Review Korean engineer competency points, work-category grades and the effect of training expiry, additional policy training or a higher certificate on projected threshold dates.
A planning tool under Korean 2026 rules. The initial example uses an Engineer certificate, bachelor degree and 10 years of construction participation. Verify association-recognized fields and days. Dates indicate points thresholds, subject to filing, mandatory training and deployment review.

Training is excluded on its third anniversary and penalties on their second, with leap-day anniversaries clamped to month end. Later expiry can reduce points again. Verify exact processing dates, promotion training and career filing with the association.
Career points: 24.97
Certificate + academic + career: 74.97
Career points: 22.55
Certificate + academic + career: 72.55
Career points: 22.55
Certificate + academic + career: 72.55
This comparison excludes training and penalties. Certificate, academic and training recognition must be checked again for another work category.
This calculator helps engineers registered under the Korean construction technology system compare their current points, grade thresholds and possible timing of promotion.
It connects certificates, academic background, credited career days and training, with separate coefficients for design and construction, construction management, and quality management.
Its purpose is to support a decision between waiting for additional credited experience, completing training and obtaining a higher certificate.
Long service alone does not determine the result.
A change of work category can reduce the credited weight of earlier experience, while a training certificate may expire before the intended promotion date.
Additional training can have no immediate points benefit when the five-point cap is already filled.
Mandatory training obligations and the professional value of education still require separate consideration.
The calculator uses the Construction Technology Promotion Act, Article 21, the Enforcement Decree, Article 4 and Annex 1, and MOLIT Notice 2026-360, Annex 3.
The decree version is effective 2026-06-09 and the notice version is effective 2026-07-08.
The National Law Information OPEN API was checked on 2026-11-02 for the current versions and original provisions.
This is a Korean 2026 planning estimate based on recognized records; it does not determine initial entitlement to register as an engineer.
The implementation covers ordinary work-field calculations for design/construction, construction management and quality management.
Overseas work, surveying and cadastral exceptions, foreign-engineer recognition, quality work before 2010-12-29, non-STEM construction-support cases and postgraduate specialty bonuses need separate review.
Selecting the exception checkbox withholds grade and timing results; ordinary base points remain visible for reference only.
A similar-sounding major or certificate is insufficient evidence of field eligibility.
Verify the official discipline/specialty mapping and the association’s recognition first.
Choose “unverified” if the relationship is unclear.
Existing records must be completed by the reference date; future training and certificate acquisition belong in the separate scenario inputs.
Competency = certificate + academic + career + training − administrative penalty
Ordinary caps are 40 certificate points, 20 academic points, 40 career points and 5 training points, with a penalty deduction of up to 3 points.
Use the highest recognized certificate in the applicable field rather than adding several certificates together.
Likewise, select the highest recognized academic level for that field.
The master’s bonus of 1.5 and doctorate bonus of 3 relate to the applicable specialty under Annex 5.
They must not be added indiscriminately to ordinary work-field points.
This interface withholds exceptional cases for association review, including the cross-field STEM academic rule of 15 points and specified non-STEM construction-support certificates worth 20.
| Grade | Design / construction | Construction management | Quality management |
|---|---|---|---|
| Junior | 35+ | 40+ | 35+ |
| Intermediate | 55+ | 60+ | 55+ |
| Advanced | 65+ | 70+ | 65+ |
| Special | 75+ | 80+ | 75+ |
Each grade starts at its listed minimum and ends immediately before the next threshold.
For example, 75 points reaches special grade for design/construction but only advanced grade for construction management.
Always match the work category before comparing points or planning additional experience.
Where both the certificate field and academic field differ from the actual work field, Annex 3 can restrict recognition to junior grade and prohibit promotion despite a high score.
The calculator applies that restriction to design/construction and construction management.
Quality grading does not distinguish work disciplines or specialties, but separate exclusions, including certain non-STEM construction-support cases, still need review.
N = Σ(credited days × applicable coefficient) ÷ 365
Career points = (log N ÷ log 40) × 100 × 0.4
If weighted credited days are below 365, N is set to 1 and career points are zero.
Career points are capped at 40.
The tool assumes rounding to two decimal places; confirm the authority’s exact treatment near a threshold.
