Korean Farm and Fishery Equipment VAT Refund and Deadline Calculator
Review Korean farm, forestry and fishery equipment VAT refunds under 2026 rules: invoice evidence, a 5% cooperative fee capped at KRW 50,000, net receipts and two quarterly application windows with day 10 and day 25 base dates.
Domestic purchases February 27–December 31, 2026 · Same purchase date, one person, one application
Initial amounts are fictional examples; confirmations start unchecked. Item names alone do not establish eligibility. Imports, duty-free fuel and ordinary input-VAT returns require separate review. Dates in 2027 hold the 2026 rules constant.

Within the base or verified date
A passed base date does not make the refund zero. Verify holiday treatment, extensions, late-claim availability and actual payment timing with the cooperative or tax office.
| Window | Agency base date | Direct base date | Agency payment reference | Direct payment reference |
|---|---|---|---|---|
| After purchase quarter | 2026-10-10 | Direct route unavailable | 2026-11-19 | Direct route unavailable |
| After following quarter | 2027-01-10 | Direct route unavailable | 2027-02-19 | Direct route unavailable |
Payment references use agency base day 10 + 15 days for forwarding + 20 for tax-office refund + 5 for distribution; direct base day 25 + 20 days. They do not start on your personal submission date. These calendar references precede holidays, extensions and corrections; entering a verified final date does not change this base-date table.
Next steps and documents
- Request a proper itemized tax invoice and compare the annex wording with actual use.
- Agency: submit Form 5 and tax invoices to the cooperative.
- First annual agency claim by a nonmember individual: prepare the local/village fishery confirmation or relevant business registration confirmation issued within three months.
- Off-purpose use or improper invoices can trigger recovery of VAT plus interest-equivalent amounts and, when statutory conditions are met, a two-year suspension.
Check the refund conditions before counting the cash
Replacing greenhouse film or pipes creates a substantial VAT outlay as well as a materials bill.
This calculator helps review the Korean special refund for agricultural, forestry and fishery equipment, compare the refund and cooperative fee, and prepare an application schedule.
A product being described as agricultural equipment does not mean every purchase qualifies: purchaser status, exact item restrictions, use and tax invoices all matter.
It is designed for operators and family members organizing their paperwork before a large purchase or a quarterly deadline.
Initial amounts are fictional examples and the confirmation boxes start unchecked.
Confirm only what you have verified against actual records.
This is a South Korea 2026 planning tool in KRW; the authority decides eligibility and payment.
The decision to make next
Request a proper itemized tax invoice, check the annex and actual use, and choose an available agency or direct application window.
The result is a comparison under your entered conditions rather than an approval.
Zero rating, post-purchase refund and exclusion
Annex 5 or 6 refund
Review VAT paid on taxable purchases after checking eligibility, item/use restrictions and evidence.
Annex 5 covers agricultural/forestry equipment and Annex 6 covers fishery equipment.
Zero-rated supply
Separate conditions under Act Article 105 and the relevant decree can make supply VAT zero.
No additional post-purchase refund is added to an amount with no VAT.
Excluded or unverified
A confirmed exclusion means zero under this special scheme; an unverified item stays pending.
Keep an unknown classification pending until reviewed.
Zero rating is determined by legal conditions, not by choosing whichever result is larger.
The verified version of Article 105 applies the relevant equipment zero rating to supplies through December 31, 2028.
Check the law again for later supplies.
Who qualifies and which items need checking?
Verify farmer, forestry or fishery status under Restriction of Special Taxation Act Article 105-2 and Decree Article 6.
For the domestic purchases supported here, equipment must be bought from a general VAT taxpayer and used for its original agricultural, forestry or fishery purpose.
Business registration affects access to direct filing but does not establish all refund conditions.
- Film: specified greenhouse, nursery, crop-covering and fruit/tree-fruit uses, plus only the listed fixing accessories
- Pipes: limited to crop/livestock greenhouses or fruit/tree-fruit cultivation
- Packaging boxes: paper boxes for agricultural, forestry or livestock products; other materials need a different item review
- Shade nets: tobacco/shiitake drying or fruit, flower, vegetable, wildflower or mountain-vegetable cultivation
- Cold storage: agricultural/forestry produce facilities with floor area at most 17 m²
These are summaries of selected Annex 5 entries, not a complete list.
Use the other Annex 5 or Annex 6 category only after matching the full wording.
Check contracts, specifications and installation evidence with the cooperative instead of relying solely on an agricultural label in advertising.
