Area-based usage estimate

Estimated usage starts from base usage per square meter for gas, oil, night electricity, or district heating. It then applies housing efficiency, insulation grade, target temperature, month factor, and regional factor.

Apartment grade 3 insulation at 21 degrees in January will not match a detached grade 5 house at 23 degrees. The Korean model intentionally exposes those inputs because heating bills are highly sensitive to building envelope and target temperature.

Heating-type billing branches

City gas uses tiered usage rates, base charge, VAT, and gas welfare discount. Kerosene uses actual fuel need adjusted by boiler efficiency and the KRW 1,350/L oil price.

Night electricity splits usage into 70% off-peak, 20% mid-peak, and 10% peak, then adds VAT 10% and electric fund 3.7%. District heating uses area-based base charge and Gcal usage charge with a welfare discount rate.

Monthly comparison

The yearly estimate reruns the same input for all 12 months using month factors. January and February are high heating months, while summer months fall close to maintenance-only levels.

Apartment management allocation, central heating rules, fuel adjustment, unmetered losses, and household behavior can change the paid bill, so this estimate should be compared with the actual bill history.
