Grade and driving restriction rules

The emission grade is determined from fuel type and manufacturing year. Electric and hydrogen vehicles are grade 1. Diesel vehicles from 2009 or later are grade 3, diesel vehicles from 2006 to 2008 are grade 4, and older diesel vehicles are grade 5. Gasoline and LPG vehicles can range from grade 1 to grade 5 depending on year.

Fine calculation uses the selected restriction type. The capital-region low-emission zone uses KRW 200,000 per day. Seasonal management, emergency reduction orders, and Seoul green transport zone violations use KRW 100,000 per day in the source constants.

  • Grade 4 diesel vehicles are restricted in the Seoul green transport zone in the modeled case.
  • Grade 5 vehicles are restricted in constant-restriction regions and seasonal regions according to the region table.
  • The seasonal window is modeled as December to March, weekdays 06:00 to 21:00.

DPF and early scrappage support

DPF support is available only for grade 5 diesel or diesel-hybrid cases in the source logic. For vehicles under 3.5 tons, total DPF cost is modeled around KRW 5 million to KRW 6 million with a 90 percent government subsidy. For 3.5 tons or more, total DPF cost is KRW 6 million to KRW 10 million with the same 90 percent rate.

Early scrappage tiers preserve 2026 support caps. Under 3.5 tons uses KRW 3 million maximum for grade 5 and KRW 8 million maximum for grade 4. Heavier vehicles can move through KRW 4.4 million, KRW 7.5 million, KRW 11 million, or KRW 30 million grade 5 caps and KRW 7.2 million, KRW 16 million, KRW 24 million, or KRW 78 million grade 4 caps by displacement tier.

  • Low-income additional support is KRW 1 million.
  • Grade 4 second-stage purchase support is modeled only for EV, hydrogen, or hybrid replacement.
  • Grade 5 EV or hydrogen replacement adds KRW 1 million post-purchase support.
