Check a vehicle before buying, replacing or selling it
A vehicle can affect Korean National Basic Livelihood Security benefits or the Basic Pension in very different ways.
The relevant factors include the program, engine capacity, vehicle age, assessed value, actual use, household composition and the combination of vehicles already held.
An old car is not automatically excluded from assets, and owning one car does not automatically mean losing benefits.
This calculator classifies up to 3 existing vehicles, compares up to 3 alternatives for replacing one selected vehicle, and considers keeping sale proceeds as cash.
It helps applicants, recipients and adult children preparing a parent’s vehicle decision assemble facts for an official review.
It does not calculate a benefit payment or make a final eligibility decision.
Korean rules for 2026 · Official sources checked 2026-11-08
Basic Livelihood Security uses 4.17% per month for general assets; the Basic Pension uses 4% per year divided by 12.
All monetary comparisons here are before basic-asset allowances, debt deductions and financial-asset allowances.
Two programs with separate vehicle rules
2026 Korean benefit vehicle classifications and asset-to-income conversion rates| Classification | Basic Livelihood Security | Basic Pension | Rate and period |
|---|
| Excluded | Qualifying disability transport or livelihood vehicle | One designated vehicle meeting an exclusion, including registered disability ownership | 0% |
| General asset | Engine, age, value, use and holding-limit requirements met | Not a high-value vehicle, or a high-value vehicle exception applies | 4.17% monthly / 4% annually |
| Full conversion | No general/excluded category, or holding limit exceeded | An individual passenger car, van or motorcycle worth at least KRW 40,000,000 without an exception | 100% monthly |
| Cash after a sale | Sale proceeds actually retained as a financial asset | Sale proceeds actually retained as a financial asset | 6.26% monthly / 4% annually |
Monthly 100% conversion means that the full assessed vehicle value is added as monthly deemed income.
It is neither a vehicle tax rate nor a statement that the household actually earns that amount each month.
A general-asset classification still needs to be combined with the household’s other assets, income, deductions and separate program requirements.
Basic Livelihood Security: 2,000cc, KRW 5 million and 10 years
Ordinary passenger cars
The ordinary general-asset route requires engine capacity below 2,000cc and either an age of at least 10 years or an assessed value below KRW 5,000,000.
Age and value are alternatives, but the engine condition must also be met.
Exactly 2,000cc is not below 2,000cc, and exactly KRW 5,000,000 is not below the value threshold.
Larger households and families with children
A household with at least 6 members or at least 2 children under 18 may use the special route for a vehicle below 2,500cc with at least 7 seats.
The vehicle must still be at least 10 years old or worth below KRW 5,000,000.
Having two children alone does not make every passenger car a general asset.
Where the authority accepts that a vehicle is unavoidable for hospital treatment of a household member with severe mobility difficulties caused by illness or injury, the same below-2,000cc range may qualify without the usual age/value test.
The authority considers health, practical public-transport access, location and actual use; merely attending a hospital is not enough.
Registered small-or-smaller vans and trucks require an age of at least 10 years or a value below KRW 5,000,000.
The motorcycle threshold is at most 260cc.
Livelihood use, disability transport and vehicle limits
Livelihood use means the vehicle directly supports earning a living.
Ordinary commuting convenience is different, and evidence of the actual business, transport or work activity and its income is needed.
Basic Livelihood Security can exclude one qualifying livelihood vehicle per household: a passenger car below 2,000cc, a van with at least 11 seats or an accepted van exception, or a truck or special-purpose vehicle.
One vehicle below 2,000cc used directly for a recipient with a severe registered disability or a qualifying injury grade of 1–3 may also meet the disability exclusion.
Separate general-asset disability categories cover specified passenger cars, 11–15-seat vans, accepted forward-control vans, trucks with a payload up to 1 tonne and other stated cases.
The general-asset route for a severely disabled recipient’s direct transport below 2,500cc is different from the below-2,000cc asset exclusion.
- The ordinary household combination is one livelihood vehicle plus one general-asset vehicle.
It is not permission to classify two ordinary passenger cars as general assets.
- A disability household can ordinarily hold one disability-use vehicle plus one livelihood or general-asset vehicle.
An excluded disability vehicle and a general-asset disability vehicle use the same disability slot.
- Up to two qualifying motorcycles of at most 260cc do not require local livelihood-security committee review.
Multiple administrative or disposal exceptions require separate confirmation of the relevant review and recognition.
If several allocations are possible, the calculator displays an allocation with the smallest conversion amount under the modeled limits.
The authority must still confirm the designated vehicles and exceptional treatment; changing input order does not remove a holding-limit issue.
If livelihood income is difficult to establish, the 2026 guideline uses at least 15 days per month at the minimum daily wage of KRW 82,560.
The minimum reference amount, KRW 1,238,400, is an income-investigation rule, not a vehicle conversion or an automatic benefit deduction, and is not added to income here.
