Korea Facility Security Licence Capital & Staffing Calculator

Check paid-in capital, ordinary guards, instructors and four equipment gaps, then separate capital from actual hiring and preparation cash under Korean 2026 rules.

1. Corporation, scope and evidence

2. Capital and staffing

Current staffing must not exceed the plan. Enter separately recognized staff and do not count the same person as both guard and instructor. More than 200 guards and other security activities require separate review.

3. Equipment stock and actual unit quotations

Minimum reference gaps and purchases for planned guards are separate. Planned purchases are a budgeting assumption; confirm specifications and any sprayer possession permissions with the authority.

4. Hiring schedule and preparation cash

Existing staff payroll starts in month 1; new staff receive a full month from their start month. Equipment, recruitment, setup and deposit are paid in month 0. Revenue, loans and deposit refunds are excluded.

Three numbers before starting a facility-security company

This calculator helps a corporation preparing a new Korean facility-security licence organize capital, staffing and equipment gaps.
It is intended for the supplier entering the security-services market, including experienced managers starting a family business.
Personal guard qualifications and the cost of buying outsourced security services are separate decisions.

The starting references are KRW 100,000,000 paid-in capital, 10 ordinary guards and 1 security instructor.
Capital must be supported by corporate and payment evidence.
Staff must have recognized qualifications and appointments.
Being a director or family member does not automatically count; do not count the same person under both jobs.

All cost defaults are zero and evidence starts unconfirmed.
Zero does not mean the service is free or no cash is needed.
The fictional example illustrates arithmetic and is not a national wage, market quotation, recommended staffing level or licensing guarantee.
These are Korean rules for 2026, not a general international security-company standard.

Current 2026 rules and older guidance

Article 4(2) of the Security Services Industry Act, effective 2026-01-08, sets the facility-security reference at 10 guards and 1 instructor.
Enforcement Decree Annex 1 sets capital at KRW 100,000,000 or more, and its note identifies capital as paid-in capital.
Current status and provisions were verified through the National Law Information OPEN API on 2026-11-05.

Older guidance may still mention 20 ordinary guards or a separate training room.
This calculator does not add those former requirements to the current facility-security reference.
This does not remove separate guard training, instructor, appointment or deployment duties.
Check those obligations from the actual operating arrangement.

Scope is a new application for facility security only.
Escort, personal protection, mechanical security, special security, crowd/traffic guidance, collective civil-complaint sites and capital recognition across multiple activities are excluded.
Operations above 200 guards and instructor expansion rules require separate review.

Separate current staff from planned staff

Enter 0–200 currently secured guards and 0–20 instructors, then a plan of 10–200 guards and 1–20 instructors.
Current staffing cannot exceed the plan because the model does not budget downsizing, severance or staff reduction.
Planned staffing is your operational assumption, not a staffing recommendation.

The qualification confirmation covers recognized training, qualifications, appointments and counting.
A candidate being interviewed is not automatically secured staff.
Keep currently acquired resources and resources in an acquisition plan documented separately.
Leave authority verification unconfirmed until the actual position is checked.

Confirm corporate status, facility-only scope, paid-in evidence, officer eligibility review, equipment specifications and documents separately.
Meeting the numeric references while a check remains unknown produces a verification hold.
Even fully confirmed entries produce only a ready-for-authority-review result, not permission to operate.

Check four equipment types individually

Enforcement Decree Annex 1 specifies uniforms, whistles, batons and sprayers at quantities corresponding to the reference guard workforce.
The calculator compares each item with 10 ordinary guards.
It does not add the instructor to produce an 11-item minimum.
Separate stock counts show exactly which item is missing.

The minimum gap compares each stock count with 10.
Planned purchases compare stock with planned ordinary guards.
With 15 planned guards and 10 uniforms, the minimum gap is zero while planned purchases are five.
This additional purchase quantity is an operating-budget assumption, separate from the minimum licensing reference.

Enter the actual cash unit quotation in KRW, checking tax, delivery and options.
Avoid adding the same charge again under setup costs.
Sufficient stock does not establish specifications or possession legality.
Confirm equipment standards and any separate sprayer possession permission with the authority.

Paid-in capital and preparation cash are different

Capital gap = max(100,000,000 − current paid-in capital, 0).
Paid-in capital is a corporate licensing reference, not a consumable opening fee.
Do not add it to wages and equipment to create a total startup expense.
Check how much previously paid capital remains genuinely available in the corporate bank account.

Preparation expenses include equipment, new-hire recruitment/training, one-time setup, monthly employment costs and other monthly outflows.
A refundable lease deposit is kept separate from expenses but included in the cash required now.
Cash required = preparation expenses + deposit.
Cash balance = available cash − cash required.
A negative balance produces a cash gap equal to its absolute value.

If confirmed capital receipts are already included in available cash, do not add them twice.
Unconfirmed loans and hoped-for revenue are not recognized as paid-in capital or automatically included as cash.
The calculator never sums the capital gap and cash gap into one funding answer; corporate accounts and confirmed financing determine how the two needs interact.

Monthly preparation budget mechanics

Choose 1–24 preparation months and separate payroll start months for new guards and instructors.
Existing staff incur costs from month 1.
New staff incur a full monthly cost from the selected month.
There is no partial-month payroll calculation; revise the budget when actual employment dates are agreed.

New hires equal planned staff minus current staff.
Each month uses existing staff plus new staff whose start month has arrived.
Multiply guard and instructor headcounts by their respective total monthly employment costs, then add other monthly outflows.
The optional target opening date is planning context and is not used to predict a permission date or statutory deadline.

