Special Transport and Voucher Taxi Eligibility & Monthly Budget Calculator

Compare Korean 2026 Seoul special transport, voucher taxi, private taxi and family vehicle cash costs for the same schedule, with membership conditions and the remaining 60-trip voucher limit.

Korean 2026 rules · Seoul fare references + your verified facts

The initial schedule, KRW 15,000 taxi fare and KRW 8,000 / 30,000 family costs are fictional examples. Confirm eligibility and quotes before comparing.

Operator authorization and dispatch require separate checks. Mobility and disability classification are not automatically assessed.

1. Region and upcoming monthly journeys

Use upcoming journeys with the same distance and fare. Previously consumed trips are deducted below and must not be included again as upcoming journeys. The plan month records the calendar and report; rules remain fixed as reviewed on 2026-10-14, without reconstructing historical settlements. Changing region resets the form to example values and unconfirmed facts.

2. Membership route and boarding conditions

Age alone does not create eligibility. The Seoul welfare-call route requires age 14 or older and Seoul residence. Confirm registration, payment and guardian conditions for call-taxi children and the manual wheelchair exception.

3. Fares, limits and your verification record

Seoul special transport: KRW 1,500 through 5 km, +280/km from 5–10 km, then +70/km.

Voucher uses the same bands through 30 km, then +750/km · 60 monthly trips. Total fare rounded down to KRW 100 for budgeting.

Official review date: 2026-10-14 · Operator rules · Voucher operating rules

Include trips deducted after identity-check cancellations. Custom mode supports a fixed copay and monthly trip count only. Confirm monthly monetary caps or percentage subsidies separately with the operator.

4. Private transport for the same schedule

Include call and time / area surcharges in the fare without double counting extras. Obtain a suitable vehicle quote if wheelchair seating is needed. Family costs represent fuel, parking, tolls and allocated cash costs; depreciation and caregiving time are excluded.

Compare eligibility and a complete monthly transport budget

For regular hospital visits, rehabilitation or shopping, repeated journeys matter more than a single fare.
Check whether special transport registration is possible, whether voucher trips remain and what family vehicle contributions actually cost.
This calculator compares four alternatives for the same monthly schedule and keeps membership and boarding conditions separate from the cash budget.

This is a Korea-specific calculator using 2026 rules.
Seoul references were reviewed on October 14, 2026; other regions require locally confirmed unit copays and monthly trip limits.
A confirmed label refers to facts you marked as checked; it does not issue new operator authorization or guarantee a reservation.

Turn a registration check into a practical budget

Use the report when preparing an application or contacting the mobility support center.
Check documents, companions, payment and your actual schedule, then separate supported journeys from full-price overflow.
Even a low cost is unusable when necessary wheelchair equipment or guardian seating cannot be provided.

Membership, wheelchairs and guardians have separate conditions

Special transport registration

Article 6 of the Enforcement Rule of the Korean Act on Promotion of the Transportation Convenience of Mobility Disadvantaged Persons defines the national framework for severe walking disabilities, locally designated older passengers and accompanying family or guardians.
The Seoul operator assesses documents and detailed eligibility, including temporary disability and other exceptional routes.
This calculator does not infer diagnoses or walking-disability classifications.

Voucher membership route

Article 3 of the Seoul operating rules distinguishes disability call-taxi membership from welfare-call membership requiring age 14 or older and Seoul residence.
Children or nonresidents in the call-taxi route are not automatically excluded for those reasons.
Confirm actual registration, personal-information consent and the relevant call process with the operator.

Manual wheelchair exception

Voucher vehicles do not provide onboard wheelchair seating, but the rules allow a manual wheelchair exception.
Confirm transfer into a vehicle seat and folding / loading the chair.
If remaining seated in the wheelchair is necessary, voucher use is excluded from this comparison; private taxis and family vehicles also require suitable vehicles and equipment.

Companions and mandatory guardians

Seoul special transport references allow 3 companions with wheelchair use and 2 without it, excluding the passenger.
Voucher rules allow 2 companions and require a guardian where continued protective supervision is necessary.
Missing a required guardian or exceeding the relevant capacity excludes that alternative; the calculator does not invent additional vehicle bookings.

Enter upcoming journeys and verified facts

Travel days and one-way legs

Enter remaining travel days in the plan month and one-way trips per day.
A return journey counts as two legs; do not count completed journeys again as upcoming travel.
The month records the calendar and report while fares and eligibility remain fixed as reviewed on 2026-10-14; historical monthly settlements are not reconstructed.
If the return distance or fare differs, save separate calculations instead of averaging distances across fare bands.

