What does this Korea public works premium calculator check?
This calculator reconciles employer national health, long-term care and national pension premiums before the completion-payment claim on one Korean national-government works contract.
It helps small construction businesses and site administrators identify missing evidence, overlapping entries and payments belonging to another site.
It uses amounts already paid or documented; it does not assess new premiums from payroll or insurance rates.
Three decisions before the completion claim
- Find the amount supported by current evidence within each insurance allocation cap.
- Subtract cumulative insurance amounts already paid in progress payments, keeping additional-payment and overpayment reviews separate.
- Prepare unresolved evidence and delayed final certificates for confirmation by the client and supervisor.
The displayed difference is an insurance reconciliation item, not an approved deduction from the entire completion payment.
VAT, associated overhead percentages and other contract amendments require separate reconciliation with the contracting officer.
All financial inputs and outputs are in Korean won (KRW), with Korean 2026 contract rules and no exchange-rate conversion.
Verified 2026 sources and the national-contract boundary
Sources were checked on 2026-10-26 through the National Law Information OPEN API, including current-status fields and full article text.
The principal rules are Government Bidding and Contract Execution Standards, Ministry of Finance and Economy Contract Directive No. 172, effective 2026-08-25, administrative-rule serial 2100000284266.
Articles 91–94 cover the applicable premiums, separate allocations, bidding-notice conditions and settlement evidence.
Supported after confirmation
Use one ordinary national-government construction contract whose notice and conditions confirm post-settlement of these premiums and application of this rule version.
General Conditions for Construction Contracts Article 40-2 connects payment-stage settlement to Execution Standards Articles 93 and 94.
Other conditions need separate review
Local-government, public-enterprise, public-institution and private contracts are outside automatic support.
An older notice, another applicable version or an uncertain amendment must be checked with the client before enabling settlement figures.
A source-check date does not establish which transitional provision governs a particular contract.
The General Conditions source is serial 2100000276690, Directive No. 147, effective 2026-04-30.
State Contracts Enforcement Decree Article 73, MST285893, effective 2026-06-03, supplies the general post-cost-review contract context cited by Article 93.
The general percentages in Decree Article 73 are not insurance rates or the premium caps used in this calculator.
Match allocation caps, prior payments and payment evidence
Allocated cap C
Enter the health, care and pension amounts separately from the bidding notice and confirmed contract amendments.
Do not apply an assumed winning-bid ratio or include an unconfirmed increase.
If the notice and amended schedule differ, ask the contracting officer which documented cap applies.
Prior insurance payments P
This is the cumulative amount of the relevant premium already paid through progress or earlier settlements.
It is not the entire progress payment, nor a claim that remains unpaid.
Evidence rows cover the entire contract cumulatively, including evidence previously used; P is subtracted once after the cap calculation.
Employer paid amount M
Use the employer share on the payment certificate, excluding the employee share.
The calculator never halves an employer-and-employee total automatically.
If the employer-only amount has not been confirmed, the row retains an unknown eligible amount instead of adding that total to quantified pending evidence.
Site, period and acceptance
Match worker type, separate site payment, the certificate period, direct-labor status and the confirmed site roster and days.
Subcontractor evidence includes its payment certificate and proof that the relevant part of the previous progress payment reached the subcontractor.
Where there was no previous payment, confirm that fact as part of this check.
Blank means unknown; 0 is a confirmed zero.
Money is entered in whole KRW, up to 1 trillion per field, days up to 3,660 and evidence up to 30 rows.
Number fields preserve the editing draft; an above-limit draft resolves to its limit when leaving the field, so compare it with the source again.
Use anonymous evidence-period references such as A-01, without real names or identity numbers.
Site attribution for daily and permanent production workers
Daily workers: the site-specific certificate
Article 94(3)(1) uses the payment amount recorded for the relevant workplace.
A company-wide aggregate without a site-specific certificate is held pending; the calculator does not invent a daily-worker allocation percentage.
Obtain the evidence that identifies the actual amount for this site.
Company-paid permanent direct labor: M × d ÷ D
Article 94(3)(2) concerns permanent production workers within direct labor.
Multiply the company-paid employer amount M by actual site days d confirmed by the client or supervisor and divide by the confirmed contract-performance period D.
The amount and both day counts must correspond to the same accepted period.
Do not divide a monthly payment by an unrelated whole-project period; obtain the accepted basis or separate the evidence into appropriate periods.
A = floor(M × d / D)
Permanent workers paid separately for the site
The proviso in Article 94(3)(2) applies the site-certificate treatment when premiums are paid separately for that workplace.
