The Venture Confirmation System publishes a total assessment fee, a government-supported portion, and the amount borne by the applicant.
The calculator treats the company burden as the official cash cost because the support is already netted from the total fee.

Compare the four confirmation routes before estimating payback

Venture-investment type

The Enforcement Decree generally requires qualifying investment of at least KRW 50 million and at least 10% of stated capital.
The capital ratio can be 7% for a qualifying cultural-content producer.
Confirm that the investor and instrument qualify, the investment has been paid, and the capital denominator is measured correctly rather than relying on the contract label alone.
The official system gives a 30-day result-notice period for this route.

Research-and-development type

This route combines research-organization conditions with at least KRW 50 million of qualifying annual research and development expenditure.
It also applies an industry-specific revenue ratio whose general reference is 5%, so the detailed industry table matters.
A business less than three years from startup can fall within an exception to the revenue-ratio requirement, but other requirements remain.
The official system gives a 45-day result-notice period.

Innovation-growth type

This route is useful when a technology business does not rely on the investment or R&D quantitative path.
A professional body assesses technology innovation and business growth potential using the business plan, differentiation, market evidence, growth strategy, and management capability.
The Inno-Biz-linked fee can apply only when the current linkage conditions are met.
The official system gives a 45-day result-notice period.

Preliminary-venture type

This route assesses the technology innovation and plan of a founder preparing to start before company or business registration.
Incorporation, business registration, and later conversion to innovation-growth confirmation have their own steps and timing requirements.
A separate reconfirmation fee is published for conversion within one year after preliminary confirmation.
The official system gives a 45-day result-notice period.

Article 25 of the Special Act on the Promotion of Venture Businesses governs the confirmation application and permits the confirmation body to charge a fee.
Article 18-4 of the Enforcement Decree sets the confirmation validity at three years, which is why the calculator uses 36 months as its analysis window.
The calculator does not score eligibility, assess submitted evidence, or predict the professional assessment result.

Step-by-step workflow

  1. Select the confirmation type the business can actually support with current evidence, then choose new confirmation or reconfirmation.
    The Inno-Biz option appears only for innovation growth, while the preliminary-to-innovation option appears only under innovation-growth reconfirmation.
  2. Enter the combined preparation hours of founders, managers, technical staff, finance staff, and other participants.
    Multiply those hours by an employer opportunity cost that reflects displaced work rather than an employee’s take-home wage.
  3. Add only contracted or deliberately budgeted consulting, document-system, travel, and other direct costs.
    Consulting is not a statutory requirement, so leave it at zero when the team can prepare internally and no service has been chosen.
  4. Enter tax, financing, procurement, sales, and other benefits only after confirming both eligibility and a defensible amount.
    Convert incremental revenue to contribution after materials, subcontracting, platform fees, commissions, and other variable costs.
  5. Reduce the realization rate when an entered benefit remains uncertain and delay the start month until the benefit can actually affect cash flow.
    Save conservative and base cases separately rather than hiding uncertainty in one optimistic number.

How the calculator separates fee, cost, and benefit

Total company cost

Internal time cost equals total preparation hours multiplied by internal hourly cost.
Additional cash cost equals optional consulting, document and system preparation, travel, and other direct cost.
Total company cost equals the published company burden plus internal time cost plus additional cash cost.
Government support is not subtracted again because the company burden is already the net official fee.

Expected benefit within validity

Entered annual benefit is the sum of verified annual tax savings, financing savings, commercial contribution, and other annual benefit.
Expected annual benefit multiplies that total by the realization rate.
Active benefit time equals 36 months minus the selected start month, and recurring benefit uses that fractional number of years.
The same realization rate is applied to the one-time verified benefit before recurring and one-time amounts are combined.

ROI, ratio, and payback

Net 36-month benefit equals expected benefit minus total company cost.
ROI divides that net benefit by total company cost, while the benefit-cost ratio divides gross expected benefit by total company cost.
Simple payback first applies expected one-time benefit, then divides the remaining cost by monthly expected recurring benefit and adds the benefit start delay.
It is an undiscounted planning model and does not reproduce tax payment dates, lending disbursements, or monthly sales volatility.

Model internal preparation cost without confusing it with a fee

The confirmation body does not invoice internal preparation hours, but those hours still consume scarce founder and employee capacity.
Include time for selecting the route, checking legal requirements, reconciling investment or R&D records, drafting the business plan, organizing intellectual-property and sales evidence, preparing interviews, and responding to assessment requests.
If several employees participate, sum person-hours rather than elapsed calendar hours.

Use an employer opportunity cost

An hourly cost can combine salary, employer payroll burden, benefits, and the value of displaced work.
A rough internal rate is better than treating all employee time as free, but document how it was derived.
Keep this economic cost separate from cash spending when the application budget is also used for liquidity planning.

Avoid counting the same work twice

When a consultant performs document drafting, do not also assign the full drafting time to employees unless both genuinely work those hours.
When a system purchase includes implementation support, separate only the employee effort that remains internal.
A clear work breakdown makes competing internal and external preparation approaches comparable.

Tax benefits are conditional rather than automatic

Article 6 of the Restriction of Special Taxation Act contains income-tax or corporate-tax relief for a qualifying startup venture small or medium enterprise.
The current provision includes timing such as startup by December 31, 2027 and venture confirmation within three years after startup, along with industry, location, exclusion, and qualifying-income rules.
A qualifying case can use a 50% relief structure for specified tax years, but confirmation alone does not establish the deduction or the amount.

Article 58-3 of the Restriction of Special Local Taxation Act contains a 75% acquisition-tax reduction for qualifying business property of an eligible startup venture.
Its property-tax structure can provide exemption for the first three years and a 50% reduction for the following two years when every condition is satisfied.
Startup date, confirmation deadline, qualifying industry, location, direct use, disposal, and recapture conditions all need review with the local authority or adviser.

Enter only the expected annual amount remaining after a tax professional has reviewed the taxpayer, income, asset, period, and interaction with other relief.
Do not enter the full pre-relief tax bill, a marketing headline, or the value of years that fall outside the 36-month analysis window.
If eligibility is unresolved, leave tax savings at zero and retain a separate upside scenario.

Finance, procurement, workforce, and intellectual-property benefits also need evidence

Policy finance and guarantees

A programme can give a venture business priority, a higher limit, a lower interest rate, or a guarantee-fee preference.
These terms differ by institution, product, budget year, credit assessment, collateral, use of proceeds, and application window.
Estimate financing savings from the approved or quoted rate difference and expected outstanding balance, not from the entire loan principal.

Procurement and customer access

Confirmation may be an eligibility condition, an evaluation preference, or a credibility signal in a public or private opportunity.
It does not replace price, performance, references, delivery capability, or other tender conditions.
Count only accessible opportunities supported by a tender clause, customer requirement, or documented sales evidence, then use contribution rather than revenue.

Workforce and stock options

The Venture Business Act contains special provisions relevant to leave or concurrent work by professors and researchers and to stock options.
Corporate approvals, eligible recipients, grant terms, tax treatment, and employment rules still require separate professional review.
Do not convert a recruiting narrative into a cash benefit unless the business can identify an evidenced saving or contribution.

Patent priority examination

Article 9 of the Enforcement Decree of the Patent Act can place a patent application by a venture-confirmed business within a priority-examination category.
The applicant must still follow the applicable request and evidence process, and priority does not guarantee grant or validity.
Enter a financial benefit only when faster examination has a documented commercial value that is not already counted elsewhere.
