Korea SME Size & Graduation Grace Calculator

Check Korean small and medium enterprise size using three-year industry sales, assets, ownership and the original exceeding year-end.

Korean Framework Act on SMEs · provisional 2026 assessment

For profit-making enterprises with three complete 12-month financial years. Certificate issuance, grants, tenders and tax-law SME status require separate decisions.

Act effective 2026-07-01 · Decree 2026-01-02 · Checked 2026-11-04

1. Scope and financial year-end

Enter whole KRW using consistent financial-statement scope. A blank amount is not zero.

Check the date and chronology.

2. Sales by industry for three financial years

Enter oldest to newest. Allocate each sale once and reconcile to total company sales. Seat exceptions apply only to the specified seat manufacturing.

Industry 1

3. Assets, independence and related enterprises

Total assets before liabilities · strictly below KRW 500 billion

If yes, exclusion applies regardless of sales, assets or grace.

Direct/indirect ownership by a corporation with assets of at least KRW 500 billion, including foreign corporations. Verify statutory non-profit/investment exceptions first.

4. Graduation grace history

Use the first exceeding financial year-end, not the share transaction or certificate date. Before 2024-08-21: 3 years; from that date: 5 years. Pre-2015, merger and 2025 re-entry exceptions require regional-office review.

Is your company a Korean SME or a small enterprise?

Growth, additional business activities and outside investment can change a company’s size classification.
Last year’s SME certificate does not automatically establish this year’s status, while exceeding a sales ceiling does not always end SME treatment immediately.
Assess actual eligibility separately from the graduation grace period before renewing a certificate or applying for support.

This calculator applies the Korean Framework Act on Small and Medium Enterprises and its Enforcement Decree, using rules verified in 2026.
It identifies the principal industry from three financial years of sales, then checks company-wide average sales, total assets, independence and graduation history.
All amounts are KRW; it does not apply another country’s SME definition.

Three classifications to keep separate

  • SME status combines industry-specific sales, assets and independence requirements.
  • A small enterprise is an SME that also meets the lower Annex 3 sales ceiling; other SMEs are medium enterprises.
  • Micro-enterprise status and Korean tax-law SME eligibility have additional or different rules and require their own assessment.

Supported companies and documents to prepare

Automatic calculation covers an ordinary profit-making enterprise with three consecutive financial years of exactly 12 months each.
The establishment date must be on or before the beginning of the first sales year.
Use a latest financial year-end on or after 2025-09-01, at month-end, with an assessment date in 2026.
The calculator checks the statement’s applicable period to prevent outdated records from being used for current status.

Financial records

Prepare three income statements, industry sales ledgers and the latest year-end balance sheet.
Allocate each transaction once and reconcile the industry totals to company-wide sales.
Where an industry uses operating revenue or another permitted equivalent, confirm the accounting treatment before entering it.

Ownership and history

Prepare shareholder registers, share-change records, direct and indirect ownership details, the largest shareholder’s asset records, related-enterprise adjustments and previous certificates.
A company with previous grace must also establish the original exceeding year-end and any return to actual SME eligibility.

Do not multiply a start-up’s short period into three complete years or combine pre-merger and post-merger sales arbitrarily.
Decree Article 7 has separate annualization rules.
Start-ups, mergers, splits, changed year-ends, non-profit social enterprises and cooperatives are outside this automatic workflow and need a separate review.

Principal industry and three-year average sales

Separate industry selection from the amount tested

Industry average = (Y1 + Y2 + Y3) / 3.
The industry with the largest average share is the company’s principal industry.
That industry selects the applicable ceiling, but the amount compared with it is company-wide average sales across all activities, rather than only that industry’s sales.

If the largest industry averages tie, or all sales are zero, the calculator pauses instead of selecting the first row.
Check the actual business activity against the Korean Standard Industrial Classification, rather than relying only on a short business-registration description.
Special motor vehicle, railway and aircraft seat rules apply only to the stated seat-manufacturing activities, not every component maker within the broader code.

Displayed amounts use up to two decimal places; statutory comparisons use unrounded values.
For ordinary company sales, the engine compares the three-year sum directly with three times the ceiling.
A display rounding difference therefore cannot change the boundary result.

2026 industry sales ceilings for SMEs and small enterprises

These are the current Decree Annex 1 and Annex 3 ceilings.
SME ceilings are 400, 600, 800, 1,000, 1,200, 1,500 or 1,800 units of KRW 100 million; small-enterprise ceilings range from 15 to 140 such units.
All sales ceilings are inclusive, and assets and independence must also be checked.
Do not use the revised table to retroactively reclassify periods before the September 2025 increase.

Assets and independence are separate tests

Assets strictly below KRW 500 billion

Use total assets on the latest financial year-end balance sheet, before deducting liabilities.
Net assets and paid-in capital are different amounts.
Exactly 500,000,000,000 KRW fails the asset ceiling; 499,999,999,999 KRW meets it.
Zero asset headroom is therefore a failure, even though exactly meeting a sales ceiling passes.

Ownership and business groups

Membership or deemed inclusion in a disclosure-designated business group excludes graduation grace.
Also check whether a corporation with assets of at least KRW 500 billion owns at least 30% directly or indirectly and is the largest shareholder.
Foreign corporations are included; verify statutory exceptions for non-profit bodies and specified investment institutions first.

Failure of the large-corporation ownership test does not itself mean grace is always prohibited.
For a previously eligible SME, status history and grace exclusions must also be reviewed.
The calculator separates these tests and leaves unknown confirmations unresolved, so an unverified ownership structure is not silently treated as independent.

Related enterprises require confirmed adjustments

Related-enterprise status is not established merely because two companies share a representative.
Review control and subordination under Decree Article 3-2, then adjusted average sales under Article 7-4 and Annex 2.
Direct and indirect ownership and the degree of control can change aggregation, so this tool does not infer the structure from a shareholder list.

