Coordinate overlapping Korean building inspection and training deadlines

One commercial or residential building can contain a water tank, an indoor-air-regulated facility, an asbestos building, mechanical parking and a children’s play facility.
Sharing an address does not make their governing laws, area thresholds, cycles or training starting dates identical.
When acquiring a building or taking over management, establish what each date means before combining the tasks into a schedule.

This calculator organizes upcoming duties from the applicability facts and completion records entered for each facility.
It uses 2026 Korean rules, verified on November 1, 2026 (2026-11-01).
Administrative-fine amounts are base estimates for assumed violation facts; the output does not approve an inspection, establish a training exemption or determine a final disposition.
Separate unknown applicability from missing dates and use the results to obtain certificates and management records.

Prepare the records and distinguish the input meanings

Building and facility area

Water-tank rules exclude parking area and can combine separate buildings forming one facility.
Indoor-air rules use the relevant academy, childcare facility or other regulated facility, including beds or seats where applicable.
Do not copy the total building area into every facility field.

Completion and validity dates

Cleaning, water testing, survey-result submission, initial training and manager changes are separate events.
Compare the actual expiry on an inspection or training certificate when available.
The document issue date may differ from the activity date.

Applicable, exempt or unknown

Leave applicability unknown when the supporting evidence is missing and ask the responsible authority.
Non-use, temporary closure or a small facility does not automatically waive every duty.
Local-ordinance additions, approved postponements and school exceptions require their own checks.

Violation stage and completion status

A violation stage depends on prior dispositions for the same violation within the statutory lookback, rather than lifetime delays.
Distinguish still incomplete, completed late and unknown because records are missing.
Preserve the original deadline alongside a later correction date.

Water tanks: half-yearly cleaning, monthly checks and annual testing

Water Act Decree Article 50 sets facility-specific conditions for buildings supplied through a tank: examples include 5,000 square metres generally, 2,000 for mixed uses, 3,000 for offices and 2,000 for academies or wedding halls.
Also check the 1,000-seat conditions for performance venues and indoor sports facilities, apartments and associated amenities, and the separate large-store or underground-shopping provisions.
Area alone is insufficient where direct supply bypasses the tank or another exception, such as the water supplier’s management responsibility, applies.

  • Cleaning and hygiene checks: clean at least once per half-year and check hygiene at least monthly.
Track calendar half-years and months; a new tank or one unused for at least one month also requires the before-use cleaning check.
  • Water-quality testing: arrange a designated testing body at least annually by the last day of the month containing the one-year anniversary of the last test.
A test on 2025-11-20 gives a next reference deadline of 2026-11-30.
  • Installation notification and training: notify installation within 30 days; the owner or manager receives initial training within one year of becoming subject to the duty.
Subsequent training is eight hours every five years from completion; violation-related retraining and approved extensions need separate confirmation.

Checks after cleaning

After refilling, check residual chlorine of 0.1–4.0 mg/L, pH 5.8–8.5 and turbidity no greater than 0.5 NTU.
Notify users of test results and keep cleaning, checks, testing and corrective-action records for two years.
Disaster-related cleaning deferral requires the lawful procedure involving the water supplier and relevant authorities; do not automatically add two months.

Indoor air: match the facility group and confirm training exemptions

Examples of area thresholds are 1,000 square metres for academies, 300 for PC rooms, 430 for childcare centres or indoor children’s play facilities, 500 for postpartum-care centres and 1,000 for elderly-care facilities.
Medical facilities can qualify at 2,000 square metres or 100 beds.
Indoor-parking rules exclude mechanical parking and use their own area condition; local ordinances can extend coverage.
Applicability and the actual pollutants requiring measurement are separate questions.

Mandatory and recommended-standard items

Measure mandatory-standard items once per year and recommended-standard items once every two years.
Combine the next required calendar year with the statutory window for that facility group.
Do not simply add 365 or 730 days to the last measurement.

First half, second half or jointly managed

Act Article 3(1) items 1–8, 13–19 and 24 use January 1–June 30; items 9–12 and 12-2 use July 1–December 31.
Managing facilities in both groups together can allow January 1–December 31.
Statutory items 20–23 covering offices, mixed-use buildings, indoor performance venues and indoor sports facilities have decree-based training and measurement exemptions; do not invent a full-year deadline for them.

