Further confirmation needed

Review the paths and evidence below.

1. Actual activity and cultivated farmland

Enter all farmland you actually cultivate, including facility and vegetable/fruit/flower land. Count each parcel once; family ownership alone is insufficient.

Parcel 1

Cultivated total: Unknown m² · Confirmed certificate subtotal: 0 m² · additional parcels remain unconfirmed

2. Facilities, crops and agricultural sales

Facility and vegetable/fruit/flower areas are subsets of total farmland and are not added again. Certificate crops include grains, vegetables, fruit, flowers, special/medicinal crops, mushrooms, sericulture, seeds and seedlings excluding forestry uses.

Check the notice’s buyer list: wholesale-market participants, licensed livestock businesses, livestock-market buyers, producer organizations, large stores and registered businesses. Direct consumer sales are not automatically qualifying certificate evidence.

3. Livestock, housing and silkworms

Evaluate one species at a time. Use separate review below for mixed-species conversion, protected Jindo dogs, other animals or insects. A livestock business permit/registration is a separate certificate path.

Certificate housing path: rabbits need more than 25 m²; other supported species more than 50 m², plus the required stock count. Exactly 25/50 m² fails this path. The alternative is qualifying ancillary facilities on at least 330 m² of farmland plus the stock count.

4. Work days, family workers and employment

Certificate family workers need 90 work days plus the six-month household, residence and insurance conditions. Non-spouse family members must be at least 18. The spouse workplace-insurance exception needs earned income below KRW 20,000,000 plus Form 7. Cooperative documents follow a separate notice.

5. Additional cooperative membership checks and review

Livestock cooperatives, commodity cooperatives and corporate members have separate rules. A board may recognize temporary loss for up to one year from the relevant event; no automatic extension is assumed.

Shortfalls, evidence and next actions by path

Up to three numerical shortfalls are ranked by relative gap. Different units, costs and timing mean this is not a cheapest or easiest-path recommendation. Meeting a number does not override other unmet conditions.

Take the checklist to the relevant office

Ask the NAQS office for your residence about a certificate, the relevant local cooperative about membership, and the farmland authority about Farmland Act questions. This tool does not replace document acceptance or on-site findings.

Farmer status depends on the purpose of your application

This calculator is based on Korean rules for 2026, checked on 2026-10-28.
It compares a farmer certificate, the farmer definition under the Farmland Act and the farmer criteria for a local agricultural cooperative.
These systems use different legal provisions and evidence procedures.
Meeting the annual-sales criterion for a certificate does not establish eligibility for local cooperative membership through the same sales amount.

Use it before applying after moving to a rural area, starting a small farm after retirement or helping a parent prepare documents.
It identifies numerical gaps and paths where evidence remains unconfirmed.
Before buying land, expanding facilities or increasing livestock, ask the relevant authority whether that particular path can be recognized in your circumstances.
The relative-gap ranking is not an investment recommendation or an estimate of the cheapest route to status.

Decisions this tool can help prepare

  • Check whether your cultivated land or produce-sales evidence supports a certificate application.
  • Choose which cultivation, livestock, facility or work-day path to document before asking about membership.
  • Review household, age and insurance conditions for a family worker.
  • Separate missing quantities from missing paperwork and save a consultation checklist.

Three systems and their principal thresholds

Farmer certificate

Framework Act Enforcement Decree Article 3 and farmer certificate Notice 2026-40 Article 4 govern the criteria and evidence.
Routes include registration, farmland, sales, facilities, livestock, family work and employment.

Local agricultural cooperative

Cooperatives Enforcement Decree Article 4 defines the farmer criteria.
Act Article 19 adds district and duplicate-membership conditions.
Livestock and commodity cooperatives use separate rules.

Farmland Act

Farmland Act Enforcement Decree Article 3 covers cultivation, facilities, stock, sales and work days.
A result here is not approval to acquire farmland or an acquisition qualification certificate.

The Framework Act decree lists 1,000 m² of farmland, KRW 1,200,000 annual agricultural sales, 90 agricultural work days and continuous employment for at least one year in specified agricultural corporations.
The delegated notice supplies the certificate verification methods.
Check both the underlying facts and the documents needed to establish them.

Parcel areas and acquisition evidence

Enter land you actually manage or cultivate, distinguishing ownership, a lease, a loan for use and designated proxy cultivation.
Small parcels can be combined, but count every parcel once.
Facilities and vegetable, fruit or flower areas are included within total farmland rather than added to it again.
Land ownership without actual management or cultivation is insufficient for the actual-activity confirmation.

