Korea-specific facility liability insurance: minimum limits and non-enrollment fines
Buying a building or replacing its management company is a useful time to inspect every compulsory insurance policy.
Keeping the previous policy document does not by itself establish that the new manager and the relevant facilities remain covered.
Korean elevators, children’s play facilities and mechanical parking facilities have separate legal rules for joining dates, minimum compensation limits and fines for non-enrollment.
This calculator compares those 2026 Korean rules with the policy limits and dates you enter, so you can identify the coverages to increase and the gaps to resolve first.
Official rules were checked on November 1, 2026.
The output is a statutory-limit comparison and a base administrative-fine estimate in KRW.
It does not quote a premium, calculate actual accident damages or claim payments, approve a policy, or determine the authority’s final notice.
Distinguish the contract date from coverage commencement and read any reduction or increase as a conditional scenario.
Which managers and facilities should be checked?
Elevator manager
This is the manager insurance requirement under Elevator Safety Management Act Article 30.
A building acquisition, manager change or renewal can trigger the need to check the policy.
Do not substitute insurance held by an elevator maintenance business for the building manager’s own compulsory policy.
Play-facility manager
The applicable requirement is Article 21 of the Act on the Safety Control of Children’s Play Facilities.
When taking delivery of an apartment playground or another covered facility, verify the handover date and the facility identified in the policy.
A business serving children is not automatically a play facility covered by this statute.
Mechanical-parking manager
Parking Lot Act Article 19-16(2) applies at a capacity of 20 vehicles or more.
Add the rated capacities of all mechanical parking machines in the same parking lot.
Arrange the required bodily-injury and property protection before the use inspection or the start of operation following acquisition.
Select more than one facility when the building contains several kinds; each is calculated independently.
Even when one contract covers multiple facilities, verify the applicable facility, insured manager and separate limits.
An exclusion from this size threshold or statutory facility definition does not eliminate civil liability or other insurance considerations.
Minimum coverage amounts to compare
These are the top limits used for the policy comparison, in KRW.
For elevators and play facilities, injury and disability show grade-1 amounts; mechanical parking uses the amounts in the decree without an imported grade schedule.
Death, injury and permanent disability are per victim, while property damage is per incident.
Excess coverage in one category does not cancel a shortfall in another.
2026 Korean facility liability insurance minimum top limits in KRW| Facility | Death / person | Top injury / person | Top disability / person | Property / incident |
|---|
| Elevator | 80,000,000 | 15,000,000 | 80,000,000 | 10,000,000 |
| Children's play facility | 100,000,000 | 20,000,000 | 100,000,000 | 2,500,000 |
| Mechanical parking facility | 150,000,000 | 30,000,000 | 150,000,000 | 100,000,000 |
A top limit is different from the complete grade schedule
Check Elevator Decree Annex 6 and Play-Facility Decree Annex 7 for their 14 injury and permanent-disability grades.
For these two facilities, adequate top amounts still leave the overall comparison pending when the full schedule has not been verified.
The Mechanical Parking Decree states KRW 30,000,000 for injury and KRW 150,000,000 for permanent disability; it does not direct this calculator to import the automobile-insurance 14-grade table.
The displayed schedules support policy review, not medical diagnosis or assignment of an accident grade.
Lower-grade amounts also differ.
Elevator grade 14 is KRW 200,000 for injury and KRW 5,000,000 for permanent disability; play-facility grade 14 is KRW 800,000 for injury and KRW 6,300,000 for permanent disability.
The play-facility injury schedule uses the amendment effective 2025-06-18, so check older policies and guidance against the current table.
All three regimes also provide a KRW 20,000,000 death-compensation floor when the actual death loss is lower.
That floor does not reduce the required death policy limit to KRW 20,000,000.
For elevators and play facilities, injury followed by death combines injury and death amounts; injury followed by permanent disability combines injury and disability amounts; death after disability payment uses the death amount minus the disability amount already paid.
The parking rule differs in that final case: death amount + disability amount − the disability loss attributable to the period after death.
Actual accident compensation is outside this calculator, so these combined-payment provisions are not mechanically added to a policy-limit shortfall.
Prepare the policy and date inputs
Limits and unknown information
Copy the death, top injury, top disability and per-incident property limits in whole KRW from the policy and endorsements.
A confirmed zero limit is different from information you have not obtained.
