Check a Korean military noise compensation assessment
Residents near a military airfield or shooting range do not all receive the same payment.
The designated zone, actual residence days, move-in history and workplace or registered business location affect the calculation.
Family members sharing an address can have different reductions, particularly when a child moved in as a minor or a spouse moved into an existing home through marriage.
Use the calculator to organize the facts behind each person’s notified assessment.
This page helps residents and family members preparing an application, checking an unexpectedly small award or reviewing an unfiled damage year.
It produces person-by-year records, assumption-based estimates, differences against a notified award and procedural reference dates.
These are starting points for asking the municipality for an assessment breakdown.
They do not predict the local committee’s decision, an objection’s success or the amount ultimately deposited.
Korea-based 2026 rules · checked 2026-10-28The governing decree is effective 2026-07-01.
The interval compares additive and sequential reduction assumptions because a definitive combined formula was not established from the official material checked.
It is not a statutory minimum or maximum award.
Confirm the combination method, monthly proration and rounding with your local authority.
1. Confirm the designated zone and actual residence
Decree Article 11 covers people registered and actually living in a designated noise countermeasure area during the preceding damage year.
Hearing loud aircraft or measuring decibels yourself does not establish the official zone.
Check the municipality’s designation documents and the notice for the residential building.
The decree provides for the higher compensation zone when a building straddles a boundary, but the local committee must review whether the boundary provision applies.
Monthly zone bases and twelve-month airfield references before reductions| Designated zone | Monthly KRW | 12-month KRW |
|---|
| Zone 1 | 60,000 | 720,000 |
| Zone 2 | 45,000 | 540,000 |
| Zone 3 | 30,000 | 360,000 |
The annual column assumes an airfield, twelve full months of eligible residence and no reduction or offset.
Shooting-range residents and partial-year residents cannot use that annual amount unchanged.
Suwon airfield’s noise boundaries must not be generalized to every facility.
This tool does not search cadastral addresses or determine your building’s designation.
2. Separate people, damage years and applications
Different family conditions
Enter parents, spouses and children separately.
Use labels such as A and B instead of real names.
A marriage or minority exemption belongs to the person who satisfies its conditions; one family member’s exemption does not exempt the household.
Damage year versus filing year
The damage year is the year of eligible residence and noise exposure.
For example, 2025 damage is ordinarily addressed in the 2026 application cycle.
Add separate records for missed years and clear the unfiled checkbox for claims already submitted.
You can compare up to twelve person/year records.
When conditions change during a year, split the periods carefully without counting any person’s residence day twice.
Multiple businesses, workplaces or zone changes require an individual assessment.
If you split one year across records, also avoid duplicating notified awards or same-cause damages offsets; verify how those amounts belong to each period.
3. Move-in reductions and documented exceptions
- Before 1989-01-01: no ordinary move-in reduction.
- 1989-01-01 through 2010-12-31: 30% move-in reduction.
- From 2011-01-01: 50% move-in reduction.
- Moving in before facility installation, as a minor, or through marriage into a spouse’s existing home can qualify for an exception after evidence is checked.
Minority is assessed at the move-in date, rather than at the application date.
The decree explicitly includes people under 20 if they moved in before 2013-07-01.
For later moves, check whether the person had reached the Civil Act’s age of majority, 19.
A later marriage alone does not establish the marriage exception: verify the move into the spouse’s existing home using the marriage record and the spouse’s address history.
Returning to an earlier address
A pre-1989 resident who left the designated area and returned to the original residence within one year is excluded from the ordinary 30% reduction.
A person resident during 2010 who left the area and returned to the original residence within one year should check the decree’s 30% return-move treatment.
Review the complete address history instead of treating the latest registration date as the only relevant event.
4. Workplace location and the 100 km boundary
For a workplace or a business with business registration outside the designated area, the shortest distance from the facility gate matters.
The decree specifies a 30% reduction within 100 km and a 100% reduction over 100 km.
Exactly 100 km belongs to the within-100-km band.
Do not substitute the distance from your home or an arbitrary straight-line measurement for the authority’s recognized shortest distance.
A move-in exemption does not automatically remove a workplace reduction.
Each record applies its selected workplace condition to all eligible days entered in that record.
For employment changes, retirement, leave, business relocation or complicated remote-work arrangements, request a period-specific assessment supported by employment dates and location records.
The calculator does not decide how those factual circumstances should be recognized.
5. Enter monthly residence and shooting days
Subtract active military service, overseas stays, detention and other days without actual residence.
Count overlapping absence reasons only once.
Auto-fill counts calendar days from registration through year-end or the reference date; it has no access to travel, service or detention records.
Registered address days are not necessarily eligible actual-residence days.
Military shooting-range monthly operation days and base payment fractions| Official shooting days | Monthly base fraction |
|---|
| 0 | 0 |
| 1–7 | 1/3 |
| 8–14 | 2/3 |
| 15 or more | 1 |
Use the official actual shooting-day count for each month, rather than your residence days or the days you personally heard shots.
The 7/8 and 14/15 boundaries change the fraction.
Residence days cannot exceed the month’s calendar days or the days available after registration and through the reference date.
February 2024 has 29 days and February 2025 has 28; the model does not assume every month has thirty days.
6. Formula and the two combination assumptions
Eligible base = Σ(monthly zone base × shooting fraction × residence days ÷ calendar days in that month)
Additive assumption = eligible base × max(0, 1 − move-in rate − workplace rate)
Sequential assumption = eligible base × (1 − move-in rate) × (1 − workplace rate)
Subtract same-cause damages already received under another law from each assumption, with a zero floor.
