2026 Japan Employees’ Pension · Cash and coverage records

Japan Pension Withdrawal or Record Preservation Calculator

Compare cash now with all the coverage erased on withdrawal,
and review additional months needed to reach 120 months under either option.

All past enrollment is erased, even when payment is capped at 60 months.

For Korean nationals with Employees’ Pension only, starting in or after 2003-04 and a last month in or after 2021-04. Defaults are fictional; missing verified qualifying periods keep the review on hold.

Basic deadline and receipt preparation

Last insured month: 2026-09 · Origin: 2026-10-01

Basic two-year deadline: 2028-10-01 · Days left: 696

Posting alone does not establish timely receipt. Verify arrival, actual acceptance, address and coverage loss, holidays, exceptions and mailing time with JPS.

Next steps

  1. Confirm all enrollment and both qualifying periods with JPS.
  2. Review assumed future coverage and current cash needs with your family.
  3. Save the worksheet, consult JPS and decide whether to claim or preserve records before the actual receipt deadline.

Review cash and records before withdrawing a Japanese pension

A lump-sum withdrawal from Japan’s Employees’ Pension can help pay for a move or immediate living costs after returning to Korea.
The decision also gives up past Japanese pension enrollment that could otherwise matter if you work in Japan again.
This calculator separates months used to select the payment rate from all months erased, and compares each option’s distance from the basic 120-month old-age pension qualifying period.
It applies Japanese rules verified in 2026, specifically to Korean nationals within the supported scope.

The payment cap does not preserve excess records

A payment based on at most 60 months does not leave the remaining enrollment intact.
Receiving withdrawal erases all Japanese pension enrollment before the claim.
Review immediate cash needs, possible return-to-work plans, verified qualifying periods and the receipt deadline together before consulting JPS.

Supported records and cases requiring individual review

Korean national, Employees’ Pension only

Coverage must start in or after 2003-04, the last insured month must be in or after 2021-04, and there must be no previous withdrawal.
The last month is calculated as the calendar month before the final public pension disqualification date.
Do not substitute your flight date or last salary-payment date for the official disqualification date.

Outside this tool

Mixed National Pension records, mutual-aid coverage, repeated withdrawals, pre-2003 remuneration and other nationalities or treaty situations need separate review.
Do not apply one pension system’s formula to another system.
Japanese nationality, including dual nationality involving Japan, fails the non-Japanese condition.

Outside scope does not mean no benefit exists; it means this tool cannot calculate your case.
Reconcile missing history before consulting JPS, and do not omit some records to make a mixed case appear supported.

Basic Employees’ Pension withdrawal conditions

  • You must not hold Japanese nationality and must have at least six months of Employees’ Pension coverage.
  • You must no longer be insured under a Japanese public pension and must have no address in Japan.
  • You must not satisfy the basic ten-year, or 120-month, old-age qualifying period.
  • You must never have held a pension entitlement, including a disability pension or disability allowance.
  • The claim must meet the basic two-year filing period, subject to verification of actual receipt.

These conditions operate together.
Someone with 119 paid months might already have 120 qualifying months because other qualifying periods count.
Short contribution history alone therefore cannot establish withdrawal eligibility.
Address and insurance status must also be checked on actual receipt; a basic-condition candidate is not a payment award or an application service.

Insured months and qualifying periods are different

Total insured months

All months insured under Employees’ Pension, not just the last 60.
Residence length and employment tenure may differ from the insured record.

Current qualifying months

The old-age qualifying period confirmed by JPS.
Qualifying non-contribution periods can make it longer than paid coverage; do not simply copy the insured months.

Recognized months after withdrawal

The period JPS confirms would remain recognized after erasure.
Leave it blank if unknown; zero also requires verification.

Without record confirmation, the qualifying-period comparison remains N/A.
The tool does not fill missing facts with favorable assumptions.
Permanent residence and qualifying non-contribution periods can require individual assessment by the pension office.
Korean National Pension coverage is not added.
The Korea–Japan social security agreement eliminates dual coverage but does not totalize pension coverage periods, so Korean contribution months cannot automatically fill the Japanese 120-month shortfall.

Average standard remuneration and six-month payment brackets

Formula for coverage from 2003-04 onward

Average standard remuneration = (total standard monthly remuneration + total standard bonuses) ÷ all insured months
Estimated gross withdrawal = average standard remuneration × payment rate

Use remuneration and bonuses recognized for pension insurance, rather than net salary or bank deposits.
Enter an already verified average or the totals for the entire insured history.
The average denominator is all insured months, not the 60-month payment cap.

