Korea Eco-Friendly Farm Payment Certification and Payment Count Calculator
Check each Korean organic or pesticide-free parcel’s certificate period and past payments to find the 2026 payment number, rate, remaining counts and the year the continuing-organic rate begins.
Pesticide-free payments stop after three per parcel; organic receives the organic rate up to five payments including pesticide-free ones, then the continuing rate (60% of organic) from the sixth. From the 2026 guideline, low-pesticide history (abolished in 2016) is not counted. Paid area is capped at 30 ha.
The 2026 application window is closed (online March–April, in person May–June, new rice certification August–September). Keep the certificate valid through the October 31 inspection deadline; recipients are confirmed in November. Results precede inspection reductions; the municipality decides final payment.
1. Business year and applicant checks
The business period runs from November 1 of the prior year to October 31. Choose “confirmed” only after comparing registrations, certificates and the application; otherwise leave it unconfirmed.
2. Certification and payment history by parcel
1 ha = 10,000 m². The paddy rate applies only to rice, lotus root, water parsley or sedge; other land uses the field rate regardless of land category. Counts are per parcel, including history before a succession or lease.

Korea’s eco-friendly farm payment depends on each parcel’s certification and payment history
This calculator is based on Korean rules for the 2026 business year and is meant for farms certified in South Korea.
The eco-friendly agriculture direct payment is a selective public-interest payment made per hectare to land that holds organic or pesticide-free certification and follows the certification standards throughout the business period.
For the same area, the rate ranges from KRW 570,000 to KRW 1,400,000 per hectare depending on which payment this is for the parcel, whether it is organic or pesticide-free, and whether it grows paddy crops or fruit.
The calculator takes each parcel’s certificate period and past payments and shows this year’s payment number and rate, the payments left and the year the continuing-organic rate begins.
Farms that have kept certification for years often expect last year’s amount again.
However, the pesticide-free payment is made only three times per parcel, and the organic rate applies only up to five payments including those pesticide-free payments.
From the sixth payment the rate falls to the continuing-organic rate, 60% of the organic rate, so a miscounted certification year can upset both the budget and the application plan.
The next step this calculator supports
Save the parcel table and unconfirmed items as CSV, then confirm them with the municipal or local office together with certificate copies, inspection results and past payment records.
If a pesticide-free parcel is close to its three-payment limit, the next decision is an organic conversion schedule agreed with the certifier.
Results are conditional estimates before inspection reductions; they are not an authority’s payment decision or a receipt.
What changed in 2026: low-pesticide history and new farms
Low-pesticide payments are no longer counted
Korea’s Ministry of Agriculture, Food and Rural Affairs (MAFRA) announced a revised eco-friendly payment guideline on March 1, 2026.
Before the change, counting used three payments for pesticide-free plus low-pesticide, and five organic payments including those three, so payments received under the low-pesticide certification abolished in 2016 still reduced the remaining count.
After the change the rule is three pesticide-free payments and five organic payments including pesticide-free ones, so parcels with low-pesticide history keep their full pesticide-free and organic opportunities.
Entry requirements for new eco-friendly farms were also eased.
Previously both existing and new farms needed certification valid from November 1 of the prior year to October 31, which in practice kept first-year farms out.
From 2026, a new farm can qualify by submitting a certificate valid at some point between March and June of the business year.
Applications also widened: online through the Nongeop-eG portal in March–April and in person at the local office in May–June.
The 2025 rate increase and larger cap still apply
The February 2025 reform raised the paddy organic rate from KRW 700,000 to KRW 950,000 and the paddy pesticide-free rate from KRW 500,000 to KRW 750,000.
The continuing-organic rate rose from 50% to 60% of the organic rate, and parcels in organic conversion receive the organic rate instead of the pesticide-free rate.
The paid-area cap per farm rose from 5 ha to 30 ha.
These terms are in MAFRA Notice 2025-33 and remain current for the 2026 business year.
2026 eco-friendly payment rate table
Rates fall into nine cells by certification stage and crop, in KRW per hectare (10,000 m²).
The paddy rate applies only to land growing rice, lotus root, water parsley or sedge; other land receives the field rate even if registered as a paddy.
Field land is further split into vegetables, special and other crops, and orchards.
| Certification stage | Paddy | Field: vegetables, special, other | Field: orchards |
|---|---|---|---|
| Organic (organic conversion) | 950,000 | 1,300,000 | 1,400,000 |
| Pesticide-free | 750,000 | 1,100,000 | 1,200,000 |
| Continuing organic (organic conversion) | 570,000 | 780,000 | 840,000 |
Continuing organic is 60% of organic
570,000 ÷ 950,000, 780,000 ÷ 1,300,000 and 840,000 ÷ 1,400,000 all equal 0.6.
A parcel past its fifth organic payment should therefore expect 40% less for the same area.
