Review continuing education and qualification reporting before returning
This ledger helps people who already hold a Korean nursing aide qualification compare education records with their reporting cycle.
The last education year and the last accepted qualification report may differ, especially after a career break.
Multiplying every year away by eight hours, or treating a deferral as a permanent exemption, can produce an incorrect course plan and unnecessary spending.
Record credited hours, approved exemptions, deferrals and out-of-scope years separately from unknown records.
For a return during the current year, the calculator estimates a course candidate from the continuous break and keeps it separate from older ordinary-course shortfalls.
Actual remaining-course quotes and unpaid time then show the cash and income-loss components of preparation.
Korea-based 2026 scope
This is a review tool for qualified nursing aides in South Korea, using rules verified in 2026.
It does not calculate initial exam training requirements.
KLPNA and the relevant authorities must confirm credited courses, exemption or deferral approvals, report acceptance and actual qualification validity.
The annual eight-hour duty and approval status
Article 16(2) of the Nursing Act Enforcement Rule requires at least 8 hours of continuing education annually.
Article 16(4) provides exemptions including students enrolled in nursing-degree programs and people newly issued a qualification in the relevant year.
Entering an acquisition year does not cause this calculator to approve an exemption.
Check the application record and confirmation for that year before selecting an approved status.
Exempt and out of scope
A confirmed exemption or out-of-scope record produces zero immediately required hours in this ledger.
Check the year and reason covered by the approval and keep the evidence.
A pending application or personal assumption must remain unknown.
Deferred and unknown
A deferral postpones education rather than removing the duty.
The ledger separates immediately missing course hours from duties that need resolution after returning.
Unknown means required hours have not been established; those hours are excluded from the known total and must not be read as zero.
Working months do not establish approval
Article 16(5) allows deferral in circumstances including at least 6 months without qualifying nursing aide work during the relevant year.
Article 16(6) and (7) require an application, supporting documents, review and a confirmation.
The calculator therefore never approves a deferral solely because working months are low or the user took time away.
Prepare evidence of dates and duties, and check the actual approved year.
Whole working months are a quick review hint.
Mid-month employment changes or a mix of nursing aide and unrelated duties may require exact dates and supporting records.
Illness and other recognized reasons also need appropriate evidence.
Choose the official annual outcome even when the interface displays a possible deferral hint.
Where the ledger begins
The starting year is the latest of 2016, the acquisition year and the last accepted report year, continuing through 2026.
This assumes the last report accepted education history through its preceding year.
Verify that assumption if older records were omitted or the accepted scope differs.
After changing acquisition or report years, use Apply ledger range to restore complete annual coverage.
Three-year reporting and the December 31 deadline
Nursing Act Article 17(4) and Enforcement Rule Article 19(1) require nursing aides to report their status and employment every 3 years.
The rule sets December 31 of each third year from qualification issuance or the relevant reissue, with an exception based on the report made under the transitional provision of Medical Service Act Amendment No. 13658.
Longstanding holders, reissued qualifications and late reports therefore need a KLPNA-confirmed cycle base year.
Missed deadlines remain visible
With a 2017 cycle base and a last accepted report in 2023, the next deadline is December 31, 2026.
If the last report was in 2020, the earliest outstanding deadline remains December 31, 2023.
The calculator never jumps to 2026 merely because an earlier deadline passed.
An unconfirmed cycle or a last report off the cycle produces a provisional date.
The deadline itself remains within the reporting year; overdue status starts the next day.
For acquisition in 2016 or earlier with no accepted report, the deadline is withheld pending review of transitional filing history.
Article 40 allows qualification-effect suspension for failure to report until reporting is completed, but a date calculation does not establish that a suspension order has been issued.
Confirm any actual order and reinstatement procedure with the reporting centre.
Return courses of 12, 16 or 20 hours and reference fees
The 2026 official notice separates deferral-resolution courses by the continuous period without qualifying work.
