New buildings receive a whole-building requirement estimate. Changes of use and extensions receive a reference for the entire proposed building. The district must confirm the additional legal obligation for an existing building.
Check building use before estimating parking in Seoul
This calculator applies ordinary Seoul building parking rules to facility areas and residential unit mixes.
A neighborhood facility and a general office can require different parking counts even when their floor areas are identical.
Before signing a lease for a new tenant, converting a floor or extending a building, compare the recorded building use with the proposed design.
Underestimating parking can lead to redesign and delays; overstating an existing building’s additional obligation can create an unnecessary construction budget.
The calculator provides a whole-building requirement estimate for new buildings within its supported scope.
For changes of use and extensions, it calculates a current-rule reference for the entire proposed building, then compares that reference with existing recognized spaces.
The comparison is a simple shortfall, not a determination of an existing building’s incremental legal obligation.
Use the worksheet with approved drawings when consulting an architect and the district office.
These are Korean rules for Seoul, checked in 2026; the English interface does not change the jurisdiction or replace permit review.
Supported scope and applicability checks
Five input groups
The supported groups are neighborhood/lodging facilities, general offices, retail facilities, warehouses and ordinary residential facilities under Seoul Annex 2 item 5.
For one eligible residential facility or officetel, group units with the same exclusive floor area.
Combine all floors of each nonresidential use before entering the area.
Rules requiring separate review
Parking-cap areas, district plans, station-area relief, mechanical-parking exceptions and locations outside Seoul are outside this calculation.
An unknown area status or a special-rule selection withholds the numerical result.
Public offices, foreign missions, entertainment, medical, factory and dormitory uses must not be entered as a similar supported use.
Residential applicability needs its own check.
Housing projects directly governed by the Housing Construction Standards, urban-type housing, senior housing, public-rental or station-area exceptions and multiple residential buildings can follow different rules.
An informal description such as an officetel or a multi-unit house is insufficient to settle the governing regime.
The residential confirmation box means the ordinary Seoul Annex 2 item 5 method has been confirmed to apply; it does not waive exceptions.
Nonresidential standards in Seoul Annex 2

Enter class 1 neighborhood, class 2 neighborhood and lodging uses separately even though each has the same 134 m² divisor.
Combining different uses before retaining one decimal can change the mixed-use result.
Nonresidential facility area includes allocated common floor area and excludes internal floor area used for parking.
A lease’s exclusive floor area alone can omit corridors, stairs and other common portions.
For a mixed-use building, retain the allocation schedule showing how common areas were attributed to each use.
Do not add the same common area to every use.
A business sign or tenant’s description does not replace the classification in the building register.
A small office can be classified differently from a general office facility.
Some first-class neighborhood facilities are expressly excluded, and special provisions in other legislation may apply.
If an unsupported use forms part of the building, do not present the supported subtotal as a complete building requirement.
Mixed uses and nonresidential rounding
Divide, combine, then apply the correct rounding stage
- Divide each use’s facility area by its area-per-space standard.
- For mixed uses, retain one decimal place for each nonresidential use by discarding later decimals, then add those values.
- Round a fractional remainder of 0.5 or more up to one space; discard a smaller remainder.
- If the entire building has no residential component and its calculated total is below 1, use zero spaces. Calculate residential demand separately.
A single neighborhood facility of 133.99 m² is below the 134 m² threshold and returns zero under the whole-building below-one exception.
At 134 m² the result is 1 space; at 200.99 m² it remains 1; at 201 m² the quotient is exactly 1.5 and the result is 2.
Always rounding up, or rounding every use to an integer before adding, can produce the wrong result.
For a mixed example, a neighborhood facility of 80.4 m² and an office of 60 m² contribute 0.6 spaces each.
The combined 1.2 becomes 1 nonresidential space.
Do not split the same neighborhood use across floors and round each floor: aggregate its 201 m² before calculating.
When housing is present, keep its separately rounded count out of the nonresidential rounding calculation.
The result table shows both raw and included demand so these stages can be inspected.
Residential and officetel demand: compare two standards
Exclusive-area standard
Under the special-city column, divide exclusive area by 75 for units of 85 m² or less, and by 65 for units above 85 m².
Multiply by the number of units in each identical-area group and add the contributions.
Do not include common corridors or parking floor area in residential exclusive area.
Sum(exclusive area × units / 75 or 65)
Seoul per-unit minimum
Use 0.5 spaces per unit at 30 m² or less, 0.8 above 30 m² through 60 m², and 1 above 60 m².
Compare the aggregate area-based demand with the aggregate per-unit minimum.
Round the larger aggregate up once, instead of rounding individual units or rows first.
Residential spaces = ceil(max(area demand, unit minimum))
Three units at 30 m² give area demand of 1.2 and a unit minimum of 1.5, resulting in 2 spaces.
At 30.01 m² each, the same three units have a minimum of 2.4 and require 3 spaces.
Five units at 60 m² give 4 spaces under both methods; at 60.01 m², their unit minimum becomes 5.
Use precise approved exclusive areas when a unit is near a threshold.
The boundary between 85 m² and 85.01 m² changes the area divisor from 75 to 65.
Looking only at per-unit minimums can understate parking demand for larger units.
The 0.7 minimum for smaller units in directly applicable housing-project rules must not be substituted for the ordinary Seoul ordinance’s 0.8.
Urban-type housing and other special regimes require a separate review of the applicable legislation and local strengthening provisions.
From input to a consultation worksheet
- Collect consistent records.
Prepare the building register, approved drawings, proposed floor plan, common-area allocation schedule and recognized parking count. - Select the project type and confirm the area rules.
Choose a new building, change of use or extension, then confirm that parking caps or special relief do not apply. - Enter the entire proposed building.
Use common-area-inclusive figures for nonresidential uses and exclusive areas for residential units.
Do not enter only the changed room or additional floor. - Review intermediate calculations.
Check area, divisor and included demand, both residential standards and the final rounding of each component. - Download TXT or print for consultation.

