Permit threshold and strengthened zones

The Korean source cites Real Estate Transaction Reporting Act Articles 11 through 18 and Enforcement Decree Articles 9, 14, and 16. A permit is required when paid transfer of land ownership or superficies exceeds the announced land-use threshold in a permit zone.

For urban residential land, the statutory threshold is 60 sqm, but a city or province can strengthen the threshold between 10 percent and 300 percent of the base. In a strengthened zone, a residential land threshold 60 sqm can be strengthened to 6 sqm, which makes almost all apartment land shares permit targets.

Why gap investment is blocked

The Korean content reflects the Gangnam, Seocho, Songpa, and Yongsan apartment designation and treats apartment screening by land share, not exclusive floor area. Once a residential purchase is permitted, the residential use obligation is 2 years, so the buyer must directly live in the property.

Because of that use obligation, jeonse funding cannot be used to fill the balance. The 2025-06-27 household debt measure capped metropolitan and regulated-area mortgage loans at KRW 600 million and also reinforced move-in obligations after mortgage execution, so high-price purchases need much more own cash.

Funding plan and penalties

The calculator estimates required funds as purchase price plus acquisition and incidental costs, then compares own funds, mortgage under the entered LTV and KRW 600 million cap, and other loans. Attempted jeonse funding is shown separately because it is excluded from the lawful funding plan.

An unauthorized contract is invalid. Violation can mean imprisonment up to 2 years or fine up to 30 percent of land price. Annual enforcement charge can be 10 percent for unused land, 7 percent for rental or other violation, and 5 percent for unauthorized purpose change, repeated during the obligation period until corrected.
