What Is the Korea Medical Overcharge Refund Calculator?

This calculator estimates potential refunds for Korean medical billing overcharges. It compares legal copay, actual copay charged, arbitrary non-covered billing, non-covered overcharge, overtreatment items, annual out-of-pocket ceiling excess, already refunded amount, and expected refund.

The Korean model is built around HIRA medical fee confirmation and NHIS ceiling-refund concepts. It assigns probability-weighted expected refunds rather than assuming every suspicious charge will be returned.

Important Note

A suspicious bill is not automatically illegal. Itemized receipts, medical records, treatment necessity, benefit classification, and agency confirmation are required.

Refund Components

ComponentWhat it checksProbability treatment
Copay overchargeActual copay above legal copay for covered benefitsHigh probability when overcharge exists
Arbitrary non-covered billingCharging non-covered price where benefit rules restrict itProbability from overtreatment category
Non-covered overchargeExcess charge in private room, uninsured treatment, materials, or certificatesModerate probability in the model
Overtreatment refundDuplicate tests, over-medication, unnecessary admission, upcoding, or excessive therapyExpected refund by item type
Out-of-pocket ceiling excessAnnual copay above income-decile ceilingVery high probability when threshold is exceeded

Copay and Ceiling Inputs

  • Outpatient copay rates differ by facility type: tertiary hospital, general hospital, hospital, and clinic.
  • Inpatient copay rates differ by disease category, including severe-disease treatment.
  • The annual out-of-pocket ceiling is calculated by income decile.
  • Already-refunded amounts are subtracted so the result does not double count previous NHIS or provider refunds.

Recommended Channels

The result recommends channels based on refund size and item type. HIRA medical fee confirmation is the ordinary route for covered-benefit and non-covered classification review, while NHIS is relevant for annual ceiling and insurance benefit issues.

Large unresolved refunds can move toward a civil claim, but the calculator keeps litigation as a later route because many billing issues are better documented through HIRA or NHIS first.

FAQ

What documents do I need?

Itemized receipt, payment receipt, treatment details, prescription or test records, discharge summary if inpatient, and any insurer or hospital explanation.

Why is expected refund lower than gross refund?

The Korean model applies probability by item type because some suspicious charges are medically or legally justified after review.
