The current Korean legal framework

The current Medical Service Act is statute ID 001788, MST 285327, effective April 7, 2026, and the current Enforcement Rule is statute ID 007863, MST 286963, effective June 12, 2026.

Medical Service Act

  • Article 21 gives the patient a right to request inspection or a copy of all or part of the patient’s record, subject to the statutory framework.
  • Article 45(2) requires a medical institution to post the certificate fees it charges.
  • Article 45(3) prohibits charging more than the posted amount.
  • Article 45-3 requires the Minister of Health and Welfare to publish standards for certificate-fee items and amounts.

Medical Service Act Enforcement Rule

  • Article 13-3 sets document structures for family and patient-appointed representative requests.
  • Article 42-2(3) requires paper-record copy and certificate fees to be posted where patients can see them.
  • Article 42-2(4) also requires display on the institution’s website when it operates one.

The fee notice

The controlling administrative rule is the Ministry of Health and Welfare Notice, “Standards for the Items and Amounts of Certificate Fees Charged by Medical Institutions,” Notice No. 2021-34.
Its administrative-rule ID is 60112 and serial number is 2100000197953.
The API returned it as current, with an issue and effective date of February 5, 2021.

Current maximum amounts for common items

These are maximums, not universal hospital prices.
Article 5 of the notice lets each institution set its fee from KRW 0 up to the listed maximum, so the provider’s current posted amount is the correct calculator input.

Consultation and test costs

Notice Article 2 says that consultation fees and examination or test fees are not included in a certificate-fee amount.
The employment medical examination is a limited exception because its notice definition includes specified basic tests, while extra drug or special-disease testing can remain separate.

Items outside the table

USB delivery, cloud transfer, translation, notarization, a special form, and another separately named certificate do not receive an invented maximum in this calculator.
Enter only a provider-disclosed or otherwise confirmed amount as other administrative cost.

How the paper-record page tiers work

Do not multiply every page by one rate.
For one issuance request, total paper pages equal pages per set multiplied by the number of sets. Pages 1 through 5 of that total use the provider’s first-tier fee, and page 6 onward uses the second-tier fee.

Formula for one issuance request

+ max(total paper pages - 5, 0) × actual fee from page 6

At the legal maximums, a 10-page set is KRW 5,000 for the first five pages plus KRW 500 for the next five, or KRW 5,500.
Two 10-page sets in the same request produce 20 paper pages, so the reference is KRW 5,000 plus 15 × KRW 100, or KRW 6,500.
Ask the records office how tiers apply when the sets will be issued at different times.

Three general certificates at the maximums

Why the result remains conditional

The notice treats additional copies of an identical certificate issued at the same time as certificate copies.
Different contents, dates, providers, or recipient requirements may require separate originals, so the displayed difference is a question for the records office rather than a guaranteed discount.

    Ask for the exact document name, required contents, care period, permitted issue date, original-versus-copy rule, and copy count.

    Select up to four certificate types and enter the total copies needed from each provider.

Private insurance claim

Ask whether a certificate is necessary or whether a confirmation and receipts suffice for the claim amount before buying a high-cost certificate.

Transfer or second opinion

Confirm the care period, paper records, operative or pathology records, and imaging format the receiving provider needs.

Workers’ compensation or traffic claim

Use the document names and date range supplied by the responsible body or adviser without asking the calculator to decide legal sufficiency.

Pension, welfare, or military submission

A dedicated statutory form can differ from a general certificate in both content and maximum, so verify the latest form and issuing department.

Litigation or dispute mediation

Narrow the period and record categories with counsel before duplicating an entire chart in several sets.

Records from several providers

Keep providers anonymous as A, B, and C, then reconcile pages, media, fees, and collection dates separately.

Limits and interpretation

  • The legal-maximum reference is not a provider quote or a promise that the item can be issued.
  • An above-maximum warning does not automatically prove an unlawful charge; first reconcile the item name, included consultation or tests, special-form status, and posted amount.
  • The calculator does not select documents, determine evidentiary sufficiency, approve record access, or interpret insurance coverage.
  • Page count can change when the department, care period, or included record categories change.
  • Imaging tests do not necessarily equal discs; ask how many films, CDs, or DVDs the provider will actually create.
  • The maximum table does not assign a CD maximum to USB or cloud delivery.
  • A physician appointment or preparation period may be required for a certificate even when paper records can be copied sooner.
  • Use anonymous labels in any saved budget and keep the medical record itself in an appropriate secure channel.

Frequently asked questions

Does loading the maximum mean I must pay that amount?

No. It fills a legal reference only. Enter the provider’s current posted fee, which may be lower.

Is a six-page record only KRW 600?

No. At the maximum, the first five pages total KRW 5,000 and the sixth page adds KRW 100, for KRW 5,100.

Are three identical general certificates always KRW 60,000?

Not necessarily. Simultaneous additional copies may use the KRW 1,000 certificate-copy item after the first issue, but the provider must confirm that the copies qualify.

Does USB use the KRW 10,000 CD maximum?

The current table lists film, CD, and DVD separately but does not list USB as its own item. Obtain the posted USB or special-media quote.

Does the certificate maximum include consultation?

Generally no. Notice Article 2 excludes consultation and test fees, subject to the limited employment-examination definition.

Can a representative show this result and receive the record?

No. The result is a budget note. The requester must satisfy current identity, consent, power-of-attorney, relationship, and situation-specific requirements.

Will Korean private insurance reimburse the document fee?

Policy terms and claim purpose control. Ask the insurer which document is required and whether its issue fee is reimbursable before ordering it.

A future amendment to a fee maximum, listed item, or requester-document rule requires coordinated updates to the constants, deterministic tests, and both language guides.
Provider posted fees and recipient document lists can change independently, so reconfirm them immediately before requesting records.
