Korea Long-Term Care Renewal Window and Coverage-Gap Budget Calculator

Check the 90-to-30-day Korean renewal window and compare conditional care budgets using processing assumptions, actual care days, private-pay quotes and available cash.

South Korea 2026 rules, checked 2026-10-15. Calculate the 90-to-30-day renewal window and conditional household budgets. A delayed review alone does not establish benefit interruption, retroactive coverage or refunds.

1. Certificate and renewal application

Copy the actual certificate expiry. Do not infer it by adding years for a grade.

Use Assumed for a planned application. Use User-confirmed only for actual receipt or a verified NHIS deemed-application record.

2. Processing assumptions and usable benefits

Act Article 16 provides for assessment within 30 days and, for unavoidable reasons, up to 30 extra days with notice. The dates below add calendar days for household scenarios. They do not calculate an official legal deadline, decision date or actual benefit resumption.

Use the date benefits can actually be used and billed. Do not substitute a review decision, retroactive effective date or refund date.

3. Planned care during the conditional interval

Planned weekly care days

The selected weekly pattern repeats throughout the interval. Enter holidays or cancellations as excluded dates. Clear all days for a plan with no care.

4. Private-pay quote and cash

Use a full private-pay quote and usual household payment for the same hours and service. The one-time cost is added once only when planned care days exist. Unknown amounts are not treated as zero.

Enter whole numbers; changes commit when leaving the field. Amounts range from KRW 0 to 100 million; each duration is capped at 365 days. Select User-confirmed for a verified zero amount.

Both boundary dates are included. These calendar references do not move weekends or public holidays; confirm the actual receipt cutoff with NHIS. Passing the window does not by itself establish refusal or interrupted benefits.

Conditional interval and money to prepare

These budgets assume usable benefits have not been confirmed from the day after expiry through the day before the usable date. Both processing rows always remain assumptions. Confirm actual benefits with NHIS before treating any amount as a loss or refund.

Enter the certificate expiry and choose its evidence state. Unverified dates leave results pending.

Full budget = care days × daily private quote + one-time cost. Additional cost subtracts the usual payment, with a zero floor. Cash shortfall subtracts available cash from the full budget, also with a zero floor. Unknown quotes or schedules withhold estimates; a zero-day interval has zero budget.

Documents and continued benefits

Inputs are not sent to a server or saved automatically. Check the NHIS record for deemed application through renewal intent and the medical-opinion requirement. Contact NHIS at 1577-1000 or the current long-term-care operating center for the application process.

Plan Korean long-term-care renewal and household cash together

This calculator uses the actual expiry on a Korean long-term-care recognition certificate to identify a renewal window and compare household cash budgets during a conditional interval of unconfirmed usable benefits.
It helps a parent receiving care and a family member handling documents work from the same dates, service schedule and quote.
Before accepting a full private-pay quote because expiry seems close, compare the receipt record, usable benefits and settlement conditions.

Having a care grade and paying a monthly household share does not remove the need to check recognition validity and renewal procedures.
A delayed assessment alone also does not prove that every recipient will lose benefits.
The date panel identifies the renewal window; the budget panel describes what cash might be needed under an explicit assumption about usable benefits.

Jurisdiction: South Korea, 2026 rules, checked 2026-10-15.
This page does not determine a care grade, renewal approval, benefit interruption, retroactive coverage or a refund.

The renewal window runs from 90 to 30 days before expiry

Article 20 of the Korean Long-Term Care Insurance Act requires renewal for continued benefits after recognition expires, with application completed by 30 days before expiry.
Enforcement Rule Article 8(1) specifies submission of the renewal application and medical opinion during the period from 90 to 30 days before expiry.
The calculator subtracts 90 and 30 calendar days from the expiry date and includes both boundary dates.

Opening reference

Certificate expiry − 90 days.
If the comparison date is earlier, use the time to prepare evidence and check the current NHIS submission process.

Closing reference

Certificate expiry − 30 days.
A later comparison date means receipt status and next steps need prompt confirmation with NHIS.

These calendar references do not automatically move a weekend or public holiday.
Confirm the actual cutoff, submission time and holiday handling with NHIS.
A passed reference date does not itself establish application refusal, benefit interruption or a full private-payment obligation.

Use actual certificate dates and the application record

Recognition start and expiry

Copy the dates from the current certificate.
The optional start date records and checks the existing period; the window is calculated from actual expiry.
A start after expiry must be corrected.

Application and comparison dates

The comparison date is today or the date being assessed.
Enter an actual NHIS receipt date or a planned future submission.
Mark a planned date Assumed; a User-confirmed actual application later than the comparison date is an error.

