What this Korean school-bus safety training calculator checks
Use this calculator to compare training certificates for a school-bus operator, driver and accompanying guardian under Korean rules verified in 2026.
It identifies the next recurring training window, initial training needed before an assignment, and records or notices requiring review.
An academy owner completing training does not establish that the driver or accompanying guardian has also completed the correct course.
Three checks before enrollment
- Confirm that the facility and vehicle fall within the Korean statutory definition of a school bus for children.
- Obtain the certificate showing the correct role and actual completion date for each person.
- Distinguish initial training before work from the next recurring calendar-year window.
The page supports scheduling and evidence review.
Vehicle construction, registration acceptance, permission to operate, certificate issuance and sanctions for other traffic offenses require their own checks.
If the facility or vehicle classification is uncertain, leave scope unconfirmed and ask the responsible authority or KOROAD before relying on the dates.
Recurring training uses a calendar year, rather than 730 days
Road Traffic Act Article 53-3 distinguishes initial training from recurring training every two years for all three roles.
Enforcement Decree Article 31-2(2) defines the recurring window as January 1 through December 31 of the year containing the second anniversary of the previous training.
The deadline is therefore not the precise anniversary date or a fixed 730-day interval.
After completion in 2024
Actual completion in 2024 → 2026-01-01 through 2026-12-31
A completion date of 2024-05-20 does not set a 2026-05-20 deadline.
The leap-day example 2024-02-29 also leads to the same 2026 training window.
KOROAD’s official course information likewise says that people trained in 2024 should complete retraining by December 31, 2026.
If you take training before the statutory year, ask the provider how that completion is recognized.
The calculator uses the most recent actual completion date you have verified; an early booking does not renew the recorded certificate.
Inputs and evidence to prepare
Role, situation and service period
Enter operator, driver and accompanying guardian separately.
Choose an initial start, continuing service, or a return or role change requiring review.
Start date means work in that role; an entered end date is included in the service period.
Leave the end date blank for continuing work.
Training evidence and completion date
Select verified completion only after checking the certificate.
Keep a forgotten or unlocated record as unknown, and select no training completed when that is the actual situation.
Enrollment, payment and booking dates must not be entered as completion dates.
Reference and planned training dates
The reference date defines the point in time at which records are reviewed.
A future course belongs in planned training, rather than actual completion.
Even a plan within the statutory window leaves the existing training state unchanged until completion is verified.
Reminders and enforcement notices
Distinguish a course reminder, a preliminary fine notice and an imposed fine notice.
Review the issuing authority, conduct date, addressee, amount and deadlines on the original document.
An operator must separately review whether an untrained driver or accompanying guardian was assigned.
Compare up to 12 records using optional labels instead of real names.
If one person operates and drives, do not assume one role’s certificate automatically establishes recognition in the other role.
Recognition after changing roles, returning to work or moving between facilities requires confirmation with the provider or authority.
Training year, remaining days and overdue days
- Next training year = year of actual previous completion + 2
The window starts January 1 and ends December 31 of that year.
- Days to deadline = December 31 − reference date
The deadline itself has zero days remaining and is still inside the window.
- Overdue days = max(0, reference date − last day of the window)
The following January 1 is one day overdue; this is not a fine surcharge calculation.
- Service days = start through reference date or earlier end date, inclusive
Before work starts, service days are zero; after the entered end date, the record is marked as ended.
Unknown completion evidence produces no invented training year or remaining-day figure.
If completion in 2023 led to a missed 2025 window, the display keeps the 2025 deadline attached to that record.
It does not skip to 2027 without a new actual completion date.
Dates in 2027 and later assume unchanged rules checked on October 15, 2026; review the law and course notices for the relevant year.
Step-by-step use
- Select the review date.
Use the Seoul today button for a current review or enter a date relevant to an upcoming assignment.
This separates actual past completion from future bookings.
- Verify scope and roles.
You can inspect dates while scope remains unconfirmed, but the applicability conclusion stays under review.
- Enter certificates and service periods by role.
Use verified completion dates for trained people and preserve unknown evidence where appropriate.
Include the initial work date and any return or role change.
- Compare planned training and notices.
Check whether a booking falls inside the window and review any preliminary or imposed fine notice as a separate matter.
- Save a review and complete the official course.
After completion, check the certificate’s role, actual date and next training period before updating the record.
Saving the review does not complete training.
Worked date examples
These service and training records are fictional.
They are neither approved personal evidence nor official course dates; obtain actual completion dates from certificates.
Fictional role records compared as of 2026-10-15, with recurring windows and calendar-day margins| Record | Input | Window or action | Calendar days |
|---|
| A: operator | Completed 2024-05-20 | Retrain during 2026-01-01–2026-12-31 | 77 remaining |
| B: driver | Completed 2023-05-20 | Review missed 2025-12-31 deadline | 288 overdue |
| C: accompanying guardian | Untrained; work starts 2026-11-01 | Complete initial training before work | 17 until start |
Deadline and the following day
For someone trained in 2024, a review on 2026-12-31 shows zero days remaining and an open window.
On 2027-01-01, the same record is one day overdue.
A later enrollment or booking does not erase the missed deadline.
Training and first work on the same day
If both occur on 2026-11-01, date-only evidence cannot establish their order.
Confirm completion before the actual work starts using times and records.
Finishing on the previous day can be a preparation choice, while the legal rule is completion before work.
Interpreting statuses and warnings
Due this year or next training year identified
The due-this-year status means the reference date falls within the window derived from the verified completion record.
Before the window opens, the next year is shown.
Neither state establishes compliance with every vehicle, facility or operational requirement.
Action before starting or overdue
An untrained new worker needs completion before beginning the role.
If the existing recurring window ends before a planned assignment, the calculator also flags retraining and recognition before that assignment.
