Check your exam eligibility before paying for a Korean fire safety manager course

This calculator is based on Korean rules: the 2026 Fire Prevention and Safety Management Act, its Enforcement Decree and its Enforcement Rule.
A fire safety manager license is practically mandatory for apartment management offices and building management jobs in Korea.
Many people assume that “Grade 2 always requires the 40-hour course” and pay KRW 240,000 first.
In practice, national technical qualifications such as Electrical Engineer or Industrial Safety Engineer, or police and volunteer firefighter service, allow you to sit the exam without the course, and a Hazardous Materials Craftsman or fire officer background can even give you the license without an exam.

The Korea Fire Safety Manager License Route and Training Fee Calculator takes your qualifications, experience and education and checks which of three routes is open for the special grade and Grades 1, 2 and 3.
It then compares the total cost and course hours of each route, shows the cheapest one and the saving versus the course route.
If you are already appointed, it also calculates when the next grade opens, the first practical-education deadline, and the fine and suspension steps if you miss it.

Career assessments are estimates before the Korea Fire Safety Institute’s review and become more accurate when you enter certificate-confirmed periods.

Building grades, course fees and exam fees at a glance

The manager grade starts from the building (the fire safety managed building), not the person.
Decree Annex 4 divides buildings into special grade and Grades 1, 2 and 3 by height, floor area and installed fire systems, and sets who can be appointed for each.
A holder of a higher-grade license can also be appointed to lower-grade buildings.

Course hours follow Rule Annex 5 and amounts follow Annex 9.
To complete a course you must attend at least 90% of the hours and pass the practical assessment, and absences may not exceed 3 hours a day.
Issuing or reissuing the booklet license costs KRW 10,000 regardless of grade.

Three routes to a license

Act Article 30(1) splits the qualification into exam passers and people designated by presidential decree.
Separating the training-course items from the Decree Annex 6 eligibility list gives three practical choices.

A License without exam

If you meet an Annex 4 appointment qualification (technical qualification or fire officer service), you only apply for the license.
The cost is KRW 10,000.

B Exam without course

If you meet an Annex 6 eligibility item (qualification, experience or education), you sit the exam directly.
The cost is the exam fee plus the KRW 10,000 license fee.

C Course, then exam

Anyone becomes eligible after completing the training course.
The cost is the course fee, exam fee and KRW 10,000 license fee.

The calculator compares not only routes A, B and C for the target grade but also route A for every higher grade, then picks the cheapest.
This prevents spending KRW 240,000 on a Grade 2 course when the same KRW 10,000 could buy a Grade 1 license.

Route A: who can obtain a license without an exam

Decree Article 30 makes anyone meeting an Annex 4 appointment qualification eligible for a license without an exam.
Any one of the following lets you apply for that grade’s license directly.

Qualifications for a license without an exam by grade
GradeQualification (any one)Fire officer serviceBasis
SpecialFire Protection Professional Engineer or Fire Facility Manager; Fire Equipment Engineer + 5 years as Grade 1 manager; Fire Equipment Industrial Engineer + 7 years; 20 years as a fire officer20 yearsAnnex 4, item 1(b)

Grade 2Hazardous Materials Master, Industrial Engineer or Craftsman; 3 years as a fire officer3 yearsAnnex 4, item 3(b)
Grade 31 year as a fire officer1 yearAnnex 4, item 4(b)

Manager experience excludes time appointed as an outsourcing supervisor under Act Article 24(3).
People appointed under the Special Act on Deregulation of Corporate Activities also qualify for Grades 2 and 3, but only for the appointed period, so they are excluded from the calculator inputs.

Route B: who can sit the Grade 2 and Grade 3 exams without the course

Grade 2 eligibility is what career changers search for most, so Decree Annex 6, item 3 is summarised below.
Meeting any one item lets you sit the Grade 2 exam without the 40-hour course.

Qualification or education

  • Architect, Industrial Safety (Industrial) Engineer, Architecture (Industrial) Engineer, General Machinery Engineer (item m)
  • Electrical Master, Electrical (Industrial) Engineer, Electrical Work (Industrial) Engineer, Construction Safety (Industrial) Engineer (item m)
  • Fire safety management major graduate (item a)
  • 6+ fire-safety credits or a related major (item b)

Experience

  • 1 year of fire-station suppression or support, 1 year as a military or conscripted firefighter (items c, e)
  • 3 years as a volunteer firefighter, in an on-site fire brigade or as a police officer (items d, f, h)
  • 2 years of presidential-security safety inspection or as a Grade 3 manager (items g, l)
  • 3 years as a fire safety assistant (item k)

For Grade 3, 2 years as a volunteer firefighter, 1 year in an on-site brigade, 1 year of security inspection, 2 years as a police officer or 2 years as an assistant are enough (Annex 6, item 4).
Anyone eligible for the special-grade or Grade 1 exam may also sit Grades 2 and 3, and Grade 2 eligibility extends to Grade 3.
If you have already completed a special, Grade 1, Grade 2 or public-institution course, that completion itself gives Grade 2 eligibility, so you do not pay again.

