Why compare approved-exporter status with per-case documentation?
As export volume increases, the internal time needed to collect and prepare origin documentation can grow with it.
An initial consulting quote alone can omit later training, dedicated staff work, system charges and renewal preparation.
Conversely, focusing only on the initial budget can delay preparation for a transaction that requires approved-exporter status or leave repetitive documentation costs unexamined.
This calculator compares acquiring and maintaining Korean approved-exporter certification with ordinary per-case origin-documentation work.
It combines external fees and the value of internal labour into an economic cost, while separately showing initial external cash, first-year expenditure, acquisition-cycle annualization and renewal-cycle annualization.
Use it to prepare a decision about certification, workload growth or a revised quote, under Korean 2026 rules.
Three things to take from the result
- Compare economic cost only after checking the agreement, available issue route and certification scope.
- Find the annual number of covered origin-documentation cases needed to offset fixed costs.
- Save the initial external-cash requirement and horizon budget, including renewals, for a Customs or broker consultation.
Separate legal authority from an optional cost saving
For Korea–EU and Korea–UK origin declarations, consignments containing originating goods valued above EUR 6,000 require approved-exporter status under the rule described by Korean Customs.
Enter the largest relevant single consignment value of originating goods, rather than total annual export revenue.
Exactly EUR 6,000 and EUR 6,000.01 fall on different sides of this threshold; confirm currency conversion, consignment aggregation and the applicable agreement against your transaction documents.
When certification is required, the ordinary-processing budget is labelled hypothetical and is not recommended as an available uncertified origin-declaration route.
Exporting at an ordinary tariff, changing the transaction structure or declining the transaction are separate decisions outside this cost comparison.
A consignment at or below EUR 6,000 still has to meet the relevant origin requirements and documentary responsibilities.
- For institutional issue under the ASEAN, Singapore, India, China and Vietnam agreements, verify the actual simplification of applications and attachments.
- For RCEP, distinguish an approved exporter’s self-issue authority from an institutional certificate route before obtaining a quote.
- For EFTA, verify signature simplification and the actual benefit. Other agreements remain pending until current benefits are checked.
Company status, product status and the annual case count
Company certification and product certification cover different scopes.
Company status is the framework for all agreements and products, whereas product status provides benefits within the approved agreement and HS six-digit product scope.
Do not assume that an existing product certificate covers a new agreement or a different six-digit product code.
Company status also leaves the originating status of each actual product to be established separately.
Enter both all annual proof-of-origin cases and the subset within certification scope.
Use an identical definition of one case for both methods: if one export declaration involves several proof-of-origin tasks, count those tasks consistently.
Covered cases cannot exceed all cases. Uncovered cases retain ordinary per-case costs even in the certified method.
If customers have materially different document requirements, compare separate workload groups and check that shared fixed costs are allocated only once.
How to enter quotes and internal work hours
- Verify the agreement, issue route, company or product scope and actual certificate duration with Customs or a broker.
- Use recent documentation records to count all annual cases and the cases covered by certification.
- Record ordinary and certified external fees per case and the internal hours spent gathering, drafting and checking documents.
- Separate initial consulting and preparation, annual management/training/system work, and renewal preparation without overlap.
- Apply the same hourly labour valuation and consistent tax-inclusive or tax-exclusive basis to both methods, then select the comparison horizon.
- Confirm the evidence checks and review first-year, annualized and horizon results together with the saved review.
The defaults are an illustrative workload and cost structure, not statutory fees, a quotation or a market average.
Scope and cost confirmations start unchecked. You can view assumed arithmetic before verification, but the cost recommendation remains pending.
A blank field does not mean free: enter zero explicitly when a cost or work hour genuinely does not apply.
The numeric fields preserve editable drafts and reject negatives, exponent notation, malformed commas and unsupported precision.
Cost and break-even formulas
Let N be all annual cases, C the covered annual cases and w the internal hourly labour cost.
Ordinary unit cost u0 and certified unit cost u1 each equal the respective external fee plus internal hours multiplied by w.
Initial economic cost I, annual maintenance M and renewal economic cost R use the same fee-plus-labour approach.
- Ordinary annual cost = N × u0
- Certified annual operating cost = C × u1 + (N − C) × u0 + M
- Acquisition-cycle annualized cost = certified operating cost + I / L
- Renewal-cycle annualized cost = certified operating cost + R / L
- Acquisition break-even = ceil((M + I/L) / (u0 − u1))
- H-year certified total = I + H × certified operating cost + floor((H − 1)/L) × R
Break-even is measured in annual covered documentation cases, rather than all export declarations.
The ceil function rounds upward to a whole case, so cost is equal or lower at or above the displayed threshold.
Without positive per-case savings, there is generally no finite break-even; zero fixed cost and identical unit costs produce a tie.
The calculator retains fractional KRW internally and rounds displayed amounts to whole KRW. Adding displayed rows can therefore produce small rounding differences.
Worked example: 120 annual covered cases
Assume N = C = 120 cases, with internal labour at KRW 30,000 per hour.
Ordinary processing costs KRW 50,000 externally and two internal hours per case, giving a KRW 110,000 unit economic cost.
Certified processing costs KRW 20,000 externally and 0.5 internal hours, giving KRW 35,000 per covered case.
Initial preparation uses KRW 3,000,000 and 40 hours; annual maintenance uses KRW 600,000 and 24 hours; renewal uses KRW 1,500,000 and 16 hours. Both the certificate period and horizon are five years.
Illustrative ordinary and certified economic costs for 120 annual cases, KRW| Measure | Ordinary KRW | Certified KRW |
|---|
| Annualized economic cost | 13,200,000 | 6,360,000 |
| First-year economic cost | 13,200,000 | 9,720,000 |
| Five-year total economic cost | 66,000,000 | 31,800,000 |
Initial economic cost is KRW 4,200,000 and annual maintenance economic cost is KRW 1,320,000.