Basic Pension: the KRW 40 million test is separate
For the Basic Pension, an individual passenger car, van or motorcycle worth at least KRW 40,000,000 is normally converted at monthly 100% unless an exception applies.
The test uses each vehicle’s value, not the combined value of all vehicles, and does not use a 3,000cc engine threshold.
Trucks and special-purpose vehicles are considered as general assets even when valuable; they do not enter the same high-value vehicle category.
General-asset exceptions include an age of at least 10 years, accepted livelihood use, an officially accepted inability to operate a seized vehicle that cannot be sold or scrapped, recognized destruction and accepted illegal-registration cases.
Livelihood use under the Basic Pension leads to general-asset treatment, unlike the qualifying livelihood exclusion under Basic Livelihood Security.
A qualifying vehicle owned by a registered disabled person, a qualifying injured national merit recipient, or a vehicle covered by the specified tax exemption may be excluded as one designated vehicle.
Do not import the severe-disability and below-2,000cc Basic Livelihood Security restrictions into the Basic Pension’s registered-disability ownership category.
The 2026 Basic Pension recognized-income thresholds are KRW 2,470,000 per month for a household without a spouse and KRW 3,952,000 for a household with a spouse.
These are comparison thresholds, not pension payment amounts.
The standard pension amount of KRW 349,700 also does not determine an individual’s final payment.
Enter age, electric-vehicle class and assessed value accurately
Vehicle age uses calendar years
Use the earlier year of first registration and model year, then take the year difference.
A vehicle first registered on 2016-12-31, with no earlier model year, is treated as at least 10 years old from 2026-01-01.
You do not wait until the exact tenth registration anniversary.
If one source is unknown and the missing year could change the result, check the registration record first.
An electric vehicle is not automatically a qualifying 0cc car
For the relevant ordinary passenger, livelihood and disability categories, Basic Livelihood Security uses the registered medium-or-smaller electric-vehicle range.
Electric motorcycles use a maximum rated output of at most 15kW.
The verified guideline does not state an electric-vehicle class replacing the 2,500cc large-family exception, so that extension is held for official confirmation.
Assessed value differs from an advertised sale price
Do not assume that a dealer’s asking price or the outstanding loan is the assessed vehicle value.
Check the Korea Insurance Development Institute reference and the value used in the authority’s social-security investigation, recording the valuation date.
Do not subtract an electric-vehicle subsidy or reduce the vehicle value by a joint-ownership percentage.
Joint ownership and habitual use of another person’s vehicle are held for separate official review in this tool.
How to use the calculator and read its results
- Select the program.
Distinguish Basic Livelihood Security from the Basic Pension and enter household members and children under 18 where relevant.
- List every existing vehicle.
Enter the applicable type, fuel, registered class, engine, seats, payload or output, together with first-registration/model year and assessed value.
Keep unknown values blank instead of using zero.
- Separate actual use from confirmed recognition.
Check livelihood, disability transport or unavoidable medical use and the supporting recognition.
Do not treat an unconfirmed claim as an approved exclusion.
- Review each classification and the household total.
Resolve a holding-limit issue or missing committee recognition before relying on a total.
A withheld total means unresolved information, not zero cost.
- Compare replacement and sale scenarios.
Select one existing vehicle to replace and inspect the full household result for each alternative.
For a sale, use the proceeds actually retained as cash.
- Keep the review record.
Save the TXT report and take the supporting records to the local community service center or National Pension Service before entering a purchase contract.
Conversion formulas and worked examples before deductions
A KRW 4 million general-asset vehicle
Assume the Basic Livelihood Security general-asset requirements and household holding limit are met.
KRW 4,000,000 × 4.17% gives KRW 166,800 per month.
Selling it and retaining the same KRW 4,000,000 as cash produces a financial-asset comparison of KRW 250,400 per month before deductions.
Selling a car therefore does not always reduce the modeled asset conversion.
A KRW 40 million Basic Pension vehicle
A newer ordinary passenger car without an exception contributes KRW 40,000,000 per month under the full-value rule.
At the same value, a vehicle with an applicable year of 2016 is at least 10 years old in 2026 and uses general-asset conversion of 4% annually divided by 12.
Its monthly amount before deductions is approximately KRW 133,333.33.
Confirm the actual age and exception before interpreting this difference.
This tool does not investigate the household’s basic-asset allowance, debts, existing financial assets or allowances already used.
Automatically deducting the Basic Livelihood Security living reserve of KRW 5,000,000 or the Basic Pension financial allowance of KRW 20,000,000 separately for every sold vehicle could duplicate a household deduction, so neither is applied here.
If unused allowances remain, the actual increase in recognized income may be smaller than this comparison.
Continue with a full household calculation and official asset investigation.
Read a replacement value ceiling together with its conditions
Optional threshold comparison subtracts non-vehicle recognized income and the pre-deduction conversion of vehicles kept after replacement from the entered threshold.
The remaining hypothetical monthly headroom is H.