Organic conversion uses the organic rate
Under the Annex 1 footnote, a parcel holding pesticide-free certification while going through organic conversion receives the organic or continuing-organic rate.
Because its certificate is still pesticide-free, the calculator conservatively pays it only within the three pesticide-free payments.
Some screens, including the Government24 service page, still show 2020 guideline rates such as KRW 700,000 organic, KRW 500,000 pesticide-free and KRW 350,000 continuing for paddies.
This calculator uses only the current Annex 1 amounts retrieved from the Korean National Law Information Center.
Payment count rules: three pesticide-free, five organic, continuing from the sixth
Article 22(3) of the Enforcement Decree of Korea’s Public-interest Direct Payment Act pays the organic payment for as long as organic produce is grown and the pesticide-free payment three times in total.
Article 22(4) allows a different rate from the sixth continuing organic payment and adds pesticide-free payments received on the same parcel to that count.
Counts follow the parcel, not the farm household.
| Cumulative payment | Pesticide-free parcel | Organic parcel |
|---|---|---|
| 1st–3rd | Pesticide-free rate (organic rate during conversion) | Organic rate |
| 4th–5th | No payment once three pesticide-free payments are used | Organic rate (up to five including pesticide-free) |
| 6th and later | No payment | Continuing-organic rate, paid on |
A parcel that used three pesticide-free payments
As long as it stays pesticide-free, no fourth payment is made.
If the same parcel converts to organic, cumulative payments four and five use the organic rate and the sixth onward uses the continuing rate.
The year of the third pesticide-free payment is therefore the moment to decide on organic conversion.
Old-scheme parcels before 2010
Organic payments were once limited to three as well and were extended from 2012 because organic conversion takes four to five years.
Parcels that had received all three by 2010 were left out of that extension but can claim the continuing-organic payment while they keep producing organically.
Ticking the old-scheme box applies the continuing rate regardless of the payment number.
Match the certificate period to the business period
Under Article 21 of Korea’s Environment-friendly Agriculture Act, organic and pesticide-free certification is valid for one year from the certification date and must be renewed before it expires to continue.
The eco-friendly payment business period runs from November 1 of the prior year to October 31, so a late renewal that leaves even a one-day gap can drop the parcel from payment.
The calculator therefore asks for the first date of uninterrupted certification, including earlier certificates, and the end date of the current certificate.
- Existing parcels: continuous certification must start on or before November 1 of the prior year and end on or after October 31.
- New parcels: with no certification history as of October 31 of the prior year, submit a certificate valid by June 30 and keep it through October 31.
- New rice parcels: MAFRA’s 2025 guidance and 2026 local notices describe an extra August–September intake, so July–September certification needs that notice confirmed.
- If certification is revoked, expires or is abandoned within the business year, the payment is withheld or must be repaid.
The October 31 inspection deadline matters
Municipalities and certifiers check the compliance inspection results for the business period and confirm recipients in November.
Payments obtained improperly are clawed back in full and the farm can be barred from selection for up to five years (Enforcement Decree Article 26).
Leave the inspection item unconfirmed until you have the result.
Eligible area, the 0.1 ha minimum and the 30 ha cap
The payment equals the rate multiplied by the area farmed under eco-friendly standards.
The calculator uses the smaller of the applied area and the certified area on the certificate, minus land that Annex 2 of the notice excludes.
Land above the certified area, hydroponic or nutrient-solution cultivation and mushrooms grown on artificial substrate or in containers, land used to gather wild plants and land without signs of normal cultivation are not eligible.
Mushrooms grown by inoculating logs while managing the soil remain eligible.
Minimum 0.1 ha
The farm’s total eligible area must be at least 0.1 ha, or 1,000 m².
A boundary case such as 999 m² is shown as unmet until more parcels are confirmed.
Maximum 30 ha
Enforcement Decree Article 22(2) caps the paid area at 300,000 m² per recipient, and the notice lists the 30 ha limit as an inspection item.
No published rule says which parcels are cut above the cap, so the calculator shows both a highest-rate-first maximum and a lowest-rate-first minimum.
Worked example: a three-parcel farm in 2026 and over seven years
The following is fictional and matches the calculator’s “Load fictional example”.
All three parcels are assumed to have continuous certification and a passed inspection.
| Parcel | Past payments | 2026 treatment | Area m² | Amount KRW |
|---|---|---|---|---|
| A paddy, organic | 3 pesticide-free + 1 organic | 5th, organic KRW 950,000/ha | 6,000 | 570,000 |
| B field, pesticide-free | 2 pesticide-free + 1 low-pesticide | 3rd, pesticide-free KRW 1,100,000/ha | 4,000 | 440,000 |
| C orchard, organic | 7 organic | 8th, continuing KRW 840,000/ha | 3,000 | 252,000 |
2026 total: KRW 1,262,000
Eligible area is 1.3 ha and the three parcels total 570,000 + 440,000 + 252,000 = KRW 1,262,000.