What the inputs mean
Net, gross or invoice VAT
Net supply value excludes VAT, while the gross amount includes it.
Confusing these produces a different estimate.
When actual invoice VAT is available, select that mode and enter only the tax amount.
One date and application
Every row uses the same purchase date and the total represents one person making one application, with up to 12 items.
Review different purchase dates or separate applications separately so their windows and fee caps are not mixed.
Evidence confirmations
Check a proper tax invoice with item names and quantities separately stated.
A quote or memory of payment is insufficient for the confirmation box.
Review supplier identity, timing and accurate contents.
As-of and verified dates
The as-of date measures days remaining.
Enter a final applicable date only after the authority verifies holiday or special-extension treatment for your selected route and window.
Base dates are not automatically holiday-adjusted final deadlines.
Refund and cooperative-fee formulas
- Net amount: estimated VAT = net supply value / 10
- Gross amount: estimated VAT = gross amount / 11
- Invoice VAT: use the actual tax amount entered
- Agency fee estimate = min(combined refund × 5%, KRW 50,000)
- Agency net = refund − fee; direct net = refund
Fractional won in estimated VAT and fees are rounded down for comparison; verify the official form and cooperative settlement rounding.
The cap applies once per person per application, not separately to every item.
At 10% VAT, KRW 100 million of net supply value implies KRW 10 million VAT; KRW 100 million including VAT does not imply the same tax.
Any pending item, eligibility condition or invoice keeps the full refund and net payment pending.
Confirmed-row and pending-row subtotals remain separate so you can identify what needs work.
An ordinary input-VAT credit or current suspension also triggers a separate review message to help avoid duplicate or improper claims.
Two quarterly windows and payment references
Decree Article 9 uses the month after the purchase quarter or the following quarter ends.
The base agency date is day 10 and the base direct date is day 25.
They are not necessarily in the month immediately after purchase.
A September purchase belongs to Q3 and also has the following Q4 window.
| Route | After purchase quarter | After following quarter |
|---|---|---|
| Agency base date | 2026-10-10 | 2027-01-10 |
| Direct base date | 2026-10-25 | 2027-01-25 |
A passed base date does not establish forfeiture
Check National Tax Basic Act Article 5 for Saturdays, Sundays, public/substitute holidays and Labor Day, plus any special extension.
Also verify the cooperative’s internal cutoff.
The calculator does not set the refund to zero or determine late-claim rejection solely because a base date passed.
The cooperative forwards applications within 15 days after the agency application deadline; the tax office refunds within 20 days after the application period ends; the cooperative distributes within 5 days after receiving the refund.
The agency calendar reference is base day 10 + 15 + 20 + 5 days; the direct reference is base day 25 + 20 days.
For the first window above, these are November 19, 2026 for the agency and November 14, 2026 for direct filing.
These are base-date references before holidays, extensions and corrections, not payment promises counted from personal submission.
Application steps and documents
- Verify purchaser eligibility and actual use against the annex, specifications and transaction records
- Review item names, quantities, supplier and invoice timing, and request missing evidence
- Enter one same-date application batch using actual invoice VAT where possible and inspect pending conditions
- Compare the agency route with direct filing if registered, then verify the applicable deadline
- Save the review, prepare the required forms and retain submission and refund records
Agency application
Prepare Implementing Rule Form 5 and tax invoices.
A nonmember individual’s first annual claim needs review of a local/village fishery confirmation or relevant business registration confirmation issued within three months.
Verify the cooperative-member individual exception and the farmer/fisher confirmation rule for relevant corporations separately.
Direct application
Registered individuals/corporations covered by Decree Article 8 submit Form 6 and the purchase tax-invoice summary to the business tax office.
For a first annual individual-business application, review the cultivation/fishery certificate or relevant registration confirmation.
The direct route is unavailable to unregistered individuals.
Worked examples
KRW 11,000,000 including VAT
Assuming all conditions are verified, film with this gross price has estimated VAT of KRW 1,000,000.
The agency fee is KRW 50,000 and net receipt KRW 950,000; an eligible registered direct applicant compares KRW 1,000,000.
Personal preparation and travel costs are not included.
KRW 1,000,000 excluding VAT
Estimated VAT is KRW 100,000, the fee KRW 5,000 and agency net KRW 95,000.
Two rows with KRW 500,000 VAT each, submitted together, have a combined fee of KRW 50,000.
Check both small and large applications against original records.
With an as-of date of October 30, 2026, the first base dates for the September purchase have passed.