Certificate Annex 1 exclusions and exceptions

  • Exclude land attached to rural housing sold or leased to a non-farmer under Rural Community Improvement Act Article 98.
  • For ownership acquired on or after 1996-01-01, check the farmland acquisition qualification certificate. Without it, Annex 1 contains a rule treating the land as the excluded housing-attached land.
  • Acquisitions under the Farmland Act Article 8(1) proviso have an exception to that non-attachment treatment. Select it only after confirming the actual acquisition basis and applicable exception, such as an eligible inheritance.
  • A lease, loan for use or proxy designation is not ownership acquisition. The appropriate written agreement or designation notice remains necessary.

The calculator distinguishes the confirmed certificate subtotal from parcels with unresolved evidence.
If confirmed parcels already total 1,000 m², another unknown parcel does not prevent that path from passing.
Unknown area is not converted into zero to conclude that a person fails.
The certificate notice’s acquisition-document exclusion is not automatically copied to the Farmland Act or the cooperative’s entire calculation.

330 m² facilities, 660 m² crops and annual sales

Facilities and crops

The certificate route includes at least 330 m² of qualifying fixed greenhouse, mushroom-house or vinyl-greenhouse facilities on farmland.
Covered crops include grains, vegetables, fruit, flowers, special and medicinal crops, mushrooms, sericulture, seeds and seedlings, excluding forestry uses where specified.
The cooperative facility route specifically requires horticultural crops, so confirm that separately.

Crop area and sales

The certificate and cooperative have 660 m² routes for vegetable, fruit/tree or flower farmland.
KRW 1,200,000 is annual agricultural produce sales from farming, rather than profit.
The Farmland Act has this sales route; the cooperative has no stand-alone annual-sales route.

For a certificate, the sales route also requires a buyer covered by the notice and a written contract, shipment evidence or receipts.
The buyer list includes specified wholesale-market participants, livestock businesses and market buyers, producer organizations, large-store operators and registered businesses.
A statement that you sold produce directly to private consumers does not automatically establish the required buyer and evidence conditions.
Even with the same sales total, the named counterparty and the period documented can affect verification.

Compare livestock counts under the correct legal table

Selected-species stock thresholds: animals except honeybee colonies; certificate, Farmland Act and local cooperative

Ducks / turkeys / geese2001,000100
Honeybee colonies101010

Evaluate one species at a time; suckling piglets are excluded from the pig count.
Do not add unlike species or invent a conversion ratio.
For the certificate livestock-count route, the count must be accompanied by qualifying ancillary facilities on at least 330 m² of farmland, or the Annex 3 housing alternative.
That alternative requires more than 25 m² for rabbits and more than 50 m² for the other supported species.
Exactly 25 m² or 50 m² fails the respective strict boundary.
A Livestock Act Article 22 breeding, hatching or rearing business permit/registration is an independent certificate route.

The cooperative also has a silkworm path at 0.5 standard boxes or more.
A standard box represents 20,000 eggs, so do not enter arbitrary retail-package counts.
For forestry, insects, protected Jindo dogs, badgers or other unmodeled species, select separate review and ask which annex or additional notice applies.

90 work days, family workers and agricultural corporations

Family members and spouses

The certificate family-worker path checks the principal farmer’s underlying criteria, 90 annual work days, six continuous months on the relevant resident record, rural/quasi-rural residence or Form 7 attestation, and workplace-insurance status.
A non-spouse family member must be at least 18.
An unavoidable separate-household exception for a spouse requires separate confirmation and the farming-fact attestation.

Workplace-insured spouse exception

A spouse insured through a workplace under national pension or health insurance may use the exception only with earned income below KRW 20,000,000 in the prior year including the month preceding the application, together with Form 7.
KRW 19,999,999 meets the income boundary; KRW 20,000,000 does not.
Do not apply this spouse exception automatically to other family members.

Hired and corporate workers

A hired worker outside the family needs a written contract covering at least 90 annual agricultural work days and at least three continuous months of actual hired work.
The certificate notice’s corporation route checks current employment in an eligible corporation/activity and a written one-year continuous-work contract.
Agricultural-company representatives and registered directors are excluded from that route.
Distinguish the notice’s contract test from the Framework Act decree’s continuous-employment wording and confirm the actual application with the office.

The Farmland Act’s 90 agricultural days or 120 livestock-work days are assessed separately, without automatically importing the certificate’s family-document conditions.
For cooperative membership, Notice 2023-7 Annex 1 calls for the appropriate family/residence and principal-farmer evidence, insurance or farming-registration records, or employment-contract evidence.
Confirm that separate documentary path with the cooperative.

