What should you calculate before taking a dog to the EU?
Before booking a European trip or relocation with your dog, lay out the microchip, rabies vaccination and blood-test records together.
Identification, vaccination, sampling and animal health certification follow a sequence: a delay or invalid record at one step can change the earliest possible departure.
This planner connects those dates for an ordinary journey from South Korea and adds a preparation budget based on your own quotes.
The supported journey is one dog accompanying an owner habitually resident in South Korea on a direct flight to an EU country, without sale or transfer of ownership.
It does not assess EU-passport re-entry exemptions, third-country transit, multiple pets or animals travelling on a different schedule from the owner.
Those routes may have other rules or exemptions and need a separate assessment from the competent authority.
Coordinate the airline booking and health preparation
An airline accepting your carrier and the combined weight does not establish that the dog meets entry requirements.
Having the veterinary documents ready does not reserve an animal space on a flight either.
Use the schedule to check airline availability alongside the veterinary appointments and Korean export certificate arrangements before making commitments that carry change fees.
The 2026 framework: South Korea requires a rabies titre test
Official evidence was checked on 2026-09-10, using the EU non-commercial pet-movement framework applicable from 2026-04-22.
The first question is whether the origin qualifies for a titre-test exemption.
South Korea is absent from Annexes I and II of Regulation 2026/636 in its 2026-06-19 consolidated version, so this ordinary Korea-origin route requires a test.
Do not confuse Korea with listed origins such as Japan or Singapore.
90 days from sampling to certificate issue
Regulation 2026/135 amends Annex XXI of 2020/692 to require at least 90 days between blood sampling and issue of the accompanying animal health certificate.
The endpoint is certification; counting only to arrival can produce an invalid plan.
Use exact calendar days rather than adding three months: 90 days after May 31 is August 29.
10 days from issue to EU entry checks
For this air-travel planner, the certificate must cover the interval from official issue to documentary and identity checks at the designated EU entry point, within 10 days.
Being close enough to the Korean departure date alone is insufficient.
If a flight change or delay changes the EU arrival/check date, recalculate the certificate window.
Ask the veterinarian and APQA for the current model under 2026/705.
Older 577/2013 forms issued before 2026-10-01 have a transitional recognition provision through 2027-03-31, but that does not extend their 10-day validity for first entry.
After the initial EU checks, further movement within the EU has a separate limit of six months or the rabies vaccination expiry, whichever comes first.
This calculator covers first entry only and does not validate a certificate form.
Match each input to the veterinary and travel records
Birth and microchip dates
The dog must be at least 12 weeks, or 84 days, old at primary vaccination.
The implantation or appropriately documented reading of the microchip must not be later than vaccination.
When both occurred on the same date, verify that identification actually preceded vaccination and that the same chip number appears on every record, report and certificate.
Vaccination completion and expiry
Use the date the primary vaccination protocol was completed, including any doses required for that product or individual case.
In continuous-booster mode, enter the latest booster date.
The planner uses the minimum 21-day primary-immunity wait; if the veterinary record specifies a later start of validity, have the schedule checked against that later date.
Expiry must come from the actual record: no automatic one-year validity is assumed.
Sampling and the laboratory result
After primary vaccination, sampling must be at least 30 days later.
Enter the actual sample-collection date, not the report-printing or result-notification date.
Testing must occur without undue delay in a designated laboratory, with a result of at least 0.5 IU/ml and a report copy available for the certificate.
Leave the result unconfirmed if you have not received it.
Departure and EU arrival dates
Enter the Korean departure date separately from the EU local date of arrival and entry checks.
The planning date is when preparation starts; change it when reviewing a historical fictional example.
For the direct-flight scope, the EU local arrival date must be on the Korean departure date or within two calendar days after it.
Check onward journeys separately.
Blank vaccination and sample dates produce planning dates from the birth, identification and preparation-start dates.
They do not represent completed procedures.
Replace them with the actual appointment or record dates when available and reconfirm the report, vaccine continuity and documents after changes.
If birth, chip, departure or arrival dates are missing, the earliest-departure result is withheld and the checklist identifies the missing fields.
How the earliest departure and backward deadlines are calculated
- Add 84 days to birth and compare that date with the microchip record.
Vaccination cannot precede the later of those dates.
An earlier entered vaccination is marked as an unmet condition.
