Korea Retired Official Employment Review & Gap Cash Calculator

Compare the three-year restriction window, 30-day filing references and living-cash shortfalls for proposed start dates under Korean 2026 rules.

1. Dates and scope

Edit the reference date explicitly. Grade 6 or 7 alone does not establish an exclusion: the actual occupation and authority confirmation also matter.

2. Verified facts and procedure

3. Cash assumptions (KRW and whole months)

Zero is your assumption, not an average expense. Calendar gap days are not automatically converted into costs. Enter baseline months up to the planned start, then add delay. Check actual income/pension payment dates and suspension or reduction separately.

Review timeline and start-date comparison

Reference three-year restriction period: 2026-11-01 ~ 2029-10-31

Reference first day after the period: 2029-11-01

Assumes exclusion of the retirement day and Civil Act calendar counting. Recheck the effective retirement time and authority counting.

Gap from day after retirement to day before start

Start falls within the reference three-year period. A passed reference date alone does not establish a violation.

Start candidate satisfying only a 30-day gap from reference date and being after retirement: 2026-12-05

This is not permission or a review-completion date. Filing dates are conditional references when coverage is unconfirmed, excluded or subject to separate rules. Weekends/holidays are not moved forward. Confirm actual receipt, exceptions and notification with the former agency.

Five-year personnel/duty records are missing or unconfirmed. Prepare evidence for the applicable department or institution scope.

Living cash by assumed delay

Cash required = max(monthly expense − confirmed income, 0) × (baseline + extra delay). Shortfall deducts available cash with a floor of zero. Rows compare 0, 1, 3 and your delay without duplicates. Interest, inflation, tax and payroll timing are excluded.

Documents and actions after checking

  1. Confirm personal coverage, exclusions and jurisdiction with the former agency
  2. Check the start-year institution notice, acquisitions/mergers, identity and role
  3. Prepare five-year personnel, department/institution duties and proposed-role records
  4. Confirm the appropriate request/application, employment offer, evidence and extra agency documents
  5. Check receipt, review meeting and notification before adjusting the start date and cash

Other obligations, including restrictions on handling duties, can remain after this period or an exclusion. Advisory or fixed-term work is not excluded merely by its title.

Before accepting a post-retirement job in Korea

This Korea-based calculator helps retired public officials prepare for an employment-review consultation and the living-cash gap if a start date moves.
It applies Korean 2026 rules, not another country’s public-service restrictions.
It separates dates, verified coverage and cash assumptions; it does not decide whether employment is permitted.
All financial inputs and results are in KRW.

Three different time references

The 3-year period after retirement concerns the employment-restriction window; the 5 years before retirement concern duty history; the 30-day lead concerns filing before employment begins.
None is a guarantee of the time the authority will take to complete a review.

Check the person, institution and exclusions separately

Personal coverage

Former grade, service group, agency and actual duties can all matter.
The grade selector records context and never determines coverage by itself.
Use confirmation from the agency where you served at retirement before choosing yes or no.

Institution coverage

An institution type is not a coverage determination.
Check the notice for the proposed start year, the exact legal entity and acquisitions or mergers.
If the official coverage has not been checked, leave it unconfirmed; a missing search result is not evidence of exclusion.

Grade and occupation exclusions

Enforcement Decree Article 31(2) combines specified service groups, including some grades 6–7 and police or fire ranks, with specified occupations in the new job.
Grade 6 or 7 alone, or a job described as manual work, is insufficient.
Select an exclusion only after the competent authority has confirmed its application to the actual role and occupation classification.

Jurisdiction

The date reference follows the general executive-branch procedure.
National Assembly, court and other separate-rule cases are HOLD.
For those cases, do not treat the displayed 30-day reference as a verified statutory deadline under the applicable separate rules.

The three-year window and leap-day boundaries

With date-only input, the general assumption excludes the retirement day and starts counting on the following day.
Civil Act Articles 157 and 160 provide the calendar-counting reference: the period ends the day before the corresponding anniversary, or at the end of the relevant month when the corresponding day does not exist.
The reference end day is included; the following day is shown separately.

Boundary examples

  • Retirement 2026-10-31: reference period 2026-11-01 through 2029-10-31.
  • Retirement 2024-02-29: reference end 2027-02-28.
  • Retirement 2021-02-28: counting starts March 1, giving reference end 2024-02-29 in the leap year.

The actual effective time of retirement and the authority’s period calculation require confirmation.
Bring personnel orders and the retirement certificate when a proposed start falls on a boundary.
Being beyond this three-year window does not release every other obligation, including restrictions on handling duties performed in public service.

The 30-day filing reference and remaining days

Filing reference

Proposed start − 30 calendar days

Enforcement Decree Article 33-2 covers a restriction-status confirmation request; Article 34(1) covers an employment-approval application.
Both use submission to the former agency head at least 30 days before employment begins in the general procedure.
An alternative start receives its own reference date.

Margin

Filing reference − reference date

A positive number is days remaining; zero means the reference day; a negative number is days past that day.
A missed filing reference alone does not establish that every proposed job is unlawful.
Consult the authority about receipt, any applicable exceptional procedure and changing the start date.

