Jeju Garage Certificate Cost Comparison Calculator

Check 2026 Jeju garage-certificate exemptions and the 2,000 m rule. Compare own-site setup, public/private leases and vehicle alternatives with ownership costs, payback and application timing.

Jeju, Korea rules for 2026 · ordinance effective 2025-03-19 · checked 2026-10-28. Initial prices, subsidies and fees are zero, not actual quotes. Only confirmed options enter the comparison.

1. Check the vehicle

Only medium vehicles below 1,600 cc qualify for the engine exception; zero means unknown. Mini/small classification must match the register. Transport exemptions do not remove garage duties under other laws.

2. Vehicle costs over the same period

3. Garage options and quotes

Confirm use rights and site suitability first. The usual limit is a straight-line 2,000 m, not road distance. Leave confirmation unchecked without an available space or consent. Enter awarded subsidies only; arrange bridging cash for reimbursements paid later.

Compare the long-term cost of securing a garage in Jeju

When buying or transferring a vehicle in Jeju, Korea, the car price alone does not show the cash you need.
Certificate requirements, a suitable space near the registered base and public parking availability affect both registration preparation and monthly spending.
Family members helping a parent should start with the vehicle register and the actual registered base.

This calculator compares own-site setup, public parking leases and private parking or land leases over the same holding period.
It connects initial setup, awarded subsidies, vehicle residual value and ongoing running costs rather than comparing rent alone.
You can also compare switching to a certificate-exempt vehicle or meeting your travel needs without a car.

Initial zero amounts are placeholders, not actual prices or a promise of free service.

Check the vehicle and exemption first

Article 3 distinguishes covered vehicles from exemptions.
Use the registered mini, small, medium or large size classification; do not infer it from engine displacement alone.
The comparison remains pending when the underlying vehicle facts are unconfirmed.

Size, engine and first-registration exceptions

Mini and small vehicles are covered by Article 3(2)8; medium vehicles strictly below 1,600 cc by Article 3(2)7-2.
Check the separate exceptions for medium vehicles first registered on or before 2016-12-31 and large vehicles on or before 2007-01-31.
Similar-looking models can have different registered classifications and histories.

Exceptions requiring additional proof

Class 1 low-emission vehicles, welfare or near-poverty recipients, severe disability or qualifying guardians and qualifying multi-child households have distinct requirements.
Welfare, disability and multi-child exceptions involve a one-vehicle limit and ownership or shared-residence conditions.
A family headcount or benefit card alone does not establish the exemption; ask the office about transitional provisions and previous exemption records.

Other selectable grounds include passenger or freight transport vehicles with garage duties under separate legislation, motorcycles, qualifying special vehicles and trucks of at least 2.5 t, and dealer-owned stock for sale.
Select these only after confirming their specific requirements.
Exclusion from this Jeju certificate ordinance does not remove garage obligations under other laws.
Unknown displacement must not be entered as zero to obtain a below-1,600 cc exemption.

The 2,000 m rule also requires real use rights

The normal Article 5(1) limit is a straight-line distance of no more than 2,000 m from the vehicle base.
Do not enter driving or walking distance.
Exactly 2,000 m is included; 2,001 m exceeds the normal limit.
A nearby address still needs suitable access, dimensions, capacity and a space you can actually use.

Confirm exceptions and permission to use the site

For large buses or large trucks, apply the Article 5(3) same-administrative-city exception only after office confirmation.
A large passenger car cannot use that exception.
If a sole-proprietor business site or a designated island landing is relevant, first confirm the applicable base under Article 5(4), then measure from that base.

For a site you do not own, prepare the contract and garage-use permission or consent form.
Apartment accessory parking requires actual residence, available capacity and consent from the appropriate manager or representative.
A vacant-looking plot is not automatically an available garage; the confirmation box represents checks you have actually completed.

What the entered costs mean

Common vehicle costs

Enter acquisition and related costs on a consistent basis.
Residual value is the estimated vehicle value recovered at the end of the holding period.
Monthly running costs should include relevant insurance, fuel and maintenance.
The future residual recovery reduces period cost but does not reduce the cash needed upfront.