The calculator does not multiply the site amount by a day ratio again.
Permanent-production direct-labor status and site attribution must still be confirmed.
The allocation denominator must be at least 1 day and actual site days must be between 0 and D.
Confirmed zero site days produce zero attribution; blank days remain unknown.
Each allocated row is floored to a whole KRW using integer arithmetic.
This is the tool’s review convention, not a claim that it reproduces the client’s or insurer’s statutory rounding.
Calculation order: cap, pending scenarios and prior payments
- Add attributable rows to verified evidence V only when status, employer-only amount, site attribution, worker requirements and relevant subcontractor checks are complete.
Pending acceptance and delayed certificates remain separate; excluded rows are outside both scenarios.
- For each insurance, calculate the capped checked amount B = min(C, V).
Evidence above its cap does not automatically increase the contract amount or move to another insurance line.
- For quantified pending attribution T, calculate the all-pending-accepted scenario H = min(C, V + T).
If the evidence list is incomplete or a pending eligible amount is unknown, keep the upper scenario open up to C.
This is a scenario boundary, not an approval probability or promised payment.
- The difference from allocation is C − H ~ C − B.
The additional-payment review range is max(B − P, 0) ~ max(H − P, 0).
The overpayment review range is max(P − H, 0) ~ max(P − B, 0).
Unknown evidence is not zero
A complete list with no unresolved rows produces a single arithmetic difference, while client acceptance and payment approval remain necessary.
If C or P is unknown, dependent outputs and the affected totals remain pending; independently known insurance results are retained.
Do not fill gaps with zero merely to obtain a total.
Step-by-step preparation of the completion review
- Check the contracting authority, post-settlement clause and applicable version in the notice and contract.
Do not tick an unverified condition solely to open the results.
- Transfer each insurance cap and cumulative previously paid premium to their separate fields.
Split any combined prior-settlement figure by insurance before entering it.
- Organize cumulative payment certificates and rosters by worker, insurance and payment period.
Health and care for the same worker are different insurance rows, but the same insurance and period must not be entered twice.
- Select daily or permanent worker and site-specific or company payment.
For company-paid permanent direct labor, enter the confirmed days; leave unverified direct-labor, roster or subcontractor checks unresolved.
- Confirm whether the cumulative list is complete, inspect each insurance result and save the TXT review.
Attach the underlying evidence and ask the client or supervisor to confirm accepted amounts and separate-settlement arrangements.
When using the report to discuss a real project, record the assumptions and any revised source figures.
The example button is fictional and demonstrates arithmetic; it is not verified project evidence or a market average.
Its fictional origin label remains after you edit example inputs.
Worked example: a delayed certificate and pension overpayment
In this fictional contract, the health cap is KRW 1,000,000 and prior health payments are KRW 400,000.
A site-specific daily-worker amount of KRW 600,000 plus company-paid permanent-worker attribution of 300,000 × 30 / 90 = 100,000 gives verified health evidence of KRW 700,000.
A further KRW 200,000 awaits a delayed final certificate.
The currently checked health additional payment is KRW 300,000; acceptance of the delayed evidence raises that scenario to KRW 500,000.
Fictional insurance settlement review amounts in KRW| Insurance | Cap | Verified | Prior paid | Additional review | Overpaid review |
|---|
| Health | 1,000,000 | 700,000 | 400,000 | 300,000 ~ 500,000 | 0 |
| Care | 100,000 | 70,000 | 50,000 | 20,000 | 0 |
| Pension | 1,200,000 | 800,000 | 900,000 | 0 | 100,000 |
Read the totals separately
The total capped checked amount is KRW 1,570,000.
The allocation difference is KRW 530,000 ~ 730,000, additional-payment review totals KRW 320,000 ~ 520,000 and overpayment review totals KRW 100,000.
The calculator does not net the pension overpayment against other insurance additional payments.
Give the contracting officer the insurance-specific evidence behind both figures.
How to read the result cards
- Verified attributable: the sum supported by every selected confirmation before applying the insurance cap.
Rows missing site or direct-labor confirmation may be absent even if their entered payment looks sufficient.
- Quantified pending and delayed subset: pending rows with computable attribution, with the delayed-final-certificate portion shown separately.
The delayed figure is already inside pending and must not be added a second time.
- Rows with unknown amount: evidence whose payment amount, allocation days or employer-only basis remains unknown.
These are not zero-value findings; they explain why the upper scenario remains open.
- Verified above cap: the portion of verified attributable evidence above that insurance allocation.
Additional paid premiums do not alone authorize a contract increase; check the confirmed amendment and notice conditions.