Its general-area assumption is illustrative and is not a finding about your building.
Existing recognized spaces mean approved capacity, not the number of cars currently parked.
Painted but unapproved bays and a mechanical device’s nominal capacity may differ from legally recognized spaces.
Retain the records supporting the number entered.
Worked example: neighborhood use plus office use
A total of 4, with 2 existing spaces, gives a simple shortfall of 2
Assume a general area in Seoul with 268 m² of neighborhood facilities and 200 m² of general offices.
The contributions are 268 / 134 = 2 and 200 / 100 = 2, for a total of 4 spaces.
With 2 recognized existing spaces, the simple shortfall is 2.
Selecting change-of-use or extension mode with the same inputs preserves the whole-building reference of 4 and the simple shortfall of 2, while leaving the additional legal obligation undetermined.
In a mixed residential example, one 30 m² unit under the ordinary Seoul ordinance produces 1 residential space after rounding up.
An office of 60 m² contributes 0.6, rounded to 1 nonresidential space.
The combined requirement is therefore 2 spaces.
Do not add the residential and nonresidential raw demands and apply one ordinary rounding operation to the combined number.
A simple shortfall is not an existing building’s additional legal obligation
Parking Lot Act Enforcement Decree Article 6(4) addresses the difference between before-and-after uses under the standards in effect when the use changes.
Notes 5–7 to Seoul Annex 2 address the affected portion, before-and-after residential extension calculations, accumulation of small extension fractions and below-one treatment of changed portions.
Subtracting existing spaces from a current-rule whole-building total does not reproduce all those requirements.
A building lawfully approved under earlier standards can have a different incremental obligation from its apparent whole-building shortfall under today’s rules.
The exception for certain buildings more than 5 years after use approval and below 1,000 m² gross area includes exclusions based on the new use.
The version effective 2026-08-28 also includes a conditional small-officetel conversion provision with a 2027-12-31 application or notification deadline.
This calculator does not automatically approve either exception or authorize removal of existing parking.
For existing buildings, take the whole-plan comparison to the district alongside the originally approved count, recognized relief, before-and-after uses and areas of the affected portion, and the history of repeated changes.
The distinction helps avoid both unnecessary parking construction budgets and missing a real incremental requirement.
The result and downloadable worksheet explicitly leave the additional legal obligation undetermined in both existing-building modes.
Three practical planning situations
Before replacing a commercial tenant
Check whether the tenant’s activity changes the registered building use, then compare parking demand for the proposed whole plan.
Before committing to a higher-rent lease, ask an architect to calculate the actual incremental requirement for the affected portion.
The simple shortfall is the starting point for that discussion.
Before choosing a residential unit mix
Vary exclusive areas and unit counts to see whether area demand or the per-unit minimum controls the result.
Dividing units solely to reduce parking numbers may conflict with other building requirements or practical rental demand.
Confirm the governing regime and compare complete designs.
Before repairing mechanical parking equipment
Record recognized capacity and the whole-building reference before discussing removal or replacement.
An apparent surplus does not authorize demolition.

Frequently asked questions
Does this apply to every address in Seoul?
No.
Article 21 parking restriction areas, Annex 3, district plans and special relief may change the applicable rules.
This calculator requires confirmation of ordinary general-area applicability and does not classify addresses automatically.
Can I enter only a commercial unit’s exclusive area?
Nonresidential facility area includes allocated common areas and excludes internal parking areas.
Check the building records and area schedule.
Residential inputs instead use each dwelling’s exclusive area.
Are all fractions rounded up?
No.
Nonresidential demand uses the 0.5 rounding threshold and the wholly nonresidential below-one exception.
Mixed nonresidential uses first retain one decimal per use.
Residential demand under item 5 uses the larger of two aggregates, rounded up separately.
Does zero shortfall mean a change of use is permitted?
No.
Bay dimensions, aisles, access, accessible parking, other building standards and change procedures still need review.
The district must confirm the incremental obligation.
What happens at exactly 30 m² or 60 m²?
Exactly 30 m² is in the 0.5-space ordinance band; exactly 60 m² is in the 0.8 band.
Any excess moves the unit into the next band.
Use approved square-meter values instead of approximate conversions near thresholds.
Are accessible, family and EV bays included?
The result reviews total parking demand and does not determine specialized bay counts or layouts.
Facility type, overall scale, mechanical-parking treatment and the governing rules affect those requirements.
Ask the designer how specialized bays relate to the total count rather than simply adding or double-counting them.
Can a payment replace missing parking spaces?
Nearby parking and payment in lieu under Parking Lot Act Article 19 have their own conditions and local procedures.
A shortfall alone does not create a universal right to pay instead of providing spaces.
Confirm eligibility and amounts with the district.