Leave missing policy information unverified and request the relevant wording from the insurer before treating the comparison as complete.
Reason and event date
Choose first enrollment, manager change or renewal according to the actual event.
Installation inspection, use inspection, manager change, facility handover and existing coverage expiry are distinct dates.
Verify whether a property closing date is also the legal handover or manager-change date; a sales agreement alone may not answer every insurance question.
Contract date, coverage start and as-of date
If insured, enter the actual contract date and the date coverage takes effect.
If still uninsured, enter the date through which you want to measure the gap.
Application or payment may precede coverage commencement, and this day-based model does not resolve time-of-day gaps or the validity of retroactive cover.
Violation stage and adjustment scenario
Use prior administrative dispositions for the same violation.
The lookback differs: 3 years for elevators, 2 years for play facilities, and 1 year for parking.
Complaint counts, policy renewal counts and lifetime totals are not the statutory violation stage.
Confirm the actual disposition and later detection dates with the authority.
Enrollment deadlines and the uninsured-day model
- Elevators: join or renew by the installation-inspection day, manager-change day, or existing policy expiry day as applicable.
The contract deadline and the following day on which expired coverage leaves a gap are different concepts.
- Play facilities: the handover rule is enrollment within 30 days after delivery.
For a manager change, verify actual delivery and succession; a name change alone does not automatically create a fresh 30-day grace period.
Do not apply a new 30-day grace period after an existing policy expires.
- Mechanical parking: join before the use-inspection day or the day operation begins after acquisition.
Do not substitute the elevator same-day deadline.
Insurance must remain in force throughout operation, including on renewal.
How the date comparison counts days
For completed enrollment, the new coverage start day is excluded from the gap.
For a facility that remains uninsured, the as-of day is included.
A gap beginning September 1 with coverage starting October 15 therefore spans September 1 through October 14: 44 days.
First establish the gap start from the facility and event rules; subtracting two event dates indiscriminately is insufficient.
Check deadline-ending holidays, the exact policy expiry time, valid succession of an existing policy and historical transitional provisions against the actual records.
The screen provides a date-based estimate under the stated inputs, not an authoritative determination of every legal day.
A public holiday does not automatically extend an existing insurance policy or remove a coverage gap.
The play-facility exception for a facility that has not begun use requires all of the statutory measures: prohibition of use, notification to the supervisory authority, and an information sign.
It can permit joining by the day before use begins; mere closure or an absence of customers is insufficient.
This calculator does not determine that exception.
If the authority has confirmed a different first uninsured day, use the confirmed override and preserve its basis.
A parking contract concluded on the inspection day may show zero day-based gap but still require review of the before-inspection enrollment deadline; a zero gap is not an affirmative no-fine decision.
Base fines by facility, period and violation stage
Elevator Decree Annex 13 and Parking Lot Decree Annex 6 use the following four non-enrollment bands.
Amounts are KRW, with separate columns for the first, second and third-or-later stages.
Zero uninsured days gives zero in the period-based arithmetic unless a separate contract-deadline issue leaves the outcome pending.
The important new bands begin on days 11, 31 and 61.
Elevator and mechanical-parking base non-enrollment fines by duration and violation stage, KRW| Uninsured period | First | Second | Third or later |
|---|
| 1–10 days | 500,000 | 800,000 | 1,000,000 |
| 11–30 days | 800,000 | 1,000,000 | 2,000,000 |
| 31–60 days | 1,000,000 | 2,000,000 | 3,000,000 |
| 61 days or more | 2,000,000 | 3,000,000 | 4,000,000 |
Play facilities have a separate fixed table
Play-Facility Decree Annex 9 sets the base fine at KRW 2,500,000 for the first stage, KRW 3,500,000 for the second and KRW 5,000,000 for the third or later.
A short uninsured period does not substitute the elevator first-band amount of KRW 500,000.
First verify that the actual joining deadline has expired and that there is an uninsured period.
Reductions and increases are discretionary
Ordinary relief may reduce the base amount by up to 50% when accepted grounds exist.
Mechanical-parking small-business relief may instead reduce it by up to 70% under its specific conditions.
Do not stack the two reductions.
A discretionary increase may be up to 50%, subject to the statutory KRW 5,000,000 ceiling.
The long-violation grounds refer to at least 2 calendar months for elevators, 3 calendar months for play facilities and 6 calendar months for parking.