Garage costs for each option

Initial garage costs are nonrefundable setup or contract costs from the quote.
Monthly costs include rent and relevant upkeep.
Enter only an awarded subsidy; a planned application is not a confirmed saving.
Keep refundable lease deposits in a separate cash plan rather than treating them as consumption costs.

For a lease, enter its remaining term.
If it is shorter than the holding period, confirm renewal on the same terms before the option enters the full-period comparison.
This confirmation is not a guarantee of future prices; recalculate when negotiations change.
A public parking option is also provisional until an available space and appropriate contract have been secured.

Total-cost and own-site break-even formulas

Total = vehicle acquisition + garage setup + certificate costs − applied subsidy
+ (vehicle monthly costs + garage monthly costs) × holding months − vehicle residual value

Garage-only costs include garage setup and certificate costs less applied subsidy, plus monthly garage costs over the holding period.
For an exempt existing vehicle, the calculator substitutes a keep-vehicle row with zero compulsory garage costs.
The subsidy is capped at garage initial costs so the calculation does not manufacture a grant profit.

Common vehicle costs and residual value cancel when comparing the same car across garage options.
When own-site setup costs more initially but saves money each month, divide the initial difference by monthly savings and round up to the next whole month.
If own-site costs cannot be recovered, the result says no payback.
If it starts cheaper but later becomes more expensive, the tool labels the crossing as the end of the initial advantage.

Step-by-step use

  1. Confirm the base, registered vehicle size and type, first registration, engine and any exemption documents.
  2. Choose the holding months and enter acquisition, residual value and running costs for that period.
  3. Enter distance, use rights, initial costs and monthly costs for own-site, public and private options.
  4. Include only selected options with confirmed quotes, subsidy awards, lease terms and any necessary renewal.
  5. Optionally add an exempt-vehicle or no-car alternative covering the same period and travel needs.
  6. Read pending issues and timing references, save the TXT consultation checklist and prepare the application documents.

Worked hypothetical example: 60 months

These are fictional amounts, not Jeju market prices or an official subsidy schedule.
Assume vehicle acquisition of KRW 20,000,000, residual value of KRW 8,000,000, monthly vehicle costs of KRW 300,000 and zero certificate costs.
Own-site setup costs KRW 3,000,000 less an awarded subsidy of KRW 1,000,000, with KRW 10,000 monthly upkeep.

Hypothetical garage and vehicle costs over 60 months, in KRW
OptionMonthly garageGarage totalOverall total
Own-site setup10,0002,600,00032,600,000
Public lease60,0003,600,00033,600,000
Private lease100,0006,000,00036,000,000
No-car travel—030,000,000

Own-site initial cash, including vehicle acquisition and assuming subsidy receipt, is KRW 22,000,000.
Own-site payback crosses the public lease at 40 months and the private lease at 23 months.
No-car travel costs KRW 500,000 per month, or KRW 30,000,000 over 60 months.
It is the lowest monetary total in this example, but you must check whether it meets the same travel needs.

Interpret the ranking and initial cash separately

A star marks the lowest total among selected and confirmed options; ties receive multiple stars.
It does not identify the cheapest arrangement anywhere in Jeju or include unconfirmed quotes.
Rows with unresolved rights, contract terms or vehicle facts withhold monetary results, so resolve those issues first.

Monthly equivalent divides period cost by months; it is not the actual monthly bill.
Read monthly outlay for recurring cash spending.
Initial cash reflects subsidy receipt, so reimbursement programs may require additional bridge funding before payment.
Residual value is a forecast: compare conservative and optimistic values to see whether the ranking changes.

Moving, family transfers and short holding periods

Moving to Jeju or helping a parent

Before moving, identify usable spaces near the new base and check the existing vehicle classification and exemptions.
When taking over a family vehicle, choose ordinary transfer or inheritance/gift correctly because the application timing differs.
For apartment parking, confirming actual residence and management consent early can prevent having to find another contract.

Planning to change cars in a few years

A short holding period may end before setup costs are recovered.
Change the months to see when the ranking reverses and check whether leases can be renewed.
An exempt-vehicle alternative needs its own acquisition, running and residual figures; removing the garage cost alone does not create a fair vehicle comparison.

