Early scrappage basis

The early scrappage calculation depreciates the original new-car price by 20 percent per year from the 2026 base year, then rounds down to the KRW 10,000 unit. Grade 5 and grade 4 vehicles each use the early scrappage caps in the source constants: KRW 3 million for grade 5 and KRW 8 million for grade 4 in the 3.5-ton-or-under path used by the default page.

Owner type changes the support rate. General owners use 50 percent of calculated vehicle base value, while low-income owners use 90 percent. Low-income and small-business add-ons are each KRW 1 million, and they are not stacked with each other in the source flow.

  • A new-car purchase bonus uses 2.0 times vehicle base value in the model before the cap and total addition rules are applied.
  • A used-car purchase bonus uses 1.0 times vehicle base value.
  • A zero-emission replacement combines the new-car bonus path with an additional 30 percent zero-emission bonus rate.
  • Normal scrappage uses scrap metal value plus an age-based parts value rate of 5 percent, 3 percent, 1 percent, or 0 percent.

Reading the result

The result separates vehicle base value, support rate, uncapped subsidy, cap-limited subsidy, additional support, and replacement purchase bonus. That separation matters because a high original vehicle price can still be limited by the 2026 program cap.

Normal scrappage is a market estimate, while early scrappage is a public-program estimate. Final eligibility still depends on emission grade confirmation, ownership history, inspection, cancellation registration, and the local budget for the relevant program year.