- Separate the minimum 21-day primary-immunity wait from the minimum 30-day wait before sampling.
For an ordinary Korea-origin journey, reaching 21 days does not complete preparation because a titre test is also required.
- Add 90 days to a valid sample date to obtain the earliest certification date.
With sampling on the first permitted day after a primary vaccination, the minimum is vaccination plus 30 plus 90, or 120 days.
A passing result and readiness for certification remain necessary.
- The certificate issue window starts at the later of the earliest certification date and EU arrival minus 10 days.
It ends on the Korean departure date.
If its start is later than its end, no pre-departure issue window exists for that itinerary.
- The latest sample date for the planned departure is departure minus 90 days.
For a new primary course, the latest vaccination date is departure minus 120 days.
Add your own practical allowance for appointments, sample shipping, laboratory turnaround and holidays.
Continuous boosters and an existing passing titre
A previously satisfactory titre may be reused if all subsequent rabies vaccinations have remained continuously valid.
An old sample is not automatically invalid simply because it precedes the latest booster.
Valid continuous boosters do not create a new primary 21-day wait, and sampling within a current valid series follows the continuous-series rule.
The veterinarian must review the complete chain; a single latest-vaccination date cannot prove it.
If validity lapsed, do not assume the old report remains usable: review the primary-vaccination pathway.
Tapeworm treatment for Finland, Ireland and Malta
Dogs entering these three EU countries need veterinary treatment against Echinococcus multilocularis within 24–120 hours before arrival and documentation in the certificate.
The official rule refers to an appropriate dose of praziquantel or a pharmacologically active substance with demonstrated equivalent efficacy.
This planner does not select medicines or doses.
A routine monthly deworming appointment is not automatically the required documented pre-entry treatment.
Use one time zone for both instants
The window includes exactly 120 hours before arrival and exactly 24 hours before arrival.
Convert the EU arrival instant to Korean Standard Time, KST (UTC+09:00), before entering it.
Enter the Korean veterinary treatment time in that same zone.
For arrival at 2026-07-31 18:00 KST, the treatment window is 2026-07-26 18:00 through 2026-07-30 18:00 KST.
The calculator does not infer an EU time zone or daylight-saving offset; verify the conversion against your flight and arrival airport.
The KST arrival date may be the day after the EU local arrival date, so do not force those calendar dates to match.
Only the departure date is collected, so treatment on that date still needs comparison with the exact flight departure time and airport travel time.
Norway and Northern Ireland also appear in the official treatment guidance, but the destination selector is restricted to the 27 EU Member States.
For entry elsewhere followed by onward travel to a treatment country, obtain a separate onward-movement assessment.
Build a preparation budget from actual quotes
Veterinary prices depend on the clinic, laboratory, reporting service, documents and transport arrangements, so the planner does not invent an official average.
Enter microchip, vaccination, blood sampling and titre testing, certificate and inspection, required treatment, air transport and carrier, and other preparation costs separately.
Both language versions use KRW for a Korea-origin budget.
Convert a foreign quote using an exchange rate you have verified before entering its KRW equivalent.
- Leave an unknown quote blank.
The planner shows the known-cost subtotal but withholds the total and cash shortfall until every applicable item is specified.
- For a remaining-preparation budget, explicitly enter zero for already-paid or unnecessary items.
For a whole-trip budget, include paid costs consistently across every category.
- The required-treatment category is excluded for a destination that does not need that treatment.
Put any separately planned routine treatment or other medical expense under other preparation costs.
- A package quote may already include sampling, the report and certificate preparation.
Allocate it once and check whether taxes, shipping and reissue fees are included.
Reserve and cash-shortfall formulas
The subtotal is the sum of all applicable entered quotes.
Reserve = round(subtotal × reserve percentage ÷ 100), and total preparation budget = subtotal + reserve.
Cash shortfall = max(0, total preparation budget − available cash).
Amounts are rounded to whole KRW where the reserve is calculated.
Retesting, ticket changes, hotel cancellation and extra appointments are not automatically charged: request an actual quote and add it to other preparation costs.
A fictional worked example of dates and budget
Assume a dog born on 2026-01-01, with its microchip recorded on 2026-03-20 and primary vaccination completed on 2026-04-01.
The minimum age date is March 26, so the April 1 vaccination meets the 84-day requirement.
