Temporary 3.5 percent rate versus regular 5 percent rate

Passenger-car individual consumption tax is normally calculated at 5 percent of the factory price. The Korean calculator also models the temporary reduced 3.5 percent rate, which is scheduled through June 30, 2026, and caps the temporary-rate saving at KRW 1 million of excise tax.

If the user enters a retail price including VAT, the Korean logic converts it back to factory price with the 1.1715 divisor. That divisor reflects 5 percent excise tax, 30 percent education tax on the excise amount, and 10 percent VAT.

  • Education tax is 30 percent of final individual consumption tax.
  • VAT 10 percent is then applied to the factory price plus excise tax plus education tax.
  • The reduced scenario and the regular scenario are both calculated so the saving is visible.

Eco and family reductions

The calculator preserves the Korean reduction caps by vehicle type. Electric vehicles can reduce up to KRW 3 million of excise tax, hydrogen vehicles up to KRW 4 million, hybrids up to KRW 700,000, and a multi-child household up to KRW 3 million.

The eco reduction is applied after the temporary rate calculation, so high-priced vehicles can hit both the temporary-reduction cap and the eco cap. The English page exposes those results rather than replacing them with a flat tax estimate.