The individual rates and monthly bases are verified in Decree Article 11, but the official material checked did not establish a definitive combination formula.
Neither assumption is presented as the official award formula.
Monthly calendar-day proration and nearest-KRW rounding after aggregation are comparison assumptions too.
For small differences, compare rounding and period boundaries before drawing conclusions.
Act Article 18 restricts duplicate compensation where damages were received under another law for the same cause.
Do not enter a pending claim or an unrelated payment as an offset.
If you cannot identify which damage year and loss a payment covers, ask the authority rather than inventing an allocation.
Even when both assumptions produce the same number, eligibility and evidence still require confirmation.
7. Worked example: a KRW 360,000 annual base
Fictional inputs
A lived in airfield Zone 3 for all twelve months of 2025.
A moved in during 2015, giving a 50% move-in reduction, and worked outside the area within 100 km, giving a 30% workplace reduction.
Same-cause damages received are KRW 10,000 and the notified award is KRW 50,000.
Assumption results
The eligible base is KRW 360,000.
The additive result is KRW 72,000 and the sequential result is KRW 126,000 before the offset.
After the offset, the interval is KRW 62,000–116,000, a difference of KRW 12,000–66,000 against the notified award.
This fictional example illustrates the sensitivity to the combination method.
A positive difference does not prove that the notified amount is wrong or that more money is recoverable.
Ask for the authority’s method, recognized workplace periods, excluded residence days and allocation of earlier damages.
If an exemption is documented, change that condition and compare again while keeping the evidence supporting it.
8. The 60-day objection and 30-day review periods
Under Act Article 15, a person excluded from payment or disputing the amount can object to the municipality within 60 days from publication or notice of the decision.
The person asserting that the assessment is improper must substantiate that assertion.
Prepare an assessment breakdown and supporting records, not just a screenshot showing a difference.
An objection decision can be taken to the Minister of National Defense for review within 30 days after receiving its result.
Reference dates are not confirmed filing deadlines
For the example notice date 2026-10-01, adding 60 days gives the unadjusted reference date 2026-11-30.
The model excludes the starting day but does not resolve Saturday or holiday extensions, which publication or personal notice date controls, or postal arrival requirements.
Check the actual notice and accepted filing method, and avoid waiting until the last day.
Article 14(5) provides for deemed consent when no objection is filed, while Article 18 addresses the judicial-settlement effect of consent.
If you already consented or are involved in another lawsuit or settlement, confirm those legal effects separately.
This tool does not calculate a state-compensation lawsuit or determine whether consent can be withdrawn.
9. Unfiled years, later applications and five-year limitation
Decree Article 14 sets the annual filing deadline at the end of February and permits a missed application in the same period of the following year.
The Ministry of Government Legislation’s official interpretation explains that passing the February deadline in the year after the application-guide year does not by itself bar a later application.
Suwon also explains later applications within limitation and the need to check the annual filing window.
Review the evidence and filing history for each missed year instead of assuming it is lost.
The five-year period in Act Article 17 is not automatically measured from the damage year’s last day.
The statutory starting point is the end of the Article 14(4) decision publication period or the day notice was received.
The first application guide is a different procedural event.
For an unfiled claim, ask how the relevant decision or publication applies to you; the calculator withholds the limitation reference when its actual starting date is unknown.
The displayed date adds five calendar years before holiday adjustments and any interruption or suspension analysis.
For example, 2024-02-29 produces 2029-02-28 as the five-year reference.
If that reference falls before or within the next filing window, contact the authority promptly rather than waiting until the end of the next cycle.
The decree does not pay interest for the period of delayed application.
10. Turn the comparison into a documented inquiry
- Confirm the facility, designated zone and damage year from local documents.
- Separate family members and enter move-in exceptions, workplace conditions, residence days and official shooting days.
- Enter a notified award and relevant dates only when known; do not invent dates.
- Compare assumptions and save the TXT review for requesting an assessment breakdown.
- Prepare address history, marriage and spouse records, employment dates and locations, travel or military-service records and the actual notice.
- Confirm the local application or objection period and method before submitting supporting documents.
Calculations run in your browser; this tool does not retrieve resident-registration records or submit applications.
The exported review includes the labels and conditions you enter, so check it before sharing.
Editing an input hides the previous result until you calculate again.
If you loaded the fictional example, replace all example values with your actual records.
Frequently asked questions
Can I select Zone 1 because the noise seems severe?
No.
Confirm the official designation and building-based zone.
A personal noise measurement does not determine the statutory zone.
Do parents and children have the same move-in reduction?
Check each person’s move-in date and minority status at that time.
A child’s exemption does not automatically exempt a parent.
Does exactly 100 km trigger a complete reduction?
No.
Outside-area workplaces within 100 km have the 30% band; over 100 km has the 100% band.
Verify the shortest distance from the facility gate.
What if I do not know the shooting-day count?
Obtain the official monthly counts for the damage year.
Do not substitute residence days or days when you heard shooting.
Missing shooting days prevent validation for a shooting range.
Is a claim lost after missing the following year too?
Do not assume only one later year is available.
Check the official interpretation, limitation rules and the municipality’s annual filing notice.
Can I add five to the damage year for limitation?
No.
Article 17 refers to the end of decision publication or receipt of notice.
Confirm the applicable start date and any interruption instead of using a damage-year shortcut.
Is a blank award the same as a zero award?
No.
A blank withholds the difference calculation.
Entering zero treats zero as the actual notified award for comparison.
Will an objection succeed if this estimate is higher?
A difference does not guarantee success.
Check combined reductions, absences, employment periods, overlapping damages and consent, and prepare evidence of an improper assessment.
