Korea Public Official & Teacher Leave Pay Impact Calculator

Compare step-based Korean public-official and public-school teacher leave: monthly basic salary, entered allowances, contributions and retirement-allowance service deductions at the same retirement month.

Korea 2026 · Step-based national/local officials and public-school educational officials only. Defaults are illustrative. Enter basic salary, allowances and the pension income base separately.

Leave category and dates

1–72 months. Category-specific limits and extensions require review.

0–72. Already used in the same leave episode; exclude ordinary sick days.

0–600. Use prior deductions already applied; exclude military credit and combined prior-scheme service.

Basic salary, allowances and payment conditions

Each amount accepts KRW 0–100 million. Use monthly equivalents for the same selected allowances, including periodic items. Some allowances can still be paid at reduced rates outside occupational leave; verify each item.

Contribution, retirement allowance and evidence

Retirement amounts compare service at a common assumed income base. Select agency review when pre-2010 separate calculations or historical transitional rules need checking. Salary, contributions and service deductions remain available.

This differs from basic salary. Use the notified base after the 160%-of-all-officials-average cap.

May be a future assumption that differs from the current notice. Confirm promotions and income changes.

0–20%. Applied each May 1. Default 0% is a constant-base assumption.

0–432. Use GEPS remaining months after paid service and transitional rules.

Why compare leave pay and retirement allowance together?

A Korean public official considering long illness leave needs to understand both the immediate loss of basic salary and the separate effect on the retirement allowance.
Receiving partial salary does not necessarily prevent a leave-service deduction, and unpaid leave does not automatically eliminate pension contributions.
This calculator separates those amounts so that one effect is not mistaken for another.

It supports national and local officials approaching long medical treatment, officials considering family care, and public-school educational officials planning illness or study leave.
Use it to compare durations and prepare questions for HR, payroll and the Government Employees Pension Service (GEPS).
It does not assess medical necessity or decide whether leave must be approved.

Korea-based rules for 2026 · Official sources verified October 19, 2026

This page covers officials whose basic salary uses a step-based salary table, including national/local officials and public educational officials.
Annual-salary systems, private-school employees, fixed-term staff and military personnel are outside the modeled scope.
Future dates retain the verified current rules and do not forecast future amendments or increases.

Basic-salary rates by leave category

Ordinary illness

Basic salary is modeled at 70% for the first 12 cumulative months of the same episode and 50% for months 13–24.
An additional six months after twelve earlier months therefore use 50%, rather than restarting the 70% band.
Ordinary sick days are not earlier leave months.

Occupational illness or injury

Verified occupational recognition, or an explicit assumption that recognition is granted, enables 100% basic salary and the allowance-service deduction exemption.
When recognition is unknown, those results remain pending instead of treating full payment as established.
A personal belief about work causation is not an official recognition record.

Care and self-development

Family-care and self-development leave outside the salary-payment exceptions are modeled with zero basic salary.
Zero salary does not mean zero contributions.
The private-sector 90-day annual family-care leave rule is not applied to Korean public officials here.

Overseas study or training

The rules permit payment of 50% for overseas study or overseas training lasting at least one year.
Select confirmed payment, an explicit payment assumption, confirmed nonpayment or unknown status.
For officials other than educational officials, earlier paid months reduce the 24-month career payment allowance.

These salary rules come from Article 28 of the Public Officials Remuneration Regulations and Article 27 of the local equivalent.
Educational officials are exempt from that 24-month payment cap, but their leave-duration and extension requirements still apply.
Check the lawful, agency-confirmed category and the one-year condition before selecting overseas training.

Find each input in payroll and GEPS records

  • Basic salary: the salary-table amount before allowances and deductions, rather than the bank deposit or total remuneration.
  • Normal and leave allowances: monthly equivalents for the same selected items, including periodic allowances only after checking their payment conditions over the comparison period.
  • Recognized service before leave: service specifically recognized for the retirement allowance, after earlier deductions; exclude military credit and combined prior-pension service that do not belong in this allowance calculation.
  • Pre-leave contribution income base: the notified amount after the ceiling of 160% of the average income base of all public officials; this is different from basic salary.
  • Income base at retirement: a separate future assumption for the retirement allowance; holding it constant isolates the service-period effect.
  • Remaining contribution months: the GEPS record after paid months and appointment-dependent transitional rules; the 33-year retirement-allowance cap is not a contribution stopping rule.