Transfer a verified adjustment schedule

Enter the confirmed total adjusted sales and the principal industry verified under Article 4(2).
Do not add the company’s own average to an adjustment total that already includes it.
An adjustment below the company’s own average or unknown related-enterprise status results in a hold.
After SME status is established, small-enterprise classification uses the company’s own average sales with the confirmed applicable industry, rather than comparing the group adjustment directly with the small-enterprise ceiling.

Do not transfer a favorable standalone result into an application while related-enterprise records remain unknown.
Prepare controlling and subordinate companies’ statements and ownership records for confirmation by the regional SME office.

Three-year versus five-year graduation grace

Framework Act Article 2(3) provides grace when an existing SME leaves the scope through growth or similar changes.
Under Act No. 20344’s application provision, the five-year rule applies to qualifying causes from 2024-08-21; earlier causes retain the previous three-year rule.
An existing three-year period is not automatically extended to five years.

Use the first exceeding financial year-end

A first exceeding year-end of 2023-12-31 gives 2024-04-01 through 2027-03-31.
A first exceeding year-end of 2024-12-31 gives five years, 2025-04-01 through 2030-03-31.
The relevant input is the original exceeding year-end, not the certificate issue date or share-transaction date.
Applying late for a certificate does not restart a grace period that has already been running.

After a company returns to actual SME status and exceeds the criteria again, it generally cannot reuse remaining grace.
A company outside SME scope from inception does not receive an existing SME’s graduation grace.
Mergers or a disclosure-designated group exclusion may end grace before the displayed date.
Moving only from small-enterprise to medium-enterprise status does not receive this graduation grace.

The 2025 re-entry exception needs a separate review

Presidential Decree No. 35723, Addendum Article 2, provides a limited exception for some grace companies returning to SME status because sales ceilings increased.
Check whether the company was still within grace three months after the year-end of the financial year containing 2025-09-01, and whether the criteria change actually interrupted grace through a return to SME status.
The exception can allow a subsequent one-time period, but not every company returning after lower sales qualifies.

An already completed period is different

Case 76 in the MSS 2026 guide discusses a company exceeding the criteria at the end of 2022 and using the whole period from April 2023 through March 2026.
Completing that period without interruption does not automatically create fresh grace because the ceilings rose.
Selecting exception review places the result on hold for documentary confirmation rather than assuming either entitlement or ordinary re-excess exclusion.
Pre-2015 histories and older transitional provisions also require individual review.

Five steps and a worked example

  1. Confirm the company scope, establishment date, latest year-end and 2026 assessment date.
  2. Enter industry sales from oldest to newest and reconcile them to company totals.
  3. Check assets, business-group status, large-corporation ownership and related-enterprise adjustments.
  4. Enter the first exceeding year-end and grace/return history, then confirm the records.
  5. Review size, headroom, grace dates and preparation reminders, and save the review.

A wholesale company with professional services

Hypothetical industry G sales are 4,000,000,000, 5,000,000,000 and 6,000,000,000 KRW; industry M sales are 1,000,000,000, 2,000,000,000 and 3,000,000,000 KRW.
G is principal and company-wide average sales are 7,000,000,000 KRW.
This meets G’s 120,000,000,000 KRW SME ceiling but exceeds its 6,000,000,000 KRW small-enterprise ceiling by 1,000,000,000 KRW.
If the other requirements pass, it is a medium enterprise with 113,000,000,000 KRW SME sales headroom and no small-enterprise-only grace.

Reading the result and renewal reminder

Provisional small or medium status means the entered actual requirements pass.
A provisional grace result means actual requirements fail but the entered history places the company within grace.
A hold is not a final ineligibility finding; obtain the missing records or resolve the stated unsupported situation.

Preparation is not a statutory filing deadline

The ordinary statement period begins after three months have elapsed from year-end and lasts one year.
For 2025-12-31 statements it is 2026-04-01 through 2027-03-31.
The tool suggests 2027-03-02, 30 days before the next period begins, for preparation.
This is a tool-generated reminder, not a legal filing deadline or a guaranteed application opening date.
Check the actual certificate validity and the relevant public notice’s assessment date.

For grants or public tenders, compare the actual certificate and the notice’s eligibility date.
Disclose ownership changes occurring after the latest statements to the reviewing office.
Tax relief requires a separate assessment under Korean tax legislation; this result is not a confirmed tax-credit entitlement.

Frequently asked questions

Do fewer than five employees make the company small?

No.
This small-enterprise classification requires SME eligibility first, then the industry sales ceiling in Annex 3.
Micro-enterprise employee limits are separate.

Are only principal-industry sales compared with the ceiling?

No.
The principal industry chooses the ceiling; company-wide average sales are tested.
For related enterprises, use the confirmed adjustment total.

What if sales exactly equal a ceiling?

Sales ceilings are inclusive.
The asset ceiling is strictly below KRW 500 billion, so exactly that asset amount fails.

Do related-enterprise totals also determine small status?

Related-enterprise adjustments affect SME eligibility.
Small-enterprise classification then uses the company’s own average sales with the confirmed applicable industry.

Does grace start when the first certificate is issued?

No.
Use the first exceeding financial year-end.
A later certificate application does not restart grace.

Does small-to-medium growth receive five years of grace?

No.
That change alone does not receive SME graduation grace, which concerns leaving the SME scope.

Does the 2025 ceiling increase always allow fresh grace?

No.
The reference date and interruption of existing grace must be verified.
A period already used in full does not automatically qualify; select exception review.

Can I submit the review as proof for a grant?

The review helps organize records.
The reviewing authority determines certificate issuance and grant or tender eligibility from actual documents and the relevant notice.
