Review site assignment before accepting work or hiring
This calculator applies Korean 2026 construction rules to the qualifications, experience and simultaneous sites you enter.
It helps small contractors and returning construction professionals review a proposed assignment before signing a hiring agreement or accepting a project.
A professional grade alone may be insufficient: a particular band can also require actual work after obtaining a credential or construction-management experience at similar sites.
Turn a staffing concern into an evidence checklist
Confirm the project-value basis and trade, compare the relevant credential and recognized experience, then review the statutory sharing route and each client’s consent.
Budget separate staff for the sites left over and take the saved review to the client.
Results do not replace official qualification acceptance, consent or verification of the assignment.
Annex 5 qualification routes by project value
The alternatives in each row are OR routes; satisfying every alternative is unnecessary.
Every credential and grade must belong to the relevant occupational field for the trade.
The KRW 70 billion row applies only when the project includes a facility covered by Article 93(1) of the Act.
At that value without such a facility, the KRW 50 billion band applies instead; an unconfirmed facility classification leaves the result pending.
Korean planned project-value bands and alternative site engineer requirements; amounts in KRW| Value (KRW) | Alternative qualification or experience routes |
|---|
| 70bn+ with specified facilities | Relevant professional engineer only |
| 50bn+ | Professional engineer / master craftsman / expert grade + 5 years of similar-site management |
| 30bn+ | Professional engineer / master craftsman / engineer + 10 years after qualification / expert + 3 years of similar-site management |
| 10bn+ | Professional engineer / master craftsman / engineer + 5 years after qualification / expert / advanced + 3 similar-site years / industrial engineer + 7 years after qualification |
| 3bn+ | Engineer or higher + 3 practical years / industrial engineer + 5 years after qualification / advanced or higher / intermediate + 3 similar-site years |
| Below 3bn | Industrial engineer or higher + 3 practical years / intermediate or higher / junior + 3 similar-site years |
For comparison with Korean amounts, KRW 3bn/10bn/30bn/50bn/70bn correspond to 30/100/300/500/700 억원.
Grade names in this English guide are descriptive translations of Korean junior, intermediate, advanced and expert categories, rather than licenses issued by another country.
Separate exceptions below KRW 500 million and 100 million
Below KRW 500m: Note 6
For one project below KRW 500 million, a person meeting the relevant sector’s Annex 2 registration technician criteria can qualify with at least three years in the relevant occupational field.
This route is not restricted to specialist work.
Verify the person’s status against the actual sector registration criteria and experience record.
Below KRW 100m specialist work: Note 7
Where a contractor registered in a specialist sector performs specialist work and one project is below KRW 100 million, the relevant registration technician route can apply.
The tool does not add Note 6’s three-year requirement to Note 7.
Both the registered contractor and actual specialist work must satisfy the stated scope.
Both thresholds mean strictly below.
At exactly KRW 100 million, Note 7 no longer applies; at exactly KRW 500 million, Note 6 no longer applies.
Ordinary Annex 5 alternatives continue to be checked independently.
Keep three types of experience separate
- Total practical experience: recognized work in the relevant field, potentially including experience before qualification.
- Work after qualification: actual relevant work after the selected credential was obtained, rather than simply the time for which you have held it.
- Similar-site construction management: assigned work directly related to construction at projects with the same or similar purpose, kind and technical characteristics.
Annex 5 Note 5 includes pre-qualification experience in practical work and construction management.
An explicit engineer-after-qualification or industrial-engineer-after-qualification condition still requires the stated period after that credential.
The interface compares 12 months with one year as an input convention; the client or record-management body must confirm accepted days, overlapping records, leave and partial duties.
Enter recognized experience separately for each site because another trade may accept a different portion of the same professional’s history.
Enter actual projects and confirmation states
- Enter a review date in 2026, the credential being tested, its acquisition date and the verified professional grade. Repeat the review separately for other credentials.
- Add up to three currently assigned or candidate projects that need simultaneous coverage, including their trade and planned value.
- Confirm the value basis, including how VAT and supplied materials are handled. Verify the assessment basis before copying a contract cover-sheet amount.
- Confirm whether the credential and grade match each site, and enter actual accepted experience months and registration-technician status.
- For each pair, confirm the same kind of work, statutory location route, adjacent-area management acceptance, each client’s consent, quality and safety.
- Enter a real total hiring quote and budget duration, save the TXT review and resolve the evidence with the clients before final assignment.
A blank numeric input means unknown; zero means a confirmed absence of experience or a confirmed zero cost.
Do not enter zero just because the record has not been checked.
Leaving unknown items unconfirmed preserves the reason why a result remains pending.
Two statutory routes for sharing one engineer
Each below KRW 500m, same kind, same or adjacent area
Article 35(3)(1) requires each project to be below KRW 500 million and of the same kind.
The same-city/county route includes the specified metropolitan and special cities; Jeju uses the jurisdiction of Jeju Special Self-Governing Province.
For adjacent areas across different cities/counties, the client must recognize that construction and technical management will not be impeded.
A short journey between two sites does not itself establish that recognition.
New same-kind work at an already active construction site
Article 35(3)(2) is a separate route for new same-kind work at the site of construction already in progress.