Record the evidence date and whether salary, allowances and pension records are verified, assumed or unknown.
The initial figures are illustrative and start as assumptions.
Do not mark the example values as verified without checking the corresponding personal records.

Salary loss and compensation loss are separate

Monthly basic salary = entered basic salary × applicable monthly rate
Salary loss = normal basic salary × new leave months − total leave basic salary
Compensation loss = salary loss + (normal allowances − leave allowances) × leave months

Allowances do not form a single amount automatically multiplied by the basic-salary rate.
Article 19 of the Public Officials Allowances Regulations separates nonpayment of listed allowances during nonoccupational leave, reduced-payment exceptions for educational-official compensation allowances, occupational-leave payment and separate performance-bonus rules.
Local officials must also review their applicable allowance regulation and agency payroll record.

The calculator therefore compares the allowance amounts you enter instead of automatically setting every allowance to zero.
Unknown allowance evidence withholds the combined compensation-loss result while leaving the independently calculable salary result available.
If the selected allowances cover only part of remuneration, the result also covers only that selected part.

Half-service deductions and retirement-allowance bands

Article 25(5) of the Public Officials Pension Act deducts half of ordinary leave service when calculating the retirement allowance.
Exceptions include occupational injury or illness, military duty, specified temporary employment and union service, childcare or pregnancy/childbirth, and obligations imposed by law.
Among the six modeled categories, only recognized occupational leave uses the exemption.

Baseline months = recognized pre-leave months + months from leave start through month-end retirement, inclusive
Deduction = ordinary leave months ÷ 2, or zero for recognized occupational leave
Retirement allowance = retirement income base × adjusted service years × payment rate
Adjusted service is capped at 33 years.

Retirement-allowance service bands under Enforcement Decree Article 58
Adjusted service yearsPayment rate
At least 1, below 56.5%
At least 5, below 1022.75%
At least 10, below 1529.25%
At least 15, below 2032.5%
At least 2039%

A six-month deduction from a 20-year baseline produces 19.5 years and changes the rate from 39% to 32.5%.
The loss therefore includes a band change rather than only the value of six months.
Conversely, a reduction from 34 to 33 years can leave both capped calculations at 33 years and produce no allowance difference at an unchanged income base.
Below one year, the model shows no accrued retirement allowance.

Allowance amounts assume one common income base

GEPS describes separate calculations for service through 2009 and from 2010 onward.
This calculator does not reconstruct historical remuneration bases, so its amounts can differ from actual long-service awards.
Selecting agency review withholds allowance amounts while retaining service deductions, salary and contributions.
Do not use a common-base estimate as a GEPS award amount.

Contributions and the May 1 income-base adjustment

Article 67 sets the employee contribution at 9% of the applicable income base.
It is not calculated by taking 9% of an illness-leave salary already reduced to 50%.
Enforcement Decree Article 7 adjusts the pre-leave income base by the public-official remuneration increase each May 1; a May start therefore applies the first modeled adjustment in that month.

May-adjusted base = previous base × (1 + entered adjustment rate)
Estimated monthly contribution = that month’s base × 9%
After the entered remaining contribution months are exhausted, later months show zero contribution

The default 0% is a constant-base assumption and is not a forecast of the government increase.
Applying one rate in successive years is also an assumption, not a substitute for annual notices or a changed contribution cap.
The statutory maximum of 36 contribution years and transitional rules mean that individual remaining months must be confirmed with GEPS.

The contribution total describes the estimated obligation, not a promise that it will be collected during each displayed month.
Check actual payroll withholding, separate payment, possible deferral and post-return settlement with GEPS.
Do not add this obligation to the compensation-loss figure again or read either result as after-tax take-home pay.

Step-by-step use and pending results

  1. Select employment category, step-based pay and leave category; an annual-salary selection withholds calculation.
  2. Enter the start month, new months, earlier months in the same episode and planned month-end retirement; leave must end by that retirement month.
  3. Enter basic salary and matching allowance amounts, then review study payment or occupational recognition where relevant.
  4. Enter recognized allowance-service months, current and retirement income bases, remaining contribution months and the evidence date.
  5. Distinguish verified and assumed records, then inspect the monthly table around the twelfth month and each May.
  6. Review the checklist and save the TXT or printable report for payroll, HR and GEPS discussions.