Enter participation days recognized on the association career certificate, grouped by responsibility.
Calendar tenure, credited participation days and already-weighted days are different inputs.
Entering a total that already includes the coefficient would apply the weighting twice.
Where projects overlap, the rule apportions the overlapping period by the number of simultaneous projects; enter the resulting credited days without duplicate counting.
The logarithmic formula means one more year does not produce a constant points increase.
A points shortfall cannot be converted into time using a fixed annual points rate.
Turning off future career accrual keeps weighted days unchanged, allowing comparison of training or certificate changes alone.
| Recorded responsibility | Design / construction | Construction management | Quality management |
|---|---|---|---|
| Site representative / project lead | 1.3 | 1.04 | 1.04 |
| Safety / environment / discipline lead / supervisor | 1.1 | 0.88 | 0.88 |
| Appointed quality manager | 1.1 | 0.88 | 1.1 |
| Quality work (not appointed) | 1 | 0.8 | 1 |
| Participant / general supervisor / practitioner | 1 | 0.8 | 0.8 |
| Chief construction manager / chief inspector | 1.3 | 1.3 | 1.04 |
| Resident / discipline construction manager | 1.1 | 1.1 | 0.88 |
| Technical support / non-resident inspector | 1 | 1 | 0.8 |
Ordinary construction participation has a coefficient of 1.0 for design/construction and 0.8 for construction management.
A site representative has 1.3 and 1.04 respectively.
Appointed quality-manager experience receives 1.1 for quality grading, so multiplying every quality row by 0.8 would be incorrect.
Select both the recorded role and the category in which it is being evaluated.
Coefficients of 1.1 or higher require specified evidence, such as a career confirmation verified by the client agency, a disclosure decision with documents establishing responsibility, or a confirmed construction-project ledger.
An internal company title does not by itself establish recognition.
Compare the currently accepted role with a better-supported role only when the necessary documents can be obtained.
Each complete 35 hours of construction-policy capacity training earns 2 points; each complete 35 hours of other eligible training earns 1.
The policy category refers to the specified smart-construction and overseas-market-support courses under Annex 10.
A course name containing “smart” or “policy” does not establish recognition; verify the designated provider and classification.
The tool counts complete 35-hour units for each submitted record and does not combine unrelated short records into an invented point.
Basic-training points apply to the work fields of all construction-technology work categories.
Professional training applies only to the field and work category in which it was completed.
The basic-training checkbox records the distinction; every entered course is assumed to have been verified as applicable to the currently selected work.
Training points remain recognized for three years from completion, with at most 5 points during that period.
The planning convention excludes points on the third anniversary and clamps leap-day anniversaries to month end.
A course expiring before the projected threshold date can delay that date substantially.
The additional-training scenario creates 2 points on the planned completion date of a 35-hour policy course, subject to the cap.
At the five-point cap, it cannot increase the total immediately, although it may help after earlier courses expire.
Reaching a threshold on one date does not guarantee it remains satisfied after subsequent expiry.
Annex 3, section 1, note 8 applies a two-year deduction to the affected work category when the trustee receives notification of a construction-accident-related administrative action.
Suspension for more than 3 months deducts 3 points, suspension for up to 3 months deducts 2, and a demerit deducts 1.
Verify notification to the trustee; it may differ from the date on the action document or personal receipt.
The grade reduction caused by this deduction is limited to one grade below the grade held when penalized.
When relevant, the interface distinguishes the points-only grade from the reference grade applying that protection.
Forecast dates still require the target points themselves: the downgrade protection alone is not treated as satisfying a points threshold.
The tool assumes one verified effective deduction and notification date.
Overlapping actions, cancellation, corrections, affected work categories and separate certificate suspension require association or authority review.
Do not deduct an expired penalty indefinitely or enter an uncertain historic action as if it remained active.
If every other component remained fixed, required weighted years could be expressed as N* = 40^((T − certificate − academic − training + penalty) ÷ 40), where T is the target points threshold.
The implementation instead divides time at training expiry, new completion, penalty expiry and certificate acquisition, then finds the first qualifying date within each interval.
Rounding and future career-accrual speed are included, so the result can differ from simply adding a fractional year to a calendar date.