Sampling on May 1 is 30 days after vaccination.
With a 0.5 IU/ml passing designated-laboratory report and the required document checks, the earliest certification date is July 30, exactly 90 days after sampling.
The fictional veterinary record gives vaccination expiry as 2027-04-01.
For Korean departure on July 30 and arrival in Germany on July 31, the certificate issue window is July 30 only, with zero days of schedule margin.
That boundary does not guarantee that certification and boarding can be completed on the same day.
Issuing the certificate on July 29 would fail the sampling wait, even if the dog arrives later.

These are fictional verification inputs, not veterinary market prices or official government charges.
Clearing one applicable quote makes the total unconfirmed.
If a failed health condition creates a need for new vaccination, sampling or appointments, revise the quotes rather than treating the original total as a complete budget.
Practical scenarios and limits of the result
Planning a first relocation to Europe
If vaccination and testing have not happened yet, start with planning dates to understand the earliest possible travel range.
Then replace assumptions with veterinary appointments and expected reporting times.
Weekends, public holidays, sample transport delays and appointment availability are not calculated automatically.
Confirm the certification window before committing to non-refundable travel based on the minimum date.
Finding an old passing laboratory report
Age alone does not necessarily invalidate a report, and a passing number alone does not guarantee continued validity.
Show the veterinarian every booster date and its preceding expiry date since the test.
The continuity answer records the result of that professional review; the calculator does not authenticate medical records.
An expiry before the earliest feasible preparation date causes that departure result to be withheld.
An unmet check indicates a problem in the entered dates or conditions; an unconfirmed check indicates missing evidence.
A schedule that meets the entered checks is still subject to veterinary fitness, correct identification, official certification and border acceptance.
Country-specific breed rules, local registration, airline acceptance, entry-point notification and Korean return quarantine require separate confirmation.
Keep the clinic health document and the government export certificate roles distinct, and obtain the originals required for the actual journey.
Frequently asked questions
Can an ordinary journey from South Korea skip the titre test?
No exemption is applied in this calculator’s scope.
Korea is absent from the current Annex I and II lists in 2026/636.
A qualifying EU-resident animal returning with an appropriate EU passport is a different pathway and must be reviewed separately.
Do the 90 days end at departure or arrival?
They must have elapsed from sampling to issue of the animal health certificate.
Issuing the certificate early and arriving later does not meet that requirement.
Count exact calendar days rather than three calendar months.
Does every booster require a new 30-day sampling wait?
A current continuously valid vaccination series may use a different pathway from primary vaccination, including a qualifying existing passing titre.
The sample may precede the latest booster if the entire chain remains valid.
A lapse requires veterinary reassessment rather than automatic reuse.
If the titre is below 0.5, can I simply postpone travel?
Waiting does not turn a failed specimen into a passing result.
A veterinarian must assess vaccination and retesting needs.
Once a new valid sample date is established, calculate the certification wait from that date.
The planner withholds the earliest departure based on a failed sample.
Why do some instructions say six months instead of 10 days?
The first EU entry check must occur within 10 days after certificate issue.
Further EU movement after the initial check has a separate six-month limit or vaccination expiry, whichever is earlier.
Transitional recognition of an old form does not lengthen the initial 10-day period.
Can I type the EU local arrival time into the treatment fields?
Both time fields use KST.
Convert the EU arrival instant to Korean time before comparing it with veterinary treatment in Korea.
Check daylight saving at the arrival airport and update the instant if the flight is delayed.
Does a zero budget mean preparation is free?
No.
It means you explicitly entered zero for every applicable cost.
Leave unquoted items blank to keep the total unconfirmed.
Decide whether you are calculating remaining preparation expenditure or all costs, including amounts already paid.

For Korean export procedures, the National Law Information OPEN API was queried directly for Article 41 of the Act on Prevention of Contagious Animal Diseases, ID 001504 / MST 272861, effective 2026-01-23, and Article 37 of its enforcement rule, ID 006128 / MST 285745, with that article effective 2026-04-23.
Article 41 provides the Korean basis for export inspection against the importing authority’s requirements and the issuance of a quarantine certificate.
Korean law is not used to invent EU waiting periods or veterinary fees.
The verification date is 2026-09-10.
Later rule changes, origin-list amendments, document-model changes and national entry procedures require a fresh check.