Equipment, recruitment/training, setup expenses and the deposit are conservatively paid in month 0, even when payroll starts later.
Revenue, collection delays, loan inflows and repayments, future deposit refunds and automatic capital injections are excluded.
The monthly table is a preparation cash plan, not a complete operating forecast.

How to use the preparation sheet

Start with corporate registration, articles of incorporation and paid-in evidence, and confirm facility-security-only scope.
Check current guards and instructors against actual qualifications and appointment records.
Review officer disqualification separately.
For every headcount, identify the document that supports the number before meeting the authority.

Count each equipment type, check the usable specifications and obtain actual quotations for missing resources.
Set planned staffing, recruitment/training costs, monthly total employment costs and payroll start months.
Include relevant wages, allowances, employer contributions, retirement and training in the actual budget, without duplicating costs elsewhere.

Enter the refundable deposit, setup outflows, monthly operating outflows and available cash, then mark cost evidence.
Read numeric gaps, pending checks, planned purchases and cash separately.
Download TXT or print the sheet.
Present it with evidence and acquisition plans to the competent city/provincial police agency before committing to contracts.

Fictional example: KRW 80 million capital and eight guards

Assume paid-in capital of KRW 80,000,000, 8 current guards and no instructor, with a plan for 10 guards and 1 instructor.
Each equipment type has 8 units and each new unit costs KRW 50,000.
Minimum gaps are KRW 20,000,000 capital, 2 guards, 1 instructor and 2 of each equipment item.
Buying eight items across the four types costs KRW 400,000.

Monthly total employment costs are KRW 3,000,000 per guard and KRW 4,000,000 per instructor.
Recruitment/training is KRW 200,000 per new guard and KRW 500,000 per new instructor, totaling KRW 900,000.
Setup is KRW 1,000,000, deposit KRW 5,000,000 and other monthly outflow KRW 500,000.
Prepare for two months; all new staff payroll begins in month 2.

Month 0 cash outflow is KRW 7,300,000.
Month 1 costs KRW 24,500,000 for the existing guards and other operations; month 2 costs KRW 34,500,000 for all planned staff and operations.
Expenses total KRW 61,300,000.
Adding the KRW 5,000,000 deposit yields KRW 66,300,000 cash required.
From KRW 100,000,000 available cash, KRW 33,700,000 remains.
The KRW 20,000,000 capital gap stays separate.

Acquisition plans and the month after permission

Enforcement Decree Article 3(2) provides an acquisition-plan route when the relevant resources cannot be secured on application, excluding capital.
Resources must be acquired and confirmed by the city/provincial police agency within one month after permission.
A staffing gap therefore does not itself establish that an application is impossible.
Check the accepted scope and filing requirements with the authority.

Capital is excluded from this acquisition-plan exception.
A promise to fill the capital gap after winning a contract must not be entered as already paid-in capital.
Confirming an acquisition plan does not erase current numeric shortages, and the calculator does not infer an actual permission or follow-up confirmation date.

The target opening date and post-permission acquisition check are separate matters.
Do not infer permission dates from a lease commencement date or published processing period.
Manage actual deadlines from the permission notice and authority guidance, and check initial training, deployment and delayed deliveries alongside the cash plan.

Practical scenarios and model limits

An experienced manager establishing a family corporation should start with incorporation, capital evidence and officer review.
An existing company adding facility security must separately check corporate purposes, business scope, capital recognition and shared resources.
Where the application exceeds the facility-only new-entry scope, the numbers alone do not resolve eligibility.

A company with 10 guards planning to employ 15 can distinguish minimum compliance gaps from expansion purchases and payroll.
A company lacking only sprayers can identify that item instead of rebuying complete sets.
Surplus stock makes planned purchases zero; potential resale proceeds are not added to cash.

No universal minimum-wage or combined social-insurance rate is invented.
The sheet does not certify working conditions, allowances, training, equipment legality, officer eligibility or licence maintenance.
Use the separate outsourcing TCO calculator for a buyer comparing employment and service quotations, and keep that decision distinct from supplier licensing preparation.

Frequently asked questions

Must I hire 20 ordinary guards?

The verified 2026 facility-security reference is 10 ordinary guards and 1 instructor.
The older 20-guard threshold is not applied.
Other activities and larger operations require separate review.

Is KRW 100 million capital added to startup expenses?

No.
Capital is a licensing reference and is not added again as a consumed expense.
Actual equipment, recruitment and operating expenses plus the refundable deposit determine cash required.
Capital and cash gaps remain separate.

Does a staff gap prevent any application?

The acquisition-plan route excludes capital and requires acquisition and authority confirmation within one month after permission.
Confirm accepted scope and documents; a numeric gap alone is not a final application decision.

Must I lease a separate training room?

The current facility-security reference does not add the former training-room requirement.
Separate guard/instructor training and deployment duties remain matters to check; this is not a training exemption.

Can an instructor also count among the 10 guards?

The model does not decide qualifications or double counting.
Enter the roles separately and confirm recognition with the authority.
Minimum equipment quantities use 10 ordinary guards.

Do 10 items cover a plan for 15 guards?

The minimum-reference gap is zero, but the budget assumes five additional purchases per item.
This operating assumption does not establish equipment specifications or possession permissions.

Does a zero result mean no cash is needed?

Unconfirmed default entries produce entered subtotals and a cash-assessment hold.
Check employment costs, actual quotations, deposits and cash evidence before marking the budget as confirmed.

Can I submit the downloaded TXT as the application?

The TXT and printout are consultation worksheets.
Prepare the Enforcement Rule Form 2 application, articles, officer histories and any required acquisition plan separately, and check registration and paid-in evidence with the authority.