Calendar months are not fixed 60-, 90- or 180-day periods, and reaching the threshold does not automatically impose a 50% increase.
The authority considers the grounds and circumstances; arrears can exclude relief, and the parking small-business ground also excludes intent or gross negligence.
Use displayed adjustments as separate comparisons, rather than multiplying a reduction and increase together into a purported final notice.
What the formulas mean
Coverage shortfall
shortfall = max(0, statutory limit − policy limit)
An elevator death policy limit of KRW 50,000,000 against the KRW 80,000,000 statutory comparison leaves a KRW 30,000,000 shortfall.
Extra property coverage does not offset that death shortfall.
An unverified full grade schedule remains a separate pending issue even when the numeric shortfalls are zero.
Base fine and conditional amounts
base fine = facility table[duration band][stage]
At the maximum ordinary 50% reduction, 50% of the base amount remains.
At the maximum parking small-business 70% reduction, 30% remains.
Unknown or invalid facility inputs must leave the overall result incomplete instead of silently producing a complete total.
The calculator uses the same pure functions for both languages.
A coverage shortfall is a policy-review signal.
Adding per-person and per-incident limits does not calculate the amount you would personally pay after an accident.
A fine total covers only the selected facilities and violation-stage assumptions; it excludes other violations, collection surcharges, premiums and civil damages.
Three worked examples
Example 1: 44-day elevator gap after a manager change
Assume the manager changes on 2026-09-01, coverage starts on 2026-10-15 and there is no valid existing coverage from the change date.
The 44 uninsured days fall in the 31–60-day band, giving a first-stage base fine of KRW 1,000,000.
If the authority accepts the maximum ordinary reduction, the comparison amount is KRW 500,000.
With a death policy limit of KRW 50,000,000, the shortfall against KRW 80,000,000 is KRW 30,000,000.
Request an increase to that coverage rather than interpreting the shortfall as an accident payment.
Example 2: parking capacities of 12 + 8 in one lot
Two mechanical machines rated for 12 and 8 vehicles total 20, so the size threshold is met.
A property policy limit of KRW 50,000,000 leaves KRW 50,000,000 below the KRW 100,000,000 statutory amount.
At 11 uninsured days and the first stage, the base fine is KRW 800,000.
If the separate small-business conditions and maximum 70% reduction are accepted, the comparison amount is KRW 240,000.
Do not apply a further ordinary 50% reduction.
Example 3: play-facility property shortfall and an unverified schedule
A play-facility property limit of KRW 2,000,000 is KRW 500,000 below the required KRW 2,500,000.
Adequate top amounts in other categories do not verify the full grade schedule.
If there is an overdue uninsured period and a first-stage violation, the base fine is KRW 2,500,000.
A short period does not permit using the elevator duration table.
These examples apply the legal tables to hypothetical policy records and facts; they are not product prices or actual enforcement cases.
If an existing policy validly continues after a manager change, verify that position before entering a gap from the change date.
All three examples preserve the Korean calculator’s units and assumptions.
From calculation to insurer and authority follow-up
- Prepare a facility list, facility identifiers, manager records and rated parking capacities.
Check statutory scope before comparing money.
- Read each policy and endorsement for separate coverage limits, complete grade schedules and exact start/end times.
Keep unavailable information unverified.
- Enter the event reason, event date, contract and coverage start dates or the uninsured as-of date.
Check prior dispositions against the facility-specific lookback.
- Review insufficient coverages and uninsured periods separately.
For continuing non-enrollment, contact the insurer about actual coverage commencement before the next duration band.
- Save or print the result with its assumptions.
Ask the insurer about limit increases and enrollment, and ask the authority about stage, deadlines and adjustment grounds; a screen estimate does not grant relief.
Check the evidence procedures after joining
The elevator manager must have the insurance seller enter the insurance information into the national elevator safety information network within 14 days of joining.
For mechanical parking, check submission of evidence to the mayor, county head or district head within 14 days of contract conclusion or amendment, including whether the statutory information-network entry can substitute.
For play facilities, check the evidence of enrollment to be submitted to the supervisory authority.
These are separate follow-up items from the base non-enrollment fine arithmetic.
Practical scenarios and limits
A new building owner
When the policy still names the seller, confirm the insured party, facility identification and validity of any succession.
Check all three facilities together while retaining their separate duty dates and gaps.
Arrange renewal early enough that insurance remains effective without relying on a new grace period.