Grade 1 and special-grade eligibility and how experience is counted

From Grade 1 upward, most routes require experience as a fire safety manager.
Decree Annex 6, item 2 sets 5 years as a Grade 2 manager (item d) as the default and shortens it for education and qualifications.

  • Fire safety management major + 2 years as a Grade 2/3 manager (item a); related major or 12 credits + 3 years (item b)
  • Industrial Safety (Industrial) Engineer + 2 years as a Grade 2/3 manager (item h)
  • Master or higher in fire administration or fire safety engineering, with no experience required (item c)
  • After Grade 2 eligibility, 5 years as a special/Grade 1 assistant (item f) or 7 years as a Grade 2-or-higher assistant (item g)

The special-grade exam requires, for example, 5 years as a Grade 1 manager (2 years after Fire Equipment Engineer, 3 after Industrial Engineer), 10 years as a fire officer or 10 years as a special-grade assistant (Annex 6, item 1).
The calculator takes your appointment grade and date and estimates the next-grade date as “appointment date + required period − past experience”.
Items that count only time after a qualification or degree carry a separate review note.

Total-cost formulas by route

Route A = KRW 10,000 license fee
Route B = exam fee × attempts + KRW 10,000 license fee
Route C = course fee + exam fee × attempts + KRW 10,000 license fee
Saving versus the course = target-grade route C − recommended route

The exam fee is KRW 12,000 for Grades 1–3 and KRW 18,000 (stage 1) plus KRW 24,000 (stage 2) for the special grade.
Entering two expected attempts includes the cost of a retake.
Passing stage 1 of the special-grade exam exempts you from stage 1 for 2 years (Rule Article 22(3)).

Example 1: a 54-year-old Electrical Engineer applying for a Grade 2 apartment job

The following is a hypothetical case to show the method.
An Electrical Engineer aged 54 expects to be appointed as a Grade 2 building manager on 2026-11-01.

Route

Under Annex 6, item 3(m), they sit the Grade 2 exam without the course.
The cost is KRW 12,000 + KRW 10,000 = KRW 22,000.
Compared with the KRW 262,000 course route, they save KRW 240,000 and 40 course hours.

After appointment

The first practical-education deadline is 2027-05-01, 6 months after appointment.
That day is a Saturday, so the calculator recommends applying by 2027-04-30.
Five years as a Grade 2 manager are complete on 2031-11-01, when the Grade 1 exam opens without the course.

If they complete practical education on the first deadline, the next deadline is 2029-04-30.
Because the license must exist before appointment, the calculator also warns to schedule the exam ahead of the appointment date.

Example 2: a retired fire officer with 8 years takes Grade 1 instead of Grade 2

A hypothetical retired fire officer with 8 years of service is looking for a Grade 2 building job.
Three or more years allow a Grade 2 license without an exam, but seven or more years also allow a Grade 1 license without an exam (Annex 4, item 2(b)2).

Result

The recommended route is a Grade 1 license without an exam for KRW 10,000.
Because a Grade 1 license also covers Grade 2 and 3 buildings, it saves KRW 252,000 and 40 hours compared with the KRW 262,000 Grade 2 course route.
Special-grade exam eligibility (10 years as a fire officer) is not yet met.

Example 3: a Grade 2 manager deciding between the Grade 1 course and waiting

A hypothetical Grade 2 manager who holds Industrial Safety Industrial Engineer has been appointed to a Grade 2 building since 2025-03-02 and considers Grade 1 on the reference date 2026-10-31.
They completed the Grade 2 course on 2024-12-10 and were appointed within 1 year.

Taking the course now

Completing the Grade 1 course gives eligibility, so the cost is KRW 480,000 + 12,000 + 10,000 = KRW 502,000.
It also takes 80 course hours.

Waiting until 2027-03-02

After 2 years as a Grade 2/3 manager following the Industrial Safety qualification (Annex 6, item 2(h)), they can sit the exam without the course for KRW 22,000.
Waiting 122 days saves KRW 480,000.

For practical education the course completion date 2024-12-10 becomes the base date, so the deadline is 2026-12-09, 39 days after the reference date.
This shows how a promotion plan and a practical-education deadline can be checked on one screen.

How the practical-education deadline is calculated

Rule Article 29(3) requires a fire safety manager to complete practical education within 6 months of appointment.
After that, it must be completed at least once before the same day in every second year, counted from the first practical-education date.
The calculator therefore shows the day before the same date two years later as the deadline.

First time after appointment

Appointment date + 6 months is the first deadline.
If that date does not exist, such as after an August 31 appointment, the last day of the month applies.

Deemed completion within 1 year

If you are appointed within 1 year after a course or practical education, that date counts as practical education.
Only the 2-year cycle then remains.

Weekends

If a deadline falls on a Saturday or Sunday, the previous Friday is shown as the recommended date.
Public-holiday extensions are not assumed.