Initial training is required once within one year of becoming the responsible owner or manager; refresher training is once every three years from initial training, with six hours for each course.
The refresher exemption requires the statutory Article 13 pollution-inspection result showing management meeting mandatory standards.
One self-arranged measurement does not automatically establish that exemption.
Retain measurement records for ten years and check the provision allowing lawful entry in the integrated information network to satisfy recording and retention duties.

Distinguish the scope of each exemption

Decree Articles 5 and 10 provide training/measurement exemptions for statutory items 20–23 and designated excellent facilities.
Act Articles 7 and 12 separately address qualifying continuous-monitoring networks and measuring-device operation.
An annual measurement exemption following a fact-finding survey or pollution inspection also differs from the refresher-training-only exemption in Rule Article 5(1)(2).
Confirm the designation, inspection results, device operation and exact exemption scope with the authority; do not select a blanket waiver when the basis is unknown.
Manual exemption confirmation means the authority verified that the exemption covered the entire applicable period of each entered measurement and training duty.
Do not select it merely because a certificate is currently valid.
This calculator applies that manual exemption only to 2026 deadlines, preserves earlier omissions and leaves later years for renewed verification.

Asbestos: month-end surveys and calendar-year measurement and training

The initial building-survey criteria differ from the continuing-management definition of an asbestos building.
The latter includes a combined asbestos-material area of at least 50 square metres, and can also include sprayed materials or fireproofing.
Check documented exclusions, including the conditions concerning a construction-start notification on or after 2009-01-01 and application of occupational-safety law, verified asbestos-free materials and school exceptions.
This calculator does not test whether asbestos is present.

  • Damage and fibre-release survey: conduct it every six months, by the end of the month containing the six-month anniversary.
A survey on 2026-05-10 gives a next reference deadline of 2026-11-30.
  • Indoor airborne-asbestos measurement: use two-year periods from January 1 of the year following submission of the original building-survey results, ending before January 1 when each two-year period completes.
Submission in 2024 gives the first deadline of 2026-12-31 and the next of 2028-12-31.
Kindergartens and primary/secondary schools follow the School Health Act exception, so do not apply the general period automatically.
  • Manager notification and training: initial appointment notification accompanies survey-result submission; report a change within ten days of the event.
Initial training is eight hours within three months of appointment/change notification; refresher training is four hours every two calendar years from January 1 following the initial-training year.
Initial training on 2024-05-10 therefore gives 2026-12-31, rather than the simple two-year anniversary.

Enter survey, action and measurement results in the asbestos-management network ledger without delay.
An airborne concentration above 0.01 fibres/cm³ requires the prescribed corrective action, rather than merely booking the next cycle.
Providing asbestos maps to contractors and preventing damage or release during work remain separate responsibilities.

Mechanical parking: separate inspection windows, precision checks and training

A use inspection has three-year validity; a periodic inspection has two-year validity.
The periodic inspection window is 31 days before through 31 days after the certificate expiry.
A qualifying pass within that window is treated as inspection on the expiry date.
The end of the inspection window differs from certificate expiry, so do not describe the later window as unconditional permission to continue every use.

First ten-year precision inspection

The first precision-safety inspection runs from 180 days before through the periodic-inspection expiry associated with the installation’s ten-year point.
Subsequent inspections use a window of 31 days either side of the four-year point from the recognized precision-inspection date.
Check the exemption from that year’s periodic inspection when precision inspection has been or must be performed, avoiding duplicate tasks and fines.

The 20-space threshold and training

A machine with capacity for at least 20 vehicles requires a trained manager.
Below 20, a person directly managing it still needs safety training before management begins.
Initial training is four hours; refresher training is three hours in the calendar year containing the third anniversary of the last course.

  • Notify manager appointment/change, or a change of direct manager, within 14 days of the event.
That notification period does not permit appointing an untrained manager and training them afterwards.
  • Conduct self-checks at least monthly and enter the record in the network by the tenth day of the following month.
For a check on 2026-10-15, the reference entry deadline is 2026-11-10.
  • Manager-notification omission uses duration bands, rather than violation-stage columns: KRW 100,000 for under one month, KRW 300,000 for at least one but under two months, and KRW 500,000 for at least two months.
Use calendar months, not 30/60-day substitutions, and confirm the recognized start of delay with the authority.

