Upfront funding differences are not cost savings. Principal and collateral have release conditions; premiums and fees are expenses. Cash financing cost versus premium alone does not determine total economic value. Collateral financing, restoration work, future top-ups and recourse remain separate. The review date is not a legal renewal deadline.

Why plan the restoration deposit early?

When planning a house or warehouse on Korean forest land, land and construction prices do not cover every permit-stage funding requirement.
A restoration deposit secures measures to prevent disaster and restore affected land.
It can be required separately from the alternative forest-resource creation charge.

This calculator helps landowners estimate the basic deposit from area and slope, then compare a full cash deposit with a guarantee insurance certificate.
Timing matters when the deposit must be provided before a loan is disbursed.
Save the statement for your designer, permitting authority and guarantee issuer.

Three different kinds of money

Deposit principal and cash collateral

Cash deposit principal secures restoration performance.
Cash collateral requested by a guarantee issuer is also distinct from an insurance premium.
Both may be released under conditions, but remain unavailable initially.
Do not exclude them from upfront funding simply because they may be returned.

Premiums and separate issue fees

Enter the actual quoted premium for the entire required period and face amount.
The certificate face amount is not the premium, and an annual premium is not a full-period quote.
If issue fees are already included, do not add them again.
Check the contract for cancellation and refund terms.

Cost of cash tied up

You can model borrowing cost or foregone returns while cash is tied up, using your own months and annual rate.
This simple-interest reference excludes deposit interest, taxes and collateral financing.
It is not a complete economic comparison and does not by itself establish that a guarantee is preferable.

Official 2026 rates by slope

Korea Forest Service Notice No.
2025-97 sets the restoration amounts effective January 1, 2026.
This table converts the original thousand-KRW figures into KRW per 10,000 m².
Mineral mining is excluded from the conversion / temporary-use column and uses the extraction column.

Exactly 10 degrees enters the second band; exactly 20 and 30 degrees enter the following bands.
Use the assessment accepted for the permit instead of a visual estimate.
For sites with several different assessment zones, obtain the authority’s itemised calculation and compare its final notice total.

Area, liability and additions

Use the total area from the permit documents for guarantee-duration and small-site exemption screening.
Rule Article 37 calculates the base on the assessed area excluding qualifying buffer land.
Enter only authority-confirmed exclusions and never more than the total area.

Decree Article 46(1)(1) provides an exemption for conversion or temporary use below 660 m², except subdivisions intended to avoid the deposit.
Exactly 660 m² is outside that condition.
Do not extend this exemption automatically to extraction or mining.
The calculator flags the issue and requires confirmation before treating the deposit as exempt.

The confirmation checkbox records an actual check of classification, area and liability, or an authority-confirmed notice or exemption.
Without confirmation, the base may be shown while the deposit budget remains unresolved.
Do not tick it merely to obtain a result.

Enter supervision additions under paragraph 3 of the notice separately from special techniques, disaster prevention, demolition or backfill under paragraph 4.
The authority must confirm supervision applicability and rates.
Blank means unknown; 0 means no addition has been confirmed.
Avoid entering the same addition twice.

Deposit and upfront funding formulas

Standard-table mode

Assessed area = total area − confirmed exclusions.
Base = assessed area × notice amount per 10,000 m² ÷ 10,000.
Deposit budget = base + checked supervision + other checked additions.
Preserve unit-rate precision and round the final base to whole KRW.
This is a display assumption; the authority’s notice prevails.

Final notice or exemption

Final-notice mode uses the entered total without adding the table base or additions again.
Use it for an individually assessed, adjusted or reassessed total.
Confirmed-exemption mode returns zero only after authority confirmation.
A visible table reference does not get added to the exempt result.

Cash and guarantee comparison

Cash upfront funding = deposit budget.
Guarantee upfront funding = full-period premium + separate fees + cash collateral.
Difference = cash − guarantee.
A positive difference means less upfront funding for the guarantee in this scenario; a negative difference means more.
Neither is a measure of final cost savings.

Additional months required for the guarantee

Rule Article 40(6) adds an area-based period to the permit term: below 10,000 m², at least 6 but below 8 months; 10,000 to below 20,000 m², at least 8 but below 10; 20,000 to below 50,000 m², at least 10 but below 12; and 50,000 m² or more, at least 12 months.
Exact thresholds enter the next band.

Required expiry = permit end + authority-confirmed additional months + restoration-design submission extension under Article 40(7).
When added months are blank, only the statutory minimum reference date is shown and the guarantee comparison stays unresolved.
Minimum-period compliance does not guarantee acceptance.
Check unusual day-based conditions separately.

The quoted certificate must begin no later than the permit start, expire no earlier than required, and cover at least the deposit amount.
Insufficient coverage or unknown premiums, fees or collateral withholds the guarantee upfront total.
A review date 30 days before certificate expiry is a service planning aid, not a legal renewal deadline.