Charged trips and verification date

Already charged voucher trips include completed rides and applicable deducted cancellations.
The 2025 identity-check notice explains the one-trip deduction for failed identification, so check your actual remaining count.
The official source review date differs from your own eligibility check; save the personal verification date and notice / operator reference separately.

Quotes, extras and family contributions

Include call and time / area surcharges in the private taxi fare and add parking or tolls separately only where needed.
Family costs combine a one-way cash contribution with one monthly fixed allocation for a plan containing journeys.
The initial KRW 15,000 taxi fare and KRW 8,000 / 30,000 family costs are fictional examples, not market averages; replace them with actual quotes and agreements.

Seoul distance fares reviewed for 2026

Special transport costs KRW 1,500 through 5 km, adds KRW 280/km from 5–10 km, then adds KRW 70/km beyond 10 km.
The voucher rate changes to KRW 750/km beyond 30 km, so the two alternatives diverge for longer journeys.

Seoul one-way special transport and voucher distance fares excluding extras
One-way distanceSpecial fare (KRW)Voucher fare (KRW)
5 km1,5001,500
10 km2,9002,900
20 km3,6003,600
30 km4,3004,300
40 km5,00011,800

The operator rounds total special fares down to KRW 100; voucher budgeting uses the same-fare operating rule to apply the same rounding assumption.
At 5.5 km, KRW 1,640 becomes 1,600; at 30.2 km, the voucher raw fare of KRW 4,450 becomes 4,400.
Add separate tolls and parking afterward; actual operator settlement takes precedence if it differs.

Formula: supported travel and full-price overflow

Schedule and remaining support

Planned one-way trips N = travel days × one-way trips per day.
Remaining voucher trips R = monthly limit − trips already charged.
Supported trips S = min(N, R); overflow E = N − S.
Seoul voucher support allows 60 monthly trips; that cap is not assigned to special transport.

Monthly cash cost by alternative

  • Special transport = N × (special fare + extras).
  • Voucher + overflow = S × (voucher fare + extras) + E × (private quote + extras).
  • Private taxi = N × (private quote + extras).
  • Family vehicle = N × one-way cash + fixed monthly allocation.

Savings and confirmation

Savings vs private taxi = private taxi monthly total − alternative monthly total.
Positive values mean cash savings; negative values mean extra cost; the difference is withheld unless the baseline and alternative are confirmed.
With zero journeys the plan costs zero and no per-trip average or cheapest candidate is generated.

How to move from checking eligibility to saving a budget

  1. Ask the center about eligibility and documents, then enter registration for special transport and voucher separately.
One membership does not automatically satisfy every boarding condition for another service.
  2. Enter monthly journeys, one-way distance and companions against your actual family schedule.
Cost alone cannot confirm journeys affected by call restrictions or unavailable bookings.
  3. Compare already charged trips with the remaining count supplied by the operator.
Confirm accessibility and full-price quotes for overflow private taxis.
  4. Enter extras, family costs, a source reference and your verification date.
Preserve which facts were checked and which remain assumptions.
  5. Review the four monthly budgets and overflow costs, then save the TXT report or print it.
Take the remaining registration, payment and service-area questions to the support center.

Fictional example: the same schedule with fewer voucher trips

10 already charged, 40 upcoming

Assume 20 upcoming travel days with 2 one-way trips daily, 10 km each and zero extras.
The KRW 15,000 private taxi fare and family costs of KRW 8,000 per leg plus KRW 30,000 fixed are fictional.
With 50 voucher trips remaining, special and voucher each cost KRW 116,000, private taxi costs 600,000 and the family vehicle costs 350,000.
When all comparison conditions are confirmed, savings versus private taxi are KRW 484,000.

30 already charged, the same 40 upcoming

Only 30 voucher trips remain: supported travel costs KRW 87,000 and 10 overflow trips cost 150,000.
The voucher alternative totals KRW 237,000, saving 363,000 versus private taxi.
Special transport still costs KRW 116,000; with 60 already charged, voucher support is zero and all upcoming journeys cost the private taxi total of KRW 600,000.

Initial personal eligibility and quotes are unconfirmed.
Example costs can be calculated without becoming confirmed savings; registration, boarding, source and costs must first be checked.
Saving conditions alongside numbers prevents a family from treating a cost estimate as a completed application or booked journey.

Read confirmed, conditional and excluded results

Entered facts confirmed

Only checked alternatives enter the lowest cash-cost candidate list.
If one alternative is confirmed while others are pending, the result is not a complete ranking of all services.
Dispatch, treatment timing and the scope of boarding assistance remain separate operator checks.