The following base window is 72 calendar days away for the agency and 87 for direct filing.
These counts do not predict holiday extensions or future law; distinguish them from the actual accepted submission dates.
Practical ways to use the review
Before replacing a greenhouse
If a quote combines materials and installation, ask for a breakdown of eligible equipment and actual VAT.
Treating the whole construction cost as refundable equipment can overstate the result.
Verify item-level treatment with the supplier and cooperative before entering a bundled quote.
Organizing a parent’s paperwork
Group original tax invoices and transaction records by date, instead of collecting only card statements.
All rows here share a purchase date: review different dates separately, then confirm the actual filing batch and fee with the cooperative.
The saved review does not replace the official application form.
Comparing registered-business routes
If direct filing is available, consider preparation and submission effort alongside the fee difference.
Confirm the boundary with ordinary input-VAT credit with the person preparing the return.
Establish which route actually applies before choosing between the numbers.
Recovery, suspension and scope limits
Off-purpose use, transfer to a person outside the eligible group, invoices without a real supply and other improper evidence can trigger recovery of refunded VAT plus an interest-equivalent amount.
Decree Article 10 uses refunded VAT × relevant days × 22/100,000; this tool does not calculate recovery liability.
Do not alter invoices yourself or claim the same transaction through overlapping mechanisms.
Two-year suspension needs its own review
The rules include three or more recoveries within the last two years, or a recovered-tax total exceeding KRW 3 million over the five-year lookback under Decree Article 12.
The two-year suspension runs from the notice satisfying the applicable statutory condition.
Do not infer suspension from the Act’s KRW 2 million wording alone; verify the authority’s notice, conditions and dates.
This version supports domestic purchases from February 27 through December 31, 2026 only.
Imports/customs, duty-free fuel, ordinary input-VAT returns, earlier purchases and subsidy settlements are outside scope.
Schedules shown in 2027 hold the current 2026 rules constant for these purchases.
Recheck annexes, documents, deadline treatment and any legal amendments before applying.
Frequently asked questions
Can a nonmember use the cooperative route?
Cooperative membership alone does not determine refund eligibility.
An unregistered individual should verify the cooperative where they are a member or the appropriate cooperative for their address or residence.
For a first annual application, ask about the additional nonmember confirmation documents and where to submit them.
Is a card receipt sufficient instead of a tax invoice?
A tax invoice is an attachment required for this special refund.
Evidence of card payment is different from a proper tax invoice.
Verify separately stated item names and quantities, the supplier and issuance timing.
Request appropriate evidence; do not alter the original or create an invoice yourself.
Should I multiply a VAT-inclusive amount by 10%?
For an ordinary 10% taxable transaction, VAT is the gross amount divided by 11, not 10% of the gross amount.
Net supply value is divided by 10.
If you know the actual invoice VAT, enter that amount directly and check any rounding difference against the original invoice.
Can any registered business apply directly?
Decree Article 8 covers registered individuals and corporations that also qualify under Article 6.
Registration under the VAT, Income Tax or Corporate Tax Act does not by itself establish farmer/fisher eligibility or item eligibility.
Avoid claiming both ordinary input-VAT credit and this special refund for the same VAT.
Is the refund automatically zero after day 10 or 25?
The calculator compares the base dates of the two ordinary application windows.
Holiday treatment, individual extensions and possible late-claim procedures need separate review.
A passed base date does not determine forfeiture or rejection; show your evidence to the cooperative and relevant tax office.
Is a farmer/fisher confirmation always needed?
Documents depend on the route, individual or corporate status, first annual application and cooperative membership.
First-time nonmember individuals using an agency should check a local/village fishery confirmation or the relevant business registration confirmation issued within three months.
Direct first-time individual businesses have a separate cultivation/fishery confirmation branch.
Verify the displayed checklist with the authority.
Can I enter fishery equipment or zero-rated items?
For fishery equipment, compare the complete Annex 6 wording yourself before selecting that category.
No automatic detailed fishery classification is provided.
A separately verified zero-rated supply has zero supply VAT and no additional post-purchase refund.
Similar names can have different treatment because of materials, use restrictions or the purchaser.
Is payment guaranteed on the reference date?
The reference does not promise payment a fixed number of days after your personal submission.
A cooperative has a forwarding period, the tax office refunds after the application period closes and the cooperative distributes after receiving the money.
Holidays, extensions, corrections and actual handling can change the schedule.
Confirm payment timing before relying on it for cash flow.