Pending verification is different from a verified zero.
An unknown study-payment decision or occupational recognition leaves the affected result pending.
Unknown allowances do not erase an independently supported pension result.
The saved review includes the inputs, evidence states and assumptions so that the amount can be interpreted in its original context.

Worked example: 24 months of ordinary illness leave

Assume KRW 4,000,000 monthly basic salary, KRW 600,000 normal allowances, KRW 100,000 leave allowances and a KRW 5,000,000 income base.
Leave starts in November 2026, lasts 24 months and ends with retirement at the end of October 2028; recognized service before leave is 264 months.
There are no earlier months in this illness episode, the base adjustment is 0%, and remaining contribution service is 120 months.

Pay and contributions during leave

The first twelve months pay KRW 2,800,000 each and the next twelve pay KRW 2,000,000 each.
Total basic salary is KRW 57,600,000 and salary loss is KRW 38,400,000.
The KRW 12,000,000 allowance difference brings compensation loss to KRW 50,400,000.
Contributions are KRW 450,000 monthly and KRW 10,800,000 in total.

Allowance at the same retirement month

Continuing work gives 288 months; deducting twelve months for this leave leaves 276 months.
Both 24 and 23 service years use the 39% rate.
The allowance falls from KRW 46,800,000 to KRW 44,850,000, a KRW 1,950,000 difference.
This is not an equivalent reduction in the monthly pension.

These fictional amounts do not represent a particular salary-table grade, and the allowance example assumes one common income base for all service.
It does not separately calculate pre-2010 service.
Changing the allowance scope or the income base at retirement changes the comparison.
When considering another month of leave, review the next monthly salary rate, remaining contributions and any allowance-band change separately.

Duration checks and realistic comparisons

Illness and occupational injury

Ordinary illness uses a one-year basic duration with a possible further year; occupational illness or injury uses three years with a possible further two.
Being within a maximum modeled period does not establish extension approval or satisfy a medical assessment.

Unpaid care or self-development

National/local care leave has a one-year episode and three-year career limit; educational officials have up to three years with splitting.
Self-development is limited to one year; educational officials must also check the ten-year service and once-per-career conditions.

For overseas study, distinguish the national/local three-plus-two-year structure from the educational-official three-plus-three-year degree-study structure.
Designated training uses two years for national/local officials and three for educational officials, so a generic overseas-training description does not establish the legal category.
Spouse-accompaniment, childcare, temporary-employment and union leave fall outside these six selections and need their own rules.

The scenario table compares twelve or twenty-four illness months and twelve care months at the same retirement month.
Shorter leave is followed by normal work, and allowance inputs remain the same unless you change and rerun them for a different category.
The immediate-retirement card shows only the allowance at the end of the month before leave; it excludes future salary, pension-start liquidity and honorary-retirement payments and does not rank complete retirement strategies.

Frequently asked questions

Do teachers also use the 70% and 50% illness rates?

The same cumulative bands apply to step-based public educational officials; do not transfer this model to private schools or annual-salary systems.

Should sixty sick days be included in earlier leave months?

No; sick days and leave episodes are different, and this model neither converts them nor decides approval or the actual starting date.

Does unpaid care leave mean zero contributions?

No; verify the income base, remaining contribution months and actual payment arrangement with GEPS.

Does losing a year of allowance service also remove a year of pension service?

The modeled deduction is for the retirement allowance; it cannot be transferred directly to monthly pension service or pension reductions.

Why can the allowance loss suddenly become larger?

Crossing a 5-, 10-, 15- or 20-year boundary changes the rate as well as the service period, so proportional month-only estimates can miss the difference.

Does every study leave get another two years of paid salary?

For noneducational officials, official interpretation 18-0508 treats the two-year payment allowance as a career-wide total; verify earlier paid months and the current agency payment decision.

Are odd months and midmonth returns exact?

No; complete months are modeled and an odd duration retains a half-month equivalent, while actual day settlement, month rounding and rate-band boundaries need agency verification.

Does a large immediate allowance mean I should retire?

That card contains only the retirement allowance; pension timing and amount, future income, living costs and honorary-retirement conditions require separate assessment.