The tool does not move a weekend or holiday reference forward.
Confirm actual receipt dates, office hours and internal earlier cutoffs before submitting.
A further candidate date satisfies only the 30-day interval from the reference date and being after retirement.
It is neither permission to start nor a forecast of review completion.

Duty relevance and actual notification

Confirmation and approval are separate procedures

Your own conclusion that duties are unrelated is not an ethics committee confirmation.
A self-review note of no relevance leads to preparation for a confirmation request.
A note of related duties leads to consultation on approval grounds and evidence.
When relevance is unknown, first confirm the procedure with the former agency; the calculator never assigns an approval probability.

Five-year duty records

Prepare personnel history, periods served, department or institution duties, contracts, licensing or supervision records, and the role you will perform.
Whether the department or institution scope applies can change what is examined.
Missing or unconfirmed records generate a separate reminder.

An existing decision

Change the notification field only for an actual valid notice covering this institution, role and start conditions.
A result saying notification entered does not grant new permission.
If the entity or role changes, verify the notice’s scope again.
A restriction or refusal should lead to another authority consultation before employment begins.

Living-cash formulas and delay assumptions

The calendar gap runs from the day after retirement through the day before the start.
Those days are not automatically divided by 30 to calculate expenses: rent, insurance and pension payment dates may not accrue evenly.
Enter baseline gap months up to the original start and additional delay months separately.

Three calculation steps

  1. Monthly net expense = max(monthly essential expense − confirmed monthly income, 0).
  2. Cash required = monthly net expense × (baseline gap months + extra delay months).
  3. Cash shortfall = max(cash required − available gap cash, 0).

Rows compare extra delays of 0, 1 and 3 months plus your selected delay, removing duplicate rows.
Assumed delayed start dates add calendar months to the original start, using month-end when its day does not exist.
These are your planning scenarios, not administrative processing statistics.
Income above expenses does not automatically increase available cash.
Interest, inflation, tax and exact payroll/payment timing are excluded.

Worked example: December versus January

Assume retirement on 2026-10-31, reference date 2026-11-05 and a proposed start on 2026-12-15.
The reference three-year end is 2029-10-31; the December filing reference is 2026-11-15, leaving 10 days.
For an alternative start of 2027-01-15, the filing reference is 2026-12-16, leaving 41 days.
The calendar gap before the December start is 44 days.

Cash assumptions are independent of the calendar gap

Monthly expenses of KRW 3,000,000 less confirmed income of KRW 1,000,000 produce a monthly net expense of KRW 2,000,000.
Available cash is KRW 4,000,000.
With baseline months set to 0 because the original gap has been financed separately, one extra month requires KRW 2,000,000 with zero shortfall; three extra months require KRW 6,000,000 with a KRW 2,000,000 shortfall.
If you add one baseline month, a three-month delay means four total months: KRW 8,000,000 required and KRW 4,000,000 shortfall.

These are fictional amounts and dates, not average living expenses or an actual review outcome.
Moving the start does not itself secure confirmation or approval; check submission and the actual notification together.

Step-by-step preparation

  1. Enter dates from the retirement certificate and offer, then explicitly set the reference date.
  2. Confirm personal coverage, any occupational exclusion and jurisdiction with the former agency; check the institution notice for the start year.
  3. Gather five-year personnel and duty history, the proposed role, employment confirmation and any required evidence.
  4. Confirm the correct application form, attachments, receipt method and review schedule.
  5. Compare proposed starts and cash rows, then discuss start-date changes and reserve cash.
  6. Save the consultation TXT or print it; verify a valid notification and revisit the plan if conditions change.

Practical situations and costs to check

A short-notice job offer

If the margin is negative, contact the former agency promptly about receipt, exceptional procedures and rescheduling.
Check attendance, advisory appointments and pay arrangements before the result, separately from negotiating salary.

A period without employment income

Do not include uncertain new-job salary in confirmed gap income.
Check the actual pension commencement month, any reemployment reduction or suspension, health insurance and debt repayments.
Exclude money reserved for other purposes or pledged as collateral from available gap cash.

Frequently asked questions

Does filing 30 days ahead allow me to start?

It is a submission reference.
Receipt is not confirmation or approval; check the actual valid notification and its conditions.

Are all grade 6–7 officials excluded?

No.
Check the service groups and actual new-job occupation covered by Decree Article 31(2), with authority confirmation.
Grade alone is insufficient.

What if I cannot find the institution list?

Leave institution coverage unconfirmed.
The result stays HOLD while you check the exact entity, start-year notice and acquisitions or mergers.

Can I rely on my own view that duties are unrelated?

Self-review is not committee confirmation.
If the person, institution and period are covered, confirm the restriction-status request procedure.

Does a weekend reference move to Monday?

The tool does not move the 30-calendar-day reference forward.
Check actual receipt arrangements, earlier cutoffs and exceptions, and submit early.

Does every restriction end after three years?

No.
Being outside this employment-review path does not eliminate all duty-handling or other obligations.
Check them separately with the authority.

Can an adviser or consultant count as employed?

Public Service Ethics Act Article 17(4) can treat specified paid support as employment regardless of position or contract form.
Do not exclude a role solely by its title.

Is a three-month delay the expected processing time?

It is a user-selected cash scenario, not a review timetable.
The tool also does not automatically convert the example’s 44-day gap into living costs.