The calculator compares the return date with the first, second and third anniversaries of the break start.
Only after entering KLPNA confirmation of the period and course does that total become the current-year requirement.
Before confirmation, the candidate is shown but the current-year shortfall is withheld.
2026 official reference course hours and fees for Korean nursing aides| Course category | Total hours | Reference fee |
|---|
| Regular basic education | 8 | KRW 65,000 |
| Prior-year basic supplementary education | 8 | KRW 70,000 |
| Break of 1 to under 2 years | 12 | KRW 75,000 |
| Break of 2 to under 3 years | 16 | KRW 85,000 |
| Break of 3 years or more | 20 | KRW 95,000 |
These are reference charges from the 2026 notice, not fixed statutory fees.
The actual course, remaining scope and checkout amount take priority.
A confirmed 16-hour return course replaces the current-year requirement with 16 hours; another annual 8 hours is not added.
The eight-hour amounts for linked approved deferral years are also not added again.
Breaks under one year, historical returns and multiple returns require separate KLPNA review.
Understand shortfalls and deferred duties separately
Annual formula
Missing hours = max(0, required hours for the year − hours credited to that year)
Credited hours mean hours recognized for the relevant year and course, rather than merely time spent watching lessons.
Excess hours from one year never reduce another year automatically.
Entering the same hours as both historical supplementary education and return education would double count credit.
Approved deferral rows contribute zero immediate missing hours but remain in the open-deferral count.
Only a confirmed, fully completed current return course links approved deferral rows from the break-start year through the year before return as resolved in this ledger.
Other deferral years remain open.
The link is a review aid and does not itself constitute an official resolution approval.
The report-ledger check covers entered years through the earlier of the year preceding the next report and the year preceding the current reference year.
An approved deferral is treated as an approved status for that report-ledger check, while a separate return duty may remain.
Education years that have not arrived before a future report are not reviewed.
A completed ledger check is distinct from filing and acceptance of the actual report.
Worked example: four older hours plus a 16-hour return course
Consider a fictional holder who qualified in 2016, has a 2017 cycle base and last reported in 2023.
The reference date is November 4, 2026; the continuous break starts January 1, 2024, and work resumes November 1, 2026.
The break is at least two but under three years, so assume KLPNA has confirmed a total 16-hour return course.
Annual credited and missing hours for the fictional returning nursing aide| Year and status | Required | Credited | Missing |
|---|
| 2023 required | 8 | 4 | 4 |
| 2024 approved deferral | 0 | 0 | 0 |
| 2025 approved deferral | 0 | 0 | 0 |
| 2026 return course | 16 | 0 | 16 |
Known missing hours total 4 + 16 = 20, with two open deferral years before completion of the return course.
The reporting deadline is December 31, 2026; the report-ledger shortfall through the preceding year is the four hours from 2023.
Entering all 16 credited return-course hours reduces the total to four and links the two deferral rows as resolved.
The older four-hour shortfall does not disappear.
Tuition, travel and unpaid-time income loss
Remaining tuition means the actual total amount still payable for the remaining course.
Including amounts already paid overstates future cash needs; prorating a whole-course fee by missing hours can understate the real checkout amount.
A genuinely free course must also have its quote confirmed so a known zero differs from an unknown price.
Budget for the same fictional example
- Remaining supplementary quote KRW 70,000 + return quote KRW 85,000 = tuition KRW 155,000
- Travel KRW 20,000 + other costs KRW 10,000 − confirmed support KRW 50,000 → net cash KRW 135,000
- Actual unpaid time 20 hours × KRW 12,000 per hour → income loss KRW 240,000
- Net cash KRW 135,000 + income loss KRW 240,000 → preparation budget KRW 375,000
Support is deducted only up to entered cash costs; excess support never becomes income in this model.
Education and travel hours are not automatically copied into unpaid time.
Exclude paid training and study outside paid working time, and enter only time that actually loses income.