A practical sequence for first-time use

  1. Collect permit and assessment documents.
    Check activity, total area, excluded area and slope; parcel area may differ from the permitted project area.
  2. Confirm liability, exemption and subdivision exceptions, supervision and other additions.
    If a final notice exists, enter its final total.
  3. Enter permit dates, authority-required added months and submission extensions.
    Request a quote for that same face amount and period.
  4. Ask the issuer about premiums, separate fees, cash collateral, issuance eligibility and recourse.
    Enter zero collateral only after confirming none is required.
  5. Compare upfront funding and unresolved items alongside loan-disbursement, deposit and assumed cash-release timing.
  6. Save the CSV with the check date and document version.
    Requote whenever area, duration or the notice amount changes.

Worked example: 1,000 m² conversion

The fictional example uses conversion of 1,000 m² at 15 degrees, no area exclusion, zero supervision addition and KRW 2,000,000 of other additions.
Base = 1,000 × 254,546,000 ÷ 10,000 = KRW 25,454,600.
Deposit budget = KRW 27,454,600.
The additions and confirmation checks are illustrative, not facts about your project.

The permit runs from 2026-01-01 through 2026-12-31, with 6 authority-confirmed additional months and no submission extension.
Required expiry is 2027-06-30.
The example certificate covers KRW 27,454,600 over that full period.
Its 30-day advance review date is 2027-05-31.

A full-period premium of KRW 300,000, separate fees of KRW 20,000 and cash collateral of KRW 1,000,000 produce upfront guarantee funding of KRW 1,320,000.
The upfront difference is KRW 26,134,600.
Premium and fees total KRW 320,000; collateral has a different role.

With a separate assumption of 24 months of cash lock-up at 4% annually, cash cost = 27,454,600 × 4% × 24 ÷ 12 = KRW 2,196,368.
The 4% is neither statutory nor a market average.
This does not consume the principal, and collateral financing is excluded, so it cannot establish total savings against the premium alone.

Use cases and interpretation

Before loan disbursement

If the cash deposit exceeds available funds, check funding and deposit dates first.
Lower guarantee upfront funding does not establish underwriting eligibility.
Confirm issuance and authority acceptance before relying on it as replacement funding.

When area or duration changes

Crossing an area threshold can change both the deposit and required additional months.
An old quote may then be insufficient in face amount or duration.
Request a matching quote after design or permit changes and resolve every flagged item.

Reviewing a family project

Share a statement separating principal, premium, issue fees and collateral.
Less initial cash is different from saving money overall.
The exported unresolved list helps family members work from the same information after a consultation.

Top-ups, instalments and restoration work

Act Article 38(3) and Decree Article 46(2) require annual reassessment and top-up review for projects lasting at least one year.
The calculator does not invent future notice rates.
Upfront assessment of future additions uses separate rules and an authority calculation; enter a checked final total.

Instalments are not a universal payment option.
Decree Article 46(3) requires cash deposit, a term of at least three years, phased work, an area of at least 100,000 m² and authority review.
Rule Article 38(3) addresses a 30% pre-commencement deposit and a performance guarantee for the balance, with special provisions for long extraction terms.
This full-deposit comparison does not calculate instalment schedules.

The deposit is not a firm restoration-construction quote.
Design approval, work, inspection, release, defects and recourse following an insurance payout remain separate.
The special restoration notice for areas north of the Civilian Control Line and individual special assessments are outside the basic table.
Keep alternative forest-resource charges, tax, design fees and construction costs in separate budget lines.

Rule Article 40 generally requires deposit within 30 days of receipt of the notice.
An extension application and authority decision are separate procedures.
The certificate-review date is different from the deposit payment deadline; follow the actual notice.

Frequently asked questions

Is every site below 660 m² exempt?

No.
Check the conversion / temporary-use condition and the subdivision exception.
It is not automatically applied to extraction or mining, and exemption mode requires authority confirmation.

Is supervision added again to a final notice?

No.
Final-notice mode uses the entered total unchanged.
Included supervision, other additions and the displayed table reference are not added again.

Which premium rate should I use?

No common premium rate is assumed.
Enter an actual premium quote covering the required face amount and entire term.
Face amount, premium and cash collateral are different inputs.

Why is the guarantee comparison unresolved?

A known deposit is not sufficient if certificate coverage, premium, fees, collateral or acceptance conditions are missing.
Resolve those items using a matching quote.

Does cash lock-up equal the guarantee period?

Not necessarily.
Enter a separate assumption based on release conditions and your plan.
Calculated guarantee expiry does not promise a cash refund.

Does a large upfront difference mean the guarantee is cheaper?

It only indicates lower initial funding in that scenario.
Consider release of principal, premium expenses, collateral financing, restoration obligations and recourse together.

Is the saved statement an official deposit certificate?

No.