Play facilities: apply one month early and preserve the training renewal window

Installation inspection precedes handover to the manager; periodic facility inspection is at least once every two years.
Apply for the periodic inspection by one month before certificate expiry, distinguishing application from the date by which an inspection pass is needed.
When a pass occurs with one month or less remaining, the new validity starts on the day after the old expiry under the relevant rule.
Do not always add two years to the last inspection date.

  • Safety checks: check at least monthly and record and retain results.
If a risk is found, examine the additional requirements to prohibit use and request safety diagnosis within one month.
  • Manager placement notification: notify the supervisory authority within 15 days after new or changed placement.
The absence of a separately priced line for that notification in the current fine annex does not remove the notification duty.
  • Safety training: receive it within three months of handover or manager change, then at least every two years for at least four hours.
Use the three months before existing training expiry for a renewal; its new validity starts the day after the previous expiry.
Non-use exceptions and notice-based exemptions require confirmation of their conditions.

Interpret deadlines, days remaining and result states

The final permitted date

The date difference is zero on a deadline and one day overdue on the following day.
Do not treat an application deadline, inspection-window opening/closing and training-certificate expiry as interchangeable dates.
Keep the basis for any authority-confirmed date alongside the original rule.

Overdue, completed or unknown

Completed late does not mean no prior delay, and pending input is not a compliance finding.
Do not roll an overdue duty into next year and hide the unfinished task.
Review unknown, criminal-risk and unpriced items separately from the fine subtotal.

Deadline-ending holidays, disaster relief, approved postponement and actual event times need records and authority confirmation.
Replacing one year with 365 days or three months with 90 days produces errors around leap years and month ends.
These fixed 2026 rules are not a historical-law engine applying the legislation in force on every past or future date.

Base administrative fines by violation type

Amounts below are KRW for first, second and third-or-later stages.
Confirm prior dispositions for the same violation within one year for water tanks, asbestos and parking, three years for indoor air and two years for play facilities.
An overdue task does not make every table row apply simultaneously.

The KRW 100,000/300,000/500,000 parking manager-notification bands depend on duration, unlike the stage columns above.
Parking inspection fines have exclusions where the specified criminal penalty has been imposed.
Do not price play-facility use without inspection as a training fine.
This table lists relevant examples rather than every possible violation or final notice.

Separate the subtotal, conditional reductions and criminal risk

Adding every deadline row can overstate exposure when several rows concern the same violation group, such as mandatory and recommended indoor-air measurement.
Read the base subtotal after removing duplicate rows within the same violation group under the entered facts.
Different authorities, events and concurrent violations still require examination at disposition stage.
The subtotal is not a confirmed annual expense or a maximum total loss.

An ordinary reduction is discretionary up to 50% when grounds such as correction and the absence of arrears are confirmed.
Parking has separate relief of up to 70% for qualifying small businesses without intent or gross negligence, subject to the statutory conditions; do not stack it with the ordinary 50% reduction.
Do not copy that 70% rate to the other four regimes or automatically apply a further 20% early-payment reduction.

Failure to perform water-tank hygiene measures, providing mechanical parking for use without required inspection or without a required manager, and allowing use of an uninspected or failed play facility can raise separate criminal issues.
Criminal fines differ legally from administrative fines, and a date calculation cannot establish actual use or the elements of an offence.
An unpriced criminal-risk warning is not zero KRW or an exemption.

Worked examples where the dates differ

Commercial-building tank testing

A last test on 2025-11-20 gives 2026-11-30.
Do not declare it overdue immediately on November 20 or add 365 days.
A test on 2024-02-29 gives a next reference deadline of 2025-02-28, preserving the leap-year and month-end rule.

Academy indoor air

An academy at 999 square metres differs from one at 1,000 under this threshold.
For a first-half facility group, lawful mandatory-item measurement on 2025-05-20 and recommended-item measurement on 2024-05-20 both give 2026-06-30 next.
Do not duplicate the same statutory measurement violation when calculating the subtotal.

Asbestos refresher training

Initial training on 2024-05-10 gives a calendar-year refresher deadline of 2026-12-31.
A damage/release survey on 2026-05-10 instead gives 2026-11-30.
Two duties in the same building therefore use different date rules.

