Local support is capped at the smaller of the program ceiling and covered partial plus full patient payments. Private insurance is capped at the medical amount left after support. Neither item pays travel or lost income in this model.

The Korean calculator implements this boundary directly. Even when the Seoul ceiling is larger than the covered patient payment, it never transfers the unused ceiling to non-covered cost, follow-up, travel, lodging, or lost income.