- Overpayment review: prior payments exceed currently checked evidence or the possible acceptance scenario.
A positive minimum means a difference remains even if all pending evidence is accepted under the entered cap; recheck prior insurance classification and cumulative evidence.
Insurance-specific results can remain useful while a combined total is pending.
Obtain a missing cap or prior-paid amount from the source rather than replacing it with zero.
Even a completed arithmetic comparison describes your evidence inputs, not an official determination that every document is legally acceptable.
Three practical construction-administration scenarios
Permanent staff moving between sites
Match the same company payment period with the accepted days at each site.
Check that time is not counted twice and attach the roster confirmed by the client or supervisor.
This tool does not inspect all other sites’ rosters automatically.
Subcontractor evidence arriving late
Keep confirmed main-contractor evidence and pending subcontractor rows separate.
Check both the subcontractor payment certificate and prior onward-payment proof.
Do not mark the contract review complete merely because the certificate itself has arrived.
A delayed final payment certificate
Article 94(2)’s proviso requires separate settlement where the final certificate can be issued only after the completion claim.
Keep the row delayed and confirm the issue date, submission method and accepted amount with the client.
Do not treat delay as zero or as an already approved additional payment.
The TXT review is a starting document for reconciliation discussions.
It does not replace original certificates or site rosters.
Send the reference-to-evidence mapping with the figures so the recipient can verify how each row belongs to this contract.
Input checks, exclusions and interpretation limits
Check cumulative evidence and double subtraction together
Enter evidence for the entire contract, not just newly obtained completion-stage certificates.
A replacement certificate covering an already entered period must not be added again as a new payment.
Identical evidence-reference and insurance combinations are blocked, but renamed duplicate documents and overlapping periods require manual review.
- Employment and industrial-accident annual provisional/final premiums and employee health-payroll annual settlement are separate systems.
- The calculator does not assess eligibility, insurance rates, newly billed amounts, insurer arrears or refunds.
- A receipt total alone does not establish employer share or attribution to this site.
- There is no automatic historical-rule, contract-date or amendment-effect determination.
- Legal acceptance of evidence and payment approval remain with the contracting authority.
Apply the cap independently for health, care and pension; a surplus in one line does not fill a shortfall in another.
Recheck whether employee share, another site or indirect labor has entered the evidence.
Confirm the accepted period and rounding convention with the client before translating this review into an official settlement schedule.
VAT, associated overhead and overall contract-price adjustments remain outside the displayed insurance figures.
Frequently asked questions
Can I apply this to local-government construction?
This model supports a confirmed national-government works contract and the stated current national rules.
Local, public-enterprise and private contracts require their own conditions; the settlement output remains pending for them.
Can I combine health and long-term care amounts?
Keep the notice caps and payment evidence separate for each insurance.
An over-cap amount in one insurance is not automatically transferred to another.
Should I halve a certificate containing employee premiums?
Do not assume that half is the correct employer amount.
Confirm the employer-only share for the relevant person and period with the insurer or administrator.
Until confirmed, the row retains an unknown eligible amount.
Are separately paid permanent-worker premiums prorated again?
The proviso in Article 94(3)(2) applies the workplace-specific certificate treatment to separate site payments.
No second day-ratio reduction is applied, while permanent production direct-labor status and site attribution must still be checked.
What if the final certificate comes after the completion claim?
Article 94(2) provides for separate settlement of that premium.
Keep the delayed status and ask the client to confirm issuance, submission and settlement arrangements.
Should prior progress payments be removed from evidence first?
Enter cumulative evidence for the whole contract and place already paid insurance amounts separately in P.
The calculator subtracts P once; removing it from the evidence as well would double-subtract.
Why are a blank amount and zero treated differently?
Blank means the amount has not been confirmed; zero means a confirmed zero.
Unknown amounts or a possibly incomplete list keep the scenario range open instead of implying a final reduction.
Can I deduct the displayed difference immediately?
The arithmetic difference is not an approved deduction or payment.
Ask the client to confirm accepted evidence and prior payments, then separately review VAT, associated overhead and overall contract changes.
Official sources and the next submission step
Last source verification: 2026-10-26.
When a directive or contract condition changes, recheck the applicable version, confirmed amended allocations, site days, employer shares, subcontractor payment evidence, certificate issue dates and whole-KRW treatment.
The English page uses the same Korean-rule calculation functions and evidence as the Korean page.
Enter the confirmed figures above, save the TXT review with insurance differences and pending reasons, and attach the underlying evidence.
Ask the client or supervisor to confirm accepted amounts, additional-payment and overpayment handling, and separate settlement of delayed final certificates.