The tool does not import paragraph 3(1)’s KRW 500 million cap into this route.
Select it only after checking the active project and new work, rather than merely observing that the address is the same.
Both routes require no impediment to project quality or safety and the client’s consent.
The engineer must also satisfy the qualification requirements of each project independently.
A request for consent is not an accepted request; keep consent unconfirmed until it has actually been obtained.
When comparing three candidates, verify separately that both clients’ consent and quality/safety findings apply to each specific pair.
Consent to A+B is not automatically reused for A+C or B+C.
Worked example: three candidates, at most two covered
Suppose a relevant intermediate-grade engineer reviews current Site A at KRW 400 million, candidate B at KRW 400 million and candidate C at KRW 600 million.
With verified value bases, matching fields and no separate contractual criteria, each site meets the intermediate-or-higher route below KRW 3 billion.
A+B can meet the sharing conditions if the work is of the same kind in the same city/county, both clients consent and quality/safety are verified.
A+C and B+C fail that geographic route because C is not below KRW 500 million.
Verified coverage: 2 sites; separate single-site staffing plan: 1 person.
KRW 4,000,000 per month × 3 months × 1 person = KRW 12,000,000.
All values and confirmation states in the example are fictional.
Even in another case where several pairs pass, their results cannot be added to permit one person to cover three simultaneous sites.
Each pair represents an alternative assignment choice.
Interpret missing months and pending evidence
Missing months
Missing months = max(0, required months − verified recognized months).
A route needing 60 months after the engineer qualification is one month short if the accepted period is 59 months.
One more calendar month alone does not automatically qualify the person: the additional work must be recognized in the relevant field.
Pending or outside scope
Unconfirmed value bases, applicability, separate contractual criteria, or specified-facility status at KRW 70 billion or more keep the overall site pending.
A confirmed out-of-scope project is marked outside scope, not declared free of all staffing duties.
Resolve the overall gate even when one of the displayed reference routes passes.
Staffing and hiring costs are a separate planning scenario
The separate-person plan subtracts this engineer’s maximum verified coverage from the number of simultaneous sites entered.
It assigns one separate person to every remaining site and does not account for other employees already available.
It does not optimize sharing among other people, and it is neither a statutory minimum staffing calculation nor a confirmed number of new hires.
Budget = separate single-site staffing plan × actual monthly quote per person × budget months.
Check whether wages, employer contributions and recruitment costs are included in the quote and compare like-for-like totals.
An unknown quote leaves the budget unknown; no national average wage is inserted.
Unresolved qualifications or consents keep staffing and cost figures conditional.
Prepare evidence and complete assignment verification
- Gather credentials, acquisition dates, occupational-field grades and records describing the accepted duties and periods.
- Prepare each project’s purpose, kind, trade, value basis, location and construction schedule.
- Record separately agreed credential/grade/headcount criteria and each client’s actual sharing consent.
- Document travel, attendance and arrangements showing that sharing does not impair quality or safety.
- Complete assignment verification under Article 35(5); dual-site consent alone does not complete every other assignment procedure.
Supervision and construction-management staffing, non-assignment exceptions during stopped work, official experience acceptance and special contractual criteria are not automatically decided here.
Include any existing concurrent assignment that would otherwise be omitted from the comparison.
Editing inputs hides the previous result, so rerun the review before using a saved report.
Frequently asked questions
Can an intermediate-grade engineer cover any project?
No.
The grade must match the relevant trade, and the project-value band matters.
At KRW 3 billion or above, the intermediate-grade route also requires three years of assigned construction management at similar sites.
Does experience before qualification count?
Annex 5 Note 5 includes earlier experience in practical work and construction management.
It does not remove the explicit after-qualification conditions for the five- or ten-year engineer routes or the five- or seven-year industrial-engineer routes.
Does a project below KRW 500 million automatically allow sharing?
No.
Under Article 35(3)(1), each project must be below the threshold, the work must be of the same kind, and the location conditions must be met.
Each client must consent, and quality and safety must not be impaired.
Is new work at an active site subject to the same value cap?
Article 35(3)(2) is a separate route for new same-kind work at an already active construction site.
The KRW 500 million condition from paragraph 3(1) is not added to this route, but the actual circumstances, qualifications, consents, quality and safety still require verification.
Can one person cover three sites if every pair passes?
No.
Eligible pairs are alternative choices, and the limit is two simultaneous sites per person.
Passing several pair checks never permits combining them into a three-site assignment.
Is a master craftsman automatically treated as engineer or higher?
The explicit master-craftsman route is evaluated for the bands at KRW 10 billion and above, except the specified-facility band.
For lower-band engineer-or-higher classification, the calculator requires separate confirmation rather than inventing a hierarchy between credentials.
Is the separate-person count the minimum number of new hires?
No.
It budgets one separate person for every entered site that the reviewed engineer cannot cover through a verified single-site or two-site option.
Other available employees and their own sharing options are not optimized.
What if the parties agree on different staffing criteria?
Article 35(2) allows separately agreed qualification categories, grades or numbers under its conditions.
These criteria need individual review.
Ordinary Annex 5 routes remain visible as references, while the overall site result stays pending.