Parking inspection and network entry

A certificate expiring 2026-11-20 gives a periodic window of 2026-10-20–2026-12-21.
Separately, a self-check on 2026-10-15 has an entry deadline of 2026-11-10.
Booking an inspection does not complete the monthly-check entry.

Play-facility inspection application

A certificate expiry of 2026-11-30 gives an application reference deadline of 2026-10-30.
Waiting until expiry can leave insufficient time for the inspection.
A safety-manager change on 2026-09-01 separately gives a training reference deadline of 2026-12-01.

Duplicate violation and reduction

First-stage indoor-air non-measurement has a base amount of KRW 2,000,000.
Do not automatically turn missed mandatory and recommended measurements in the same group into KRW 4,000,000.
A scenario assuming approval of the maximum 50% reduction gives KRW 1,000,000, not a guaranteed amount before approval.

From management handover to booking the work

  1. Establish the actual facility list and mark applicable, inapplicable or unknown.
Obtain management ledgers, old inspection certificates, training records and the original asbestos-survey submission record.
  2. Check whether each date is a last completion, initial training or certificate expiry before entering it.
Do not replace an unknown date with January 1 or a missing quantity with zero.
  3. Review overdue and authority-confirmation items first.
Explain the required task to the tank cleaner, designated water-testing body, indoor-air contractor, asbestos-measurement body or relevant inspection/training institution.
  4. Schedule application, inspection/training and result entry as separate steps and keep evidence.
After completion, check the new certificate period and actual completion state again.

A building acquirer should distinguish training in the previous manager’s name from inspection certificates for the facility itself.
Childcare-centre and academy operators can coordinate indoor-air and play-facility responsibilities while preserving each legal duty.
Use the separate fire, mechanical-equipment, elevator and insurance calculators for their own legal scopes.
This tool does not submit notifications or bookings to external institutions.

Frequently asked questions

Does acquiring a building restart every inspection and training deadline?

No.
Check certificate validity, the original survey-submission year, the initial-training year and any separate manager-change duty independently.
Using the purchase date as the first event for every duty can erase an overdue task or create an unnecessary new inspection.

Does half-yearly tank cleaning mean six months after the last cleaning?

The Water Act rule requires cleaning at least once per half-year, so this tool uses calendar half-years and the end of the following half-year.
That can differ from adding six months to the last cleaning date, and it does not cure an earlier missed half-year or replace a before-use cleaning requirement.

Can indoor-air measurements always wait until December 31?

No: the statutory facility group determines January 1–June 30 or July 1–December 31.
Joint management of both groups permits a full-year window, but that exception requires the actual statutory circumstances.
Statutory items 20–23 covering offices, mixed-use buildings, indoor performance venues and indoor sports facilities, and designated excellent facilities, have training/measurement exemption provisions rather than an invented measurement deadline.

Is an asbestos-material area below 50 square metres always exempt?

No: sprayed materials or fireproofing can also trigger the asbestos-building definition.
The initial building-survey criteria and the continuing-management criteria are different, so area alone cannot establish an exemption.

Does a 19-space mechanical parking machine remove the training duty?

No: a person directly managing a machine below 20 spaces must still check before-management safety training and subsequent refresher training.
Do not confuse the machine-specific manager-placement threshold with the insurance rule that adds multiple machines in one parking lot.

Does early play-facility refresher training move the next expiry forward?

A qualifying renewal starts its new validity period on the day after the previous training period expires.
Initial/change training and renewal training use different starting dates, so do not overwrite the certificate expiry with the last course date plus two years.

Does zero KRW or a pending input mean the facility complies?

No: unknown applicability, unpriced matters and criminal-risk warnings cannot be read as zero liability or an exemption.
Establish the applicable duty and evidence first, then ask the authority about correction and the violation stage if the duty was overdue.

Are the displayed fines and 50% or 70% reductions the final notice?

No: the base subtotal and reduction scenario assume the violation facts entered.
The authority determines duplicate violations, prior dispositions, arrears, corrective efforts, intent or gross negligence and other conditions.
Within these five regimes, the separate small-business reduction of up to 70% applies only to parking under its own requirements.
