Four criteria must pass

The Korean calculator checks 4 criteria: income, total assets, car value, and homelessness of all household members. The English page calls calcPublicRentalEligibility, so the result is not a generic affordability estimate.

Happy Housing and National Rental use the 2025 urban-worker average monthly income table. Integrated Public Rental uses the 2026 baseline median income table. For a one-person household, the urban-worker base is KRW 4,317,797 and the median-income base is KRW 2,564,238.

Income ratios

Happy Housing generally uses 100 percent of urban-worker income, but one-person households use 120 percent and two-person households use 110 percent. Newlywed dual-income cases can add 20 percentage points.

National Rental generally uses 70 percent, with one-person 90 percent, two-person 80 percent, and over-60 sqm supply at 100 percent. Integrated Public Rental uses median income: priority supply 100 percent and general supply 150 percent, plus household-size and dual-income bonuses where allowed.

Asset and notice checks

The 2026 asset references preserved by the Korean source are KRW 345 million standard household assets, KRW 273 million youth assets, KRW 100 million college-student assets, and KRW 45.42 million car value. College-student cases are treated as no-car cases.
