This English page follows the Korean Building Act enforcement-fine model for unauthorized building, unreported building, coverage-ratio excess, floor-area-ratio excess, and unauthorized use change.

Base formula

The 2026 new-building price base is KRW 860,000 per square meter. For type-1 violations, the model uses unit standard value times 50 percent times violation area times the violation-type rate.

The violation-type rate is 80 percent for building coverage ratio excess, 90 percent for floor area ratio excess, 100 percent for unauthorized construction, and 70 percent for unreported construction. Unauthorized use change uses 10 percent of the violated part value.

Reduction and surcharge

Residential buildings with floor area up to 60 sqm can receive a reduction up to 50 percent in the modeled rule. The calculator exposes the reduction floor area and reduction rate because the local government applies the actual case facts.

For-profit violations over 50 sqm and habitual repeated violations can receive a surcharge up to 100 percent. The annual charge count is limited to one or two times per year in the source model.

Repeated charges

The result shows one-charge fine, annual fine, cumulative fine, base fine, reduction, surcharge, and charge count. Enforcement fines can repeat until correction, so a small initial violation can become expensive if left unresolved.