A manager receiving a preliminary notice
Compare the notice period and stage with the entered records.
Supply correction evidence and the applicable reduction ground without assuming that ordinary and small-business relief stack.
An increase, arrears, other violations or combined enforcement can make the final notice differ from this comparison.
This tool does not manage installation inspections, periodic inspections or training calendars, compare premiums or recommend an insurer.
Gas-accident liability, voluntary landlord liability and insurance for manufacturers or maintenance businesses follow other rules.
Enrollment, statutory-limit adequacy and actual coverage of a particular accident are separate questions.
Frequently asked questions
Does ordinary building fire insurance satisfy the facility requirement?
The policy name or combined sum insured is insufficient to decide this.
Check the covered facility and responsible manager, each death, injury, disability and property limit, and any required grade schedule in the endorsements.
First-party fire damage to the building and liability to another person are different coverages.
Is KRW 80,000,000 of elevator death coverage enough for every requirement?
It addresses only the death limit.
Separately compare KRW 15,000,000 for grade-1 injury, KRW 80,000,000 for grade-1 permanent disability, and KRW 10,000,000 for property damage per incident.
Even adequate headline amounts do not confirm compliance with every lower grade when the full schedule remains unverified.
Do two parking machines with capacities of 12 and 8 spaces trigger the duty?
Yes, their capacities total 20 vehicles if the machines are in the same parking lot.
Use rated machine capacity, rather than vehicles currently parked or spaces currently used.
A total of 19 or fewer falls outside this particular size threshold; it does not remove civil liability or every reason to carry voluntary insurance.
Can a play facility face a fine for only one overdue uninsured day?
Once the applicable joining deadline has passed and there is an uninsured period, Annex 9 sets base amounts of KRW 2,500,000, KRW 3,500,000 and KRW 5,000,000 for the first, second and third-or-later stages.
The elevator and parking 10/30/60-day bands do not apply.
The authority determines the actual violation stage and any discretionary adjustment.
Are 50% and 70% reductions automatic?
No.
The ordinary reduction is discretionary and may be up to 50% when statutory grounds are accepted.
Mechanical-parking small-business relief may be up to 70% under its separate conditions and cannot be stacked with the ordinary reduction.
Verify arrears, intent or gross negligence, corrective action and all other applicable facts.
Should I enter the contract date or the coverage start date?
For the coverage-gap model, enter the date when insurance actually takes effect.
Payment, application and contract dates may differ from coverage commencement.
The new coverage start day is excluded from uninsured days, while the as-of day is included if the facility remains uninsured.
Contract deadlines are checked separately, and the actual policy and authority determine the legal outcome.
Who enters elevator insurance information within 14 days?
The manager must have the insurance seller enter the information into the national elevator safety information network within 14 days of joining.
Distinguish the manager duty to arrange this from the seller role in entering the information.
Mechanical parking has a separate 14-day requirement to submit evidence to the local authority following contract conclusion or amendment.
Is the coverage shortfall plus fine my total accident bill?
No.
A limit shortfall is the difference between a statutory comparison amount and the policy limit, not actual damage or an insurance payment.
Death, injury and disability are per-person amounts, whereas property damage is per incident.
A non-enrollment fine is an administrative burden and must remain separate from damages, premium and actual out-of-pocket loss.
Official sources and effective rule dates
The Korean National Law Information Center OPEN API was used to check current articles and annexes on November 1, 2026.
Each instrument has its own effective date; the comparison does not treat them as one amendment.
- Elevator Safety Management Act Articles 30 and 82, and its Enforcement Decree Article 27, Annexes 6 and 13: Act MST 259475, effective 2025-01-31; Decree MST 282981, effective 2026-02-01; annex IDs 18111745 and 18112239

Future play-facility provisions are not mixed into the current rules.
Recheck the expanded decree scope effective 2026-12-18, the later statutory stage on 2027-02-28 and the insurance-contract provisions on 2027-04-14 before applying those versions.
Confirm actual facility scope, policy validity and schedules, duty dates, prior dispositions, discretionary relief or increase, and submission procedures with the insurer and competent authority.
Resolve insufficient coverages and gaps first
Return to the calculator with the current policy, handover documents and disposition history beside you.
Ask the insurer to adjust insufficient limits and confirm the earliest valid coverage start for an uninsured facility.
After joining, complete the information-network and evidence procedures and prepare the next renewal before the same gap can recur.