Enforcement Decree Article 8 generally provides two years for initial recognition and, after renewal, five years for grade 1, four years for grades 2–4, and two years for grade 5 or cognitive-support grade.
The committee may adjust the period by up to six months based on the applicant’s condition.
Enforcement Rule Article 7 also addresses certificate arrival and the application date in a specified exception.
Adding years to an old grade or issue date may therefore produce an incorrect expiry.

Rule Article 8(2) treats renewal as applied for when NHIS confirms renewal intent during its work, but the recipient must still submit a medical opinion.
A family member’s recollection of a phone call is insufficient to establish that every step is complete.
Check the NHIS record, recorded date and outstanding documents before entering a confirmed application.

Two processing assumptions and a directly entered usable date

Act Article 16 provides for assessment within 30 days of submitting the application, with an extension of up to 30 days for unavoidable reasons such as a detailed investigation and notification of the reason and period.
The statutory assessment period, certificate arrival, benefit billing and actual service use are separate matters.
The default 30 processing days and 30 extra days are household scenarios, not a forecast for an individual review.

  • Base processing: usable benefits are assumed to start on application date plus the entered processing days.
  • Additional delay: the assumed start adds both processing days and extra delay days.
  • Direct date: enter a date of actual usable benefits checked with NHIS and the provider, or a separately identified assumption.
Both processing rows always remain Assumed even if application receipt is confirmed.
Do not substitute a review decision date, retroactive effective date or expected refund date for actual usable benefits.
Act Article 27’s benefit-provision rule and exceptions, including continuity across renewal, require NHIS and provider confirmation.

Count the conditional interval and actual planned care days

Date formulas

Interval = day after expiry through day before usable benefits
Calendar days = max(0, usable date − expiry date − 1)
Care days = selected weekdays in that interval, excluding listed dates

Expiry itself belongs to the existing recognition period and is excluded from the interval.
The usable date is also excluded because benefits are assumed usable that day.
Benefits usable the day after expiry produce zero interval days.
For an application made after expiry, the days before application are included from the day after expiry; the calculator does not silently omit them.

Choose all weekdays for daily care, or only the actual days for a home-care schedule.
The selected weekly pattern repeats throughout the interval.
Enter holidays, admissions or cancellations as excluded dates in YYYY-MM-DD format separated by commas, with a maximum of 100 unique dates.
An excluded date on a weekday already unselected does not subtract another care day.

An Unknown schedule leaves care-day counts and budgets pending even when the calendar interval is available.
To represent no planned care, clear all weekdays and choose a schedule evidence state.
A zero-care-day schedule also adds no one-time care cost.

Full cash, additional cost and cash shortfall mean different things

Full cash budget

Care days × daily full private-pay quote + one-time extra cost.
The one-time cost is added once only if at least one care day exists.
Whether the full amount is actually payable depends on the contract and benefit processing.

Usual payment and additional cost

Usual payment is care days × usual daily household payment.
Additional cost is max(0, full budget − usual payment).
It separates the increase from money the household would ordinarily spend.

Cash shortfall

Cash shortfall is max(0, full budget − available cash).
It compares cash against the full payment because preparing only the increase can omit ordinary payments still due.

Match quote scope

Match service hours and care scope between the private quote and usual payment.
Check whether meals and supplies are already included before adding them again as one-time costs.

No national average private-pay price or grade-based official fee is inserted automatically.
Use your provider’s quote, and do not deduct an expected refund or unconfirmed private-insurance benefit from cash needed before it arrives.
If continued benefits are verified, update the direct-date row using the new advice.

From certificate review to application preparation

  1. Check the certificate. Compare actual expiry and the renewal notice, marking unverified dates Unknown or Assumed.
  2. Identify receipt. Distinguish an actual submission, an NHIS renewal-intent record and a future plan, with the appropriate evidence state.
  3. Set processing assumptions. Enter processing and additional delay days, and a separately checked usable date when available.
  4. Match care and quotes. Select actual weekdays, exclude cancellations and enter full private-pay and usual household amounts for the same service.
  5. Prepare money and documents. Compare full cash, additional cost and shortfall, save the result and calendar, then separately complete NHIS receipt and any outstanding documents.

Numeric entries are whole numbers committed when leaving the input.
The edit draft remains available while typing or deleting digits.
Amounts range from KRW 0 to 100 million; processing days range from 1–365 and additional delay from 0–365.