Employees’ Pension withdrawal rates when the last month is in or after 2021-04

42–47 months423.8
48–53 months484.4
54–59 months544.9
60 months or more605.5

Five and six months produce different eligibility outcomes; 59 and 60 months also use different payment brackets.
The remainder outside a selected six-month bracket differs from months above the cap.
For example, 59 months uses the 54-month bracket, while 61 months uses the 60-month cap, but withdrawal would erase all 59 or 61 months respectively.
A bracket comparison does not establish whether further employment or continued coverage is possible.

20.42% withholding, initial cash and a possible tax refund

Employees’ Pension withdrawal is subject to 20.42% income tax withholding, including the special reconstruction income tax.
Initial cash after withholding equals gross less the estimated tax; initial net cash also deducts the actual agency and remittance quote you enter.
If fees exceed the payment, negative net cash remains visible.

Japan’s National Tax Agency No.12005 explains a possible refund through an elective return under Income Tax Act Article 171, using a tax agent in Japan and the withdrawal entitlement notice.
This does not guarantee full recovery of withholding.
Other retirement income and return details can affect the outcome.
Enter only a refund confirmed by notice and check the confirmation box.
An unconfirmed positive entry is excluded, and a possible future refund is not counted as initial cash.

Displayed amounts are reference estimates to two decimal places.
Official fractional-yen treatment, the award, conversion timing, intermediary fees and final bank receipt may differ.
The exchange input is KRW per 100 JPY, not per yen, and is not a live quote.
Do not deduct a fee again from the KRW result if it was already entered in JPY.

A 90-month example: compare the lost record with the cash

Hypothetical cash calculation

With 90 insured months and average standard remuneration of 300,000 JPY, the rate is 5.5.
Gross is 1,650,000 JPY, estimated withholding is 336,930 JPY, and initial after-withholding cash is 1,313,070 JPY.
A 10,000 JPY fee leaves 1,303,070 JPY initially, equivalent to 12,379,165 KRW at 950 KRW per 100 JPY.
These are fictional inputs, not market averages or an award.

Qualifying-period comparison

Assume JPS confirms 90 current qualifying months and zero recognized months after withdrawal.
Preservation needs 120 − 90 = 30 additional months, while withdrawal needs 120 − 0 = 120 months.
An assumed 30 future coverage months leaves zero missing under preservation and 90 missing after withdrawal.
The payment uses 60 months but all 90 are erased; the 30 months above the cap do not remain.

Preserving records produces no immediate withdrawal cash but retains history that might support a future choice.
It does not itself create entitlement: actual future coverage, pension age and other conditions still matter.
A family with uncertain return-to-work plans may reasonably assess the same cash estimate differently from one with verified plans.

The basic two-year deadline and actual receipt

The basic origin is the final public pension disqualification date.
If you still had an address in Japan then, use the first date you no longer had one after disqualification.
For example, loss of both coverage and address on 2026-10-01 produces a basic reference deadline of 2028-10-01.
Adding two years from a leap day uses the last day of February in the resulting year as the reference date.

Do not rely only on the posting date

Zero days left means actual arrival and acceptance need immediate verification.
The tool does not approve holiday adjustments, exceptional extensions or a particular receipt method.
Check the moving-out notification and actual address loss, and allow sufficient international mailing time.
Absence of an address and termination of public pension coverage must hold on actual receipt.

Build a review worksheet step by step

  1. Collect enrollment history, disqualification notices, moving-out records and standard remuneration and bonus records.
  2. Check nationality, address, current coverage, past entitlements and supported scope; enter official dates.
  3. Separate total insured months from the two qualifying periods confirmed by JPS. Leave unknown periods blank.
  4. Enter remuneration, costs, exchange quote and any confirmed refund; state the assumed future coverage months.
  5. Compare again and read cash, all erased months, both shortfalls and the deadline together.
  6. Save the worksheet with assumptions, discuss it with family and consult JPS before deciding whether to claim.

When inputs change, results and export controls wait for a fresh comparison.
Keep the review date and verification status with your worksheet to avoid treating an old scenario as the result of new inputs.
Do not enter personal pension numbers or bank account numbers here; prepare sensitive official application details separately.

