procedures.
Frequently asked questions
Does declining the contract remove the award history?
Do not assume that contract refusal deletes the award record; check ApplyHome and distinguish a valid award from a final disqualification cancellation.
Should I include a spouse registered at another address?
Yes, do not automatically exclude a separately registered spouse; check the spouse and relevant members under the target notice’s household definition.
Do overlapping 10-year and 7-year periods become 17 years?
No; the longest applicable period is used for the same home, and separate events are calculated from their own dates before comparing the latest date.
Is all restriction removed for an unregulated private target?
Article 54 can be excluded, but the applicant’s Article 58 disqualification and other application conditions remain separate.
Does disqualification start on the cancellation notice date?
Use the original award date and compare against the new recruitment announcement; the 1-year, 6-month or 3-month period depends on the new target region.
Can I apply on the automatic reference date?
The boundary day remains under review; confirm the precise first unrestricted date and the target notice’s comparison basis with ApplyHome or the supplier.
How are older or premarital awards handled?
Historical rules, transitional provisions or special-supply exceptions may matter; supply official evidence instead of applying the current table retrospectively or assuming an exemption.
Why is the complete date blank while a latest known date appears?
The displayed known date covers calculable histories only; an unresolved event can have a later date, so it is not a complete release finding.
Official sources and rule dates
The rules were checked on October 15, 2026 using the National Law Information OPEN API.
The current Housing Supply Rules record is ID 008243, MST286965, Ministry Ordinance No. 1592, promulgated and effective 2026-06-15.
The review covers Articles 54, 58 and 55-3, and the transitional clause in Supplementary Provision No. 718.
The date explanation also references Civil Act Articles 157 and 160, MST284415, effective 2026-03-17.
Recheck the current statute, original and target notices, regional designations, household scope and actual administrative first unrestricted date when the circumstances change.
Check the restriction record before the next planning step
Save the worksheet and compare it with ApplyHome records and the target notice.
After resolving missing histories and exceptions, continue to subscription scores, recognised account payments and the home-purchase funding plan.
Recheck a changed notice; neither the exported date nor an elapsed result replaces the actual application schedule or eligibility review.