Conditional estimates and unpriced costs

Pending registration or unchecked notice, boarding and quotes produce a conditional budget without confirmed savings.
A zero private quote means unpriced, not a free journey.
Missing an overflow quote withholds the complete voucher budget; do not read the inexpensive supported portion as the whole monthly cost.

Excluded under entered conditions

Operator exclusions, absent required guardians, excess companions or unsuitable boarding conditions prevent a confirmed cost for that alternative.
The calculator does not assume multiple bookings or split support across vehicles.
With no voucher quota left, that cost alternative is entirely private taxi; the separate voucher eligibility status remains visible.

Use cases: appointments, monthly limits and family help

Regular treatment and rehabilitation

List travel days and return legs for the same hospital first.
Check authorization, temporary eligibility periods and permitted purposes before preparing the application budget.
Submitting a regular call request is not the same as securing a vehicle; plan appointment timing separately.

Running short near month-end

Shopping and family visits can consume trips faster than expected.
Update charged trips and enter only the remaining schedule to expose the cash required for overflow.
Recalculate saved plans after deducted cancellations change the actual remaining quota.

Agreeing family vehicle contributions

Separate fuel, parking and other one-way cash from any fixed monthly contribution.
Owning a vehicle does not remove its running costs, but this budget does not assess buying, selling or total ownership costs.
Use it as a starting point for separate caregiving and cash arrangements.

Long distances and another region

Check actual distance because Seoul voucher fares increase more quickly beyond 30 km.
For another region, enter the local notice and confirm daily and purpose restrictions.
Do not force percentage subsidies or monetary caps into the fixed-unit model; first obtain the actual calculation from the operator.

Checks before relying on the budget

  • Voucher support requires a vehicle dispatched through the authorized call process.
Do not budget a street-hailed vehicle or travel by a guardian alone as the same supported journey.
  • Prepare the welfare card, personal dispatch message and permitted payment card.
Forwarded or captured messages do not establish identity; follow current operator instructions.
  • Each cost is an independent alternative.
Do not apply special transport and voucher support to the same one-way leg or add their subsidies together.
  • Distinguish fictional examples, official operating fares and user-confirmed quotes.
Recalculate saved reports after fare, limit or rule changes; entered confirmation never replaces an operator decision.

Frequently asked questions

Does age or frequent hospital attendance automatically qualify me?

Older age alone does not complete special transport or voucher registration.
Confirm recognized walking disability, local ordinance eligibility, documents and the membership route with the operator; registration in this calculator is a fact you enter, not an automated diagnosis or authorization.

Must every Seoul voucher passenger be at least 14?

The operating rules distinguish disability call-taxi members from welfare-call members who must be Seoul residents aged 14 or older.
The rules also cover under-14 call-taxi passengers and guardian-card payment, so the age restriction is not applied to every route; confirm identity, family relationship, payment and guardian conditions for children.

Does using a manual wheelchair prevent voucher use?

Non-wheelchair use is the general rule, but the operating rules include a manual wheelchair exception.
Confirm transfer into a vehicle seat and loading of the folded wheelchair; if you must remain seated in a wheelchair, compare special transport or a separately confirmed accessible vehicle.

How does a return journey count toward 60 monthly trips?

The outbound and return legs count separately in this budget.
Twenty travel days with two one-way legs make 40 trips; the voucher rules restrict returning without alighting and re-requesting within 10 minutes after alighting, so verify the actual call plan as well.

Should identity-check cancellations be counted as used trips?

The Seoul notice effective June 16, 2025 states that cancellation for failed identity verification deducts one trip.
Include both rides and these deducted cancellations in trips already charged, and use the remaining count confirmed by the application or operator.

Does the voucher fare continue after the monthly limit?

This calculator budgets overflow at the full private taxi quote.
If private taxi accessibility or companion seating is unconfirmed, the monthly budget remains conditional; an unsuitable vehicle cannot be treated as a confirmed alternative for the same journey.

Are time and depreciation included in family vehicle costs?

The family vehicle total adds one-way cash contributions to a fixed monthly allocation.
Caregiving time, vehicle sale proceeds, depreciation and long-term ownership costs are excluded; avoid adding fuel, parking or tolls again if the agreed contribution already includes them.

Can I use another region or next year?

Custom mode supports a schedule expressed through a locally confirmed fixed copay and monthly trip limit.
It does not interpret monthly monetary caps, percentage subsidies or complex distance bands, and the current implementation supports 2026 plans only; verify and update rules before using another year.