Distinguish 90 days, 3 months and 15 days

  • Ordinary new registration or transfer: Article 6(2) and (5) provide 90-day certificate validity; compare issue and planned registration dates.
  • Inheritance or gift: Article 6(6) requires application within 3 calendar months after ownership transfer, not a substituted 90 days.
  • Garage change: check the 15-day reporting requirement from the change under Article 7(1).

An issue date of 2026-01-01 gives a 90-day reference date of 2026-04-01.
An ownership transfer on 2026-01-31 gives a three-calendar-month reference of 2026-04-30.
These dates are unadjusted references; confirm holidays, commencement-day treatment, filing hours and the printed expiry with the office.
Missing dates or a planned event before issue or transfer produce an input or date-order warning.

Limits and practical cautions

This is a nominal-cost comparison at constant entered prices.
It does not estimate interest, rent increases, live subsidy budgets or land residual value.
Parking design, construction permits and nationwide commercial-garage regimes are outside scope.
Check registration refusal, garage-securing orders and plate seizure through the official process; the calculator does not invent penalty amounts or inspection outcomes.

A low monetary total is only one part of the decision.
Check practical accessibility, night and weekend availability, continuing consent and the stability of the lease.
For complex contracts, subsidy conditions or registration history, bring the result and supporting documents to the office before acting.

Frequently asked questions

Does every vehicle based in Jeju need a garage certificate?

Jeju is the covered region, but registered mini/small vehicles, certain older medium/large vehicles, confirmed Class 1 low-emission vehicles and other ordinance exemptions can qualify.
Check the vehicle register and the exact exemption rather than deciding from the address alone.

Is an engine of exactly 1,600 cc exempt?

The medium-vehicle engine exception is strictly below 1,600 cc, so exactly 1,600 cc does not qualify on that ground.
An older first-registration date or another exemption may still apply.
Zero displacement is treated as unknown.

Is a monthly public parking pass enough?

Confirm a contract permitting use as a garage, an available space, use rights and site suitability.
An ordinary parking pass is not automatically a garage-use contract.
Apartment parking also requires actual residence and consent from the appropriate manager or representative.

Must every lease run for at least one year?

The verified current Article 5(2)1 does not impose a universal one-year minimum.
This tool asks you to confirm renewal on the same terms if the remaining lease is shorter than the holding period.
The actual contract and documents required by the office take priority.

Must an inherited or gifted vehicle have a certificate before transfer?

Article 6(6) separately requires an application within 3 calendar months after ownership transfer by inheritance or gift.
Do not confuse this with the ordinary 90-day certificate validity rule.
Enter the ownership transfer and planned application dates.

Can a subsidy greater than setup costs create a profit?

The model caps the applied subsidy at garage initial costs.
Verify eligible spending, caps, required own funding, clawbacks, budget and final award in the official program documents.
If reimbursement arrives later, arrange the cash needed before payment separately.

Should I sell the car if no-car travel is cheapest?

The ranking compares entered monetary costs.
Also consider medical trips, commuting time, family travel, luggage, accessibility and urgent transport.
Vehicle acquisition and residual value must be compared with taxi, rental and transit spending over the same period.

Do passing distance and timing checks approve registration?

No result replaces the local site inspection or official approval.
Check the printed certificate expiry, filing hours, use consent, practical parking access and exemption documents with the local office.
This calculator does not estimate penalties for failing a garage-securing order.

Official sources and what to recheck

On 2026-10-28, the Korean National Law Information OPEN API was used directly to verify Jeju Special Act MST291149, Article 428, ordinance MST2022673 and enforcement rule MST2022693.
The act version is effective 2026-10-13; the ordinance and rule are effective 2025-03-19.
The model uses ordinance Article 3 for exemptions, Article 5 for distance and use rights, Article 6 for certificates and applications, and Article 7 for change reporting.

Before use, recheck vehicle exemptions and registration history, site suitability, consent, rent and renewal, subsidy award and payment timing, printed certificate expiry and actual filing deadlines.
Changes in legislation or program notices require updated inputs and rules.