Future accrual assumes one additional creditable day each calendar day after the reference date, multiplied by the chosen role coefficient.
The search horizon is 100 years; failure within that range is not a permanent legal ineligibility finding.
A planned qualification assumes successful acquisition on the entered date.
Selecting a lower certificate does not remove an existing higher certificate.
With 3,650 credited construction-participation days, the construction-management weight is 3,650 × 0.8 = 2,920 days.
N is 8, career points are 22.55, and the total is 77.55: advanced grade.
The gap to the special-grade threshold of 80 is 2.45 points.
Using 1.0 for this experience in the management category would overstate the score.
The example reference date is 2026-11-02, with all 5 training points completed that day.
Assuming daily accrual as a site representative at 1.04, the first date reaching 80 points is 2028-10-13, or 711 days later.
Adding 35 policy-training hours on 2026-12-07 does not move that date because the training cap is already filled.
Obtaining a 40-point certificate on 2027-11-02 reaches the threshold on that day: 365 days from reference, saving 346 days against waiting.
Move the existing training completion dates to 2023-11-03 and the current total is still 77.55, but the points expire the following day.
Waiting under those conditions first reaches 80 on 2034-06-05, or 2,772 days after reference.
Identical current scores can therefore have very different projected dates.
These are worked assumptions, not promised association approval dates.
Unverified fields, unconfirmed records or exceptional cases withhold grades and timing.
Treat displayed points as ordinary base-value illustrations only, obtain the association’s recognized breakdown and recalculate.
A points shortfall differs from a field-mismatch restriction.
Additional experience, training or certification may resolve the first; the second requires checking field recognition first.
“Not reached within the search” is also distinct from permanent ineligibility.
The work-category comparison excludes training and penalties and shows certificate, academic and career points only.
Eligibility of academic records, certificates and professional training must be checked again before changing categories.
Save the TXT review and reconcile it with career certificates; prepare missing-period corrections and responsibility evidence where necessary.
If the calculator and an association certificate differ, check the role, overlapping days, course expiry, field mapping and penalty notification in that order.
For a new certificate, separately check examination eligibility based on academic credits and experience.
Then ask about mandatory promotion training and the procedure for requesting grade reassessment.
Ordinary construction-participation days receive a 0.8 coefficient for construction-management evaluation.
Thus 3,650 credited days become eight weighted years; another role may receive a different coefficient.
No.
Eligible policy training earns 2 points per complete 35 hours, subject to the five-point cap and validity period.
A larger shortfall or a full training cap can prevent an immediate grade change.
The 1.5-point master’s and 3-point doctorate provisions apply to the relevant specialty under Annex 5.
They are not universal work-field additions; this interface withholds exceptional cases for verification.
A booking is not completion.
Use the planned policy-training completion date for a conditional future scenario rather than entering it as completed training.
No.
Overlapping periods are apportioned by the number of simultaneous projects.
Use recognized credited days from the association certificate and remove duplicate counting.
Yes.
A mismatch with both the certificate and academic fields can restrict the relevant work field to junior grade.
Quality grading has a different discipline rule, while construction-support exceptions still require review.
The construction-accident penalty’s downgrade is limited to one grade below the grade held when penalized.
Expiry of other points and separate certificate suspension are different matters; multiple actions require review.
No.
The date is the first points-threshold date under your assumptions.
Career filing, mandatory promotion training and reassessment remain necessary, and deployment eligibility or pay is not guaranteed.
Rules effective 2026-07-08; official API verification on 2026-11-02.
The implementation uses decree MST286847 and notice sequence 2100000282388, Article 5 and Annex 3.
Read section 1, notes 3–4 on field restrictions and notes 8–9 on penalties, together with section 2(c) on career coefficients and section 2(d) on training points.
Recheck annually and whenever amended: coefficient tables, eligible courses, exact expiry and rounding conventions, exceptional cases and penalty-notification dates.
Future legal changes are not predicted, and the trustee’s recognition of individual records takes precedence.
No resident registration number or certificate identifier is needed to use the calculator.
Gather the career certificate and training-completion records, then establish the current score.
Include training expiry and realistic certificate-acquisition dates to distinguish useful action now from additional waiting.
After correcting omissions, verify mandatory training and reassessment requirements for the intended date.