Optional cumulative comparison using verified future benefits

Future pension amounts are never inferred from enrollment months alone.
Both options need verified monthly benefits, start months and total additional contributions, plus explicit confirmation.
An option with a positive benefit must meet 120 qualifying months after the proposed coverage.
Future coverage is assumed consecutive from the review month and completed before benefits start.
Hold the comparison if actual contribution timing, pension age or the office’s assessment differs from those assumptions.

A common starting point for nominal cash

Preservation equals pension payments from the review month onward less its additional contributions.
Withdrawal equals current net cash including a confirmed refund, plus pension payments from new records, less its own additional contributions.
Costs are deducted in full up front; benefits already received before the review month are excluded.
The display compares one, five and ten years, your custom horizon, and the first month preservation catches up within 600 months.

As a fictional example, assume preservation pays 50,000 JPY monthly from 2029-05 and costs 600,000 JPY extra; withdrawal has zero new pension and zero additional cost, with current net cash of 1,303,070 JPY.
Thirty future coverage months from 2026-11 would finish before the preservation benefit starts.
Preservation first catches up in comparison month 69, or 2032-07.
This is nominal arithmetic, not a verified personal award: future tax, inflation, discounting, mortality and exchange changes are excluded.
Missing or inconsistent facts leave the comparison on hold.

Planning tips and pending reform

Considering another job in Japan

Check residence permission, employment terms and actual coverage opportunities before assuming more insured months.
Apply the same assumed future months to both routes to isolate the effect of retaining history, while treating neither benefit as a guaranteed return.
A re-entry permit case needs individual verification of moving-out status, public pension coverage and reform commencement.

Needing cash after returning home

Separate initial cash from a later tax refund and fund moving and living costs for the actual timing.
The calculator does not predict processing or payment dates.
Check whether the fee quote includes refund representation and remittance, and avoid committing an unconfirmed refund to a loan repayment.

Japan’s 2025 pension reform includes a planned restriction during valid re-entry permission and a planned cap increase from five to eight years.
Distinguish proposed commencement from rules currently in operation.
The JPS table checked on 2026-11-05 still uses 60 months; this tool does not apply a 96-month cap.
Re-entry permit cases are held for individual review instead of automatically rejected.
A review date later than the verified date also requires a rule update check.
Korean taxation of overseas pensions, final Japanese retirement-income tax, disability or survivor benefits and repeated withdrawals are excluded.

Frequently asked questions

With 90 months, can I withdraw 60 and keep 30?

No.
The payment cap is 60 months, but all 90 months of prior Japanese enrollment are erased.

Can Korean National Pension months fill the shortfall?

No.
The Korea–Japan agreement does not totalize coverage periods.
Korean months are not deducted from the Japanese 120-month shortfall.

Does living in Japan for ten years prevent withdrawal?

Residence length is not the same as the verified qualifying period.
Conversely, qualifying non-contribution periods can establish ten years even with fewer paid months.

Will all 20.42% withholding be refunded?

Full recovery is not guaranteed.
Check the tax-agent and tax-office process, and enter only an amount confirmed by notice.

Should I average only the last five years of salary?

For supported records, use standard remuneration and standard bonuses across all insured months, divided by all insured months.
Do not use take-home pay or just the last 60 months.

Can I enter zero while qualifying periods are unknown?

Leave unknown periods blank.
Zero requires JPS confirmation, and neither eligibility nor future benefits are established before record verification.

Does a re-entry permit mean withdrawal is currently banned?

Address, public pension status and later reform commencement require individual review.
This tool places such cases on hold rather than granting or rejecting them categorically.

Does preserving records guarantee a future pension?

No new entitlement arises merely from preservation.
Actual additional coverage, recognized periods, pension age and other conditions still apply; unverified benefits are not generated.

Official evidence and verification date

Rule year: 2026; verified on 2026-11-05.
The table applies to a last insured month in or after 2021-04; the JPS system page was updated on 2026-04-01 and its multilingual guide page on 2026-10-01.
Korea’s National Law Information OPEN API returned Treaty No.1724, record ID 970, effective 2005-04-01; the absence of coverage totalization was cross-checked against the current JPS agreement status.

Recheck caps, payment rates, re-entry commencement and tax procedures each April and whenever the system changes.
Individual qualifying periods, recognized months after withdrawal, actual receipt deadlines and official award rounding must come from the responsible office.

Keep a worksheet before sending a claim

Save the result with verified inputs and assumptions, and review current cash alongside all enrollment that would be erased.
A worksheet with unknown periods left blank is still useful for consultation.
Resolve missing facts with the pension office, then decide whether to claim or preserve records before the actual receipt deadline.