How to enter inputs and interpret results

  1. Confirm actual farming activity and registration status, then add parcels and their documentary conditions.
  2. Enter facility, crop and sales figures. Use zero for an absent activity; leave an unknown number blank.
  3. Expand livestock or worker inputs when relevant and check their additional requirements.
  4. Confirm cooperative district and other-membership facts, then compare the three summaries and detailed paths.
  5. Save the checklist and compare each entry with the actual documents, names, areas and periods before consultation.

Statuses and numerical gaps

‘May meet the entered criteria’ means at least one modeled path passes under the supplied facts.
‘Further confirmation needed’ leaves evidence or separate review unresolved.
‘Unmet within the entered scope’ means no entered path currently passes; it is not a permanent finding that the person can never qualify.

A numerical shortfall is the larger of zero and threshold minus current quantity.
The nearest numerical paths are ranked by shortfall divided by threshold.
This does not compare the cost or time of adding land against obtaining sales evidence.
A path missing only documents is not ranked as a numerical gap.

Fictional example: 600 m² leased land, sales and five pigs

The example uses actual activity and a documented 600 m² lease, 600 m² of qualifying vegetable land, KRW 1,200,000 annual sales to a qualifying buyer with evidence, five pigs, 50 m² of housing and 60 work days.
It assumes the applicant is within the relevant cooperative district and has no other local agricultural cooperative membership.
It does not rely on a livestock business permit or a separate family-worker path.

Passing paths

The certificate and Farmland Act criteria can pass through KRW 1,200,000 annual sales.
The cooperative farmer criteria pass through five pigs, rather than through sales.
District and duplicate-membership checks also pass under the example assumptions, subject to the cooperative’s final review.

Other paths still have gaps

There is a 400 m² gap to 1,000 m² and a 60 m² gap to the 660 m² crop path.
Five more pigs are needed for the certificate/Farmland Act count of ten.
Exactly 50 m² also fails the strict certificate housing alternative.
These gaps do not invalidate the independently passing sales route.

As a separate boundary example, 999 m² leaves a 1 m² numerical gap.
If 1,000 m² of owned land was acquired after the 1996 boundary without the required acquisition certificate or an applicable exception, that area can be excluded from the certificate subtotal.
The calculator does not automatically set all Farmland Act and cooperative area to zero on the same basis.
Always identify the application purpose and its evidence rules.

District, duplicate membership and temporary loss

Agricultural Cooperatives Act Article 19 generally requires an address, residence or business within the local cooperative district and prohibits joining two or more local agricultural cooperatives.
Passing a livestock threshold alone does not satisfy those additional conditions.
An existing member affected by a change to the cooperative’s district boundary may have an Article 19(5) exception, subject to its specific conditions.

Temporary loss is not an automatic grace period

Expropriation or temporary sale of land/facilities, temporary livestock sales, compulsory culling and unavoidable disasters can trigger board review under Enforcement Decree Article 4(2).
Recognition cannot exceed one year from the relevant event.
Notice 2023-7 specifies event-based starting dates, evidence, intention to continue farming and reassessment before expiry.
The tool does not automatically extend recognition or confirm continued membership.

Frequently asked questions

Can I qualify without 1,000 m²?

Depending on the system, there are sales, work-day, facility and stock alternatives.
The same alternative does not necessarily apply to all three systems.

Is farming registration the same as a certificate?

No.
Registration is one verification path in the certificate notice.
This tool does not automate all requirements for a new agricultural management registration.

Do KRW 1,200,000 sales establish cooperative eligibility?

There is no stand-alone sales path in Cooperatives Enforcement Decree Article 4.
Check cultivation, livestock, horticultural facilities or work days, plus district and duplicate membership.

Is every workplace-insured spouse excluded?

The certificate family-worker path has a spouse exception requiring prior-year earned income below KRW 20,000,000 and Form 7, alongside the other conditions.
Independent farming paths remain separate.

Do 100 chickens satisfy every system?

They can meet the local cooperative stock count.
The certificate uses 1,000 meat chickens or 500 laying chickens plus additional conditions; the Farmland Act poultry count is 1,000.

Does exactly 50 m² satisfy certificate livestock housing?

The housing alternative for most supported species requires more than 50 m², and rabbits more than 25 m².
Other ancillary-land or permit/registration routes must be assessed separately.

How long does a certificate take and remain valid?

Notice Article 6 sets a ten-day processing principle and validity until three months after issuance.
A notified extension may be needed for necessary review; confirm current office instructions.

Can I apply immediately after a passing result?

Compare the checklist with actual evidence and consult the relevant NAQS office or cooperative.
A result is not an issued certificate, membership approval or substitute for on-site findings.