Counting B’s single low-pesticide payment the pre-2026 way would treat its three pesticide-free payments as used, drop B and give KRW 822,000.
The 2026 guideline change that excludes low-pesticide history is worth KRW 440,000 here.
Keep stage KRW 4,826,000 vs convert to organic KRW 7,114,000
In 2027 parcel A reaches its sixth payment and falls to the continuing KRW 342,000, while B, still pesticide-free, has used its three payments and receives nothing.
Keeping the current stages gives KRW 594,000 each year from 2027 to 2032 and KRW 4,826,000 over seven years.
If B becomes organic in 2027 it receives the organic KRW 520,000 in 2027 and 2028 and the continuing KRW 312,000 from 2029, lifting the seven-year total to KRW 7,114,000, or KRW 2,288,000 more.
Step-by-step use and how to read the results
- Choose the business year.
2026 reviews a payment already applied for; 2027 is preparation that assumes the 2026 rules continue. - Confirm farm registration, filed application, matching certificate data, duplicate claims and change reports, selection bans and any farm-transfer payment.
- For each parcel choose the crop rate type and certification stage and enter applied, certified and ineligible area in m².
- Enter the continuous certification start, the current end date, whether the parcel is new and the inspection result.
- Enter the same parcel’s past pesticide-free, organic-conversion, organic and low-pesticide payments.
- Read the conditional payment, each parcel’s number and reasons and the seven-year schedule, then save the CSV.
The “reference including unconfirmed parcels” is an arithmetic value that leaves out excluded parcels and keeps unconfirmed ones.
The conditional payment opens only when every common item and parcel is confirmed, and unknown items are never turned into zero.
The seven-year schedule assumes the same area, 2026 rates and continued compliance, so recalculate after a rate revision or area change.
When to use it
A farm receiving its third pesticide-free payment
If this year is the last pesticide-free payment, payments stop next year.
Check the organic-rate payments left after conversion and the seven-year difference, and use them when talking to the certifier.
A farm that took over or leased parcels
Counts belong to the parcel, not the person.
Without checking the previous farmer’s pesticide-free and organic payments you may overestimate what is left, and changes must be reported within 30 days.
A farm with several crops
The four paddy crops, vegetables and special crops, and orchards have different rates, so enter organic parcels separately by crop.
Vegetables planted on land registered as a paddy receive the field rate.
A large farm near 30 ha
Above the cap, the amount depends on which parcels are claimed.
Check the maximum and minimum range and discuss parcel selection with the authority.
Cautions and limits
- Results are estimates before inspection reductions, measured-area differences and rounding below one won; the municipality decides the final amount.
- The eco-friendly payment can be received together with the basic public-interest payment, but not while receiving the farm-transfer payment.
- The eco-friendly safe livestock payment (organic livestock) is a separate scheme paid by output through the National Agricultural Products Quality Management Service and is not included.
- Receiving direct payments does not by itself prove self-farming for Korean tax purposes.
Cheongju District Court case 2012-Guhap-2523 (April 11, 2013), returned by a full-text search for the eco-friendly direct payment in the National Law Information Center, is titled “difficult to recognize eight or more years of direct self-farming”. - Rates and count rules for 2027 and later must be rechecked against that year’s notice and guideline.
Frequently asked questions
I received three pesticide-free payments. Can I get one more if I stay pesticide-free?
Pesticide-free payments are limited to three per parcel.
Organic-conversion payments are made under pesticide-free certification and count too.
Converting to organic allows the organic rate up to a cumulative five payments.
When does the continuing-organic rate start?
From the sixth payment on the same parcel, counting pesticide-free and organic payments together.
For example, after three pesticide-free and two organic payments the next payment is the sixth and uses the continuing rate.
Do payments received under low-pesticide certification count?
The March 2026 guideline change excludes low-pesticide history from payment counts.
Entering low-pesticide payments shows the difference from the pre-2026 method.
What if my certificate expires in the middle of the business period?
If it expires or is revoked before October 31, the parcel is excluded or the payment is clawed back.
If renewals continued without a gap, enter the first start date.
I grow vegetables on a registered paddy. Do I get the paddy rate?
The paddy rate applies only to rice, lotus root, water parsley and sedge.
Other crops receive the field rate regardless of land category, split into vegetables, special and other crops, and orchards.
Which parcels are cut above 30 ha?
The decree sets only the cap and does not publish an exclusion order.
The calculator shows the highest-rate-first and lowest-rate-first range, and the actual choice must be confirmed with the authority.
Does submitting the CSV count as an application?
The CSV organizes your inputs and calculation basis for consultation.
Apply through the Nongeop-eG portal or the local office where the land is located, following that year’s notice.