Overdue days describe the elapsed calendar interval, rather than the number of offenses or an accumulating fine.
Evidence review, ended service and returns
Unknown evidence or unconfirmed scope is not converted into completion or exemption.
Ended service remains a historical-record review; ending work does not establish whether a previous offense occurred.
Leave, reemployment and role changes do not automatically extend the displayed window.
Practical use for academies and sports facilities
Replacement drivers and new guardians
Check a role-appropriate certificate before assigning a replacement driver or a new accompanying guardian.
Do not copy the previous worker’s completion date into a replacement’s record.
Use the actual start date and individual evidence, and check KOROAD learning records when the history is unknown.
Year-end management and certificate placement
Track people whose recurring window opens this year through actual completion.
Decree Article 31-2(5) requires an operator’s certificate in a visible place inside the facility and driver or guardian certificates inside the bus.
Saving a file is separate from the certificate-placement requirement.
The official online course lists a learning period of 30 days from enrollment.
Those 30 days do not extend the statutory training window: a year-end applicant must separately check whether completion and certificate issuance will occur in time.
Recheck the current course schedule, method, assessment and completion conditions when enrolling.
Sanctions: KRW 80,000 reference and KRW 200,000 statutory ceiling
Road Traffic Act Article 160(2) separately addresses a person failing to complete training and an operator assigning an untrained driver or guardian.
The relevant statutory ceiling is KRW 200,000, while Decree Article 88(4) and Annex 6 items 11-5 and 11-6 provide a KRW 80,000 reference for each offense type.
Two school-bus training offense types, their statutory references and administrative fine figures| Conduct to review | Act Article 160(2) / Annex 6 | Reference, KRW | Statutory ceiling, KRW |
|---|
| Person not completing training | Item 4-3 / item 11-5 | 80,000 | 200,000 |
| Operator assigning an untrained driver or guardian | Item 4-4 / item 11-6 | 80,000 | 200,000 |
No automatic total based on records or days
Three role records or a long overdue interval do not justify mechanically multiplying KRW 80,000.
The actual actor, work performed, unit of enforcement and notice require individual review.
Enforcement Rule Article 37-5 permits a general website announcement where individual training notification is difficult, so absence of a reminder does not establish an exemption.
If a fine notice has already been issued, preserve evidence for the alleged conduct date even if training has since been completed, and compare it with the issuing authority’s records.
Frequently asked questions
Is training only for drivers?
Operators, drivers and accompanying guardians under Act Article 53(3) are covered.
One person’s completion cannot substitute for another person’s record.
Confirm recognition by role for someone holding multiple positions.
Does completion in 2024 expire exactly two years later?
The recurring window runs from January 1 through December 31, 2026.
Do not replace it with the same month and day or 730 days.
Also compare the next training period printed on the certificate.
Can initial training happen on the first workday?
It must be completed before actual operation, driving or accompanying duties.
When the dates are identical, verify the order using times and evidence; the calculator leaves this under review.
Does enrolling or booking count as completion?
The recorded completion date remains unchanged until actual completion is verified.
The official online course lists 100% progress plus a test score of at least 60; recheck current requirements when enrolling.
Its 30-day learning period is separate from the statutory window.
Does leave or reemployment extend the training period?
This model does not subtract time away to extend the statutory window.
Ask the institution about recognition on return or after changing roles.
Ended service alone does not establish whether a past offense occurred.
Does receiving no reminder mean there is no sanction?
Rule Article 37-5 allows a general website announcement where individual notification is difficult.
No notice and no training duty are different situations.
Any actual enforcement decision depends on the conduct and the competent authority.
Why are both KRW 80,000 and KRW 200,000 shown?
KRW 200,000 is the relevant statutory ceiling; KRW 80,000 is the Annex 6 reference.
An operator’s assignment conduct and personal noncompletion require separate review.
This page does not determine the unit of enforcement or an aggregate amount.
Can the page determine 2027 rules or historical liability?
Dates in 2027 and later hold the rules checked on October 15, 2026 constant for planning.
The law applicable to a past event, training recognition, reductions, enforcement deadlines and challenges are not determined automatically.
Check the relevant year’s law and original notice.
Official evidence and the 2026 verification scope
Current instruments were searched and their effective-date texts checked directly through the National Law Information OPEN API on October 15, 2026.
The Act is MST291133, effective October 13, 2026; the Decree is MST290387, effective October 2, 2026; and the Enforcement Rule is MST289009, effective August 24, 2026.
Effective-date consolidated texts were used to avoid treating 2027 changes not yet in force as current rules.
Annex 6 serial 18481795, items 11-5 and 11-6, was also checked against the same effective Decree text.
Decree Article 31-2(3) specifies at least three hours using lectures, audiovisual instruction or similar methods.
Confirm the actual course delivery and learning or assessment conditions with the official provider; a displayed duration alone does not establish completion.
Future updates must recheck covered roles, recurrence, initial timing, the calendar-year window, fine provisions and annex amounts, notice and certificate forms, role or return recognition, and actual course completion requirements.
General driving-license renewal, operating-log submission, seat-belt obligations, vehicle registration and construction offenses are outside this calculator’s sanction scope.
Save the deadline and follow through to completion
The TXT review retains inputs, confirmation states, the next training window and plan or notice review points.
The ICS export stores a recurring deadline or an initial-training check associated with the first workday.
An initial event shown on the service start date means training must finish before actual work starts that day.
Exports and printouts are neither official certificates nor statutory notices.
Calculations run on this page without needing real names or vehicle numbers, and downloads are stored on your device.
Compare role-specific certificates, check the official course and its current completion conditions, then enroll.
After finishing, verify the actual completion date and next window and update the operating records.