Assuming that a replacement qualifies as a general asset, divide H by the appropriate monthly conversion rate and round down to whole KRW.
A negative headroom or unresolved remaining-vehicle classification cannot produce a usable ceiling.
Basic Livelihood Security: H ÷ 0.0417; Basic Pension: H ÷ (0.04 ÷ 12).
A Basic Livelihood Security passenger car under 10 years old relying on the ordinary value test must also have an assessed value of at most KRW 4,999,999.
A newer Basic Pension passenger car without a high-value exception has a structural general-asset ceiling of KRW 39,999,999.
Being below the ceiling does not satisfy engine capacity, seating, registered class, recognized use or household holding limits.
A livelihood or disability case may need a different recognition route.
The figure is a conservative comparison before deductions, not an officially approved purchase limit or a guarantee of keeping benefits.
Two-month disposal plans and administrative exceptions need evidence
Basic Livelihood Security may accept temporary general-asset treatment where disposal or conversion to livelihood use within two months of the benefit application, or an existing recipient’s explanation date, is definite and recognized by the authority.
Compare the displayed two-calendar-month reference date with the actual official notice.
A sale instruction or business plan may be needed, and a planned livelihood conversion must satisfy the livelihood-vehicle requirements.
Failure to complete the plan can end general-asset treatment, while the local committee may consider recovery of benefit costs in light of household circumstances.
- A seizure entry alone is different from inability to operate the vehicle.
Official recognition must support both inability to sell or scrap and inability to operate.
- Destruction requires an administrative recognition record; simply leaving a vehicle unused is insufficient.
- An illegal-registration case needs a suspension-of-operation order and the additional guideline facts.
Relevant facts include 3 missed inspections, 6 months without mandatory insurance, 50 unpaid traffic fines or 6 unpaid vehicle-tax installments.
- Multiple exceptional vehicles require confirmation of the holding-limit and committee treatment.
Entering disposal plans for several cars does not by itself make all of them general assets.
Practical decisions this comparison can support
Replacing a parent’s used car
Similarly priced cars can have different classifications because of model year, engine or seats.
Obtain registration and assessed-value records before paying a deposit, and include vehicles that the household will keep.
Preparing an application or explanation
If a car creates a large conversion amount, check whether a recognized use or administrative exception was missed.
Bring actual use, income, health, disposal-progress evidence and the official notice together with the calculation.
Work and family vehicles
Acceptance of one livelihood vehicle does not resolve the classification of another car.
With disability transport, livelihood and family cars, the household combination must be checked even when each vehicle meets an individual route.
Keeping cash or buying another car
Compare cash retained after a sale and a replacement under the same assumptions.
A gift, undervalue sale or unexplained proceeds may trigger separate disposed-asset assessment; merely removing the vehicle from the input is insufficient.
Frequently asked questions
1. Is any vehicle worth KRW 5 million or less acceptable?
The ordinary passenger-car value test is below KRW 5,000,000, together with engine and holding-limit requirements.
A newer car worth exactly KRW 5,000,000 does not pass that value test.
Age, another recognition route and full household requirements still matter.
2. Is a car excluded once it is 10 years old?
Age is primarily a general-asset condition.
Basic Livelihood Security still requires the relevant engine/class range, while the Basic Pension uses age as a high-value-vehicle exception.
Age alone is not an asset exclusion.
3. Are both cars converted at 100% if I own two?
Individual routes and household combinations must be considered together.
An ordinary Basic Livelihood Security household normally has one livelihood slot and one general-asset slot, with separate disability, motorcycle and administrative exceptions.
The Basic Pension does not simply inherit that ordinary-car limit.
4. Does essential commuting qualify as livelihood use?
A statement that the car is needed does not automatically qualify.
Confirm whether the vehicle directly supports earning a living, the actual income activity and the vehicle-type conditions with the authority.
Separate income-investigation rules may also apply.
5. Does a large engine always mean a high-value Basic Pension car?
The Basic Pension does not use an engine-capacity test.
Check the individual KRW 40,000,000 threshold for passenger cars, vans and motorcycles and any age, livelihood or other exception.
Trucks and special-purpose vehicles are not classified under the same high-value rule.
6. Can I enter only 1% of the value for a 1% ownership share?
Do not simply multiply value by an ownership percentage.
The authority must review ownership, actual use and duplicate recognition within the same assessed household.
Joint ownership and habitual use of another person’s vehicle remain review items in this tool.
7. Does selling the car remove its value from assessment?
Retained proceeds are considered as financial assets.
The comparison uses 6.26% monthly for Basic Livelihood Security and 4% annually for the Basic Pension before deductions.
Any actual financial allowance must be applied once alongside existing financial assets, and disposed-asset evidence is separate.
8. What if a result needs review or is below the threshold?
First resolve the displayed missing value, age, use recognition or committee approval.
A below-threshold comparison is only the entered scenario before deductions, not a final household eligibility or payment decision.
Take the TXT report and supporting evidence to the local community service center or National Pension Service.