Acquisition-cycle annual savings are KRW 6,840,000, five-year savings are KRW 34,200,000, and the covered-case break-even is 29 per year.
These are results of the stated assumptions. They do not guarantee certification approval or a particular customs-duty saving.
First-year, renewal-cycle and payback results can differ
The example breaks even at 29 annual cases over the acquisition cycle, but needs 74 cases in the first year because initial preparation is charged at once.
The renewal cycle breaks even at 23 covered cases per year using annualized renewal preparation.
A firm with 40 annual covered cases can have a lower annualized cost and still face a first-year economic burden. Identify the relevant period before deciding the budget.
Simple payback divides initial economic cost by annual per-case savings less annual maintenance, then converts years to months.
The example yields 6.5625 months under constant workload and prices.
If payback extends beyond the initial certificate period, reassess it with renewal costs; a simple payback number alone does not establish a long-term benefit.
Where the annual operating saving is not positive, the calculator does not claim that an initial cost can be recovered.
Distinguish economic cost from external cash
Internal staff time is a resource that could otherwise be used on another task, so it belongs in economic cost.
However, allocating an existing salary to those hours does not necessarily create an additional bank payment.
Initial external cash includes only acquisition external fees. First-year external payments add initial fees, annual maintenance external fees and both covered and uncovered case fees.
Any additional recruitment, overtime or cash timing should be considered in a separate payment plan.
In the example, initial external cash is KRW 3,000,000 and first-year external payments are KRW 6,000,000.
These differ from first-year economic cost of KRW 9,720,000.
Ordinary processing also has KRW 6,000,000 of first-year external payments, so an economic saving does not necessarily mean an external cash saving in the first year.
Check acquisition payment dates and instalments in the actual quote or contract.
Check duration, renewal and follow-up management
Enforcement Rule Article 17(7) sets company certification at five years from certification.
Article 18(6) normally gives product certification five years, with possible variation based on the stated compliance circumstances; use the certificate and actual notice.
The interface fixes company duration at five years and accepts a verified one-to-five-year product period.
A shorter period spreads initial cost over fewer years and can increase annualized cost and renewal frequency.
Check the renewal application window from one year before expiry through 30 days before expiry under Article 17(8), as applied to product certification through Article 18(7).
This tool assumes acquisition at the beginning of the first year and same-length renewals. It does not calculate an exact filing calendar or approve an extension.
A five-year comparison ends before another period begins and includes no renewal; a six-year comparison includes one renewal.
The example’s six-year certified total is KRW 39,300,000. Recalculate when the renewal quote changes.
Operating Notice Article 16 describes self-check windows within six months after the second and fourth anniversaries.
Results may be submitted by the end of the month in which the self-check was carried out; this is not converted into an invented annual mandatory fee for every firm.
Budget actual work for dedicated-person changes, origin evidence updates, training, systems and follow-up checks under the maintenance fields.
Practical scenarios and limits
A firm expanding export workload
Compare annual workload at 50%, 100% and 150% of current input.
All and covered case counts are separately rounded while fees, labour rates and fixed costs stay constant.
If expansion needs another employee or brings a broker discount, change those assumptions and calculate a separate scenario.
A firm with limited product coverage
Do not treat every export as covered when only some products have certification.
Retain ordinary costs for uncovered cases and check the quote for extending certification.
Verify during consultation whether the broader scope needs extra preparation or recurring work.
The model does not automatically add customs-duty savings, importer benefits, export revenue, lead-time value, grants, inflation, discounting or approval-failure losses.
Different procedure costs do not establish identical legal authority or identical commercial opportunities.
Results do not decide originating status, certification eligibility, approval or renewal, and do not replace case-specific legal or customs review.
For another agreement or an amended agreement, verify the current route and exception before relying on a comparison.
Frequently asked questions
Does certification establish Korean origin for every shipment?
No.
Certification concerns the exporter’s origin-documentation capability and procedural benefits.
Each product must still satisfy the applicable origin rules, and recordkeeping and verification responsibilities remain.
Is a comparison unnecessary at or below EUR 6,000?
The high-value declaration authority threshold and workload economics answer different questions.
You can compare actual repetitive work and verified benefits below the threshold, but origin requirements are not waived.
What if an external quote already includes staff work?
Avoid counting the same task in both the external fee and internal hours.
Separate the outsourced scope from additional work actually performed by your own employees, and enter only the latter as internal hours.
Can certified per-case hours be zero?
Enter zero only when it reflects the actual remaining workload.
Certification does not automatically remove origin decisions, registers, recordkeeping or verification work; confirm whether the remaining time belongs under case work or periodic maintenance.
Why does higher maintenance increase break-even?
At an unchanged per-case saving, a larger annual fixed cost needs more covered cases to recover.
The first cycle adds annualized acquisition cost; the renewal cycle separately adds annualized renewal cost.
Does no finite break-even mean we should avoid certification?
It describes the entered cost structure, not the legal or business need.
A mandatory-certification transaction and other commercial benefits require separate review; a cost result cannot remove an eligibility requirement.
Why does editing inputs clear confirmations?
Evidence verified for an earlier quote should not automatically be treated as verification of changed costs.
Review the new assumption and evidence, then reselect the relevant confirmation to see its cost verdict.
How should we take the result to a consultation?
Save the TXT review or print the inputs, assumptions and first-year, annualized and horizon results together.
Ask Customs or a broker to check scope, actual period, issue route and missing items in acquisition, maintenance and renewal quotes.