Unknown hours, unconfirmed quotes or unchecked extra costs make the result partial or provisional.
Employer payment, paid leave and refunds require confirmation under the actual arrangement.
Step-by-step use and KLPNA review
- Check qualification issuance and prior reports, then enter the cycle base confirmed by KLPNA.
- Enter the last accepted report year, apply the ledger range, and compare each annual row with certificates and approval confirmations.
- Leave pending exemption or deferral applications unknown and enter only credited hours in the appropriate year.
- For a current-year return, enter the continuous break and return dates and confirm the course category with KLPNA.
- Enter remaining-course quotes, travel, support and actual unpaid time to review the cash requirement.
- Save the TXT ledger, review missing years and course attribution with KLPNA, then enroll and file the qualification report separately.
Evidence confirmation is cleared when education records or important dates change.
Checked items in the fictional example represent hypothetical conditions; reset before entering personal records.
Downloaded files contain the entered history and amounts, so check where they are stored on shared devices.
Practical situations for this ledger
Before a new employment agreement
Discuss older unfinished years separately from the current return course so review does not unexpectedly delay the intended employment date.
The calculator does not predict course availability or the date a completion record will be recognized; confirm these before enrolling.
Preparing a year-end report
Review education alongside the reporting deadline to avoid assuming that course completion itself files the report.
An approved deferral does not remove the reporting duty, so check submission and acceptance history.
For household planning, separating cash costs from lost income helps identify what must be funded immediately.
Unconfirmed support or a later reimbursement can change the upfront amount; assess a reserve using actual payment timing.
The ledger does not estimate support payment dates or the duration of a delayed return.
Course format and calculation limits
The 2026 attachment lists basic education as 4 hours in person or live remote plus 4 online, or 4 online plus another 4 online.
It distinguishes 2025 as 4 in person or live remote plus 4 online, and 2016–2024 as 4 online plus another 4 online.
Matching total hours alone is insufficient: confirm the applicable year, basic and specialist components, mandatory topics and allowed delivery method with the education centre.
Records needing additional review
This tool handles one continuous break followed by a return in the current reference year.
Reissue, multiple historical returns, intervening employment, a break under one year or unclear accepted-report history require separate KLPNA review.
For a February 29 start, anniversary comparisons use the date library convention of the end of February; KLPNA confirmation takes priority for the actual course category.
The calculator does not establish suspension, reinstatement, permission to work or recognition dates.
Frequently asked questions
Does taking time away automatically exempt me?
No.
A break may support deferral review, which differs from exemption.
Check applications and approvals by year, and confirm the extra education when the deferral reason ends.
How should I enter the acquisition year?
A newly issued qualification in that year is an exemption category under the Enforcement Rule.
The tool never approves it automatically; check the application and approval record before selecting exemption.
Do three years away mean 24 additional hours?
Do not multiply approved deferral years by eight.
The 2026 notice lists a total 20-hour resolution course for three years or more, subject to confirmation of the continuous break and approvals.
Should I add 8 annual hours to a 16-hour return course?
The confirmed 16-hour total replaces the current-year requirement.
This ledger adds neither another annual eight hours nor eight hours for each linked approved deferral year.
Can excess hours from another year cover a shortfall?
No automatic carryover is used.
Enter the year and course recognized by the education centre and never use the same credit for both supplementary and return education.
Does completing education complete my qualification report?
They are separate procedures.
Review education and approval records through the year before reporting, submit the report at the reporting centre, and confirm acceptance.
Does a zero fee mean a free course?
Only a confirmed quote of zero is treated as known free tuition.
An unchecked zero remains an unknown quote excluded from partial totals.
Reference fees are not automatically entered as checkout prices.
Does overdue status establish suspension?
No.
Nursing Act Article 40 allows suspension for failure to report.
Actual orders, reinstatement and cycle history require KLPNA confirmation; overdue in this ledger is a date comparison.