Worked example: expiry 2026-12-31, application 2026-12-01

In this fictional example, expiry on 2026-12-31 gives an inclusive window of 2026-10-02 through 2026-12-01.
Adding 30 days to application on 2026-12-01 gives a base usable date of 2026-12-31 and zero interval days.
Another 30 days gives 2027-01-30, leaving 29 calendar days from 2027-01-01 through 2027-01-29.
The example holds the 2026 rules constant and does not guarantee 2027 benefit treatment.

Fictional KRW 100,000 daily private cost, KRW 20,000 usual payment, KRW 50,000 fixed cost and KRW 1,000,000 cash
MeasureDaily careMon–Fri, excluding January 1
Planned care days2920
Full cash budgetKRW 2,950,000KRW 2,050,000
Usual paymentKRW 580,000KRW 400,000
Additional costKRW 2,370,000KRW 1,650,000
Cash shortfallKRW 1,950,000KRW 1,050,000

The assumptions are KRW 100,000 per private-pay care day, KRW 20,000 usual household payment, KRW 50,000 one-time cost and KRW 1,000,000 cash.
The same 29-day calendar interval contains only 20 care days for Monday–Friday care excluding January 1, changing the required budget.
These figures are neither a price list nor a reported benefit-processing case.

Interpret the result for the situation

Closing reference passed, certificate still valid

The comparison date may be past the closing reference while the actual application was within the window.
Conversely, today can be within the window while a planned application is late.
Compare both statuses, then confirm receipt and outstanding medical evidence with NHIS.
This calculator does not complete receipt.

Application after expiry

With expiry on 2026-12-31, application on 2027-01-10 and a 30-day processing assumption, the usable date is 2027-02-09.
The interval includes 39 days from 2027-01-01 through 2027-02-08, including the days before application.
Check actual day-specific benefit treatment and settlement with NHIS and the provider.

Continued usable benefits verified

If benefits can actually be used and billed from 2027-01-01, the day after expiry, the direct-date row has zero interval days.
A remaining budget in the delay-assumption row is not a confirmed invoice.
User-confirmed means evidence entered by you, not access to NHIS records.

Keep confirmed, assumed and unknown inputs distinct

User-confirmed means you checked a certificate or provider’s information; Assumed means a temporary planning input; Unknown means the value is still unverified.
When care days exist but costs are Unknown, the budget remains pending rather than becoming zero.
If only cash is Unknown, the full budget can be shown while cash shortfall is withheld.

For a genuinely verified zero price, enter zero and select User-confirmed.
A zero-day interval or a known schedule with no care days also produces zero budget for that interval.
Zero does not establish future approval, free care outside the interval or a refund.

  • Confirm continued benefits, private-pay contracts and later settlement using written advice or a receipt record.
  • Available cash should be money actually usable; do not include expected refunds or unconfirmed insurance payments.
  • Recheck rules and NHIS procedure for dates outside 2026-05-26 through 2026-12-31.
  • Calendar, TXT and print exports are planning aids, not an online application or official receipt evidence.

Frequently asked questions

Is the application window just the day 30 days before expiry?

No.
Rule Article 8 runs from 90 to 30 days before expiry, inclusive.
Confirm holiday cutoffs and submission times with NHIS.

Does a phone call remove the need for documents?

NHIS confirmation of renewal intent during its work can constitute a deemed application, but the medical-opinion requirement remains.
Check the NHIS record and outstanding documents instead of relying on a remembered call.

Does an assessment taking over 30 days automatically stop benefits?

No such conclusion is made here.
Assessment periods, extension notices and continued benefits require separate confirmation.
Both processing rows are conditional budgets; enter a separately checked usable date when available.

How do I model care on only three days each week?

Select those weekdays and exclude cancellations or holidays.
Calendar days and actual planned care days are counted separately so daily cost is not multiplied across days without care.

Should I prepare the full budget or only the additional cost?

Use the full cash budget for liquidity planning.
Additional cost subtracts payments you would ordinarily make and therefore does not represent the total cash potentially due.

Can I subtract money expected from retroactive recognition?

The calculator does not decide retroactive coverage or refunds.
Confirm settlement terms with NHIS and the provider, keeping money needed before payment separate from any later settlement.

Can an old issue date and grade establish current expiry?

Enter the actual current certificate expiry.
Renewal status, grade-specific periods, committee adjustments and applicable dates can make a simple addition of years incorrect.

Does saving submit an application or send my inputs?

No.
Inputs are not transmitted to a server or saved automatically.
You can download a TXT result and ICS calendar, but must complete the NHIS application and documents separately.