The Korea Fire Safety Institute runs practical education for KRW 55,000, or KRW 30,000 for fire safety assistants.
An outsourcing supervisor must complete the 16-hour, KRW 96,000 supervisor course within 3 months of appointment, so the calculator shows only that deadline in that case.

Fines and suspensions for missed practical education

Missing practical education triggers both a fine and an administrative action.
Looking only at the fine underestimates the larger loss of a suspension that ends the appointment.

Frequently asked questions

Do I need the Grade 2 course if I am an Electrical Engineer?

No.
Decree Annex 6, item 3(m) gives Grade 2 exam eligibility to holders of Architect, Industrial Safety (Industrial) Engineer, Architecture (Industrial) Engineer, General Machinery Engineer, Electrical Master, Electrical (Industrial) Engineer, Electrical Work (Industrial) Engineer and Construction Safety (Industrial) Engineer qualifications.
You pay only the KRW 12,000 exam fee and the KRW 10,000 license fee, which is KRW 240,000 less than the KRW 262,000 course route.
You still have to pass the exam with at least 40 points per subject and a 70-point average.

Does a Hazardous Materials Craftsman have to sit the Grade 2 exam?

No.
Decree Annex 4, item 3(b)1 lists Hazardous Materials Master, Industrial Engineer and Craftsman as Grade 2 appointment qualifications, so you can apply for a Grade 2 license without an exam.
The cost is the KRW 10,000 license fee and Rule Article 18 requires issue within 3 days.
If you already registered for the exam, withdrawing during the application period refunds the whole fee.

Which license can a former fire officer receive?

Depending on service years, 1 year gives Grade 3, 3 years Grade 2, 7 years Grade 1 and 20 years the special grade, all without an exam (Annex 4).
A higher-grade license also covers lower-grade buildings, so someone with 7 years should take the Grade 1 license even for a Grade 2 job: the same KRW 10,000 buys wider coverage.
With 10 or more years you also become eligible for the special-grade exam (Annex 6, item 1(c)).

Does police service count?

Police officers cannot obtain a license without an exam, but they gain exam eligibility.
Two years allow the Grade 3 exam (Annex 6, item 4(d)) and three years the Grade 2 exam (item 3(h)) without the course.
Volunteer firefighters need 2 years for Grade 3 and 3 years for Grade 2, and military or conscripted firefighters need 1 year for Grade 2.

I work as a Grade 2 manager. When can I take the Grade 1 exam?

Five years as a Grade 2 building manager gives Grade 1 exam eligibility without the course (Annex 6, item 2(d)).
The period shortens to 2 years for Industrial Safety (Industrial) Engineers and fire safety management graduates, and to 3 years for related majors or holders of 12 related credits.
Before then, completing the Grade 1 course (80 hours, KRW 480,000) makes you eligible immediately, so compare the waiting time with the course fee.

When must I complete practical education?

Under Rule Article 29(3) you must complete it within 6 months of appointment and then at least once every 2 years, before the same day as your first practical-education date.
If you are appointed within 1 year after finishing a training course or practical education, that completion date counts as practical education.
The fee is KRW 55,000 and the course lasts up to 8 hours.

What happens if I miss practical education?

The fine under Decree Annex 9, item (j) is KRW 500,000, reducible to KRW 250,000, with a statutory cap of KRW 1,000,000 under Act Article 52(3).
A separate administrative action under Act Article 31(1)4 also applies: a warning (corrective order) the first time, a 3-month suspension the second time and a 6-month suspension from the third time.
A suspended license cannot keep the appointment, so the job loss can outweigh the fine.

How do I prove my experience?

Attach supporting documents such as career certificates, employment certificates or appointment-history confirmations to the exam application or license request.
Fire safety manager experience excludes time appointed as an outsourcing supervisor.
This calculator’s career assessment is an estimate before the Korea Fire Safety Institute’s review, so obtain the certificates first and check the periods.

Tips and cautions

  • Eligibility is reviewed with career certificates, so obtain employment and career certificates before leaving a job.
  • Items worded “after obtaining” or “after graduating” count only time after the qualification or graduation date.
  • Grades 1–3 exams run at least monthly and the special-grade exam at least twice a year, so plan registration backwards from the appointment date.
  • Cancelling a course or exam 20 days before it starts refunds the full fee, and 10 days before refunds 50% (Rule Article 49(2)).
  • You cannot be appointed to a building whose grade is higher than your license.

If you expect a long study period, the Korea Engineer and Industrial Engineer Eligibility Route Calculator helps you plan a technical qualification that counts under Grade 2 item (m).

Legal basis and reference date

The following laws were checked directly through the Korean National Law Information OPEN API on 2026-10-31.
They are Act MST 283705, Decree MST 287389 and Rule MST 287849; Annex 6 changes often, so check again before applying.

Ministry of Government Legislation interpretation 23-0078 held that the Fire Commissioner remains the issuing authority even when issuance is delegated, and the actual application desk is the Korea Fire Safety Institute under Act Article 48(2).
This calculator does not make legal determinations or confirm recognition of experience; the Korea Fire Safety Institute and the competent fire station make the final decision.
